Assurance of Access
The Wilkes County School System endorses the philosophy that education is a means by which each individual has the opportunity to reach his or her fullest potential. Students in grades K-12 who demonstrate a high degree of intellectual, academic, and/or creative abilities may be nominated for evaluation to determine eligibility to participate in the Program for Gifted and Talented Students. Referrals for consideration may be made by teachers, parents or guardians, counselors, administrators, peers, self, and other individuals with knowledge of the student’s abilities.
The Wilkes County School System does not discriminate on the basis of race, color, sex, age, religion, national origin, handicap, disability, or economic background in its educational programs and activities. This includes the referral and eligibility process as well as the gifted education services. The Wilkes County School System follows the guidance found on the Georgia DOE website for all areas in this procedures manual. Mission Statement
Gifted and talented students must be challenged to the highest degree in a manner appropriate to each individual student. Students’ individual strengths, interests, and needs will be considered during the development of differentiated educational activities. Students will be provided instruction through the Georgia Performance Standards and Common Core Georgia Performance Standards.
Annual evaluation of the program will be conducted to ensure the diverse needs of all students are being met appropriately. This evaluation may include, but is not limited to, parent surveys, student surveys, classroom teacher surveys, review of grades, and review of standardized testing results.
Professional learning will be provided to improve the teachers’ ability to differentiate instruction and to provide teachers with strategies for teaching gifted and talented students.
Parents and guardians are an integral part of the educational process and every effort is made to encourage parent/guardian and community participation in activities. Informational parent meetings are held. Information is also provided to parents through the system website, brochures, course syllabi, and newspaper articles.
Program Goals
The Wilkes County School System strives to ensure the continued development of the potential of the gifted/talented students through the following goals:

Referrals Students are screened for possible referral for gifted education services. Students who score at specified levels on a norm referenced test shall automatically be referred for in school review.
Students in grade one scoring at ≥96th percentile on any component or composite score of the Cognitive Abilities Test (CogAT) mental ability (intelligence) test shall automatically be referred for in school review. The CogAT test is administered in first grade each year.
Students in grades three, five, and eight scoring at the 90th percentile or higher in Total Math, Total Reading, and/or Total Battery on the Iowa Test of Basic Skills (ITBS) shall automatically be referred for in school review. The ITBS test is administered in grades three, five, and eight.
Additional referrals, including parent, teacher, self, and others, shall be accepted as specified in State Board of Education Rule 160-4-2-.38. The Wilkes County School System does not discriminate on the basis of race, color, sex, age, religion, national origin, handicap, disability, or economic background in the referral and eligibility process.
Gifted Screening/Testing Procedures Students will be assessed in the following four areas: mental ability, achievement, creativity, and motivation using the following guidelines:
1. Written parental permission must be obtained prior to any evaluation.
2. All communications with parents will be in their home language.
3. Tests used to determine eligibility shall be the most current editions or editions approved by the Georgia Department of Education.
4. The same data shall not be used to establish eligibility in two areas.
5. Evaluators must be trained in the appropriate administration and scoring of the assessments.
6. If a rating scale is used to evaluate creativity, a rating scale cannot be used to evaluate motivation. If a rating scale is used to evaluate motivation it cannot be used to evaluate creativity.
7. Standardized achievement tests shall be the most current editions of tests that measure reading skills, including comprehension, and shall give a total reading score. It shall also give a total mathematics score based upon a combination of scores in math concepts and applications and/or a total battery score.
8. Any test score used to establish eligibility shall be current within two calendar years.
9. All tests shall have been reviewed for bias and are normed on a nationally representative sample with respect to race, religion, national origin, sex, disabilities, and economic background within a 10 year period.

