ABSTRACT
Baguio Central Universitys Library is not well-equipped with the
modernized technological advancements. Their existing Library
Information System is still maintained and controlled using a
manual system. This proves to be a problem for students and people
within the university. It is through this reason that the
researchers decided to propose the Baguio Central University
Finnacle Express Library Information System (BCU FinnEx-LIS). This
system is expected to provide an accurate and complete data and
detailed reports and to store historical data. This paper aims to
analyze and discuss the BCU FinnEx-LIS more briefly and thereby,
provide a new system for the Baguio Central University Library.

Chapter 1PROJECT OVERVIEW1.1. Background of the StudyA library
is a treasure-house of knowledge with all the books, journals,
periodicals, newspapers and magazines one can find. A well-stocked
library brings an asset to the school, college, university or the
neighborhood. (Rajkoomar, Manish, 2011).In our society today,
information technology is the most important advancement. It is a
necessity in bringing about progress as we move along in this
technological world. These changes in effect make mans life easier
and more convenient. Nowadays, the Internet has revolutionized the
concept of library. Information technology now plays an important
role in improving library facilities. The relationship between the
library and the computer is constantly changing that the use of
computer contributes to the way man learns and communicates
information. With the growing popularity of the Internet, which
provides loads of information with just a click of a mouse, one may
pause to think about the decreasing relevance and importance of a
library in today's world but one should keep in mind that a person
goes to the library not only to search and get information from
books but also to sit and study there. The ambience and the
peaceful and scholarly atmosphere then helps one to concentrate
more on one's work and study. Thus, libraries will never become
redundant. They will always be there to indicate the presence of a
well-read and educated society. Traditionally, library systems are
done manually. The manual system is very time consuming,
inconvenient when it comes to recording, organizing and retrieving
borrowers record in the log book as well as storing and locating
books. Based on the OCLC Online Computer Library Center survey in
2006, it shows that most of the college students prefer a system
that has the ability to electronically deliver their desired and
obtained material since we now live in a world where everything is
done in an instant for a persons convenience.One of the challenges
for any library, especially large ones, is keeping track of all the
books, CDs, DVDs, maps and other materials. Information systems can
be used to put an indentifying code on each material that allows a
librarian to look up where a material is, who took it out, and
when. If a book is missing, the information system can help the
librarians find it. Some of the advantages of a Library Information
System cited in the study of Lucy Tedd in 1984 is the provision of
online access, ability to access with ease more information via the
online, saves time and cost, and makes for more accurate completion
of tasks. Also, Sidiqui (1997) noted that a computerized
cataloguing system enables the use of centrally produced
bibliographic record, and thus saves time and ensures uniformity of
cataloguing procedures as well as standardization of cataloguing
rules and procedures. Indeed, computerization of libraries will not
only facilitates globalization of information, but will make for
effectiveness and efficiency in information handling.Library
information systems provide more search options for patrons than
traditional card catalogs and it allows remote access to the school
librarys resources. In addition to improved access to materials,
Library Information System also provides the check-out status of
library materials. [2] In Baguio Central University (BCU) Library,
library systems are implemented manually. Since the Library is BCUs
primary educational resource that demonstrates the institutions
commitment to educational excellence, the researchers will conduct
a study to convert this manual system in to a more efficient one to
strengthen its library facilities. The Baguio Central Universitys
Library Information System aims to make the different transactions
in the library easier and faster. The proposed system will greatly
improve the efficiency of the school library.This study begins to
address the issues that are surrounding the inefficiency involved
in the processes and organization in Baguio Central University
Library. The study includes how the university can catch up with
established universities having this efficient library system.
Also, it directly addresses the issue of impracticality and
inconvenience among students and library workers and
administration. The system will automate librarys transactions. The
system involves the utilization for processing, accessing and
retrieving the information that can effectively support the process
of students learning, decision- making and scholastically
approaches.Adoption of the proposed system would be a great help in
the development of Baguio Central University because institutions
