Central Oregon Fire Chiefs Announce Seasonal Burning Closure TheCentralOregonFireChiefsAssociation(COFCA)announcesthescheduleddateforclosingallburningacrossDeschutes,JeffersonandCrookCounties.TheFireChiefsfromallfirefightingagenciesincludingmunicipalandruralfiredepartments,theUSForestService,theBLMandOregonDepartmentofForestryhaveagreedthatunlessweatherpatternschangedrastically,eachjurisdictionwillenterfireseasonandnolongerallowoutdoorburningofdebrisandagriculturalburnsasofJune1,2010. “Ourbiggestconcernthistimeofyearistheincreaseinescapeddebrisburnsthatturnquicklyintouncontrolledbrushfires,”saysRedmondFireChiefTimMoor.“Evenwiththemoisturewe’vehadthelastcoupleweeks,grassesandvegetationaredryingoutrapidlyandthepotentialforescapeddebrisburnstobecomeawildfirehazardisgreatlyincreased,”addsChiefMoor. The Chiefs coordinate the seasonal burning closure each year to minimize confusion across theregion. On May 26, 2010, the � rst pit toilet was installed at Rosland Campground. The installation was completed by Neal Russell and Chuck Lee with the assistance of the crane and delivery company. Thank you to Neal and Chuck for their work in completing this much anticipated project. The funding for the project came from the Transient Room Tax, Camping Fees and Property Taxes. Thank you to the City of La Pine Tourism Committee & City Council for allocating the resources from the Transient Room Tax to make this project a reality. The new toilet is located in the Day Use Area to promote picnicking and camping. The Campground opened Memorial Day weekend.

COCC Faculty Honors Downing With Achievement Award The faculty of Central Oregon Community College voted to honor Julie Downing, professor ofhealthandhumanperformance,withthisyear’sFacultyAchievementAward.Presentedannuallysince1986,theawardrecognizesexcellenceinteaching. “Itrulylovetoteach.Ialwayshave.IbelieveIwasborntoteach,”saidDowning.“Mytruetalentliesinfacilitatingstudentcreativityintheclassroom,helpingstudentsfindthecorrectanswerontheirown.” Due to a pulmonary condition, Downing spent half her kindergarten year in an oxygen tent,endured pneumonia 13 times before age 6 and underwent respiratory therapy for years. As a result,shebecameveryinterestedinhowthebodyworks:“IwantedtoseehowIcouldovercomethisthroughexercise training.”Apassion for running inmiddleschooleventually ledtoa full-ridecollegerunningscholarship,afive-timeAllAmericandesignation,andapositionasthefirstfemalehighschoolcoachofaboys’cross-countyteam. Influenced by her parents’ careers as educators, she decided that she wanted to teach peoplehowto livehealthy lives.Right fromthestart, she fell in lovewithteaching.Nineteenyears later,herenthusiasmispalpable: “I feel that I can help students change their lives in a positive way, and there’s nothing morerewardingthanhavingapaststudente-mailyouthatthey’velost80pounds,exerciseregularlynow,eatright,haveatotallydifferentperspectiveonlife--anditwasyourclassthatgotthemonthattrack.Wow,howcool!” EvaluationswrittenbystudentsconsistentlynoteDowning’sclarity,organization,focusandenergyintheclassroom,accordingtoKathleenWalsh,vicepresidentofinstruction.Onestudentcommented,“Theenthusiasmofmyinstructorwascontagious,thereforecreatingadrivenyetpeacefulenvironmenttolearnin.”Anotherobservedthatshe“reallywantsustolearnthematerialforlifeandnotjusttopassthetest.” Downing has distinguished herself not only with purposefulness and enthusiasm, but also withher strong leadership and decision-making abilities, which have made her a sought-after committeemember who is“thoughtful yet decisive.” In addition, she routinely shares with the community theknowledgeshegainsthroughherrigorousprofessionaldevelopment. An ongoing study that began in 2009 by a division of Blue Cross/Blue Shield, suggest signifi cant health care cost reductions and better overall health was achieved by a study group who received chiropractic care or other forms of physical medicine. The Tackle BoxSince spring has sprung. One often overlooked element
that will make a day of fishing either a pleasure or a source of frustration is the memory of your fishing line on your reel.
Of course, we recommend that you replace your line on your reels every year, however, the line you use may also be new on the spool, but over a year old as well, and the problem of memory can be present before you spool it on. So what can you do?
I have heard that one old fishing trick to help, if not completely relax the memory on the line, is to run the spool, after you open it, before you apply to your reel, under very warm water. Not hot, just very warm water; 5-10 minutes is all that is needed. You don’t want to remove the strength from the line, and over heating will compromise the composition of the line and weaken it, and we certainly DON’T want that!
I have used this little trick more frequently to take that worrisome spooling that can occur from memory, and that is to take the line, with nothing on it, no swivel, or clip or anything, just the line itself and allow it to trail down stream from your reel, to “relax”.
Run out enough line to exceed your casting distance for your rod and reel, or if you are using the rig for trolling, run out enough to have more than you usually use while trolling.
What this does is allows the line to untwist without anything causing it to re-twist in an opposite direction. This is a very helpful little trick that can make a more enjoyable day fishing, especially when you have kids whose line seem to always “birds nest” on them; just spool out a little line and allow it to untwist.
This can be a way to save a little line if you are on a budget and are not able to afford to replace all your spools of line.
We have a tendency to overlook how long we have had our line on our spools and unless we get that big fish that “spools” our reels, we often don’t realize how much line is on our reel that we don’t have the need to use.
Either of these little tricks will help soften the effect of memory. One will help as you place new line on your reel and the other will help when you are in the field, so to speak.

