Special Use – Over View Special Use Permits grant privileges to members not
otherwise available and they can be revoked.
Members and/or Spouses must apply for Special Use inperson for at least 3 consecutive years and then comeback at the 10 year mark. All dependents must bedirectly supervised by the parent with Special Use.
Your approved Special Use is printed on the back ofyour card
After renewal if your badge comes without special usethat means our data base shows you have had specialuse less than 3 consecutive years or you’re at the 10year mark. You will receive a replacement card in themail after being approved tonight.
Probation Period To get your first Special Use
permissions you must servea probation period of at least6 months, and fill out cards(like these examples) byhaving the Rangemastersign-off on your safe use ofthe ranges.
You must turn in a completedcard at a second meeting,after 6 months but before 1year, to start the request forthe Special Use permissions.
At that Range Committeemeeting, additionalprivileges, and authorizationfor purchasing a gate key willbe obtained.
Probation
Range use during your probation period is
confined to the public rifle or pistol ranges during
public business hours.
In addition, you can shoot a rifle off the bench on
Range #1 ( Members’ Range) at 100yds duringpublic business hours.
During this period, qualifications for position rifleand pistol may be earned.
Be sure to keep your Probation Card in plain
sight when using Range #1.
Be sure that you get a Probation Card before
you leave tonight.

“ First, it [the process] is designed so that you get your renewal takencare of and get a new membership card BEFORE you attend acommittee meeting to request Special Use.
If approved, you will get a replacement card. The Committee Chairsshould check to see that each member requesting Special Use hasthe appropriate [ie; current year] membership card.
If you slip by and get an approved Special Use form before getting arenewal card, your form will be applied to the current year and if theapprovals are just duplications the form will be trashed. If there arechanges then they will be applied to your data and a new card sentout for the current year….unless it is December when we do notbother to send out additional current year cards.
Special Use forms received after December will just be tossed if youhave not renewed your membership.
So first you renew and get your new membership card, then you can goto the committee meetings and get Special Use approved. “

Member Hours
Member Hours are from 9:01am until 12 noon
on week days. No shooting before 9:01AM for
any reason.
No open shooting on any range after the Range
Office closes. Scheduled matches are allowed.
Everyone inside the gate during member hours
must have a key.
Allow no one access that doesn't have a key.
Leave the gate as you found it.
Range Maintenance
Ranges may be closed periodically for
maintenance.
No firearms are allowed on a range that is
closed for maintenance.
Maintenance takes precedence over general
shooting.
Members are encouraged to participate in range
maintenance.
Special Events
Special events (such as: matches and classes) arefirst approved here, then brought to the board ofdirectors. When approved there, the secretary willhave it placed on the master calendar.
Special events have the highest of range usepriorities.
Special events have use of the facility for the entirescheduled time... usually all day.
It is the responsibility of the event sponsor to verifythe calendar entry is correct. Check immediately afterapproval, then six, two and one month before thedate.

Firearms Safety
Misfire – This is a failure of the cartridge to ignite. CLICK – NOBANG
Hangfire - This is a perceptible delay between the fall of thestriker or hammer and the cartridge ignition. CLICK – PAUSE -BANG.
Squib fire - This is a defective cartridge which partially ignites.CLICK – POP. [SOFT OR NO BANG.]
There is no way of immediately knowing which of these you arehaving:
SO – wait at least 10 seconds before opening your (bolt, slide,break, or lever) action with the sights fixed on the target.
Then remove the offending round and properly dispose of it.
CHECK the removed cartridge : is it 100% intact?
The firearm : does light show through the barrel?
Firearms Safety
You must take your rifle or pistol cases to the bench or bayyou will be firing from, with the muzzle pointed Downrange,before uncasing the firearm.
You must never ‘cover’ [point at] an adjacent shooter withthe muzzle of your firearm.
You must never ‘cover’ [point at] any part of your own bodywith the muzzle of your firearm.
Firearms which are not in a case must have the actionopened and a chamber safety flag inserted before beingbrought on to a range.
Rifles: Load only one round at a time. Exception: Rim fire rifles may load 5 rounds.
Sights must be on the target before closing the action.
Periodic Ceasefires Called by general agreement on unsupervised ranges.
Select an Acting Range Master for the ceasefire.
The Acting Range Master will:
Check that all guns are unloaded, actions are open, achamber flag has been inserted, and detachablemagazines removed.
Clear the RED ZONE.
Count the shooters.
Activate the bell and release shooters to go down range.
Confirm all shooters have returned.
Turn off the bell.
The Acting Range Master will never leave the range duringa ceasefire.
ONLY the Acting Range Master will control the belland the resumption of firing.
Shooter's Responsibilities During
Ceasefires Notify the Acting Range Master when leaving the range during a
ceasefire
Notify the Acting Range Master when entering a range during aceasefire. No uncased guns!
Notify the Acting Range Master, and receive his approval, whenplacing a target at the 200 or 300 yard distance

