Why Flash?-design directly-easy to create motion and animation-everybody sees the same thing (well, almost)-designer and artist have all the control!!

Why Not Flash?-it is a plug in-breaks all the browser tools-defeats the true purpose of the web-too easy to use, leading to bad design
