Program Management Summary

Program Planning and Project Development:

The Program Development Team (PDT) and County staff continue to coordinate with stakeholders to ensure an inclusive

approach to the planning and development of the Richland Penny projects. These stakeholders include community

leaders, other government entities, special interest groups and organizations. The team is currently coordinating on

active projects with the following: Central Midlands Transit (COMET), The River Alliance, University of South Carolina,

Gills Creek Watershed Association, Riverbanks Zoo, City of Columbia, and the South Carolina Department of

Transportation (SCDOT). In addition, numerous public information and community outreach meetings are being held to

garner input from Richland County Citizens. The bi-monthly coordination meeting with Central Midlands Transit

(COMET) staff was held on 12/10/2015. The monthly coordination meeting with SCDOT was held on 1/26/2016.

County and PDT staff developed federal Tiger Grant applications for two projects: an expanded Clemson Road Widening

project and an expanded Bluff Road Widening project. The applications were completed and submitted on 6/5/2015.

Notification of award remains pending.

Approximately 555 miles of data was collected for the Pavement Management System and the final report and the

2016-17 list of resurfacing projects was approved by Council on 7/21/2015. The Street Saver program and associated

data has been transferred to Public Works. The technical specs for required hardware has also been provided to Public

Works.

Pre-construction:

The Program Development Team (PDT) continues with design on the following projects: Clemson Road Widening, Shop

Road Widening, Clemson Road and Sparkleberry Lane Intersection, Southeast Richland Neighborhood Improvements,

2015 Bikeway projects and assigned 2015 Sidewalk projects. On-Call Engineering Teams (OET’s) and other selected firms

continue design activities on the following projects: Bluff Road Widening Phases 1 and 2, Atlas Road Widening, Pineview

Road Widening, N. Main Street Widening, Shop Road Ext Ph. 1, Greene Street Ph. 2, Three Rivers Greenway, Broad River

Neighborhood Improvements, and the 2015 OET Sidewalks. The OET for the Gills Creek A Greenway project is assisting

in developing and finalizing the project scope for Phase 2 of the projects. The consultant for the 6 Design-Build

Intersections continues with the design phases of those projects. Planning and development of 2016 Bikeway and

Sidewalk Projects is under way.

Right-of-Way: Right-of-way acquisition on the North Main Street Widening Project Phase III is nearing completion. 38 of 51 parcels have been acquired to-date (some parcels were combined and 1 parcel removed to bring the total from 55 to 51). Upon Council approval, documentation of the 13 condemnation parcels will be turned over to attorneys. The ROW acquisition process continues on Phases II and IV: all preliminary contacts and cost estimates have been made on both phases. 28 of 46 parcels have been acquired to-date. The right-of-way acquisition process on Shop Road Extension Phase 1 continues: all property owners have been contacted, 8 out of 10 offers have been made and 2 right of entries and 6 parcels have been secured. Preliminary right-of-way planning and development for the Bluff Road Widening Project and the 2015 Sidewalk and Bikeway Projects continues. Right-of-way guidance has been provided for the Dirt Road Paving Program projects. Overall right-of-way coordination for the remainder of the program continues.

Utility:

North Main Street Final Utility Report will be submitted to SCDOT on Monday 2/1/2016. Bi-weekly utility coordination

continues on Greene Street Ph. 1 to ensure utilities are relocating in a timely fashion. Greene Street Ph. 2 utility

coordination continues. Shop Road Extension utility coordination is mostly complete with the exception of the City’s

relocation plans. Richland Penny is working to form an agreement to include design and construction of the City’s

relocation on Pineview. Bluff Road Phase 1 plans have been delivered to utility companies and we have begun

coordination of conflicts. An exhibit for undergrounding utilities has been prepared and will be presented to the

Transportation Ad Hoc Committee. Subsurface Utility Engineering (SUE) work on Pineview Road continues. Design-Build

intersections are under design and Richland PDT is providing review and oversight. Atlas Road initial coordination

continues on known conflicts; however, full coordination won’t begin until February 2016.

Procurement:

Procurement planning and development continues. The bid package for the Shop Road Extension Phase 1 project is

complete and the PDT has been given approval from SCDOT of submitted plans. The Mitigation Bank is slated for final

approval in mid-February, from which SCDHEC can issue approval and USACE can then issue the wetlands permit. It is

anticipated that the project could then be advertised for bid in early April, 2016. Sidewalk Package S2 was bid as a

sheltered market project on December 16, 2015 and a recommendation for award will be made to County Council at the

next scheduled meeting of February 16, 2016. Sidewalk Package S4 was bid as a sheltered market project on 1/27/2016.

Recommendation for award will be made to County Council on February 16, 2016. Bid document preparations for the

2015 Bikeway projects have been completed, and are still awaiting permits to advertise for bids. Development of bid

documents for Three Rivers Greenway has been hampered by permit issues and will be bid when those issues are

resolved. Resurfacing Packages E & F have been advertised with bids on these projects due February 24, 2016. Sidewalk

Package S3 will be advertised for bid in early February 2016.