Targets
Use only approved targets and spots
Spots should be set touching main bull.
No people or silhouette targets… ever!
Use only a single target directly downrange from yourfiring point at 100 or 200/300 yard frames.
Targets are available in the Range-1 locker. Leaveappropriate funds.
Remove targets from downrange before leaving.
Clean up the rest of your area: brass, cleaning
patches, ammo boxes, etc.
Black Powder
Load only from a powder measure.
No powder or cap containers left open onthe firing line.
No smoking!
Un-loaded means no powder or ball in thebarrel.
Flintlock users please be courteous toadjacent shooters.
This range is dividedinto three parts; West,Center, and EastBays.
Each bay has 6concrete shootingbenches, there are 18positions in all.
Each bay has twotarget stands, one at100 yards and anotherat either 200 or 300yards.
These bays have apreferred organizationregarding their use.
RANGE #1 - The Members’ Range
East Bay is preferredfor bench and hunteroff-hand shooting.
High Power PistolBench will only beshot from the benches& off a rest in the EastBay.
West Bay is preferredfor position shooting.
The muzzles of allfirearms in a bay willbe aligned.
Center bay will beused for overflow ofshooters from East orWest bays.
RANGE #1 - The Members’ Range
Shooting forward of the benchrequires certification anddemonstrating a basic ability tokeep your shots on the targetpaper.
The WEST Bay forward platform isthe preferred place to practiceposition shooting. Everyone usingthis bay must be either shootingfrom the platform or from thebenches.
No part of your body may projectover the front of the platform.
There are 3 types of certificationsfor this activity: CMP/DCM (military) practicing

Locate and place this sign on thefirst bench in this bay whenshooting from the platformpositions.
RANGE #1 – Position
Shooting
All centerfire rifle positionsare restricted to 100 yards.
Certification is required; youmust have an NRA HighPower competitorclassification to obtain thisendorsement.
Multiple round magazineloads are only allowedCMP/Military Matchcompetitors.
The bolt will remain openuntil the sights are on thetarget. No exceptions forGarand rifles. Period.

An endorsement is available forprone shooting, with a bipod whichis attached to your rifle, at 300 yds.
Endorsements will only be issuedto those who have qualified, usingappropriate rifles. You can onlyuse the caliber you have qualifiedwith, or smaller.
You may qualify from a kneeling,sitting, or prone position, usingeither a sling or a bipod.
The bolt will remain open until thesights are on the target.

Rimfire, 50 yard distance: Procedures There are target frames for the West bay which can be
set up at 50 yards from the platform.
Keys to unlock these special frames are available afterqualification.
Take down the 100 yard cross boards and place them tothe left of the target line.
Unlock and place the 50 yard cross boards on the cleats.
Allow no member without this endorsement to fire at thisdistance.
50 yard Offhand practice may be shot only from betweenthe benches, with one foot touching the platform base,when there are only bench shooters ( at 50 or 100 yddistances) in that bay.
When finished, remove the 50 yard boards and lock themup.
Replace the 100 yard boards.
Hunting rifle off-handshooting practice is done
from between the bencheswith one foot against thebulkhead, at 100 yardsonly. ( or 50 yards with
Rimfire Qualification card )The action will remain