need accurate, complete and timely information to make decisions
and survive in todays competitive world.
1.2. Statement of the Problem The study of Modernization of the
Library System of Baguio Central University (BCU) for the Effective
and Efficient Delivery of Library Services sought to answer the
following problems:1. What is the existing process in the library
system of BCU?2. What are the difficulties encountered in the
library system of BCU?3. What system features can be considered in
the design of the proposed library information system of BCU?4.
What is the degree of effectiveness and efficiency of implementing
the proposed system which affects the customer satisfaction of BCUs
library users?5. How the proposed system would improve the level of
customer satisfaction of the target users of BCU library?
1.3. Objectives of the StudyThe focus of the study is to
determine the following:a. existing process of the BCU library;b.
difficulties/problems encountered of the existing library system;c.
system features that can be considered in the proposed system;d.
the degree of effectiveness and efficiency of the proposed system;
ande. the improvement of the level of customer satisfaction that
the proposed system will offer.
1.4. Scope and DelimitationThe proposed Library Information
System is for Baguio Central University. There are two users of the
system: patrons and librarians. The study involved the library of
Baguio Central University and it will be conducted from August to
December 2014.The Library Information System will replace the old
manual (papers only) based system used by Baguio Central
University. The information system will be used to transform the
manual recording of the library into automated system. It is a way
of minimizing the problems of having data loss, record keeping, and
slow processes.The Library Information Systems database will
contain all the necessary information about the borrower (students
and faculties). The system will also adopt the Online Public Access
Catalogue (OPAC). This will contain all the necessary information
about the Librarys collections. The Library Information System also
provides receipts of the transaction which contains information but
the borrower, the books borrowed, the date due and the due fine/s.
All data will be stored and kept secured on the main computer and
only the librarian or the student assistant have access on it. The
information system is an effective way to solve some of the
problems of the company but there are also some limitations to it.
One of which is the automatic assignment of the date borrowed and
due dates. The function of the system is only limited to manually
assigning these dates through the use of the calendar attached to
the system. Another limitation of the system is the manual
assignment of the call number, accession number and book number of
the books currently in the library and new acquisitions. In this
system, books are the only reading material that can be borrowed
from the library. No other reading material is recorded in the
database of the system. Also, one student is only allowed to borrow
one book per day. Lastly, the cataloguing function of the system is
only limited to newly acquired books.
1.5. Significance of the StudyLiving in a technology-driven
world, it is said that information technology is increasingly
important for educational advancement and community participation
and Information Systems (IS) has become the backbone of modern
education. Library Information System is used in schools to enhance
learning through very dynamic educational software developments. It
is a collaborative effort which affects all aspects of education.
The Library Information System will allow the Baguio Central
University to store valuable data or information for better
organization and allows students to have reference materials at
their fingertips which also help the administration manage the
library as a whole.Having a Library Information System, students
will have an easier access in finding good references, topics and
information they need from books, journals, manuscripts, letters,
newspapers, magazines and other materials available at the library
of BCU for research purposes and other school-related activities
because it offers more complete and recent information and
references. The proposed system also includes the checking-in and
out of books, cataloging as well as the reservation of books or
other references through online. With the system, BCU would have
the information needed regarding the books borrowed/reserved, the
students who borrowed/reserved and the date when should it be
returned, such features help the library of BCU operate more
efficiently. It would also save the time not only of the students
of BCU but also of the faculty and other staffs within the
university. With the help of the Library Information System,
students of BCU can easily get the right references and information
at the right time, whether finding a favorite author, title of a
book, interesting topics or recent editions of magazines.
Furthermore, the system will help organizations such as the Baguio
Central University create new opportunities for learning and
promote student achievement.
1.6. Definition of TermsCataloging. It is the process of listing
something for inclusion in a catalogue or the process of
classifying a book or publication, for example

