Brunei Darussalam delegation to the 17th Congress of Southeast
Asian Librarians (CONSAL XVIII
led by BLA was made up of seven delegates representing BLA,
Universiti Teknologi Brunei,
Universiti Islam Sharif Ali, Politeknik Brunei, Mindef Library
and Information Centre.
This time Brunei Darussalam is pleased to see Dayang Amal
Syukriyyah Hj Abd Kahar and Dayang
Nurul Rasyidah Ab Durahman presented papers in the meet. The
delegation also visited the
beautiful National Library and saw the well preserved palm leaf
collection.
BLA wishes to thank all the institutions concerned for their
support in allowing their librarians
leave of absence to attend CONSAL XVII.

3RD CONSAL XVII EXECUTIVE BOARD MEETING
The 3rd CONSAL XVII Executive Board Meeting was held on 2 May
2018 at Mingalar Thiri Hotel,
Naypyitaw, Myanmar. It was chaired by U Aung Myint, Director
General of Historical Research and
National Library and attended by the President of National
Library Associations and Director General
of National Libraries of ASEAN member states. BLA was
represented by Pn Nellie BLA President and
Dy Nooralizah Hj Mohamad, secretary
The meeting heard highlights of the CONSAL XVII events and
welcomed Cambodia as the next
CONSAL Chair 2019-2021.

VIP VISITOR TO BRUNEI DARUSSALAM BOOTH
BLA was indeed excited and honoured to welcome State Counsellor
Daw Aung San Suu Kyi
to our booth after she performed the Opening Ceremony. She was
greeted by Pn Nellie, BLA
President and members of our delegation.
She chatted with us and kindly accepted our gift of Bruneian
books .During this time we proudly
showcased our Bruneian culture of placing the gift in a gangsa
draped in a red embroidered
red lapik or cover held by our Secretary dressed in a jong sarat
or kapit- a true Bruneian way
of presenting gifts to honoured guests and visitors.

SESSION CHAIR AND SPEAKERS
BLA President, Pn Nellie chaired a Parallel Session on
4 May 2018 on media and Information Literacy. The
speakers were Mr Joseph Yap and Ms April from
Philippines and En Razman Razali from Malaysia.
On 5 May 2018 in two separate Parallel Sessions, Dayang Amal
Syukriyyah Hj Abd Kahar spoke on A Study Of Success Factors For
Implementing Library Consortium In Brunei while Dayang Nurul
Rasyidah Ab Rahman spoke on Evaluating on the use of non-print and
digital media resources as tools for learning on Digital Media
students of Politeknik Brunei.

OPENING CEREMONY
CLOSING CEREMONY
The Closing Ceremony on 5 May 2108 was performed by Vice
President of the Republic of the Union of Myanmar, U Myint Swe He
said that by hosting the CONSAL XVII, Myanmar had successfully
conducted works related to the congress with the cooperation of
librarians, library related organizations and library expert
representatives. Myanmar took pride in hosting the Congress of
Southeast Asian Librarians for the first time, he said. Together
with the Congress, the 3rd Executive Board Meeting, 26th Congress
of Directors of National Libraries of Asia and Oceania Meeting
(CDNLAO) and other related meetings were held simultaneously. The
Vice President concluded his speech by thanking the regional
and
partner countries who had cooperated and participated in the
successful holding of the congress and attributed the success to
the help and assistance of the friends. At the closing ceremony,
Myanmar Library Association Chairman U Than Aung announced the
winners of CONSAL XVII Outstanding Librarian Award- Mila Ramos gold
prize winner from the Philippines, and silver prize winners from
Viet Nam, Dr. Pimrumpai Premsmith of Thailand, Myanmar and Ahmad
Syawqi of Indonesia. An official from the Myanmar Library
Association then presented the CONSAL flag and seed money to
Cambodia as the new CONSAL Chair.