RANGE #1Handguns
WCW ‘High Power Pistol Bench’ PolicyIS NOT the same as NRA Hunter PistolClassification.
The allowable pistols on this range areof a caliber which began life as a riflecartridge.
Examples are : Wichita .308,ThompsonCenter .222R , WeatherbyMk5 .243, Remington XP100. As with allrange use, you must be able to keepyour shots on the target paper.
Includes : AK47, 74, AR1x withoutshoulder stock.
The pistol will be optically sighted;scope or red-dot.
All firing will be at 100 yard targets only.
The caliber which you wish to shootmust be stated in tonight’s request.
RANGE #1Handguns
Revolvers or pistols firing the .500 S&W, .460S&W, .454 Casull or .44 Remington Magnummay not be fired on this range. (They may befired on Range #3 – pistol range. Please becourteous to adjacent shooters.)
If you are in doubt, Do Not Use your particularhandgun until you speak with a WCWRangemaster during public hours.
NO positions other than from the benches whileusing a rest [ or a bipod ] are authorized forpistol use on Range #1.
RANGE #1Short Barrelled Rifles
Short Barrelled Rifles are those having abarrel of less than 16”
Variants of AK, AR, SIG can be obtainedas short as 7.5”
If less than 11”, HPBP rules apply. From 11” to 15” we will treat the same
as the venerable M1Carbine.
Those having arm braces we will treatthe same as the M1Carbine.
Bullpup rifles; civilian versions of theTavor and SA80 are considered rifles.
This range is designed primarily for RifleCalibers only; if you are firing carbinesin pistol calibers such as .40SW, 9MM,please use a spotter to ensure yourrounds impact the berm. Pistol calibersare restricted to 100 yards only.
Target Frames (200/300yds)
You may not shoot 200yd targets if the 300ydframes in your impact area are still up.
Do not place unused frames or posts in thegrass or bushes. There are racks at eachdistance for this purpose.
Target Frames (200/300yds)
The Range practice is that 300yd frames are set up for the east bay, rightside and west bay, left side. That is, benches 1 -3 and 16 – 18. The 200ydframes are set up for the rest ( benches 4 - 15). Each bay is now dividedinto two sections, with a set of target frame for each.
Take down your targets.
Wear your shooting glasses when changing 300yd targets.
East bay

As can be seen from this photo, the new baffles are lower, in the sight lines,to the 200 and 300 yard targets.
This was necessary to safely allow longer distance firing.
In order to prevent damage to these new baffles, it is the member’sresponsibility to first fire his rifle at 100 yards before firing the longerdistances.
You must be centered on the paper at 100 yards.
East bay
Right side has
100,300 yardframes.
Left side has100, 200 yard
frames.
RANGE #1 – in Summary Position shooters have priority in the West bay.
Everyone in the same bay will shoot either from thebench or from the platform.
Example: All benches in the East Bay are filled.The next shooter wanting to shoot from the benchwill set up in the Center bay.
Example: All positions on the West bay platformare in use. The next position shooter may set up inthe Center bay.
If the range is not busy, bench shooters may set upin the center bay to start if they need to use therange scopes. However, they should be preparedto move if a position shooter arrives and finds theWest Bay full.
Any member requesting others to move must usepatience and courtesy.
Center Bay
Members may shoot herebefore and during publichours.
Directly controlled by theRangemaster duringbusiness (public) hours.
Load Only 1 round at atime (5 for rim fire).
The bell is located aboveoffice window.
Shoot only from the bench.
No pistols allowed.
No traditionalchronographs will be usedhere (Ranges 1 and 3 ok).
PUBLIC RIFLE RANGE – RANGE #2
First group of 6 positions are always set at 50-yards. If you need to shoot 50-yards from thebench, this is the easiest place to come.
This is where you will sight in your muskets or slug shotguns.
No buckshot is allowed from shotguns.
The rest of the range is limited to 100-yards only.
PUBLIC RIFLE RANGE – RANGE #2
You must QUALIFY to obtaina Pistol Special Use Permit.
No high power riflecartridges.
No shot shells or multipleloaded cartridges. Owners ofJudges & Governors : pleasenote.
No small frame or minimalsight pistols.
No rapid firing or double-taps.
25 and 50 yard targets only.
No rifles or shotguns of anybarrel length on this range.
Air rifles may use bays from#28 (far end) in descendingorder.
Pistol Range – Range 3

