Coleman report also said”… improving the school of a minority pupil may

increase his achievement more than would improving the school of a white child increase his. Similarly, the average minority pupil's achievement may suffer more in a school of low quality than might the average white pupil's. In short, whites and, to a lesser extent, Oriental-Americans are less affected one way or the other by the quality of their schools than are minority pupils.