ofinformationthat is organized so that it can easily be accessed,
managed, and updated. In one view, databases can be classified
according to types of content: bibliographic, full-text, numeric,
and images.Information System. It is the collection of technical
and human resources that provide the storage, computing,
distribution, and communication for the information required by all
or some part of an enterprise.Library Information System. It is an
integrated system which includes circulation, public catalog,
acquisitions, serials management and bibliographic databases.OPAC.
Adatabase of materials held by the library. Users search book
information principally to locate books and other material
available at a library.Patron. A customer, client, or
user.Software. The system of general programs which simplifies and
links the work of computer and user.
Chapter 2RESEARCH DESIGN AND METHODOLOGYThis chapter discusses
the procedures and techniques that were used in the study. Also
discussed were the population and locale of the study and sources
of data used in order to achieve the intended objectives of the
study. This chapter also justifies the relevance of the procedures
used in the study.
2.1. Research MethodsThe study aims to determine and improve the
issues involved in the processes and organization in Baguio Central
University library with its existing system such as the
impracticality and inconvenience among students, faculty members,
and the library department, and assess the availability of
references such as books, magazines, journals and others.The
researchers use qualitative research method in assessing issues
involved in the existing library system of Baguio Central
University. This research method is a type of scientific research
that consist investigation and aims to gain a deep understanding of
a specific organization or event, seeks answers to a question, and
systematically uses a predefined set of procedures to answer the
question (Wyse, Susan, 2011). The researchers also use descriptive
method of research for this study. Descriptive methods of research
attempts to describe or define a subject through collection of data
and tabulation of the frequencies on research variables or their
interaction (Cooper, 2011). With these methods of researches the
researchers will be able to come up with insights and develop ideas
regarding the issues or problem.2.2. Population and Locale of the
StudyThe study was conducted at Baguio Central University located
in Magsaysay Avenue, Baguio City. It is home to nine collegiate
divisions aiming to excel by offering educational trainings to
students who want success in various fields. The university has the
potential for producing top professionals in the country, thus as
one of the quality education strategies, the researchers has
proposed a library information system for the effective and
efficient delivery of its library services.The population of the
study only comprised the students under the programs of Business
Administration and Teacher Education which are both situated in the
main campus of the said university. A deliberate attempt was also
made to target the faculty members and the universitys library
department.
2.3. Data Gathering TechniquesThe researchers made use of both
primary and secondary sources of information. The methods include
interview questions, interviews, observations, and some
discussions.The primary data gathering tool is the interview. The
data for this research were collected by conducting an interview
with the Vice President for Academic Affairs and the chief
librarian of Baguio Central University. The interview was done on
August 26, 2014 at the Baguio Central University to assess what
really is the problem that needs to be solved immediately. The
interview questions were prepared by the researchers based on the
statement of the problem.The researchers also did a visit in the
library of Baguio Central University on the same day to observe the
methods and processes of the system of the library.Secondary source
of information used were internet sites, related books, past System
Analysis and Design projects and other academic publications.
2.4. Sources of DataThe researchers used data sources based both
on direct and indirect observations. The researchers conducted
field studies held at the time of the visit in Baguio Central
University to observe and gather data regarding the delivery and
management of its library services. The manual system of library
transactions provided substantial inputs to the researchers study
and further encouraged to continue with the project.The researchers
also conducted interviews with the chief librarian to know the
problems involved in the existing system of the universitys
library. Data were treated confidentially and were used with
permission that served as references and sources of ideas for the
proposed library information system.Data sources based on indirect
observations used were internet sites, books, and other academic

