In general, the population on the North Shore and in Winnetka has very high academic achievement.

New Trier Township

• More than half of New Trier’s Class of 2013 (54%) achieved ACT composite scores that placed them among the top 9 percent in the country. (2)

• 98% of New Trier students attend college. (2)

Winnetka

• 88% of Winnetka residents ages 25+ have Bachelor’s degree or higher, versus 31% of those in Illinois (1)

Standardized test scores provide one way to examine academic achievement of Winnetka students compared to other NT feeder districts.

• Illinois State Achievement Test, required by all public school students in grades 3-8.• Used to measure progress towards No Child Left Behind goals.

• The ERB provides the CPT-4 test for assessment, more rigorous than ISAT• Administered by New Trier to all incoming 8th graders.• Used for placement into leveled classes at NT

D36 Custom Year-End Assessments

• Customized year-end assessments designed by staff to evaluate student mastery of topics specific to D36 curriculum.

• Administered by District to evaluate teacher performance .

STAR Assessments

• STAR assessments are computer-based adaptive assessments administered 3x/year to students in grades 3-8. Wider range of skills tested than on ISAT. Nationally normed.

• Began in 2012/13 . Best to have 3 years of data for statistical reliability and validity. • Use data for individual student evaluation as well as to compare differences between genders,

elementary schools and student achievement (quartiles: low to high achieving students). • In 2013/14 the school improvement plans set SGP goals in math, but no reading goals were

established. So, only math data was reported in June 2014 Board packet.• STAR has been major investment and Board/parents should be very concerned if administration

abandons the assessment just as it is becoming statistically useful to evaluate District performance. Also, D36 has decided to set goals much lower (2013=41% and 2014=50%) than target of 61% growth that highly effective districts achieve.

Based on average ISAT scores over the past 3 years, Hubbard Woods and Crow Island are at bottom of NT feeder, while Greeley moved from the bottom to the top.

In the 2013/14 school year, the District standardized curricular materials across all the elementary schools, choosing TERC to be used at all elementary schools. TERC was chosen over several other curricula (including Singapore Math) after a two week math “pilot.”

Comparing % of students who exceed state standards in reading, Winnetka has the fewest 3rd graders exceeding standards of all feeder districts and fewer 4th graders than the average of the other NT feeder schools.

In junior high, the % of Winnetka D36 students who exceed state standards in math is similar to most other feeders, though Marie Murphy (Avoca District) students have almost double the students exceeding standards than rest of cohort.

Writing: (old data because writing test discontinued) Winnetka D36 scores the lowest of all New Trier feeder districts on the ISAT writing assessment with 27% of students failing to meet state standards.

Again, performance across Winnetka‘s elementary schools varies widely, with 42% of HWS 3rd graders not meeting state standards in writing in 2010.

STAR math results for grades three and four show decrease in student growth in the past year, and mostly fail to meet District goals or expected growth for highly effective districts.

Note: The District committed to sharing STAR results with parents at mid-year conferences but did not do so. Instead, STAR results will be mailed to parents after the school year is finished.

Skokie also saw decline in student growth in math since last year, falls short of expected performance for highly effective districts, but meets District goal. Washburne meets goals and year-over-year growth remains same.

Unlike most other feeder districts, though, Winnetka D36 does not have programs or curriculum for students who have mastered grade level materials.

Tutoring rates in the District are high.

According to the 2012 D36 Strategic Plan survey, more than one-third of parents reported that their children use a tutor, primarily for math and reading.

On this same survey, 17% of 5th-8th graders reported using a tutor.

D36 administration has been generally dismissive of tutoring rates and has not looked into tutoring in greater detail; general belief seems to be that tutoring is rampant across the North Shore and is not an indicator of poor academic performance in D36.

The first parent satisfaction survey for D36 was administered in 2009, which showed high parent dissatisfaction across the district, but also with high variance across the schools.

Note: D36 administration continues to measure enrollment decline from 2006/7 and reports a 14% decline in enrollment. But, as measured from peak enrollment in 2005/06 the total enrollment decline is 18%.

While a full study would be required to understand drivers of enrollment decline, experts warn that parent dissatisfaction, enrollment and property values are related.