STATE COUNSELLOR DELIVERS SPEECH AT CONSAL XVII
State Counsellor Daw Aung San Suu Kyi delivered an opening
speech at the opening ceremony of the 17th Congress of Southeast
Asian Librarians (CONSAL XVII) hosted by Myanmar for the first
time. It was held in Nay Pyi Taw Myanmar International Convention
Centre-2 (MICC-II) yesterday morning.
The ceremony was attended by Vice President U Myint Swe, former
President U Htin Kyaw and wife Daw Su Su Lwin, Union Ministers Dr.
Pe Myint, Thura U Aung Ko, U Thein Swe, U Ohn Maung, Dr. Myo Thein
Gyi, Nay Pyi Taw Council Chairman Dr. Myo Aung, Deputy Ministers,
Ambassadors from ASEAN countries, Permanent Secretaries and
departmental heads from the Ministries, congress representatives,
Myanmar Library Association Chairman, executive committee members
and other members, chief librarians from local and abroad and
invited guests. At first, artistes from Ministry of Religious
Affairs and Culture performed a musical dance
with the ASEAN song. Next, State Counsellor DawAung San Suu Kyi
opened the ceremony by sounding the golden Mingalar gong. In her
opening speech, State Counsellor said that the Congress of
Southeast Asian Librarians was launched 48 years ago, in 1970, to
promote library and information development in the region, and to
lead us towards greater participation in the international
information community. One of its objectives is to provide a
platform for the sharing and exchange of information and experience
on issues in the field of librarianship, library and information
sciences, documentation, information and related services in the
region. The long history of the Congress stands evidence to the
strength and unity of the organization. The theme of this Congress,
‘Next Generation Libraries: Collaborate and Connect’, highlights
the future role of the library and information services profession,
a role that will be both challenging and exciting. Next Generation
Librarians will have to collaborate and connect with each other to
share their experiences and expertise and also to work towards
innovative trends and new age technologies. Like all goals, there
will be difficulties and obstacles along the way but I believe that
the positive environment provided by CONSAL, will contribute
strongly towards the removal of these challenges and help next
generation libraries to be shaped positively and constructively. I
am happy to have this opportunity to play a small part, through
this congress, in promoting a love of reading among our people.
Reading is fundamental to meaningful communication, not just across
cultures but across the ages, giving us access to the past, the
present and the future, all at the same time. By instilling a love
of reading in children at an early age, we provide them with magic
carpets and spaceships that will carry them across physical and
mental barriers to new, challenging worlds. By promoting libraries,
particularly school libraries, throughout our country we shall not
only be providing a necessary aid for the development of basic
education but also an instrument for cultivating a love of
literature, social sciences, history and humanities among our
people. Our government aims at establishing a strong library
culture in our society and the level of enthusiasm is high. The
desire for change among librarians is notable. We can make a
difference to our libraries, enabling them to promote life-long
learning through information literacy instructions integrated with
library activities. In this knowledge age, the role of libraries is
changing. They have been identified as one of the key elements for
open access to information. By providing a gateway to knowledge and
culture, Libraries and librarians play a significant role in
encouraging citizens to participate in society-transformation. The
Vision of the National Library of Myanmar, a governmental
organization under the Department of Historical Research and
National Library, is “to be a center of Myanmar literary heritage”.
Hence, it collects and maintains ancient manuscript collections
throughout the country. These are preserved at the National
Library, Naypyitaw and the National Library, Yangon. A beautiful
building, of the colonial era is being renovated in accordance Go

