OCCUPATIONAL SAFETY AND HEALTH CENTER

Summary of Findings

The top 3 regions where EC claims were filed and approved are: 1. National Capital Region (NCR), 2. Calabarzon Region, 3. Davao Region. The NCR also ranks first in each of the year reviewed.

OCCUPATIONAL SAFETY AND HEALTH CENTER

Summary of Findings

Diseases of the heart and circulatory system were the most commonly compensated diseases. Infectious diseases ranked second while 3rd are diseases referable to the genitourinary system

Diseases of the circulatory system were mostly seen among workers in the professional group as well as among teachers

Summary of Findings

Most common injuries compensated: Vehicular accidents and pedestrian injuries

DISCUSSION

The survey was able to produce two significant outputs:

1. Distribution of occupational disorders and injuries in government workers by office and by occupation 2010-2012

information on prevalent or frequently claimed diseases and accidents

type of industry or sector would carry the possibility of increased risk to a particular diseases or injury

Basis for health promotional and preventive programs

Page 27: Work-Related Injuries and Illnesses of Public Workers: A ... and Proceedings/7d_Work... · Work-Related Injuries and Illnesses of Public Workers: A Review of Employees’ Compensation

Department of Labor and Employment

OCCUPATIONAL SAFETY AND HEALTH CENTER

DISCUSSION

2. Second database generated for compensated claims of government (the first: 1994-1996)

Page 28: Work-Related Injuries and Illnesses of Public Workers: A ... and Proceedings/7d_Work... · Work-Related Injuries and Illnesses of Public Workers: A Review of Employees’ Compensation

Department of Labor and Employment

OCCUPATIONAL SAFETY AND HEALTH CENTER

DISCUSSION

Diseases of the circulatory system were mostly seen among workers in the professional group specific exposures?

lifestyle-related factors?

OSH and health promotion programs?

While the database puts into sharper focus some current safety and health issues of government workers Inadequate occupational exposure data for risk

assessments

Page 29: Work-Related Injuries and Illnesses of Public Workers: A ... and Proceedings/7d_Work... · Work-Related Injuries and Illnesses of Public Workers: A Review of Employees’ Compensation

Department of Labor and Employment

OCCUPATIONAL SAFETY AND HEALTH CENTER

Policy Recommendations

Inclusion of exposure data/information to facilitate validation / assessment / determination of work-relatedness of diseases

Imperative since many diseases may be caused by multiple factors (both occupational and non-occupational factors)

Integral in quality assurance

Page 30: Work-Related Injuries and Illnesses of Public Workers: A ... and Proceedings/7d_Work... · Work-Related Injuries and Illnesses of Public Workers: A Review of Employees’ Compensation

Department of Labor and Employment

OCCUPATIONAL SAFETY AND HEALTH CENTER

Policy Recommendations

Establish policies to push for installation of health promotion and OSH programs in the public sector

CSC MC and other issuances not responsive

(OSHC and multisectoral committees have been initiated to engage CSC to issue OSH guidelines for public sector )

Page 31: Work-Related Injuries and Illnesses of Public Workers: A ... and Proceedings/7d_Work... · Work-Related Injuries and Illnesses of Public Workers: A Review of Employees’ Compensation

Department of Labor and Employment

OCCUPATIONAL SAFETY AND HEALTH CENTER

Policy Recommendations

Use of International Classification of Diseases (ICD) version 10 in recording the diagnosis of diseases and injuries Standardized classification to facilitate

epidemiological inferences (mortality and morbidity data, trends, etc.), for efficient health care management, allocation of resources, monitoring and evaluation, research, primary care, prevention and treatment

Facilitates comparison of data among organizations, sectors and countries in a consistent and standard way

Page 32: Work-Related Injuries and Illnesses of Public Workers: A ... and Proceedings/7d_Work... · Work-Related Injuries and Illnesses of Public Workers: A Review of Employees’ Compensation

Department of Labor and Employment

OCCUPATIONAL SAFETY AND HEALTH CENTER

Specific Recommendations

Compensated diseases be made distinct from the database for the benefits being received by the claimant

Multiple claims for a single disease is noted for individuals who may be receiving medical reimbursement several times in a year or those who are receiving other benefits that released several times in a year
