Definition of Title I:

• Title I provides federal funding to schools to help students who are low achieving or at most risk of falling behind.

• Title I is allocated to schools based on the percentage of student receiving free/reduced lunch.

• Schools with a percentage of at least 40% are eligible for a schoolwide program.

Heritage Elementary operates a Title I Schoolwide Program.

Schoolwide means:

• The school uses Title I funds to upgrade the entire educational program of the school.

• Title I funds are used to serve all children in order to raise academic achievement.

• Title I funds will be used to provide additional assistance to all students who experience difficulties in meeting the State’s performance targets.

To be a “Schoolwide” School:

• The school must have a free/reduced lunch count of at least 40%.

• The school must collect and analyze data that effects student achievement.

• The school must develop a comprehensive site plan and annually review the effectiveness of the plan.

Summary:• We will use data & needs assessment to drive

our instruction.• We will use research based strategies in the

classroom.• We will only hire highly qualified teachers.• We will have ongoing professional

development for all of our teachers.• We will collaborate with higher ed programs

to recruit and retain highly qualified teachers.

• We will collaborate with families of Heritage Elementary students.

• We will continue horizontal and vertical alignment to ensure smooth transitions.

• We will continue to have Professional Learning Communities weekly.

• Students will be given extra assistance if not on grade level.

• We will use federal money to support struggling students.

Focus Goals

• Every student on grade level in math and reading.

• 96% attendance rate daily.• Every 3rd & 4th grade student score proficient

on OCCT.

Curriculum and Instructional Strategies:

• All kindergarten and 1st grade students will go to Literacy Lab for 30 minutes a day.

• Every child in the building gets 90 minutes of uninterrupted reading time(minimum)

• Struggling readers will receive an additional 30 minutes intervention.

• Students will participate in reading and flex groups daily.

Assessment:• Students will be assessed several times

throughout the year. – Literacy First (three times a year)– Developmental Reading Assessments (two times a

year)– Math Benchmarks (at the end of each unit)– OCCT (grades 3 & 4) (once a year)

Proficiency Levels for 2013-2014:

• 36 % of our students are on a reading sufficiency plan. (160 out of 444 students)

Parent Involvement PolicyHeritage Elementary agrees to implement the following statutory requirements:

•The school that receives Title I, Part A funds will put into operation programs, activities and procedures for the involvement of parents consistent with section 1118 of the Elementary and Secondary Education Act (ESEA). Those programs, activities, and procedures will be planned and operated with meaningful consultation with parents of participating children. •Consistent with section 1118, the district will work with its schools to ensure that the required school-level parental involvement policies meet the requirements of section 1118(b) of the ESEA, and each include, as a component, a school-parent compact consistent with section 1118(d) of the ESEA. •The school will incorporate this school site parental involvement policy into its district plan developed under section 1112 of the ESEA.

• In carrying out the Title I, Part A parental involvement requirements, to the extent practicable, the school will provide full opportunities for the participation of parents with limited English proficiency, parents with disabilities, and parents of migratory children, including providing information and school reports required under section 1111 of the ESEA in an understandable and uniform format and, including alternative formats upon request, and, to the extent practicable, in a language parents understand.

• If the schoolwide or targeted site plan is not satisfactory to the parents of participating children in the Title I, Part A program, the school will submit any parent comments with the plan when the school district submits the plan to the State Department of Education.

• The school will involve the parents of children served with Title I, Part funds in decisions about how the 1 percent of Title I, Part A funds reserved for parental involvement is spent, and will ensure that not less than 95 percent of the one percent reserved goes directly to the schools.

School-Parent Compact• TITLE I HERITAGE ELEMENTARY PARENT-SCHOOL COMPACT

• It is important that families and schools work together to help students achieve high academic standards. Through a process that included teachers, families, students, and community representatives, the following are agreed upon roles and responsibilities that we as partners will carry out and to support student success in school and in life.

• As a STAFF MEMBER, I will provide your child with every opportunity to learn and grow by:

• Maintaining a quiet and organized workplace;

• Having a high expectation of myself and my students;

• Giving instruction and assignments appropriate for the skill and development required by state and district standards;

• Monitoring student work on a daily basis to ensure success and progress; and

• Reporting regularly to parents with returned work, written notices, and conferences.

• As a STUDENT, I will keep my focus on what is important in meeting my goal of learning by:

• Being in class on time, every day, with my homework in hand and prepared to work; • Allowing the teacher to teach and everyone in class to learn; • Completing my work on time and accurately; • Keeping my hands, feet, objects, and comments to myself; and • Respecting others and their property.

• As a PARENT/GUARDIAN, I will support Heritage’s programs and activities that give my child the optimum opportunity for learning by:

• Expecting my child to complete daily homework assignments independently and discuss his/her results for improved learning, and check for a timely return to school;

• Accentuating the positive events at school and help my child resolve issues of concern and conflict;

• Supporting the discipline policy and reinforcing the highest expectations of the school staff; • Reading to and listening to my child read daily as a way of building a lifelong interest and joy of

reading; • Seeing that my child gets adequate rest and is in school on time with a positive outlook; • Attending conferences to discuss my child’s progress and attending events which showcase my

child’s work and learning experiences; and • Providing and maintaining accurate information on my child’s records for contact.

Parent’s Right to Know – Student Achievement

• A copy of your child’s OCCT scores will be sent home with them.

• Our school report card is available to anyone at anytime. It is also posted on our website.

Parent’s Right to Know – Non-Highly Qualified Teachers

• Schools are required to notify parents if their child has been taught for four or more consecutive weeks by a teacher that is not highly qualified.

• 100% of the teachers at Heritage Elementary are Highly Qualified.

Right to Request Meetings

• Upon the request of parents, the school must provide opportunities for regular meetings for parents to formulate suggestions and to participate, as appropriate, in decisions about the education of their children.

• The school must respond to any such suggestions as soon as practicably possible.