From page 8 with the recommendations of the Yangon Heritage
Trust, and this will soon be our new, modernized National Library
in Yangon. The Myanmar Library Association (MLA), a
non-governmental organization, is endeavouring to motivate reading
and to
improve access to and use of new technology for the promotion of
information literacy development in the country. It is
playing an important role in transforming libraries and
librarians’ functions in Myanmar and in giving access to
reliable
information and knowledge. The Association has launched
programmes to reenergize and develop school libraries with
strong support from the Department of Basic Education under the
Ministry of Education in Myanmar, the Asia Foundation,
and other international organizations.
The majority of Myanmar’s population, i.e. 70%, live in the
rural areas and it is essential to provide access to information
for
citizens who have no library facilities in their wards and
villages. The Daw Khin Kyi Foundation, a non-profit charitable
organization, was established in 2012 in memory of my mother and
its purpose is to promote health, education and living
standards of the people of Myanmar, focusing its attention on
the needs of least developed areas. The Daw Khin Kyi
Foundation started the first mobile library programme in 2013 in
collaboration with the Ministry of Information.
We wish to provide library services, particularly for those who
live in rural areas where there is little access to books. Our
aim is to stimulate reading interest and to broaden the
intellectual horizons of all our people, said the State
Counsellor.
As the library is a hardcore necessity for higher education, it
has to be restructured to align with the educational policy and
revised curriculum of the Government. Public libraries take on
the role of community centers for citizens by offering informal
education opportunities.
Myanmar’s literacy rate of 92.7% suggests that the potential of
libraries to support community development could be high,
said Daw Aung San Suu Kyi.
This Congress provides an excellent opportunity for networking
between Southeast Asian Libraries and Librarians, for
promoting the collaboration and strengthening of library and
library-related professionals in the ten member countries in
Southeast Asia and also for ensuring sustainable
development.
CONSAL recognizes the outstanding contribution of librarians in
the region, for the region. It has positioned itself as an
important element in the area of Knowledge and Information
Sharing. Libraries are not fading away in the age of the
internet
and digital media.
On the contrary, everywhere they are taking on an even stronger
role in community life, bringing together diverse peoples
and providing access not only to books, but also to a variety of
social activities, said the State Counsellor.
I would like to conclude by thanking all of you for your
commitment to collaboration and connection among our next
generation libraries. I am confident that the discussions that
will take place over the next three days will be dynamic and
fruitful. I wish you a pleasant stay in Myanmar, said the State
Counsellor.
After her speech, the State Counsellor, the Vice President and
guests attending the opening ceremony took commemorative
group photo.
Following this, speeches were delivered by the Union Minister
for Religious Affairs and Culture Thura U Aung Ko and
International Federation of Libraries and Associations (IFLA)
President Ms. Christine Mackenzine. The opening ceremony
came to a close with artistes from Department of Fine Arts
singing songs in honor of ASEAN and performing dances.
The Congress was then held in designated places. At the
Congress, IFLA President conducted a discussion, Myanmar
Library
Association Chairman U Than Aung read out the message of the
Myanmar Library Association Patron Sithu Dr. Thaw Kaung,
Congress attendees were divided into six groups and read papers
titled Access and Opportunities for All; Media and
Information Literacy; Digital Library Management; Advocacy;
Transforming Libraries; Strategic Alliances and Partnership;
New Competencies and Training for Library and Information
Professionals; Marketing and Promotion; Conservation and
Preservation; and ASEAN Vision and Libraries it is learnt.

IN MEMORIAM
It was with deep sadness that we learnt of the untimely demise
of our beloved Dy Saidah Hj Mohamad, BLA Assistant Secretary and
former UBD Librarian on 13 May 2018. Her passing is a great loss to
BLA and the library community. A dedicate and highly motivated
librarian and a dear friend to many. She was an inspiration to
others. In UBD she will be best remembered as a kind hearted
librarian always with a perfect smile. In BLA she was ever willing
to give any task a try and would never refuse a challenge. A keen
traveler herself, she was a great organizer of our library study
visits both local and overseas. She was always generous with her
time and would rush to any activity or programme not wanting to
miss out on anything and always eager to share her knowledge with
our younger librarians and members. She
promised to spend more time in BLA upon her retirement. Saidah
is best remembered as a lady with a golden heart. Nellie Sunny
The late Dy Saidah lived in Kg Luagan Timbaran, Tutong, was
married with three children and eight grandchildren. She had vast
working library experience having been in the library field since
1981.

Tidak mengecewakan janjinya kepada BLA dan kawan-kawannya.
Kitani mengingati arwah dengan kasih dan sayang kitani arahnya. Dy
Merhane Mohd Salleh Arwah sentiasa dalam kenangan keramahan dan
layanannya kan kami dari Kuala Belait …dan bangga dengan commitment
arwah yang penuh dedikasi terhadap BLA.. Dy. Shapiah Morshidi Arwah
sentiasa dengan senyum dan ketawanya. Pg Hjh Norsiah Pg Hj Damit
Bayangkan dari kitani umur 20an bekerja bersama arwah sampai umuran
kitani warga emas….kitani terasa amat sedih, terutama mengejut
arwah pergi macam ani. Allah lebih menyayangi arwah. Dr Tahira Hj
Mohd Shariff I will always remember her as an inspiration,
energetic with a kind heart. She will be sadly missed. Al-Fatihah.
Dy.Hjh Pusparaini Hj Thani “Ka Saidah”, the name we affectionately
called her. She has always this bright and fun personality. She was
never afraid to take on new challenges. She always has that passion
and drive which belies her age unlike any other. These are her
qualities I respect so much. Her continuous support and unwavering
assistance in the name of BLA is simply motivating and inspiring.
Like a family we never had, we had lost a great soul that we will