11. As evidence of achievement, creative abilities, or motivation, students may submit products
or evidence of outstanding performance on a regional, state, or national level which have been completed in the past two calendar years. The product or performance must receive a score of > 90 on a scale of 1- 100 as evaluated by a panel of judges selected by the Gifted Education Coordinator.
12. Individual product usage to determine eligibility shall be reviewed on an individual basis and must have prior approval of the System Gifted Coordinator. An individual product shall only be used to determine eligibility in one area: achievement, creativity, or motivation.
13. Qualifying test scores received from outside testing sources may be accepted; however, such scores shall be used in only one area of eligibility.
14. Out-of-state transfers, as well as students who transfer from other school systems within Georgia, must provide records indicating regular status and participation in a gifted program. If the Gifted Education Coordinator determines the student meets eligibility requirements, service will begin immediately after parental consent for placement has been obtained. However, if eligibility requirements are not met, additional testing will be administered to the student to determine eligibility after parental consent for testing has been obtained.
15. If at any time during the referral process a vision or hearing problem is suspected, a screening will be conducted at school. If the screening indicates the need for a follow up examination, the parents/guardians will be notified. The vision or hearing problems must be corrected before any further assessment is completed.
16. Grades used to determine the GPA or NGA must be a two-year average of regular school program core subject grades in Mathematics, English/Language Arts, Social Studies, Science, and a full year world languages. The GPA/NGA can only be used for students in grades 6 through 12.
17. Secondary assessments may be used in all four areas. Secondary measures may be used when extenuating circumstances occur during the evaluation process. Also, if a student scores between 93 and 95 on the Mental Abilities test, a second assessment will be administered if needed. If a student scores an 88 or 89 on the creativity measure, a second assessment will be administered if needed. The following assessments may be used as secondary assessments: Mental Ability: Naglieri Nonverbal Ability Test; Achievement: WIAT, ACT, or SAT; Creativity: GES; and Motivation: GES.
18. Students previously tested who did not meet eligibility requirements will not be retested during the same academic year or during the following year; an exception will be made for students eligible for additional screening based on ITBS results. A student will not be screened more than three times unless the student is eligible for additional screening based on ITBS results.

Gifted Education Eligibility
Students must meet the eligibility requirements as indicated in the Georgia DOE Resource Manual for Gifted Education Services and the State Board Rule 160-4-2-.38. Eligibility for gifted services will be determined after all evaluations have been completed. The following guidance will be used:
1. When a student meets eligibility requirements, a letter of parental notification will be sent
home and a conference will be scheduled to discuss eligibility criteria and placement in the program.
2. If a student is determined to be ineligible, parents will be notified in writing and afforded the opportunity to schedule a conference to discuss the evaluation results and the eligibility criteria.
3. All communications will be sent to parents in their home language.
4. Qualifying test scores received from outside testing sources may be accepted with approval of the Gifted Coordinator; however, such scores shall be used in only one area of eligibility.
Mental Ability:
Eligibility criteria established for mental ability will be ≥99th percentile for students in grades K-2 and ≥96th percentile for students in grades 3-12 on a composite score on a standardized test of mental ability, along with obtainment of achievement criteria. Eligibility criteria may also be established with a mental ability score ≥96th percentile for students in grades K-12 on a composite score or appropriate component score on a standardized test of mental ability and meet criteria in two of the other three areas. An age norm component or composite score must be used when determining mental ability.
Achievement:
Eligibility criteria established for achievement will be ≥90th percentile on total battery, total math or total reading score on a norm-referenced achievement test or a score of ≥90 on a scale of 1-100 for a prior approved project or performance as evaluated by a panel of qualified evaluators selected by the System Gifted Coordinator. Eligibility may be determined by using either the age or grade norms for achievement tests. Grade norms will be used unless they are not available or if the age norm score is extremely high. The scores that are the most comprehensive will be used to determine the achievement score. The composite score from the ITBS will be used.
A product or performance may also be used to determine achievement criteria. The product or performance will be judged by a panel of three judges who have been selected by the System Gifted Coordinator. The panel will be selected based on the individual performance or product. If a math project is being evaluated, the panel will consist of math teachers. A rubric will be provided to the judges and the System Gifted Coordinator will provide training on the evaluation process. The three judges will evaluate the product/performance at the same time but independently. They will give the completed rubric to the System Gifted Coordinator who will average the scores and determine the final score.

Creativity:
Eligibility criteria established for creativity will be ≥90th percentile on the total battery score of a norm-referenced test of creative thinking or a standardized creativity characteristics rating scale, or receive from a panel of judges a score ≥90 on a scale of 1-100 on a structured observation/ evaluation of creative products and/or performances. Students scoring within the 88th or 89th percentile shall be administered a second creativity test if needed. Norm-referenced tests of creative thinking shall provide scores of fluency, originality, and elaboration. Teachers completing rating scales will receive training on the creativity, the characteristics of gifted students, and the specific rating scale.

