The Neighbourhood Plan Steering Group wants to thank everyone who took part in the first Consultation Stage which ended on 30 June.

Members of village organisations and the local people who came to the Neighbourhood Plan Open Day have raised many issues to do with improving housing, transport, employment, community facilities, and

leisure, as well as their concerns about protecting our heritage and the environment. The points made will help the Steering Group to prepare a questionnaire about future developments in Colsterworth and District which will be sent to each household in our neighbourhood in September. This questionnaire will be the chance for everyone to have their say.

PARISH COUNCIL REPORTMeeting held on Tuesday 3rd June 2014Prior to the meeting PCSO Hayley Sugden and PCSO Stuart Bowden reported on local crime.Chairman's remarksChairman informed the council that Councillor Brenda Palmer was leaving the village and therefore resigning effective from 12th June 2014. Derrick Hamilton-Hinds thanked Brenda for her commitment and hard work completed on behalf of the community, in particular facilitating the building project with the Social Club and Village Hall.Spring Lane Footpath (PF20)The footpath is a popular route for parents taking their children to school and accessing the High Street from School Lane particularly now the Newton Grange estate is completed. Councillors agreed that a handrail would be beneficial along the steep section of the footpath: £1548.07. In addition a bench will be provided along the lower section of the path and the river bank kept trimmed. Clerk will contact SKDC to obtain cost for an additional street light. Clerk's ReportColsterworth and Woolsthorpe Nature Reserve - Work to provide a footpath through the woody copse area and up to the old railway embankment at the east end of the railway embankment will be completed this month. A notice board will be placed at the entrance to the nature trail showing the walk and a history of the railway. Benches will sited appropriately along the trail. Colster Way Green - The decision as to the actual size of the area to be enclosed and made a dog free area was deferred until the next meeting. Several options were discussed. Councillors will make a site visit. SKDC Legal - A note had been received suggesting that the Parish Council seek legal advice reference land registration. Clerk has this in hand. SKDC advised that the parish council could take on the grass cutting of the area if they wish. This will be considered at a later date. SKDC Planning - The planning officer will notify the PC if planning application to erect the fence is required later this month. An area in front of the Youth Club building will be enclosed at the same time. North Witham Village Hall - A note was received from NWVH Secretary Roger Hancock thanking the council for the grant made last month. The water main had been repaired and the caravan site open again for business. Other works will be

carried out in due course. In addition Martin Fagan from Community Heartbeat Trust had undertaken a training session for the Defibrillator at NWVH. It was attended by about 25% of the village. Martin explained that a scheme to alert volunteers is also now available in an emergency at about £100 per annum. Clerk will investigate this. Village Signs - These are nearing completion. 1st Colsterworth Brownies - The Brownies have planted bedding plants in the areas around the War Memorial. They have also planted out three troughs which have been placed at the base of the War Memorial. Councillors thanked them for their efforts and agreed a grant of £60. They would also like to be involved in any nature trail projects. Report dog fouling withnew webpage

SKDC is continuing to work with dog owners to help reduce animal fouling in the district with the help of a new dedicated webpage.www.southkesteven.gov.uk/dogfouling is now the place to report fouling issues for residents across South Kesteven.

The council's environmental health team is promoting responsible behaviour among owners and publicising the need to pick up mess animals create in public spaces.

They have spoken to over 150 individuals in the last six weeks discussing dog fouling, litter and fly-tipping issues and telling them about free dog bags that are available to them.

Hundreds of dog fouling signs are present across the district warning dog owners of their responsibilities to pick up after their animals.

Patrols from the team cover all of the district's towns but also concentrate on rural parts of the district where problems have been reported including Rippingale, Morton, Aslackby, Marston and South Witham.

SKDC staff can issue a fixed penalty of £75 to those who do not comply with the rules, but SKDC's portfolio holder for healthy environment Cllr John Smith said this is a last resort.

He said: “The new webpage is an even faster way to report any problems residents encounter with dog fouling in their area. We know most dog owners are very responsible and educate fellow owners about the need to pass on the message on always picking up after your dog. Dog fouling bags are available to pick up free of charge in our customers service centres in Market Deeping, Bourne, Stamford and Grantham. This is an ongoing drive to reduce dog fouling and our patrols help to back up the message that we are always looking to educate and take action when required.”

Editorial

To all those who question whether the preparation of a

Neighbourhood Plan is worthwhile saying - “The Parish

Plan didn’t do anything with regard to SKDC’s Planning

Policy”. The difference is that the policies in the

Neighbourhood Plan WILL have to be taken into account

when deciding any future planning applications.

Larkfleet withdrew their application from the

Agenda of the recent Development Control meeting, the

recommendation had been for refusal. Now if they go for a

Planning Performance Agreement they will need to put in

a fresh application subsequent to the PPA.

Spotlight on F.O.C.U.S (Friends Of Colsterworth United Societies

KURLINGMonday June 9th saw the Kurling competition final. Mary Fawns

and Steve Stafferton were our finalists.

Bill Walsh, as adjudicator took up his position on the side of the

stage, clipboard in hand.