Allahyarhamah merupakan seorang yang peramah, suka memberi
bantuan, mesra berkawan dan lucu. Saya rasa amat terharu setelah
mengetahui kepergian seorang sahabat muslimah yang berhati mulia.
Semoga rohnya dicucuri rahmat dan sentiasa di bawah lindungan Allah

Dedikasi, teliti, kemas, ceria, mesra serta disenangi oleh teman

Perpustakaan UBD. Antara kenangan bersama Allahyarham dan peribadi
yang tidak dapat dilupakan:
Sikap peramah menjadikan Allahyarham dikenali oleh kebanyakkan
warga UBD
Dia mempunyai daya ingatan yang kuat sehingga menjadi pakar
rujuk bagi kebanyakkan perkara dalam urusan pentadbiran
Perpustakaan
Dia banyak bertugas lebih masa selepas waktu pejabat, tidak kira
malam dan hari Jumaat dan Ahad semasa perpustakaan UBD dibuka
Dia tabah menghadapi dugaan bekerja, sentiasa ceria hingga tidak
menampakan usia dialam warga emas. Disaat ahir majlis bersara untuk
Allahyarham, dia ada memberikan nasihat agar sentiasa mempunyai
wajah yang kekal ceria ini secara peribadi kepada saya yang tidak
akan saya lupakan.
Sikapnya sebagai pendengar yang baik, memberi nasihat yang
bermanafat bukan saja hal tugas tapi yang berkaitan peribadi

From page 11 Saya mula-mula mengenali Dyg Saidah binti Haji
Mohamad pada awal Mac, 2007, di mana bermulanya saya menjalankan
tugas/melapor diri sebagai Penolong Pegawai Perpustakaan Tingkat I
di Perpustakaan UBD. Beliau mengenalkan saya kepada
bahagian-bahagian yang lain dan menerangkan serba sedikit tentang
perpustakaan. Allahyarham seorang yang peramah, pemedulian, tidak
lokek untuk memberi tunjuk ajar tentang tugas-tugas atau apa saja
jenis pekerjaan yang ada di perpustakaan UBD ini. Pada 6hb Januari,
2018, Allahyarham bersara dari bertugas setelah mencecah usia 60
tahun. 19hb April, 2018, Perpustakaan UBD sempat mengadakan hari
perpisahan/hari penghargaan buat allahyarham dan allahyarham sempat
meluahkan sedikit kata-kata mengenai pengalaman allahyarham
bertugas di Perpustakaan UBD. Kehilangan Allahyarham pada 13hb Mei,
2018, sangat-sangat di tangisi dan dirasai kerana masih terasa akan
kebaikkan dan kejujuran yang beliau sumbangan kepada Perpustakaan
ini. Didoakan semoga Roh Allahyarham di tempatkan pada orang-orang
yang beriman dan beramal soleh serta di cucuri rahmat.
Al-Fatihah….Hajah Normah binti Haji Mohamad Zain,Ketua Bahagian
Pengajian Brunei ,Perpustakaan UBD. Semoga roh sahabat, kakak kami
Ka Saidah mendapat rahmat dengan anugerah keampunan daripada Allah
serta dikumpulkan bersama orang-orang yang beriman dan beramal
soleh. Pemergian mu terasa suatu kehilangan tapi Allah lagi maha
pengasih dan penyayang, yang sebaik-baik perancang. Pada tahun 1985
saya mula bekerja bersama ka Saidah. Sepanjang 30 tahun lebih
bersama banyak kenangan manis dirasai. Ka Saidah seorang yang
periang, rajin bekerja, tidak cepat marah. Saya teringat Ka Saidah
semasa UBD library mula ditubuhkan, saya dan kawan-kawan yang lain
sangat rapat, sering bersama. Hampir setiap hari ka Saidah membawa
kuih untuk kami minum pagi. Terima kasih Ka Saidah. Semoga
amalannya mendapat ganjaran pahala yang besar dari Allah jua. Amiin