Construction:

Construction continues on the Dirt Road and Resurfacing projects and will be ongoing as new projects are

developed. Construction continues on Lincoln Tunnel Greenway project and is scheduled for completion in June

2016. Construction on Greene Street Ph. 1 continues with an expected completion in spring of 2016. Construction on

the first of the six Design-Build Intersection projects is expected to begin in early 2016. Construction on Sidewalk

Package S1 is expected to begin in February 2016. Construction on Jouster Street Dirt Road Paving is expected to begin

in February 2016. Construction on Shop Road Extension Phase 1, Three Rivers Greenway and the Bikeways and

Sidewalks packages is expected to begin in the first half of 2016. Construction on Riverbanks Zoo Phase 1 is expected to

begin on 2/8/2016 with a summer 2016 expected completion.

Internship Program:

Through the PDT Internship program, Richland County high school and college students will receive hands-on experience

while networking with professionals within several industries including Government, Engineering, Construction, Finance,

Public Relations, and Business. Eighteen internship positions have been awarded to-date. Four new positions were

awarded for the spring session and the students began their sessions on January 11, 2016.

Public Involvement / Community Relations:

The public information team continues to update the Richland Penny website and social media pages (Facebook,

Twitter, YouTube) with up-to-date program and project information. The team has produced three project videos to

date: (1) Pavement Management System, (2) The Innovista Phase I Groundbreaking, and (3) The Dirt Roads Program

(and its impact on residents). A series of “Meet the Team” videos has also begun with four videos completed to date.

The videos are currently running on the County’s Cable Access Channel and/or the Penny’s YouTube Channel.

The team also continues to coordinate with County officials and members from the program management team to

participate in community speaking engagements:

Public Information Meetings this period:

1. A Public Information Meeting for the 2016 Sidewalk Projects was held on 1/21/2016 at the Eau Clair Print Building.

2. A Public Information Meeting for the 2016 Bikeway Projects was held on 1/26/2016 at the Lourie Center.

for 2/23/2016. 3. A Community Outreach meeting with St. Andrews Rotary has been scheduled for 3/8/2016. 4. A Community Outreach meeting with Colliers International is being planned.

Financial Management:

Development of the 2016 CTIP (County Transportation Improvement Program) continues. The first draft of the bonding

and cash flow plan was received on 11/19/2015. Comments were provided and a second draft plan was received from

the County on 1/8/2016 and will be used to complete development of the draft 2016 CTIP; finalization is underway and

will be submitted to County Council for approval.

The proposed scope recommends a 3-lane (2 travel lanes with a center turn lane) widened roadway from Bluff Road to

These improvements will accommodate bicyclists through the use of 4-foot on-street bike lanes and provide for

pedestrians through the use of 5-foot sidewalks constructed behind the curb.

STATUS: Design Phase

SUMMARY: Design continues on the Atlas Road Widening project with right-of-way plan development underway. It is

anticipated that right-of-way acquisition could begin as early as Fall of 2016 and construction as early as 2017. A Public

Information meeting is anticipated for April 2016.

SUMMARY: Final design is underway with right-of-way acquisition planned to begin in Spring of 2016 and construction

could begin as early as late 2016. Preliminary right-of-way plans were submitted in January 2016 and an on-site design

review was held. A status update will be provided in early 2016 to area property owners and attendees of the 8/27/2015

Public Meeting.

SCOPE:

The proposed scope recommends a 5-lane (4 travel lanes with center turn lane) widened roadway with shared-use paths

for bicyclists and pedestrians from National Guard Rd/Berea Rd to South Beltline Boulevard. The proposed 5-lane

widened section will transition to the existing 4-lane divided roadway at South Beltline. The bicycle and pedestrian

accommodations would terminate at South Beltline Boulevard.

STATUS: Design Phase

SUMMARY: Design continues on the Bluff Road Widening project. 30% plans were completed and a Notice to Proceed

was issued to an OET to complete final design. Supplemental surveys and subsurface utility engineering is expected to

begin in February 2016. It is anticipated that right-of-way acquisition will begin in 2016. Construction is slated to begin

in 2017.

SCOPE:

The proposed scope includes widening Hard Scrabble Road to four travel lanes and adding a center merge/turn lane. The

project will extend from Farrow Road to Kelly Mill Road. Sidewalks, bicycle lanes, and intersection improvements are

included. The Richland Penny Program is funding $29.86M for this project. SCDOT / COATS is funding $8.4M for right-

of-way and $28M for construction as identified in the SCDOT STIP. This project is being managed by the South Carolina

Department of Transportation (SCDOT).

STATUS: ROW Phase

SUMMARY: Construction of the Hardscrabble Road project is being managed by SCDOT. Richland Penny Program will

provide limited CEI services. The project is expected to be bid in summer of 2016.

SCOPE:

The proposed scope recommends improving the existing deteriorating roadway surface by repaving, improving roadway

aesthetics by using imprinted and textured pavement stamping for designated crosswalks and landscape improvements

where appropriate, improving night safety with street lighting, and improving pedestrian routes and crosswalks. Other

proposed improvements include relocating overhead utilities to underground. In addition to the $30M in funding from

the Richland Transportation Penny program, this project is also being funded with a $10M Tiger Grant, a $1.2M Earmark

and $11.3M from City of Columbia for water and sewer work.

STATUS: ROW Phase

SUMMARY: Final construction plans continue for Phases II, III, and IV and are complete for Phase IA2. R/W Acquisition

continues on Phases II, III, and IV and 66 of 97 parcels secured. Permissions were converted to R/W for the remaining

parcels on Phase III and appraisals were completed. Construction is expected to begin in the Summer of 2016.
