Westward oregon! Celebrates oregon’s 150th Birthday in May In partnership with the Deschutes Historical Museum and Bend Parks & Recreation, Deschutes County is proud to sponsor Oregon’s largest 150th birthday event. Westward Oregon! is a living history weekend to be held May 29 and 30 at Tillicum Ranch that includes 1859-era stagecoach rides, an encampment, and a pioneer-style dinner and dance that will take participants clear back to when the state was born! The two-day celebration is designed to give local residents a flavor of what life was like in 1859 when Oregon became the 33rd state in the Union. Westward Oregon will give participants exciting, hands-on experience of 1859 Oregon life through three educational and fun activities: Territorial express stagecoach rides - Traveling along historic roads between Sisters and Bend, participants can ride in a historic replica stagecoach and re-live travel 1859-style. Travel back in time and ride an authentic stagecoach through beautiful Deschutes County. Fares are $100 per passenger, $150 for “shotgun” seats. Seating is limited; please reserve your stagecoach passenger seats now. Westward oregon encampment - For Deschutes County, permanent human settlement was nearly 30 years in the future. On both Friday (10:00 a.m. to 3:00 p.m.) and Saturday (10:00am to 4:00pm), historic Tillicum Ranch will be transformed into a tent encampment, complete with re-enactors and demonstrators who will help participants experience what life was like in an 1859 encampment. Admission to the encampment will cost families of four only $15! Mingle with soldiers and townspeople, watch wheelwrights, coopers, blacksmiths, spinners, and tailors practicing their trades. Pet a cavalry horse and visit with the stagecoach drivers and their mules. The 1859 evening of Nostalgia - The dinner and dancing benefit event starts at 6:00pm and will feature costumed re-enactors and the music from 1859! Come with your own posse dressed in the styles of the era. Evening of Nostalgia tickets are priced at $70 per person for non-Museum members and $60 for members, please call for table discount rates. Take a scenic wagon ride around the Tillicum Ranch encampment at dusk. A few of the silent auction items include tickets to this year’s Pendleton Round-Up, two tickets to Happy Canyon and the event’s Friday round-up-including RV parking. deschutes Public library The Deschutes Public Library will sponsor an Oregon Chautauqua program from the Oregon Council for the Humanities “Birdsong: Birds as Metaphor in American Folk Music”. This free, pubic program will take place on Thursday, May 21st, at 1:00pm at the La Pine Public Library. Presenter Jeni Foster incorporates folk music to discuss symbolism and metaphor in lyrics throughout the years, and explores the meaning of birdsong within the rich heritage of American folk music. Foster weaves both traditional and contemporary folk songs throughout her narrative to expand upon the stories of everyday Americans and well-known moments in our country’s history. Audience participation enhances the experience as Foster, who has had the family nickname of Jeniwren since her childhood, invites audience members to sing along on the choruses of songs chosen to illustrate her program. OCH is an independent, nonprofit affiliate of the National Endowment for the Humanities that is dedicated to the belief that knowledge and ideas are fundamental to the health of our communities. The deschutes Public library The Deschutes Public Library will sponsor an Oregon Chautauqua program from the Oregon Council for the Humanities “Magic Carpet Made of Steel: Songs of America’s Railroads”. Jeni Foster grew up on the high plains of Montana listening to the far-off whistles of trains that evoked images of exotic places and people who lives were very different from hers. The glory days of the great American Railway system are long gone, but hundreds of folk and popular songs remain to tell the story of our once-great romance with the rails. History resonates in the songs of construction gangs, Civil Rights workers, and American composers like Duke Ellington, Aaron Copland, Woody Guthrie, and Steve Goodman. Jeni Foster will discuss the folk music that served as a soundtrack and emblem for the golden era of railway travel and show how these songs reflect a particularly American sense of adventure, opportunity, and freedom. OCH is an independent, nonprofit affiliate of the National Endowment for the Humanities