After a courageous 2-1/2 year battle with glioblastoma, Ron E. Klinski passed away with his wife by his side on May 19, 2010 at the Hospice House in Bend, Oregon. He was born and raised in Portland, Oregon, graduating from Roosevelt High School in 1963. He married the love of his life, Barbara Mann Klinski, in 1965, also of Portland, Oregon. He was a devoted father to Ronny Klinski of Bend, Oregon and Kristin (Rodney) Schilperoort of Sandy, Oregon; and loving grandfather to Kyle, Jordan, and Madison Klinski of Bend, Oregon and Layne Schilperoort of Sandy, Oregon. He was a loving brother to Janelle Klinski Hubbard of Ocean Park, Washington and David Klinski of Vancouver, Washington. He was also a nephew to Margaret Hanson, his mother’s twin, of Clackamas, Oregon. Ron was preceded in death by his parents, Bud and Millie Klinski. Ron spent his working career as a Teamster, driving for Yellow Freight Company until 1998. He and Barb then retired to La Pine, Oregon, becoming members of the Quail Run Golf Club, through which he made many friends. They later became members of the La Pine Calvary Chapel. Besides golf, Ron was an avid � sherman and a huge NASCAR fan. He was a friend to many, and laughter was easily shared. A Celebration of Life was held at the Quail Run Golf Course on May 29, 2010. The family requests that any charitable contribution be made to Partners in Care Hospice in Bend.

Ellsworth B. Snyder of La Pine, Oregon died May 22, 2010 in La Pine, Oregon. He was born on February 11, 1918 in Los Angeles, California.
Ellsworth was married November 18, 1939 in Santa Monica, Calfornia to Beverly June Easton. As a child, Ellsworth played violin for an orchestra that played on Catalina Island, and he played the violin at Angeles Temple, Los Angeles, California. Also as a child, he was in the Kitty Maglin performing group in LA. He was � rst a riveter and worked his way to management being the manager of Production Control for Douglas Aircraft for 34 years in Santa Monica, California. He received his education at UCLA and USC. He was a past member of the Santa Monica Elks Lodge. He loved to � sh, do wood working, camp and play his � ddle. He was a part-time resident of Bullhead, Arizona since 1973, and La Pine since 1993. Survivors include his wife, Beverly Snyder of La Pine; his daughter, Leah Sta� ord of La Pine; his son, Dennis Snyder of Northridge, California; 6 grandchildren, 10 great-grandchildren, 4 step-great-grandchildren and 1 great-great-grandchild. He is also survived by one nephew, Dr. Donald Snyder of Fresno, California. He was preceded in death by his parents; one sister, Vernice; and one brother, Jack. Memorial Services will be held at High Lakes Christian Church, La Pine, Oregon on June 2, 2010 at 11:00am. Baird Memorial Chapel is in charge of arrangements.
