Objectives Provide access to 24X7 potable drinking water as per norms.
Provide quality water free of contamination To provide adequate water for industrial use as per norms and to
Reduce, Recycle and Reuse to zero discharge. (ie. 45 kl/ ha. /day) To reduce water footprint in agriculture through green irrigation and
better rain fed cultivation. Social inclusiveness and Ecological sustainability.

Current Status: Depth of water table in UP Sub-region is falling The Water availability is reducing in UP Sub-region. There are several dark and
critical blocks. The bulk supply and water quality has to be improved. Gap/ Shortfalls Industrial demand and agriculture water demand for 2031 are 486.63 mld and
5240.99 MCM respectively. The demand has to be calculated district wise as per norms.
How Rational use of various sources of water ie. Ground Water and Surface Water. To prevent water wastages. Augmentation of underground water resources through rain water harvesting
and recharge. Protection of catchment areas of natural drainage system through landuse
norms.

Outcomes/ Expectations:
Integrated rational plan for water uses in different areas should be prepared town wise and District wise.Action Plan with physical and financial targets for upstream reservoirs, inter basin transfers, area under water bodies and Rain water harvesting structures.

DRAINAGEDRAINAGEObjectives: Environmental flows of the rivers in the entire UP Sub-region should
be part of the Comprehensive Drainage Plan. Keeping in view the ecological sensitivity of the rivers, the settlements along them should be considered based on rivers existing capacity, maximum carrying capacity, estimated inflows and proposed outflows
Discharging into the rivers drainage system has to be regulated stringently.
How The regulation for any activity in the flood plains of Ganga and
Yamuna which falls in ecological sensitive zone should be as persuggested environmental norms.
The recharge structure should be made in the flood plains of therivers for water recharge.

Current Status: Present Status:
There are encroachments in the natural drains in the Sub Region specially in the towns which results in excessive extraction of water. Untreated waste and industrial effluent are diminishing the water quality. The flow of river has been reduced due to reduction of flood plains.
Gap/ Shortfalls: Unsatisfactory status of YAP and GAP projects. Slow progress of flood protection Irrigation project proposed between Yamuna
and Hindon. Site identification of River Recharge bore wells in Ganga and Yamuna not done.

SEWERAGESEWERAGE
Objectives 100% Twin soak pit pour and flush toilets to enforced in rural and small
settlement so as to abolish manual scavenging in time bound manner as per Abolition of Manual Scavenging Act.
Separate covered Storm water and sewerage system to be installed in all Towns as per an Action Plan.
100% treatment of sewage generated and recycling for no drinking purposes.
How Storm water to be used for recharge of Ground water through rain water
harvesting structures and to be designed for max. rainfall of 5 yrs. for internal and 10 yrs. for major drains.
STPs should be installed. Purchasing Cleaning equipments for cleaning of sewers to avoid scavengers
deaths. Sewerage Master Plan will have to be prepared for each town.

Outcomes/ Expectations:Action plan to be made to enforce use of Twin soak pit pour and flush toilets and to abolish open defecation and manual scavenging along with public awareness campaigns for cleanliness.STPs should be installed as per requirements in all towns and under YAP and GAP.100% saturation in rural areas through WATSAN program.
Current Status: Present Status: Sewage largely is being discharged through open drains. Underground sewerage system is available only for some parts of Metro and
Regional Centres; that too for only parts of towns. Sewerage system is absent in rural areas hence, pour flush latrines, schemes
and campaigns for cleanliness and hygiene needs to be encouraged.
Gap/ Shortfalls 20 STPs are proposed along Yamuna and Hindon under YAP.

SOLID WASTE MANAGEMENTSOLID WASTE MANAGEMENTObjectives To keep our towns clean through scientific Solid Waste Management Proper disposal of Hazardous and Medical waste.
How Proper segregation of waste into organic and inorganic at source. Primary and Secondary collection should be done through placing of
garbage bins at appropriate distance. Sites to be identified in Master Plan/Development Plan in each town
for Solid Waste Disposal facility or on sharing basis. Alternative technologies for waste disposal such as incineration for
energy, composting, waste to energy and pelletisation.

Current Status: Present Status: Amongst all Metro, Regional, Sub-regional and Service centres, Meerut
has the highest Solid Waste generation rate of 0.54 kg/capita/day. Average Solid waste generation ranges between 0.26 kg/capita/day in
service centres to 0.49 kg/capita/day in Metro Centres.

Outcomes/ Expectations:Enforcement of MoEF guidelines (Municipal Solid Waste (Management and Handling) Rules, 2000)

Objectives To protect and preserve natural bio-diversity and man made heritage
sites to enhance the aesthetical appreciation of the environment.
How Protection and conservation of various sites from encroachment,
pollution and over exploitation. Balanced, comprehensive Development Plans and Projects which are
based on land suitability analysis and environmental carrying capacities.

Current Status: Present Status: The carrying capacity of Sub-region is stretched due to urbanization
and industrialization which results in reduced forest cover, contaminated ground water and decreased quality of life.
Gap/ Shortfalls Inadequate infrastructure services and solid management system Non compliance of Acts and Plans
Outcomes/ Expectations: The provisions of all the existing Acts and policies of Centre and
State should be strictly implemented and monitored Efforts should be made to increase and preserve the forest cover
and water bodies. Cause wise and sector wise analysis of pollution should be done
and specific solutions should be suggested.

Objectives To make land available for industrial, residential and urbanization
purposes by rationalizing its use and saving agricultural land.
How Improving the present land utilization pattern so as to prevent
indiscriminate land acquisition. Redeveloping land and maximizing its use.

Current Status: Present Status: Built up area is increasing at the cost of agricultural, forest land and
water bodies.