that is dedicated to the belief that knowledge and ideas are fundamental to the health of our communities. On June 1, 2009, the U.S. government will implement the full requirements of the land and sea phase of WHTI. The proposed rules require most U.S. citizens entering the United States at sea or land ports of entry to have a passport, passport card, or other travel document approved by the Department of Homeland Security. CHILDREN: U.S. citizen children under the age of 16 will be able to present the original or copy of their birth certifi cate, or other proof of U.S. citizenship such as a naturalization certifi cate or citizenship card. Groups of U.S. citizen children ages 16 through 18, when traveling with a school or religious group, social organization, or sports team, will be able to enter under adult supervision with originals or copies of their birth certifi cates or other proof of citizenship. The Commission is a 17 member volunteer citizen board responsible for leading planning efforts, ensuring quality and accountability for investments, promoting coordination of efforts among agencies, developing policy recommendations, and bringing the community together to build awareness and to find long-term solutions to address the needs of local children, youth and families. The Commission is seeking candidates from Bend, La Pine, Redmond, Terrebonne and Sisters. Experience and representation are needed in the areas of: parenting and child abuse prevention, early childhood development, business and marketing, community leadership, juvenile community justice, the Latino (bi-lingual) and/or faith communities. Bicycle And Pedestrian Advisory Committee......seeks New Committee Members The Deschutes County Bicycle and Pedestrian Advisory Committee (BPAC) is currently seeking interested candidates to fill one to three vacant positions. BPAC’s mission is to promote and encourage safe bicycling and walking as a significant means of transportation in Deschutes County. BPAC is seeking volunteer candidates throughout Deschutes County including Terrebonne, La Pine and Redmond. Candidates with a background and or interest in cycling and pedestrian issues are encouraged to apply. A majority of the monthly meetings take place in Bend from Noon to 1:30pm on the first Thursday of each month. The Committee consists of nine voting members appointed by the Deschutes County Board of Commissioners. Voting members are asked to serve a three-year term. The Committee’s goals include the development of a coordinated system of safe and convenient bikeways and walkways, the stimulation of public awareness and the examination of current and future financing options and budget strategies for bicycle and pedestrian projects. BPAC serves to advise Deschutes County officials and local jurisdictions in bicycle and pedestrian transportation, and matters pertaining to existing and proposed road construction and signing. The Committee is a source of current information relating to the use of bicycle and walking as a means of transportation, and strives to support them as a viable means of transportation in Deschutes County. Community development department seeks Public input The Deschutes County Community Development Department has drafted its proposed work plan for fiscal year 2009-2010. The plan outlines in detail the anticipated projects and goals for the coming year in each of its four divisions. Review and comment from the public is encouraged online and at a June public hearing. A public hearing for discussion and Board of County Commissioner consideration of approval will be held on Monday, June 1 at 10:00am in the Barnes Room at the Deschutes County Services Center, 1300 NW Wall Street in Bend. The 2009-10 work plan is also available for review and comment on the Community Development Department (CDD) website at www.deschutes.org/cdd. STEP #1 - SPACING THE FENCE POSTS
• As a rule, you should set fence posts about 6’ to 8’ apart. The spac-ing of the posts depends on the type of fence you build, the terrain, the purpose of the fence and other such factors.• Set the corner or end post first. Then stretch a line from each cor-ner or end post to align all the posts in between.• Drive a stake every 6’ to 8’ at the exact position where the post hole is to be dug (see image to the right).• Take time to measure and position the posts accurately. The ap-pearance and the structural strength of your fence depends a great deal on the positioning of the fence posts.

