WORKING TIME TABLE

These instructions have been compiled for the general operation of the railway.

This document covers the day to day operation of the railway. At no time shall theseinstructions contravene the specific directions detailed in "Tourist Railway Rules and GeneralInstructions" effective 1997.

SECTION ONE

Time Table Period –

From October 2017 onwards the railway operates EVERY Sunday, plus any additional days, aslisted in the public timetable or as otherwise listed by special circular.

TRAIN TIMETABLE

Where the time of a train is shown at a station without the addition of a conditional stoppingsymbol or letter, a definite stop must be made.

At intermediate stations, where the times of arrival and departure are not both stated, thetime shown is that of the departure from the station.

TRAIN NUMBERING CONVENTIONS

A 4 digit system of train numbering shall be used.

Digit One - Day of Week – 1 Sunday to 7 Saturday.Digit Two - Type of Train

1 = Reserved for Testing Purposes2 = Special/Charter Trains3 = Light locomotives4 = Empty Train Transfer5 = Works Trolley6 = Passenger Trolley7 = Works Train (Not Goods)8 = Passenger Trains including mixed trains9 = Goods Trains

Digit Three and Digit Four. Both correspond to the number of the movement.

Note: Up movements are even numbers and Down movements are odd numbers.eg: 1803 is a Sunday Down Passenger Train, Third movement for the day.

NOTES:1 Maximum line speed is 20mph (32kmh)2 Mornington up end points are secured by a hand locking bar with a 7P padlock.3 The above times at Tanti may be 5 minutes different to that advertised, however early

departure should be avoided unless requested by Traffic Department.4 Tanti station can be setup as a block post as per TRR&GI’s when required. A circular from

the traffic branch will be issued when this is the case.

SECTION TWO

1 STAFF OPERATION.The railway shall operate at all times as per the Tourist Railway Rules and General Instructions1997. The Train Staff shall, at all times, when not in use, be locked away in the Staff SecurityBox in the Safe working Office (the signal box), at Moorooduc Station.

The Staff or Staff Ticket shall only be issued by the Signalman rostered at that location, orGuard-in-Charge on the day.

No Train shall enter any section beyond the appropriate Yard Limit without being in thepossession of the correct authority.

2 STAFF SECTIONS BAXTER – MORNINGTON.Baxter to Moorooduc

Single line no sidings, access frommain line is secured by spiking of points and theplacement of a baulk across line on down side of Baxter - Tooradin Road crossing.A compound gate and baulk at Moorooduc Road crossing protects entrance toMoorooduc station. This section is currently not authorised for traffic.

Moorooduc to Mornington – staff providedSingle line with 3 sidings at Moorooduc. Run around loop provided at Mornington. Nosidings at Tanti. Line open for general traffic between Moorooduc and Mornington. 1locked gate on either side of the Oakbank and Baldock road horse crossing controlstraffic and must be closed during running periods.

4 ENDS OF OPERATING TRACK.A "STOP BOARD" is located at Moorooduc - it is positioned on up side of the up end points,facing up trains. The Stop board cannot be passed without authorisation (Refer TRR&GI 2.9).On train running days this board will indicate the end of the running section for trains arrivingfrom Mornington. No other instruction need be issued to advise the location and purpose ofthe Stop Board, it is an absolute stop indication. A stop board is also located at the down endbaulk at Mornington. These indicate the current length of track available for use.

5 GRADES

6 SPEEDS OF LOCOMOTIVES AND TRAINS.The following maximum speeds for locomotives and trains must be strictly observed.

Steam Locomotives, Diesel Locomotives, Rail Motors.Moorooduc and Mornington 20mph (32kmh)

Track Chief (TC1)Moorooduc and Mornington 15mph (25kmh).

Fire Patrol/Track PatrolMoorooduc and Mornington 20mph (32kmh)

Exceptions:* The speed of any engine (with or without vehicles attached) during shunting operations orwhilst within yard limits must not exceed 10mph (15kmh).* TC1 may only travel beyond the Moorooduc Yard Limits if permission is gained from theTraffic Manager.

9 SECTIONAL LOADS

10 ALTERATION OF TRAIN CONSISTS.

The following instructions apply in all cases except where specified:

• Alteration to consists can only be authorised by the Traffic Manager, or in his absencethe Assistant Traffic Manager or OIC.

• No carriages/wagons are to be removed from a running day consist unless:• The Traffic Manager or his assistant have advised and approved the

requirement or;.• The carriage/wagon is faulty and needs to be removed due to safety/repair

reasons.Similarly if a carriage/wagon is to be added due to excess loadings a decision needs to bemade at least 20 minutes prior to the train departing and at no time can these decisions delaythe departure of the train. Once a carriage has been added it becomes a part of the consist forthe entire day and is not to be taken off until after the last train completes its journey (unlessone of the two reasons in the paragraph above are applicable).

No shunting movements are to take place on a normal running day which delays thedeparture of the train unless it’s absolutely essential for safety or traffic requirements.

At no time can shunting movements take place on a running day without the OIC and Guardbeing fully aware of what is to take place and why. Once informed the OIC must ensure that thecarriages are empty of passengers and are in a condition to move (i.e. ramps are lifted)

• Increases to train consists may only be authorised after consultation with the driver if thedriver agrees to the increase after taking into account prevailing weather conditions andstate of the locomotive.

• Defective vehicles are not to be attached to the train. Where doubt exists as to theserviceability of a car, it must not be attached. Where doubt exists, the OIC is to contactthe Mechanical Manager or failing him, the Traffic Manager or his Assistant.

11 BREAKDOWNS (Refer to General Instruction 9)

In the event of a motive power failure the Officer in Charge (Moorooduc) shall investigate areplacement service using a suitable alternative vehicle, provided a qualified driver is on duty.Primary responsibility is to ensure the timely movement of all passengers to their originatingstations, as per the Emergency Response plan.

Should another train be unavailable, or qualified crew does not exist, the OIC shall organisealternative means of transport. I.e. buses, if warranted, to transfer passenger back to theirvehicles at their departing station.

13 HIRAIL VEHICLES

The use of HiRail vehicles for maintenance, track patrol and fire patrol is now permitted on theMornington Railway. Appropriate operator licenses + HiRail licenses must be held before aperson can operate such equipment. For more information regarding the qualificationrequirements to operate HiRail machinery please refer to the training handbook (MRPSM 004)

HiRail vehicles should be driven in a forward direction where-ever possible. Limited use inreverse gear is authorized by the Traffic Manager providing operation is below the maximumRPM range of the vehicle and is within its operating capacity.

14 TRACK PATROLS

Track patrols must be completed 15mins prior to the departure of the first service of the day.All track patrols must complete the Track Patrollers check sheet (F 002) whilst in operationand return the completed form to the signal box.

HiRail vehicles are permitted to be used to perform track patrols providing the crew hold therelevant qualifications, when this is not the case a trolley must instead be used.