The panel will be selected based on the individual performance or product. If a math project is being evaluated, the panel will consist of math teachers. They will give the completed rubric to the System Gifted Coordinator who will average the scores and determine the final score.
Motivation:
Eligibility criteria established for motivation will be ≥90th percentile on a standardized motivational characteristics rating scale or have a Grade Point Average (GPA) at or above 3.5 on a 4.0 scale (cumulative average of 85 or above) or a Numeric Grade Point Average (NGA) of 90 or above over the previous two years (for students in grades five through twelve) or receive from a qualified panel of three judges a score of ≥90 on a scale of 1-100 on a structured observation/ evaluation of creative products and/or performances. Teachers will be trained on motivation, the characteristics of gifted students, and the rating scale.
GPA and NGA may be used to identify students in the motivation area. To qualify using GPA, students are required to have a 3.5 or higher GPA (cumulative average of 85 or above). GPA and NGA will be determined by averaging grades from language arts, math, science, social studies, and full year world languages for the previous two years. GPA and NGA can only be used in grades 6 – 12. GPA and NGA consideration will be reviewed by the School Counselor and the Gifted Education Coordinator. The GPA/NGA performance standard shall be adjusted to the level which is achieved by no more than 10% of the students in the given grade level.

Gifted Services
1. After parents have provided written consent for placement in the gifted program, they will receive information regarding the types of gifted services and the time allotted for the services. This information will be provided through parent conferences, brochures, course syllabi, and/or the website.
2. No gifted services will be provided prior to written consent from the parent. 3. Parents will be notified annually of the types of gifted services to be provided. 4. The teachers will provide instruction using the Georgia Performance Standards (GPS) and the
Georgia Standards of Excellence (GSE) in a curricula which is appropriate for the gifted students. These curricula will include differentiated instructional strategies to meet the individual needs of each student. The gifted curricula will be reviewed annually and revised as needed.
5. The principal will ensure that the school provides a variety of programming options to meet the advanced learning needs and interest of the gifted students.
6. Gifted students will receive a minimum of 5 segments a week of gifted services or the yearly equivalent.
7. The following delivery models may be used: Resource class, Advanced Content, Advanced Placement, Cluster Grouping, Collaborative Teaching, and Internship/Mentorship.
8. Each school will have guidelines that identify the selection criteria for the students (both gifted and regular) who are placed in an advance content class.
9. Teachers will complete individual or group contracts to document curriculum differentiation for gifted students in the cluster delivery model.
10. Teachers will document regularly scheduled collaborative planning sessions between regular education classroom teachers and gifted teachers when using the collaboration delivery model.
11. The parents will be informed annually of the manner in which evaluation of the gifted students’ mastery of standards will be conducted.
12. The principals will adhere to the gifted education program delivery model and gifted FTE regulations and requirements when scheduling gifted students.
Direct Services Resource Class (K-12) The resource class provides enrichment activities which are based on the Georgia curriculum standards but not focused on only one content area. The content and pacing in the resource class would not be appropriate for the average student. Students do not receive more than 10 FTE segments per week of resource class services. Advanced Content (K-12) The advanced content model is used when regular education and gifted students are grouped together based on achievement and interest. This model can be used at any school level as long as the students’ needs are being met and the FTE requirements are being followed. Each school has criteria in place to determine which students would benefit from an Advanced Content classroom. Each school also maintains a description of the curriculum which shows how the content, teaching strategies, pacing, process skills and assessments differ from the average class. Advanced Placement (AP) courses are offered for students at the high school level.