• Set all wood fence posts with about 1/3 of their total length buried in the ground. This is especially important on corner posts and any posts that will carry heavy weight or withstand high wind pressure.• Use a regular post hole digger to dig the post holes. Dig the holes straight to the proper depth at each stake marker.• You can anchor the posts more firmly by making the holes slightly larger at the bottom than at the top (see image below). Place a large stone or two shovels full of gravel in the bottom of each hole. This provides drainage to avoid excessive mois-ture at the base of each post.• Use a wood preservative to treat the section of the post that will be underground. Allow the post to stand overnight in the preservative so it can become well-satu-rated.• You can pack the posts with either dirt or concrete. In either case, place two or three shovels full of gravel in the bottom of each hole before the post is placed into position.• Be sure the posts are in an exact, upright position (see image below). You can check the alignment of each post with a regular level. You can also check the alignment of the posts in one direction by sighting from one end of the row of posts to the other.• Brace each post with stakes after it is properly aligned (see image below). Keep the stakes in position until the concrete (if used) has thoroughly set. Remove the nails holding the braces and readjust the post until it is in accurate alignment.• When the post is properly aligned, tamp it thoroughly to pack the dirt (if used) around the base of the post. Be sure you do not alter the alignment of the post dur-ing the tamping process. • When the post is firmly in position, build a mound around it to help eliminate water standing at the post base (see image below). Slope the concrete slightly away from the post and round it off with a trowel. Tamp the concrete lightly to eliminate any air bubbles left in the mixture that can act as water pockets.• Provide extra bracing at all corners (see first image below). A corner post must carry the weight of fence stretched in two directions, so it should be set in both directions.• Allow the posts to stand several days and settle firmly in position before adding the fence.• The heads of posts should be rounded, capped or slanted to help eliminate accu-mulating water, which can cause rotting (see image below). This is well-worth the effort since it allows the posts to last.
STEP #3 - ADDING RAILS TO FENCE POSTS
• Attach a top and bottom rail to the fence posts (see image below). There are three basic ways to do this.• The center illustration shows the top rail being nailed to the top of the post. This is an ideal installation for many types of fencing structures. The top rail can always be joined to another rail in the center of a post this way.• If the rail is added on the body of the post rather than at the top, attach it with a groove, a wood block or a metal bracket.• You can attach the bottom rail to the post by either of the two outside illustrations.• This image illustrates several other ways to attach a rail to a fence post. Study these illustra-tions carefully. The type of joint you use to attach the fence supports to the post depends primarily on the type of fence you are building.• The lap joint is one of the easiest to use. The grooved joint does basically the same job, but the rail is grooved into the post rather than being nailed to the post surface.• The butt joint is a little more difficult to make but is often better. The mortised joint is even neater than the butt joint, but you must cut a mortise into the post for this joint.• The slotted joint is commonly used on decorative fences. Treat all slotted joints with preser-vative to prevent rotting in the grooved areas.• Take time to measure from the top rail to be sure the bottom rail on each is in perfect align-ment (see image below). After you have measured one post, cut a measuring stick to prevent having to make an actual measurement on each post. The stick can be used to apply the same measurement to each post.

STEP #4 - SELECTING THE FENCE STYLE
• There are literally hundreds of variations in fence styles and construction materials. There is pre-assembled wood fencing sections as well as fencing materials made from recycled milk jugs. The type of fence you use depends primarily on the purpose.• Fences like the type shown in the first image next to the materials list are used primarily for barriers. They are easy to build and provide an adequate barrier. However, they are usually not very decorative and they provide very little, if any, privacy.• Fences like those illustrated in the second image next to the materials list provide barriers and are more attractive than an ordinary fence. With a little shrubbery or plants, such fences can provide very attractive barriers along property lines.• Fences such as those illustrated below are primarily privacy screens. They can be built as tall as needed out of many different materials. Their primary purpose is privacy.• Consider your needs when selecting the style of your fence. If you want a simple barrier, a wire fence or a simple style fence such as illustrated next to the materials list will work fine.• For a barrier that enhances the appearance, consider styles similar to those illustrated next to the materials list.