• POSITION RESPONSIBILITES:• Serve as the “conduit” between the Fire Service and Wisconsin
Emergency Management (WEM)• Available 24-7 for deployment of WEM Resources• Provide coordination and liaison between state, local and federal fire
service agencies, Department of Military Affairs (DMA), National Guard and emergency management officials
• Coordinate activities of responding “state” assets with local “authority having jurisdiction” (AHJ)
• Provide technical assistance, advice and counsel for fire service agencies as requested

• POSITION RESPONSIBILITES (cont.):• Assist local AHJ or area fire service leaders with coordination of
emergency services at major/disaster scenes• Draft legislation which strengthens/enhances emergency services at
the State level (example: MABAS)• Provide consultation and program level assistance to local AHJ in
the development of fire & EMS contingency plans• Keep the WEM Administrator and Response and Recovery Bureau
Director informed regarding problems related to the emergency fire & EMS services are/would be involved which may require actions by the Governor, Administrator, Response and Recovery Bureau Director or other state agencies

• POSITION RESPONSIBILITIES (cont):• Participate in the development of contingency plans in case of a
state or local “job action”.• Assist with disaster and recovery operations for extended periods of
time• Perform special research projects and development of issue papers
for the Division regarding fire & EMS issues or other appropriate emergency preparedness programs
• Participate in the planning and coordination of EPCRA Title III program here in Wisconsin
• Provide lead in state planning for implementation of MABAS

• POSITION RESPONSIBILITIES (cont.):• Perform any duties or fills any division position as assigned by the
Administrator or the Response and Recovery Bureau Director• Responsible to ensure WEM emergency response equipment is
maintained in a constant state of readiness• Develops & implements training programs in the operation of WEM
resources for division staff• Coordinates with Emergency Police Services (EPS) to develop,
issue and conduct records control for statewide pass system for disaster use
• Coordinate with and support the Director of Communications and Warning to provide emergency radio capability for disasters and emergencies in support of state and local emergency responders

• POSITION RESPONSIBILITES (cont.):• Provide information and guidance to fire service agencies relative to
homeland security issues• Provide assistance and planning for the radiological emergency
response for those counties affected by nuclear power plants• Participate in table top, functional and full scale exercises • Conduct state agency/local fire service response group meetings to
keep state agencies informed of statewide fire service activities (example: Matrix development for specialty “Task Forces”)
• Develop and keep updated fire & EMS plans in the State Emergency Operations Plan
• The position remains a “work in progress”

• About WISCONSIN EMERGENCY MANAGEMENT:• Wisconsin Emergency Management (WEM) is Division in Wisconsin
government under the umbrella of the Department of Military Affairs• Headquarters is located @ 2400 Wright Street (in the Joint Forces
Headquarters (JFHQ) building) Madison• FSC & EPS are based @ Camp Williams (Volk Field)• WEM is divided into 2-functional groups – Bureau of Response &
Recovery and the Bureau of Planning and Preparedness • WEM in conjunction/cooperation with other state agencies operates
the “State Emergency Operations Center (EOC)” for natural or man-made disasters. The EOC is located @ JFHQ
• WEM works in cooperation/coordination with all levels of government (local, state and federal) and the private sector

• About WEM (Cont):• Each of the 72 Counties in Wisconsin has an Emergency
Management Director. WEM has divided the State into 6-regions (which coincide with the federal “Homeland Security Regions” (see map for your region). The “Regional Director” work directly with your County EM Director.
