An Ordinance Declaring That The Parts Of The La Pine Water District And The La Pine Sewer District Which Were Theretofore Incorporated As Or Annexed To The City OfLa Pine Are Withdrawn From The Districts Pursuant To

ORS 222.524; And Declaring An Emergency

WHEREAS, the City of La Pine (the “City”) was incorporated in 2006 by a vote of the people;

WHEREAS, as part of the incorporation, it was anticipated that the City would take over the responsibility for providing water and sewer services to properties within the City boundary;

WHEREAS, pursuant to ORS 222.524, the City held a hearing to hear objections on the withdrawal and determining whether such withdrawal is in the best interest of the City. This hearing was noticed in newspapers and media of general circulation within the City and in accordance with applicable Oregon law. In particular, notices were placed in the Bend Bulletin, the Eagle, and on the City webpage. Notices were posted in four public places;

WHEREAS, the City Council has received and considered all matters and information necessary to consider whether the withdrawal of the sewer and water districts within the City boundary is in the best interest of the City and determined that it is in the best interest of the City to effectuate the withdrawal;

NOW, THEREFORE, THE CITY OF LA PINE ORDAINS AS FOLLOWS:

1. The parts of the La Pine Water District and part of the La Pine Sewer District within the City of La Pine limits, which were heretofore incorporated as or annexed to the City, are withdrawn from the La Pine Water District and La Pine Sewer District.

2. The City Council finds that the passage of this Ordinance is necessary for the immediate preservation of the peace, health, and safety of the City’s citizens.

3. The City Council further finds that a delay of thirty days prior to the effective date of the ordinance may result in acts, omissions, or conditions detrimental to the public welfare.

Therefore, an emergency is declared to exist and this Ordinance will be in full force and effect upon its passage by the City Council and approval of the Mayor.

Treatment For This Rare SyndromeMarfan syndrome (MFS) is an inherited condition characterized by abnormalities of the body’s connective tissue. A defect in the gene that allows the body to produce a protein necessary for normal functioning of connective tissue leads to this syndrome. This rare condition occurs in approximately 1 out of 3000 to 5000 people. Persons with a parent affected by the condition are more likely to develop MFS. Abnormalities may develop in the eyes, central nervous system, cardiovascular system, musculoskeletal system, lungs, and skin. Complications of the cardiovascular system, such as aortic aneurysm and malformed heart valves, are the most severe symptoms. Glaucoma and cataracts are complications of the eyes that may occur. The condition may also lead to sleep apnea or emphysema. Those with MFS may have arms, legs, fingers, and toes that are longer than normal.

Although there is currently no treatment available for the actual syndrome and its cause, treatments are aimed at preventing complications. Beta-blockers, such as propranolol (Inderal), may be prescribed to slow down the heart rate and therefore prevent complications of the aorta. If glaucoma develops, eye drops, such as latanoprost (Xalatan), can be used to decrease intraocular pressure and prevent further damage.

OBITUARYClarence R. “Dick” Ray of Crescent, Oregon, died on February 24, 2011. He was 70.

Dick was born in Duncan, Oklahoma, on April 2, 1940 to Clarence “Duge” and Thelma “Jackie” (Turner) Ray. He married

Patricia A. Matthews on April 2, 1960 in Roseburg, Oregon.

Dick worked as a Logger and also as a Lookout for Walker Range at the Bald Mountain Lookout Station. He enjoyed fishing, and especially spending time with his grandkids; he absolutely loved life.

Survivors include his wife of 50 years, Pat, of Crescent, Oregon; sons, Ricky Ray of Klamath Falls, Oregon, and Danny Ray and Aaron Ray, both of Crescent, Oregon; daughter, DeAnn Donahue of La Pine, Oregon; brother, Tom Ray of John Day, Oregon; sisters, Sally Ray and Jenny Powell, both of Roseburg, Oregon; and 8 grandchildren.

Dick was preceded in death by his brother, Frank Ray.

Contributions in his name and in his memory may be made at the South Valley Bank in Crescent, Oregon, and would be appreciated.

The company wanted to get around Fair Trade pricing, so they started a "members" only store to get lower prices on the 40,000 items they carry. I started cleaning the stock room over in Eugene in 1988 and now I am a store manager.”Who are the main players at Bi-Mart? “The clerks and stock people are the main players. I have an assistant manager, Angela Bender and a second assistant, Paul Skarda in La Pine."Why do you like to live and work/ play in La Pine? “I came to Chemult to hunt as a boy. We always came over from the Springfi eld area to fi sh and hunt. After working at Bi-Mart for years, I joked about wanting to take on the store if they ever opened up a La Pine store and here I am!”What is the potential for growth for Bi-Mart? “There is unlimited potential for Bi-Mart to grow. The company is opening up 2 to 3 stores every year.”What is your business’s greatest challenge? "During the past few years, the economy certainly affects business. And, our store is not quite big enough. We would like to carry more items that people request.”What is one of the biggest highlights of your career? “Becoming a store manager was a big highlight for my career. Another nice surprise is the way the La Pine store has fi lled its niche in the community. It is a great little store.”What do you do to relax? “I like golf, fi shing and hunting in that order. When the wife and I travel, we do like to go to warmer climates for a break.”Tell us something about yourself that few people know about: “ I hold a World Record for catching the biggest Quill Backe Rockfi sh. I caught it at Depot Bay and it is in the IGFA (International Game Fish Association) Record books.