Cluster Grouping (K-12) Six to eight gifted students are placed into a heterogeneous classroom where the curriculum is modified to meet the individual needs of the gifted students. An individual or group contract is created to describe how the instruction and evaluation is different for the gifted students as compared to the regular education students. The classroom teacher must have gifted certification in order to provide gifted services using the cluster grouping model. Indirect Services Collaborative Teaching (K-12) In collaborative teaching, gifted services are provided by teachers who are not gifted certified but collaborate with gifted certified teachers on a regular basis to differentiate the instruction for the gifted students in a heterogeneous classroom. Individual or group contracts are created to describe how the instruction and evaluations are differentiated. Logs are kept to document the required planning sessions between the regular teacher and the gifted teacher. Continuation Plan
Students must maintain an overall average of 80 or above, in the area in which they are determined to be gifted, for every grading period. The Gifted Education Teacher will review grades, in the gifted education classes, at the end of each grading period and notify the Gifted Education Coordinator if a student fails to maintain the required overall average of 80 or above. The Gifted Education School Coordinator will schedule a meeting with the student, the parents, and the classroom teacher. The student will be placed on probation and a plan will be developed to assist the student in bringing up his/her grades. The written plan, which will be signed by the student, the parents, the classroom teacher, and the Gifted Education School Coordinator, will be kept in the student’s gifted file at the school. A copy of the plan, with signatures, will be sent to the Gifted Education System Coordinator.
During the probationary period, the student may continue to receive gifted services. The Gifted Education School Coordinator will monitor the student’s progress during the probationary period. Following the probationary period, the Gifted Education School Coordinator will review student’s grades.
• If the student has not increased his/her overall average to 80 or above, the Gifted Education School Coordinator will schedule a meeting with the student, the parents, and the classroom teacher. It will be determined, at this meeting, whether the student continues on probation or whether he/she is withdrawn from the gifted program.
• If at the end of the probationary period, the student meets the specified criteria, the Gifted Education School Coordinator will notify the student, the parents, and the classroom teacher that the student is no longer on probation and regular gifted status has been restored.
• The parents/guardians will receive a copy of the Continuation Plan when they give written consent for gifted services.
• Student progress is reviewed annually and the students who maintain eligibility for gifted services will continue to receive gifted services the next school year.

• Transfer students who have been identified as gifted in a previous school will continue to receive
gifted services as long as they meet Georgia’s eligibility requirements. Professional Learning
The principals will ensure that professional development programs are in place at each school to improve the gifted education services. The gifted teachers and the regular education teachers will receive training to increase subject knowledge, to improve instructional strategies, and to improve the use of assessment measures that are appropriate for gifted students. This professional learning may include mentoring if needed.
Evaluation of Gifted Program The System Gifted Coordinator and the Gifted Education School Coordinators will evaluate the services being provided through the gifted program on an annual basis. Student and parent surveys will be used to assist with this evaluation.

Your child’s progress in the program will be reviewed annually and a decision will be made regarding continuation in the program. Below is a copy of the system’s continuation plan. Please review this plan carefully with your child.
Continuation Plan for Gifted Services and Probationary Period
Students must maintain an overall average of 80 or above, in the area in which they are determined to be gifted, for every grading period. The Gifted Education Teacher will review grades, in the gifted education classes, at the end of each grading period, and notify the Gifted Education Coordinator if a student fails to maintain the required overall average of 80 or above. The Gifted Education School Coordinator will schedule a meeting with the student, the parents, and the classroom teacher. The student will be placed on probation and a plan will be developed to assist the student in bringing up his/her grades. The written plan, which will be signed by the student, the parents, the classroom teacher and the Gifted Education School Coordinator, will be kept in the student’s gifted file at the school. A copy of the plan, with signatures, will be sent to the Gifted Education System Coordinator.
During the probationary period, the student may continue to receive gifted services. The Gifted Education School Coordinator will monitor the student’s progress during the probationary period. Following the probationary period, the Gifted Education School Coordinator will review student’s grades.
• If the student has not increased his/her overall average to 80 or above, the Gifted Education School Coordinator will schedule a meeting with the student, the parents, and the classroom teacher. It will be determined, at this meeting, whether the student continues on probation or whether he/she is withdrawn from the gifted program.
• If at the end of the probationary period, the student meets the specified criteria, the Gifted Education School Coordinator will notify the student, the parents, and the classroom teacher that the student is no longer on probation and regular gifted status has been restored.

Our system-wide test results are reviewed for students in grades one, three, five, and eight to determine which students are eligible for additional screening measures. Your child may have another opportunity to be screened for the Gifted and Talented Program at that time.