• For added privacy, consider the styles illustrated in this image.• Regardless of the type of fence you plan to build, be sure you know exactly where your property line is located. If you are uncertain about the location of the line, check into it or work out an agreement on the fence location with your neighbor.• Also, check any local ordinances applying to fences before beginning construction. Call the building department of your local city hall or ask for the local government office that regu-lates construction to be sure you abide by city codes.• Try to keep the bottom rail of any fence at least 2” above the ground. This helps eliminate the problem of decay and makes it easier to trim grass around the base of the fence.• This image illustrates four basic styles of easy-to-build fence. Each style has the same basic top, center and bottom rail construction. However, the fences look entirely different with the various rail treatments.• Study the design carefully. Decide which of these styles you prefer, or use a little imagina-tion and create your own fencing design to apply to the basic rail fencing structure.• Picket fences are very popular and easy to build. With a little ingenuity you can create at-tractive picket designs. Study the designs in this image. Use the designs shown or your own designs to create a distinctive picket fence. • Make sure that all the pickets are spaced by inserting a loose picket between the picket previously nailed into position and the picket to be nailed. Use this easy method throughout the entire fencing construction (see first image below).• A basket weave fence is often used on a sloping terrain (see second image below). This style of fence allows you to raise or lower each post.• Use a good-quality board to build a basket weave fence. Boards full of knots may break eas-ily when placed under the stress of basket weaving.• A simple board fence is easy to build and can be quite attractive (see third image below). You can place the boards on one side or alternate them from side to side.• The board fence provides both a barrier and privacy. It can be built as tall as needed and then stained, painted or left natural.• You can design a siding fence to match the siding on your home of this style. In fact, you can use the same siding that was used on the home to build the fence. • The siding fence can be covered on one side or both. Then, you can paint it to match or harmonize with the paint on your home. • These are only a few of the many styles of fencing available. Fences are easy to build, and the materials are readily available.

Heartworm disease is a serious, life-threatening disease that can affect both dogs and cats. It is caused by the adult stage of the parasite Dirofilaria immitis. The infection may cause inflammation and thickening of the pulmonary arteries, damage to the heart, liver and kidneys, and, if untreated, can lead to heart disease and death.
Heartworm disease is present in Oregon, even in the metropolitan areas. Camping and other outdoor activities increase your pet’s risk of coming into contact with disease-carrying mosquitoes. Even if your pet resides primarily or entirely inside your home, it is at risk. No breed of dog or cat is immune, although cats are slightly less at risk than dogs in developing an infection upon exposure.
TRANSMISSIONMosquitoes are the carriers of heartworm disease. The life cycle of a heartworm begins when a mosquito bites an infected animal carrying microfilarie in its blood. If the mosquito bites another cat or dog, it transmits the larvae to that animal. About 6 to 8 months after the initial mosquito bite, the larvae arrive at the heart.
DIAGNOSISYour veterinarian may perform a blood test to determine whether your pet has the disease. A blood sample is tested for the antigens (proteins) produced by adult heartworms. The sample may also be examined under a microscope for the presence of the heartworm larvae. More laboratory tests, including X-rays, may be required to make a diagnosis. Signs of infection in dogs include a chronic cough (which is the most common symptoms and a sign of advanced illness), lack of energy or endurance, difficulty breathing, loss of appetite or weight loss. Signs
of infection in cats include cough, difficulty breathing, vomiting, sluggishness or weight loss.
TREATMENT FOR DOGSIf detected early enough, most dogs can be treated successfully. The goal of treatment is to kill both the adult heartworms and the larvae. The approved treatment is an arsenical compound administered through a series of injections. This treatment requires hospitalization and close supervision by a veterinarian. When treatment for the adult heartworms is complete, another drug is administered to kill the heartworm larvae remaining in the bloodstream. Only when tests show a dog to be free from heartworms is a preventative medication prescribed.
TREATMENT FOR CATSCurrently, there is no approved product for the treatment of heartworm disease in cats. However, a spontaneous cure is not uncommon, so treatment is aimed at helping cats tolerate the disease, rather than eliminating it. It is important to note that, in Oregon, heartworm disease is a far greater risk to dogs than cats.
