Lead shot kills over a million songbirds in Wisconsin annually and countless water birds and fish with lead sinkers. Also permitting 16,000 trappers (6,000 new trappers recruited on $5 incentive licenses the past three years) to kill 2 otters each with their $5 licenses (killing all they can / 7 months) & 44 other hunter/trapper policy proposals. Put “spring hearings 2016” in a DNR web search. Wisconsin trappers killed 1,204 otters during 2014-15. The otter population declined 35% between 1994 to 2007; an estimated 8,600 otters remain in Wisconsin.