There are 3 positions you may qualify to shoot from: One Handed (‘off-hand’)
Two Handed
Using a Rest
• You are required to score 60 with 10 shots.
• You may then fire that caliber, and any smaller,
during members-only hours.
Range 3 - Periodic Ceasefires
Called by general agreement on unsupervised ranges. Select a Range Master for the ceasefire. The Range Master will: Check that all guns are unloaded, actions open, chamber flag
inserted, and magazines removed. Clear the RED ZONE. Count the shooters. Activate the bell and release shooters to go down range. Confirm all shooters have returned. To do this properly, go out on
the walk way at least ½ way to the targets. Double check no one isbehind a baffle support or the brown wall.
Turn off the bell. The Acting Range Master will never leave the range during a
ceasefire.
ONLY the Acting Range Master will control the bell and theresumption of firing.
Range 3 - Shooter's
Responsibilities During Ceasefires Notify the Acting Range Master when leaving the range during a

Your firearm must be completely empty beforechanging targets. Therefore, check the clockduring public shooting hours and do not causedelays in scheduled target changes.

Use only 1 target directly downrange from your firingpoint, centered in the frame (positions are
numbered).
Multiple targets hung on a frame are not allowed.

Holster Policy
WCW does not prevent CPL holders from exercising theirpermitted state right to conceal a handgun.
Once the handgun is removed from concealment to shooton our range, it becomes a ‘range gun’. All range safetyrules apply. It must be carried back to your vehicle in acase, or with action open and chamber flag inserted.
You may not re-holster your handgun while on our range.
Rangemasters strongly prefer that you arrive on the rangewith your handgun in its case or a range bag.
Family Members A member with a Family Membership and a
Special Use permit can bring their spouse ordependent children and directly supervise theirshooting activity.
Everyone MUST be skilled enough to hit the targetpaper with every shot.
It is not acceptable to bring your children orbeginning shooters and allow them to damage thefacility, i.e.: hitting the frames and baffles. It willtake only one ricochet to close us down.
We have NRA certified classes and instructors toconduct the appropriate training. These classesare also a wonderful opportunity to researchbuying a new firearm. Sign them up.
Guests
Guests must be signed in at the main office andcan only visit during public shooting hours.
Guests can only use ranges 2 and 3 during normalpublic shooting hours.
A guest can be a guest once only; they cannot bemy guest on Tuesday and your guest on Saturday.
It is our desire to let guests visit and participate sothat they can decide if the daily range fees orbecoming a member is their best way for their useof our facility.

There is a direct dial 911phone at the Range number2 (public) Office.

Summary Everyone on the facility MUST wear their
membership card in plain sight.
Your activity is restricted to what you have qualified
for and that the Range Committee has granted.
Special Use is a privilege which you can lose by
violating the club safety rules or procedures, by
arguing with the Club employees or other members,by being intoxicated, or otherwise putting the club in
a bad light.
Our shooting is monitored by range employees who
are instructed to remove the badges of violators andby recording cameras which are routinely reviewed.
Summary
The hierarchy of authority on the ranges is: Rangemaster,Assistant Rangemaster, Temporary Rangemaster, BoardMember, Special Use Holder, Club Member, publicshooter.
Members are expected to be familiar with all club rules.
Members are expected to courteously but firmly ensureeveryone is obeying these rules.
Should an offending party refuse to comply with our rules,the next higher person in the above hierarchy must beimmediately notified.
Club Members who observe safety or range useviolations without taking immediate action can besuspended .
