Goals1. Reducing the vulnerability of society to climate-related hazards through

better provision of climate services;2. Advancing the key global development goals through better provision of

climate services;3. Mainstreaming the use of climate information in decision making.

Promoting better uptake, understanding and awareness of the need for climate information and climate services; and demonstrating the value of the services in socio-economic, safety and sustainability terms;

4. Strengthening the engagement of providers and users of climate services. Building relationships between providers and users of climate services at both the technical and decision-making levels; and

5. Maximising the utility of existing climate service infrastructure. Improving coordination, and strengthening and building this infrastructure where needed.

Key gaps and needs1. Capacity development of professionals and communities to assess, manage

and monitor risks of climate variability and change better;2. Capacity development of professionals and communities to access,

understand, interpret and use climate information and products appropriately;3. Improved, standardized, and quality controlled sector monitoring data that is

compatible with environmental and climate information;4. Monitoring and evaluation of the appropriate, effective, and cost-effective use

of climate information for sector decisions;5. Research and prediction of sector impacts associated with climate variability

and climate change, in collaboration with the climate research community;6. Development and deployment of early warning systems appropriate to the

sector, and other interface tools that help professionals and communities access climate related information;

7. Sustainable financial and technical support;8. Better collaboration with the climate community for interdisciplinary policy,

practice and research.

GFCS implementation priorities

• Capacity development:– Linking climate service users and providers. – Developing national capacity in developing countries. – Strengthening regional climate capabilities.

• High-profile projects to address gaps across pillars and priority areas;

• Improving climate observations and data recovery in data sparse areas;

• Promote partnerships across sectors and disciplines for addressing gaps and priorities;

• Governance, leadership and management capacity to take the Framework forward.

Deliverables and Target over 2 years• Implement the agreed governance structure of GFCS• Initiate a reporting structure for national, regional and

global entities to report on their activities• Implement a set of projects to demonstrate the value and

build the foundation for additional achievements to be made

• Develop national and regional capacities to enable the implementation of new projects and the scaling-up of initial activities

• Engage the user community globally and demonstrate the value of climate services at regional and national levels.

Implementation approach

1. Establishing the leadership and management capability to take the Framework forward, including creating the structures needed to coordinate the technical work of the Framework, and to monitor its success;

2. Identifying objectives and targets to address current deficiencies in the provision of climate services in priority areas;

3. Creating and successfully delivering a range of projects to address the key shortcomings in the provision of climate services, ensuring they are timely, reliable, useful, properly communicated and easily understood.

4. Developing national and regional capacities to enable the implementation and integration of new initiatives in emerging areas and priority sectors;

5. Encouraging all countries and partners to the Framework to undertake actions to address the gaps and priorities identified in this plan, its annexes and exemplars, and inscribe these actions in a centrally-managed catalogue of activities.