PREVENTIONA yearly examination coupled with preventative treatment is recommended. Depending on your veterinarian’s recommendation, preventative treatment may be administered year-round, or only during mosquito season. Several medicines are available to prevent heartworm disease, including once-a-month pills or flavored treats and topicals, some of which can also protect your pet against fleas and other types of worms. There is no vaccine for heartworm disease. Talk with your veterinarian about how often your pet should be tested and the appropriate preventative treatment. Help keep your best friend safe from heartworm disease.

Citizen’s Action Group (CAG)First Annual Work-A-Thon CAG will be holding their fi rst annual Work-A-Thon on July 11, 2009 and July 18, 2009. The concept is to fund raise while helping others. The Work-A-Thon will off er labor to the La Pine community via the Chamber of Commerce. Ignored projects can fi nally get completed in a timely manner. Here’s how the Work-A-Thon works: The worker is assigned to a project that matches their skills set. Typically, services off ered vary from clerical work, landscaping to painting a room. Each worker is sponsored by friends, family and neighbors on an hourly basis. The amount pledged per hour is entirely up to the sponsor and a range is more than acceptable…whatever is aff ordable. Neighbors are likely to step up to the plate because it benefi ts their community. So, if you have a project that you have been putting off ...CAG can help out! We’ll do almost anything, of course within reason. We are currently taking applications for projects. Back problems are a common complaint for spring gardeners. To prevent them, remember to lift heavier objects primarily with your thigh muscles, not your back muscles! Never twist at your waist while carrying a heavy load when you can shift your body in the direction of your work.
Don’t bend, kneel. Instead of bending at the waist, kneel on one or both knees. (Knee pads are a great help with this).
Wheels are good! Save steps by rolling a garbage can to the clean-up area and fill it as you work. Use your wheelbarrow or wagon.
Avoid reaching into the trunk of your car or bed ofthe truck to lift heavy bags of fertilizer or compost. Try pulling the load closer to you before you lift.
Careful with ladders. One of the most common ways of injury at home involves ladders. Use one that is tall enough and make sure it sits on level, stable ground.
And, lastly, don’t try to do it all in one day. Unless you are in great shape, you will be surprised at the muscle soreness you may develop after a long winter of limited activity.
And, of course, always get your spinal tune-up after any heavy exertion. Your body is the tool you use every day. Keep it sharp!

The Tackle BoxSince the open of this, so far, mild and delightful fishing season, some of the local
fishermen have been raving about the success they have been enjoying at Crane Prairie
Reservoir.
Wonderful weather and a great lake are the perfect combination to create one of the
best fishing opportunities for Rainbow and Brook Trout.
Tossing a fly or a spoon lure can be one way for either the fly fisherman or the angler
to entice a nice catch, generally best near the most cover. Jigging a worm can be one way
for the kids to have a fair chance to make the casual day fishing fun as well. Watching for the
fish to take your bait into logs or other snags would be the one challenge for the fisherman
lucky enough to catch one of the sizable trout to be taken from this great fishing lake.
One thing to be careful about this year at Crane is the new fishing regulations regarding
trout. Only one non-fin clipped trout can be kept in the daily trout catch limit, but I always try
to encourage folks to take a photo, then release the native fish, and let them remain to keep
the lake replenished and keep fishing the planters.
Crane Prairie Reservoir with nearly 5000 acres of fishing paradise has nicely developed
boat launches as well as a store to help with a soda or a new piece of tackle you just have to
have! This lake has been favored for many years and has a reputation of offering some of the
best trout fishing to available in the local area. Later in the summer, the warm water fishing
will bring a bounty of Bass, so this lake can offer a great season of fishing all year.
Fish Crane this season early and often for trout and enjoy the view of Mt. Bachelor as
one can only enjoy from the waters of this awesome Central Oregon lake.

