What’s new in RADIUS 4.0 and NJDEP Online Technology for submission

Why Update RADIUS?
• Provide a mechanism to submit RADIUS files online
• Automate the creation of assessments/bills and allow regulated entities to pay online
• To make the RADIUS file submission process compliant with CROMERR for permits and emission statements
What is CROMERR?
• Cross-Media Electronic Reporting Regulation (CROMERR)
• USEPA regulation designed to improve data and maintain corporate and individual responsibility and accountability for electronic reports and records
• Only affects Federal programs that EPA has delegated the State to administer
• Operating Permit (major source) applications are subject to CROMERR
• Preconstruction Permit (minor source) applications are not
RADIUS 4.0 Updates• Removed electronic PIN certification capability
within RADIUS (this functionality is in the NJDEP Online Services Portal)
• Removed the ability within RADIUS to attach electronic documents (this functionality is in the NJDEP Online Services Portal)
• Removed most of administrative check functions for permits
• Added functionality for RADIUS to generate a PDF document containing all the information entered
• however users will only be able to access this PDF via the Portal
NJDEP Online Services Portal
• Only RADIUS 4.0.09 documents can be used for a Portal submission
• Will allow authorized users within a facility to submit applications for permits and emission statements in a secure manner
• Users will still be able to mail a copy of the RADIUS application via the USPS
• Users will be able to attach electronic documents to supplement the RADIUS file
NJDEP Online Service Portal
• Users will be able to view all of the information in the RADIUS application as a PDF via the Portal
• PDF will be available after application is submitted
• Users will be able to electronically certify a RADIUS submission
• The Portal will calculate appropriate fees and allow users to make electronic payments
• Not all applications can be paid online• Emission Statements & Operating Permit modifications
cannot be paid online
NJDEP Online Services Portal
• If you have submitted an Air General Permit, then you have used the Portal
• The screens have the same feel as the General Permits, and payment process is the same
• The following is a quick and basic tour of an online RADIUS submittal
• Will not view payment screens as a part of this tour because those screens have not changed from General Permits

• Download the software at http://www.nj.gov/dep/aqpp/radius.html
• 4.0.09 will be available soon• RADIUS can only be installed to the C: drive• RADIUS cannot be installed on a network
• If this is an upgrade - Setup will automatically convert your existing documents to the new version.