CHAPTER 3RESULTS AND FINDINGS
3.1 Existing System Baguio Central University (BCU) is currently
using a manual system for the circulation of books. They only have
one computer which is used for cataloging. Only students and
faculty are allowed to borrow books from the library. When
borrowing books, the patron will leave his or her I.D, together
with his or her book card to the student assistant in-charge. The
student assistant in-charge will then look for the book and once
the book is found, he or she will give the book to the student,
together with an official receipt of the transaction. Patrons
identification card is left to the student assistant in-charge as a
collateral.Usually, borrowed books are not recorded which results
to difficulty in tracking and monitoring which books were borrowed
and which books were unreturned. Leaving the patrons identification
card to the student assistant in-charge is very inconvenient to the
patron. Also, one of the concerns of the patrons is the
time-consuming process of borrowing a book. The system possesses
manual tracking of the books location and searching for the book
information. Another main problem that customers keep complaining
about is the system they use in keeping records. The library only
maintains a log book, a pen and stacks of paper. Every time a
patron is finished borrowing a book, the student assistant
in-charge just writes the personal information of the patron and
the date when the book is due on a piece of paper and writes it
again on a separate sheet of paper and in the log book for
duplication purposes. The student assistant in-charge keeps the
file on a cabinet for record keeping purposes. Patrons are worried
because this system being used is not reliable and is prone to
errors.3.2 Proposed SystemThere is no harm in maintaining
traditional methods, as long as these methods employed are still
able to cope with the needs of the user. Moreover, there is no harm
in adapting to change and in shifting to other alternative
especially if these changes and alternatives would be of great
benefit not only to the organization, but also to the community as
well. We are now in an era where technology has become more and
more advanced. It has been an avenue for mankind to make strenuous
and complicated tasks into easy and simple ones. It has certainly
become a breakthrough in different fields of study.Our group
proposes to Baguio Central University to consider employing the
following proposed solutions to solve the difficulties they are
experiencing in their library system:The proposed system is called
Baguio Central University Finnacle Express Library Information
System (BCU FinnEx-LIS). This LIS has six main processes namely,
Catalog Book, Search Book, Check-out Book, Check-in Book, Calculate
Fine and Generate Fine Report. The Catalog Book process compiles
all the book information, classify books, assign call and accession
numbers and arrange them systematically. The Search Book process
helps the users in tracking the book that they want and determines
the availability of the book requested. The Check-out Book process
checks the information about the book borrowed and then generates
report regarding the transaction. The Check-in Book process updates
the information of the patron and the book that is returned. The
Calculate Fine process determines the amount to be paid by the
patron who returned the book after the due date. The Generate Fine
Report process is responsible for creating report about the patron
information and the calculated fine to be transferred to the
accounting department for payment purposes.When the system is used
by Baguio Central University, the following functions are expected
from Library Information System: Detailed ReportsThe Library
Information System will be able to provide a detailed report of the
essential information showing the location of the books, its
availability and book information like author, call number,
accession number and book code. This information allows library
transactions to be done easily and faster. It has the ability to
save the users time and effort. Provide an Accurate and Complete
DataWhenever there is a library transaction, patrons and books
information are updated. It also provides the exact due date for
every borrowed book. This function will help the library assistants
to identify those patrons who are returning the book or books on
time and those patrons who are returning the book or books after
the due date. Store historical DataThe Library Information System
is design to store all necessary information about all library
transactions. The storage of data including the data from past
transactions should be covered by the system for the purpose of
identifying past borrowers information in case of emergency
situations. This function will provide a reliable and safe way of
keeping records.

Figure 1 shows the relationship between the Library Information
System and the entities involved. The entities are Patron,
Librarian and the Accounting Department. It also shows the inputs
of each entity to the LIS and the outputs that the LIS generates
for the entities. The transactions that will transpire between the
LIS and the entities will be discussed further in Figure 2 Level 0

Figure 2 shows the main processes of the Library Information
System. It has six main processes namely Catalog Book, Search Book,
Check-out Book, Check-in Book, Calculate Fines and Generate Fine
Report. Catalog Book is responsible for the systematic compilation
of all book information. On the other hand, Search Book helps the
patron locate their desired book. Check-out Book is the process of
releasing borrowed books while Check-in Book is the process of
accepting books and the determination of days due. Then, Calculate
Fines is responsible for computing the due fine, whereas Generate
Fine Report is the production of patron fine information for the
use of the Accounting Department.