Kenangan bersama Allahyarham Kakak Saidah, bermula dari 7
Oktober 1985, masih segar di dalam ingatan kami. Waktu itu
Perpustakaan Universiti Brunei Darussalam masih dalam proses
penubuhan bagi menyokong pengajaran, pembelajaran dan penyelidikan.
Banyak kenangan yang manis dan pahit yang telah sama-sama lalui.
Sebagai pegawai dan kakitangan sentiasa tolong menolong tidak
mengira kedudukan pangkat, Akhirnya berjaya menubuhkan satu
Perpustakaan yang lengkap dengan sumber atau koleksi-koleksi yang
relevan untuk ahli akademik dan pelajar-pelajarnya. Pada tahun 1994
Pepustakaan Universiti Brunei Darussalam berpindah ke Bangunan
kekal di Tungku Link Gadong. Kami masih sama-ama bertugas di bawah
satu bumbung. Selama bertugas dapat di rasa sebagai rakan kerja
atau Kakak adalah seorang yang berhati mulia, baik, dan suka
menolong, sama ada dari segi perkerja dan sedia memberi tunjuk ajar
di sebabkan beliau atau kakak adalah perkerja yang sudah
berpengalaman. Kakak, meski pun kita berada dimensi yang berbeda
tapi yakinlah ingatan persahabatan takkan pernah lekang oleh masa,
tak pernah pudar. Keriangan semasa suka masih terasa dan semasa
duka sama-sama bersedih
“Waktu dan jarak memisahkan kita , namun kerinduan dan kenangan

Allahyarhamah Ka Saidah seorang yang sangat baik, rajin, sangat
berkebolehan dan banyak pengalaman,
bedidikasi dalam perkerjaannya dan sentiasa memberi contoh yang
baik dalam bidang kepustakawanan. Kakak
Saidah umpama sebutir mutiara yang hilang tiada gantinya terasa

Beliau adalah teman sejati saya sejak kami mula mula bertugas di
perpustakaan Universiti brunei Darussalam,
walaupun tidak rapat tetapi kami seiring sejalan yang memulakan
tugas dengan jawatan yang sama iaitu saya,
Hjh Nuriah Binti Hj Ibrahim dan dua lagi teman kami Dyg Hjh
Mardiah Binti Haji Aliusin dan Awg Kurus Bin Hj
Bakir.
Kami di tugaskan bersama sebelum perpustakaan di tubuhkan pada
28/10/1985 oleh Miss Thelma Salazar.
Kenangan bersama beliau tidak akan di lupakan sepanjang
hayat.
Beliau seorang yang didikasi dan tegas dan bertanggungjawab

Beliau juga seorang yang aktif dalam bersukan terutama sekali
Badminton. Beliau juga seorang yang peramah
Beliau juga sangat penyayang akan kucing2 peliharaan nya.
Seorang yang ceria dan tabah dalam situasi apa jua
yang di hadapi. Tidak ternampak kesedihan di raut wajahnya.
Beliau juga Aktif dalam persatuan dan sentiasa
meluangkan masa jika ada aktiviti yang diadakan.
Sebelum memasuki jawatan di perpustakaan beliau bertugas sebagai
seorang jururawat. Beliau telah bersara
dari jawatan berpencen pada bulan December 2017 yang lalu.
Pertemuan kami yang terakhir bersama beliau
semasa mengadakan majlis perpisahan yang di adakan pada
19/4/2018. Al-fatihah buat Beliau. Kenangan dan
jasa dan persahabatan bersama beliau tidak akan di lupakan.Hjh

Kenangan bersama Ka Saidah. Saya bersama kas saidah dalam
bahagian sirkulasi selama lebih kurang lapan tahun. dan juga kawan
melawat perpustakaan di negara Thailand, Singapura, Johor dan
Korea. Juga melancong bersama ke Bandung Indonesia. Banyak
pengalaman dan pengetahuan yang didapat dikongsi bersama. Beliau
umpama seorang kakak yang menceriakan suasana di mana sahaja.Esmah