The players were very calm and the hall unusually quiet until the

game began and then there were plenty of hoos and ahhs!

After four ends it was a draw and the deciding end was played.

Everyone was rooting for their own particular favourite (in the

nicest possible way).The outcome by a very close shave was

Steve. Rosemary, as Chairperson, presented him with a lovely cup

and each contestant received a certificate. Many thanks to Bill for

organising the competition and for providing the trophy.I just have one question for Bill, apart from the scores what did

you have written on that clipboard?

On August 4th the Committee are providing a Barbecue for Kurling

members. This is our way of saying thank you for the continuing

support we receive from them.We are having our river cruise on 22nd July and as we are

having lunch on board this will take place of our usual lunch club

meal. June is planning the next lunch for sometime in August. If

COLSTERWORTH & DISTRICT GARDENERS & ALLOTMENT HOLDERS ASSOCIATIONJUNE MEETINGOur June speaker was Mr. Kevin Barker, who lives in Colsterworth who has been a commercial grower for well over thirty years. Currently Kevin is plants manager at Rutland Garden Centre in Ashwell.Kevin gave us a very good and instructive talk on “Container Gardening”. Along with the talk he demonstrated how to plant up several hanging baskets, of varying types. He started with a traditional wire basket, using moss for lining material. This 14inch basket, when finished contained thirty plants! This

WOMEN’S INSTITUTEWhat a busy month it's been and still it goes on. As we approach the Garden Fete and our ever popular Chocolate Tombola. It started with the National Annual Meeting which I had the privilege to attend at the brand new First Direct Arena in Leeds. Then a couple of days later we attended Belton House for the Centenary Baton Relay, and we would like to publicly thank Peter Smith for his effort in getting us there in his lovely Rolls Royce. His generosity was greatly appreciated, and the cars caused quite a stir as we drove into the Clock Tower Courtyard. We had a lovely picnic and all the Institutes in the district gathered on the steps of the House to sing Jerusalem before the Baton was handed over to Hougham and Marston Institute for the next stage of its journey into Nottinghamshire. Thankfully it was a gloriously sunny

day, very different to the day at Leeds, travelling through horrendous thunderstorms which continued throughout the day keeping all the delegates from all over the country inside when we were hoping to venture out for a spot of lunch.

We have had some excellent speakers at the various meetings; first there was Gail Stuart, Eric Morecambe's daughter at the Home Economics meeting. Andrew Motion, Dr George McGavin (the TV Bugman) and Bill Turnbull at Leeds, and here at Colsterworth, a few days ago, Tina Lee who spoke of her appearances as a television “extra” or Background as they are known in the trade. She had worked on lots of popular programmes and Soaps. But what Rules and Regulations they are subjected to, they are not allowed to speak to the actors even if they are spoken to. Rachel Baker thanked her for a fascinating talk.

We completed the Neighbourhood Plan Survey following the excellent explanation we had from Anne de Voil last month. We heard of a Quiz Evening to be held at Swineshead, ordered

next year's diaries (and not even the longest day yet!). County Office appealed for cakes in the tea tent at Sleaford's Carnival.

Donations of chocolates were received for the Tombola at the Garden Party on the 28th. (Hope it's not too hot a day again!)

The competition for a picture of a television character was won by Audrey Wheatley (and she won the raffle too!) with Helen Scorror the runner-up.

Tea Hostesses were Barbara Moore and Trish Hart. Our next meeting will be on July 15th when Kate Sell is the Guest Speaker talking on 'Mosaic Mirrors for the Home and Garden'. The competition is 'A Pretty Mirror', so if you fancy an afternoon of relaxation, (leave the chores until Wednesday), a good cup of tea or coffee (and cake), why not join us at the usual time of two o'clock at the Sports and Social Club. You will be most welcome. Oh yes, don't forget to pick up the latest Quiz Sheet, all things found in the garden, not cryptic, just mixed up answers, in other words anagrams, not hard at all.

is the “Rolls Royce “ of baskets and he went on to show several different sizes, from a small wicker basket with one trailing Petunia in the middle, and several different types and sizes in between, some more practical than others. He showed us the different types of basket liner on sale and he discussed the importance of water retaining gel in the compost, and of slow release feed pellets, which both reduce the time and effort in maintaining a good show all through the summer and into the autumn. He then discussed Patio containers, again impressing on his audience the importance of raising containers off the ground during the winter to prevent breaking or cracking of the pot.

At the end of the talk he made a donation of all the plants to the Garden club and £47.00 was raised through donations for the Air Ambulance.

The competition “Simply Red”

was won by Rona with quite magnificent Poinsettia. Vicky took second prize with a varied arrangement of red Euchre leaves.

The club fundraising event for June is the Church Fete on the 18th of June, and we all hope for good weather.

We have had to call of our trip to Newby hall in August as the only coach available was far too big for the numbers who wished to go, but we will try organise something a little closer to home in the near future.

Our next meeting is on Monday July 14th when we will be hearing about life on a commercial nursery, a very suitable follow up to our June talk.

Please do not forget our Garden Party, hosted by Gillian at her house in Skillington on 26th July. Please support this event, and bring as many of your friends and family as you can.