The honor Guard of la PineAmerican legion Post 45 The Honor Guard of La Pine American Legion Post 45 announces a service to honor deceased veterans with a presentation of a three-volley gun salute and playing of taps at the veteran’s memorial service. A flag folding ceremony and presentation of the flag is also available. This is a free service offered to veterans regardless of their membership in any veteran organization. The Honor Guard of La Pine American Legion Post 45 is also available to present the colors and lead the Pledge to Allegiance at the opening of any meeting or special celebration. Would you like to have a hurricane named after you? One just might be. Since 1979, the World Meteorological Organization has been creating lists of names to identify hurricanes in the Atlantic and Pacific Oceans.
There are six lists total for each ocean. The lists have 21 male and female names, which alternate. One name is selected for each letter of the alphabet except for “Q,” “U” and “Z.” In 2009, for example, the list for the Atlantic Ocean includes Ana, Bill, Claudette, Danny, Erika and so forth. The first hurricane of the season there will be named Ana.
The lists repeat every six years, and when an awful hurricane strikes like Katrina, that name is replaced. Sometimes, there are more hurricanes in a season than there are names on the list. Forecasters must then use names from the Greek alphabet, such as Alpha, Beta, Gamma and Delta, as happened in 2005.

2009 relay For life seeking TeamsThe theme for the 2009 La Pine/Sunriver Relay for Life is “Cure Cancer Olympics”. This popular event,

Teams of 12-15 people will be walking around the track during the 24 hour relay to raise money for the American Cancer Society. league of Women voters We are pleased to have an extra Luncheon this month (which is open to the public), when Peter Gutowsky, Principal Planner, Deschutes County Community Development Department, joins us at King’s Buff et (in the Wagner mall behind McDonalds), on the THIRD Thursday of the month, May 21st. As usual, we will gather for lunch at 11:30am, and his presentation on Destination Resort Mapping will begin at noon. The Deschutes County Board of Commissioners recently gave staff the directive to initiate a community conversation with the public, local governments, organizations and stakeholders about destination resort remapping. In order for a County to have destination resorts, it must create a map of where the resorts can be located. Deschutes County’s map, which was adopted in 1992, identifi es 112,448 acres as eligible for destination resorts. Much of that acreage consists of parcels that are smaller than what’s necessary to be considered for a resort under state law (160 acres), including platted subdivisions. There is also public land identifi ed on the map and other lands that are considered ineligible. Deschutes County is interested in hearing from the county-wide community about which lands really should be mapped for destination resorts and what criteria to use. Over the next three months, Nick Lelack, Deschutes County Planning Director and Peter Gutowsky will be meeting with a broad continuum of stakeholders and community members to gather their input. They will report back to the Board in June with the results of their public outreach. The Planning Commission and Board will then settle on an unmapping/remapping concept for moving forward. It is understood that this process is likely to be controversial, not only because some people who currently have land mapped for resorts stand to lose that designation, but because there is sharp disagreement among the citizens of Deschutes County as to whether destination resorts have been a benefi t or a detriment to the County. The Future is Getting even Brighter in la Pine
Are you looking for something fun to do and want to support a good cause at the same time? We’ve got the answer. There are many exciting events coming up in the community to help support the lighting of Huntington Road, a project being organized by the Ford Leadership Institute Program (FLIP) participants. The goal is to eventually fund fi fteen decorative street lamps, which will light the way down Huntington Road from the intersection at Highway 97 to the Senior Center. This is the core area for many activities in La Pine, the place in which we gather to celebrate as a community and where safety is a priority for all who use it. The Ford program has the support of Midstate Electric, the La Pine City Council and many businesses and individuals in the area. To date, the FLIP participants, through grants and donations from generous community members like you, have raised enough funds to purchase and install two street lamps. We would still like to fund thirteen more! Installation is planned for this fall with an offi cial lighting ceremony to be held at the annual Trucker’s Light Parade on December 9th. There are ways that you can help! Can you picture yourself lying on a sunny beach in Cabo San Lucas? Stop by the La Pine Chamber of Commerce on Highway 97 to purchase a raffl e ticket for $10.00 and get a chance to win a trip to Cabo. The trip off ers a seven night hotel stay and $700.00 in airfare.