Level 1 Diagram is the detailed structure of the process 3.0:
Catalog Book. The acquisition of new books is the main focus of
this process. The book information of the newly acquired book will
come from the Library of Congress. Classification and accessioning
of books will be based from the acquired book information.
Classifying of books include the assignment of call numbers.
Conversely, accessioning of books assigns the books accession
number which is the individual number or serial designation
identifying book collections. Card production is the final process
of book cataloging. It is the physical compilation of all the
information of the book: book title, book author, publication date,
call number, accession number and the book code. All of these
information will be recorded in the book database.

Figure 6 shows the log-in form which is displayed when the "LOG
IN" button in the Baguio Central University Libraries window
(Figure 5) is clicked. The username and password set in the system
are "bcu" and "bculibrary123," respectively.

are correct, the librarian may now start to operate the functions
of the system, beginning with the search function. The code or
title of the book is typed, then information regarding the desired
book will be shown in the form.

When a patron is to borrow a book, the check-out function of the
system is used. The librarian needs to select the name of the
patron first before checking out the book being borrowed.

Figure 9 shows that a message box appears informing the
librarian that the database on book transactions is updated when
the SAVE button is clicked after the patron has borrowed his
desired book.

On the other hand, when the "RECORD" button is clicked, the
transaction undergone by the patron is recorded which can be
accessed by the librarian to monitor the patron's recent
transactions.

Figure 11 shows the transaction receipt to be printed which is
given to the patron after he borrows a book. The receipt contains
information about the patron, the title and the code of the book
being borrowed, and the date the book must be returned.

The check-in page is opened when a patron returns a book. The
librarian needs to type the code of the returned book, and
information about the transaction will be shown and updated.

the book beyond the assigned due date, a certain amount of fine is
computed. A fine of Php17 is imposed per day past the due date. The
calculated amount of fine is recorded and will be sent to the
university's accounting department.

Figure 14 shows the Patron Status page. The patron's last name
or ID number is typed, and information about him will be shown.
This includes his name, ID number, course and year, and contact
number.

When the "Recent Transaction(s)" link label is clicked, a
notepad appears containing information about the patron's recent
transactions.

Figure 16 shows the Copy Status page. When book code is typed,
the books primary information is shown including its call number
and accession number. A call number is a combination of numbers and
letters that is used to show where a book is located in a library,
while an accession number is given to a book when acquired and
added to the collection.

In order for the librarian to add books in the record, he must
type the username and password necessary to access catalog. The
username and password set are "bcucatalog" and "bculibrary123,"
respectively.

