Set GEODETIC PARAMETERS to a Grid/Zone that HYPACK knows about (e.g.: UTM).
Next, change the ‘Grids’ entry to “None”.
Click the ‘Local Grid Adjustment’ check box and then the ‘Local Grid’ button.

Enter the ‘World’ and ‘Local’ coordinates, select your origin and have the program compute the rotation, translation and scale.