BOOK CLUBThis month we had our annual outing to Tolethorpe, where we had a picnic in the grounds, with our coats on, followed by an entertaining production of Alice in Wonderland and Alice Through the Looking Glass.

Last month we read "The Body of Death" by Elizabeth George, a rather unsettling psychological thriller which received mixed reviews. For July's meeting we will be reading "Crossing Places" by Elly Griffiths.

We meet at 8pm on the 3rd Monday of the month at the White Lion; new members always welcome.

An open letter to our patients

Last November the Editor generously let us announce the arrival of an extra doctor at our practice. We also told of government plans for sharing your confidential information.

That plan has been temporarily been suspended.

There is a major crisis in getting doctors to work in general practice and particularly in rural areas. Our two neighbouring practices, with whom we work closely, have advertised for months for new partners without success despite being attractive practices. Some of the things which attract people to live in villages are local facilities such as shops, pubs, schools and GP surgeries, all of which need to be supported. All discerning doctors will come to work in rural areas if they see how patients rate the service. The first port of call is NHS Choices. If your

experiences have been in any way positive, if they compare favourably to what your friends are getting elsewhere and if you feel you can be seen in days rather than in a month, and you care about continuing to have a GP surgery in this expanding village, then please consider typing the following into Google, “NHS Choices Colsterworth” and give us a rating.

NATURAL HISTORY BULLETINWe live in limestone country where June is the time for bee orchids and common blue butterflies, in our parishes they thrive on grass verges where the stone comes near the surface. And the grass is thin. They are found beside the Woolsthorpe Road and the High Dyke, bordering the runways in Twyford Wood and, most remarkable of all, on lawns and on the formal grass on an estate in Colsterworth. This year there has been some unusually tall flowers and an increase in numbers at two sites. The Common Blue numbers are slightly down, possibly because of the numbers of days of wet weather.

June sees the grasses in flower and new butterflies on the wing. First the Meadow Brown, then the Ringlet and Gatekeepers. In flight too are the Small Heath and the Small and Large Skippers. These three are smaller in size, their varying degrees of orange with brown making them more visible. The workers of all the seven kinds of bumble bee you may find in your gardens have emerged. They are more difficult to identify to species than the queens, now in their nests laying eggs. Of the solitary bees (as opposed to the social ones), the mining bees have left their volcanoes of fine soil in lawns and on bare ground and have ceased their activity. Their developing

larvae are safe underground. They are replaced by the mason bees, the carpenters and the leaf cutters. The first group will inhabit 'bee homes' filling the tubes with bee bread made of pollen for the young. The last named include a species which leaves neat holes in rose leaves. The circles of leaves make the basis for cells in which larvae are reared.

June is a time when we are lucky enough to fine the sky full of house martins, swallows and swifts. They swoop tirelessly from dawn to dusk, collecting enough insects in their gaping mouths to feed their families. The first broods of blackbirds, robins, thrushes, dunnocks and pigeons are having to fend for themselves. Their parents are preparing for a second family.

June 21st was the longest day. It is around this time that we are most likely to glimpse normally nocturnal animals as the period of darkness is too short to fit in all activity. Barn owls were out at dusk and a tawny owl hooting in daylight. Hedgehogs were seen feeding from cat food left out for them, still light at 9pm. Another was finding slugs washed

onto paths in heavy rain. Bats didn't wait until dark to fly. Glow worms are the exception. They don't waste their light signals to merely dim light. These scarce insects are best looked for in May.

To Look For In JulyBy the end of the month there should be newly emerged Small Tortoiseshell, Red Admiral, Comma and Holly Blue butterflies. Lots of day flying moths are about and the large caterpillars of the hawk moths. Grasshoppers and Crickets should be big enough to identify. Though many verges look less colourful with flowers those with shorter grasses will have the blues and mauves of knapweeds, scabious and thistles providing nectar and pollen. We

have heard more of the cuckoo this year but no reports of turtle doves and has anyone had spotted flycatchers in the garden? I look forward to your records at 61 Woolsthorpe Road, 860465 e-mail [email protected]

POLICE UPDATEPeople are unsure of which number to call for the police, however 101

is publicised well in ‘In Touch’. This goes through to the control room

who will either create an incident or if required send an email to one of

the neighbourhood policing team as appropriate.PC Nick Smith is the beat manager for the area. At present the

PCSO's for the area are; PCSO Chris Hughes (however he is leaving

on the 20th July; PCSO Stuart Bowden has recently joined us from

the Boston where he covered the rural area, and myself, however I

may at some point be moving onto a different area but as yet this has

not been confirmed. We can also be contacted on the following

emails; [email protected]@[email protected].

We do call into the office at Colsterworth occasionally but it is not

“staffed” as such, so if people do need us the 101 is the best point of

call, or if people do visit the office and we are not there then the yellow

phone outside goes through to the control room. We are trying to set

up a set day where there will be someone in the office at a given time,

however this can be difficult if other incidents are called in.One thing for the ‘In Touch’ magazine is a reminder of summer

security and to remind people to keep windows locked, particularly if

they are in the garden and have a window at the front of the house