Figure 18 shows the Catalog page of the system. The catalog
function allows the librarian to record information regarding the
newly acquired book. The librarian must assign the book's call
number, code, and accession number based on the last recorded
book.
3.3 Non-Functional RequirementsThe following Non-Functional
Requirements are standards adopted to be able to achieve
outstanding Functional requirements of the system.
Performance-Related Requirement The system should be able to have
1-5 seconds response time to its users. Response time later than
the specified time means that there is a problem in the system and
this will have to be addressed by the management. The system should
also be able to handle five transactions per minute.
Reliability-Related Requirement The system must be accessible or
available 99.9% of the time. The system should have an average
before failure of at least 5 months. Security-Related Requirement
Access of data in the system must be made by the authorized person
first through the log-in tab. To be able to access information, an
authorized person should be facilitating the process.
Usability-Related Requirement Users time in learning how the system
works should have an average of 1 day. It will only take a minute
to complete a certain task specified on the system. Users can be
able to re-do the errors made like in entering I.D number, etc.
Safety-Related Requirement The system must not perform any function
without user authorization. Verification-Related Requirement All
data updates made should be traceable.
3.4 Outputs and Reports Generated by the SystemAfter all the
steps in the system have been done, the processed information is
reported in a usable format. The system is capable of handling
these outputs correctly. Output generated from the system is
recorded and stored in a file that indicates the reports and the
documents that, the time they were generated and their final
destinations. The Library Information System can generate the
following outputs: Transaction ReceiptThe Library Information
System generates an output, the transaction receipt. This receipt
contains the address of the school library, the current date and
the current time. It also contains the personal information of the
patron like his or her name and I.D. number. The receipt also shows
the transaction or checkout that has occurred. It displays the
title of the book borrowed, the book code and the due date of the
book. At the bottom of the receipt, the name of the issuer will
also be displayed. The person receiving the receipt should sign in
this output.
Patrons Fine InformationThe Library Information System is also
capable of generating another output, the patrons fine information.
It is based on the fine calculated by the system once the book is
returned by the patron after its due date. The summary report
includes the names of the patron, their I.D. number and the
corresponding fine calculated. The report generated is consolidated
on a weekly basis. It is done in this format to make it easier for
the user to understand. This report will be handed down to the
accounting department. The responsibility is then passed on to the
accounting department to update the patrons information.These
outputs are very important because they communicate information
compiled to users. These outputs generated by the system are
accurate, objective, well-written, clearly structured and expressed
to help the users discern the information processed in a
comprehensive way.
3.5 Cost-Benefit AnalysisThe arrival of technology has
completely transformed today's business practices. As the modern
technology continues to grow more companies or organizations create
and develop an information system that would benefit the company or
organization as a whole and eliminate inconveniences encountered
with their existing system.With an information system, the company
or organization will be more efficient and effective; operations
will speed up through the use of high-end equipment as well as fast
internet access. It may cost the company in terms of monetary
expenditures but it will pay off in terms satisfaction from
services rendered to its employees and students.Costs and benefits
can be clearly derived from the use of the information system. This

CHAPTER 4SUMMARY, CONCLUSION and RECOMMENDATION
4.1 SummaryBaguio Central University is one of the pioneering
schools in Baguio City that uses a manual library system. This
system was proven to be ineffective in many circumstances for the
users of the library. It includes slow processing of library
transactions like borrowing, returning and processing newly
acquired books. The researchers goal is to help the school library
upgrade their operations by using our proposed Library Information
System. The LIS will be able to monitor information about the
books. Searching book location, determining the number of copies
available and the due dates of books will be much easier with the
use of the system.
4.2 ConclusionThrough the data gathered and analyzed from
readings and interviews, it shows that the benefit of having the
Library Information System exceeds its cost. Therefore, the LIS
should be implemented in the school. Majority of the problems being
encountered by the Baguio Central University will be addressed by
the LIS. Since, the LIS stores information of library transactions,
it is easier to retrieve information. Also, based on the findings
of the study, the following conclusions were formulated:1. The
researchers found out through observations and informal interviews
that Baguio Central University Library is still utilizing manually
operated system.2. Based from the gathered information, BCU Library
is experiencing difficulties in accessing research materials in a
fast and easier way. The Library is also having difficulties in
classifying and accessioning newly acquired research materials.
4.3 RecommendationWith the ever-evolving generation, unexpected
mishaps are inevitable especially to companies with a large and
dynamic population. The company therefore recommends to Baguio
Central Universitys Library the following: 1. They should be
installing strong firewall to their systems so that hackers will
not be able to get through their accounts and data stores. This is
one of the worst casualties that may happen especially to big and
growing companies. 2. For security purposes, Baguio Central
Universitys Library must also protect their IP address for purposes
of safekeeping all information that they obtain from their
day-to-day transactions. Also, the researchers recommend that the
next researchers must automatically assign the due dates for the
book or books that are borrowed. The following are also the groups
recommendation to the next researchers:1. An online reservation of
the books in the universitys website for easier and faster
transaction.2. Add other reading materials in the process of the
system like CDs, magazines, journals and maps.3. The new system
must allow a student to borrow more than one book.4. The new
systems catalog must be able to delete records whenever books are
lost, misplaced or destroyed.5. The new system must automatically
assign the date borrowed, due date, call number, accession number
and book number.
