Introduction Fantasy Grounds II is a Virtual Table Top (VTT) tool
that enables the playing of pen and pater style role
playing games (RPG) over the internet. It supports
many different types of RPG’s through its use of
‘Rulesets’ – a package containing all the information
required by Fantasy Grounds in order for the tool to
customise its appearance and behaviour to match the
RPG that it was created for. Many Rulesets are
available for Fantasy Grounds; some developed
commercially in association with the RPG publisher;
others developed and made freely available by the
community.
The Warhammer Fantasy Roleplay 3rd
Edition Ruleset
is a community ruleset that has been developed to
allow people to play the role playing games over the
internet with friends. The Ruleset includes features
such as character sheets, party sheets, npc sheets, and a
custom dice roller.
A Note about Copyrighted Content This ruleset provides the tools to allow you to play
WFRP using Fantasy Grounds, but does not include
any of the rules or cards that are published by Fantasy
Flight Games. Therefore, in order to play, you will still
require a copy of the WFRP rules.
It is not the intention of this ruleset to replace the need
to purchase any WFRP products and so will never
contain such content.
License This ruleset is based on the 3.5E ruleset created by
SmiteWorks limited for Fantasy Grounds, and as such,
is covered by the original license. Please see the
license information that is included in the ruleset and
visible by clicking the ‘view license’ button when
creating a new campaign.

conjunction with a library module, allow players
and GMs to randomly draw criticals, conditions,
insanities, mutations, miscasts, and diseases.
NPC group sheets for tracking creature and
nemesis group organisation.
Ability for a GM to share images and maps with
players, with full support for tokens, pointers and
drawings.
Ability for a GM to export a campaign and create
an Adventure Module.
Requirements This ruleset requires version 2.9.0 or later of Fantasy
Grounds. While it will work on older versions,
unexpected behaviour may be observed.
Installation To install the ruleset, simply place the WFRP v3.pak
file under the ruleset folder of the Fantasy Grounds
application directory.
When installing Fantasy Grounds, a shortcut is placed
on your start menu which points to the Fantasy
Grounds application directory.
The Desktop The desktop layout for the GM and players differ
slightly, with the GM having access to a wider range
of tools than the players. The following image shows
the desktop as viewed by the GM:
1. Chat Window
The chat window provides the functionality for GMs
and players to send chat messages during a play
session. By default, any text entered into the chat box
is sent using the character’s or GMs name.
In order to roll dice and see their results, you must
drop the dice into the chat window area. This will
broadcast the dice results to all players. If you drop the
dice onto the desktop, then you will not see any results.
2. Custom Dice Below the chat window is located the WFRP custom
dice, dice pool builder, plus the standard Fantasy
Grounds dice and modifier box.
In order to roll any dice, simply drag and drop the dice
into the chat window. This will roll the dice and
display the result in the chat window.
For more information relating to building dice pools,
see the building dice pool section.
3. Character Portraits Any characters that have been selected by a player are
shown along the top of the screen. A player may
control one or more characters in a campaign, and can
‘activate’ their current character by right clicking on a
character portrait and selecting the appropriate menu
option.
Clicking on a portrait will show or hide the characters
sheet. Players may view each other’s character sheets,
but may only modify sheets for characters that they
own. This behaviour may be controlled by the GM
through the preferences window.
The far left portrait represents the party identity.
Clicking on this portrait will show or hide the party
sheet.

portraits, see the appropriate section.
4. Sidebar The sidebar provides quick access to many of the tools
available within Fantasy Grounds, and the content
available within the campaign. The available options
differ based on whether the user is hosting a session as
GM, or connecting as a player.
5. Tokens & Cards The tokens and cards at the bottom of the desktop
provide a quick visual mechanism to add wounds,
stress, fatigue, etc. straight to a character or npc, or to
randomly generate a critical, condition, etc.
The card functionality is linked to the presence of a
loaded library module. If a library module has not been
loaded, then the cards will not be visible. For more
information about library modules, please see the
relevant section.
6. Shortcuts Along the bottom of the window is the shortcut bar.
This bar contains 12 slots, each representing one of the
12 function keys on the keyboard.
Any item can be dragged to a shortcut slot. This
includes dice and window shortcuts. Clicking on the
shortcut box, or pressing the corresponding function
key, will activate the slot – rolling dice if the slot
contains dice, or opening a window if the slot contains
a shortcut.
An additional 36 slots are also available, making 48 in
total, by holding down CTRL, SHIFT or
CTRL+SHIFT.

The Sidebar The following tools are available through the sidebar
shortcuts.
Shows or hides the colour wheel. The
colour wheel is used to set the colour of
any pointers drawn by the GM or player on
an image.
Shows or hides the preferences window.
Allows a GM or player to set their
preferences. Certain options are visible to
the GM only.
Shows or hides the character selection
window. Allows players to select their
character, or a GM to view all characters
within a campaign.
Shows or hides the portrait selection
window. Allows players or a GM to select
a characters portrait by dragging it to the
desktop character portrait token. Available
portraits are loaded from the Fantasy
Grounds application data portraits folder
and are not shared between the host as
clients.
GM ONLY – Shows or hides the initiative
tracker window. For players, one of the
larger buttons is used. See below.
GM ONLY – Shows or hides the lighting
effects window. Allows a GM to apply
lighting effects to the desktop and windows
in order to add atmosphere. The following
lighting options are available:
Day – the default lighting effect
Night
Campfire
Forest
Shows or hides the module screen. Allows
the GM and players to load or unload any
available modules.
Shows or hides the library screen. Allows
the GM and players to view any loaded
library content.
GM ONLY - Shows or hides the token box.
Tokens that are included in the ruleset, or
have been loaded as part of a module will
be displayed within the token box.
PLAYERS ONLY - Shows or hides
the notes window, allowing players
to create their own notes. Useful for
players to keep track of important
notes during a campaign.
GM ONLY – Shows or hides the
story window, where the GM can
enter story notes and details for
sharing with the players.
GM ONLY – Shows or hides the
images window, where the GM can
load and share images with the
players.
GM – Shows or hides the NPC
Group window, where the GM can
enter NPC group and NPC character
details.
PLAYERS – Shows or hides the
initiative tracker window
GM ONLY – Shows or hides the
Item window, allowing the GM to
set-up special items that can be
shared with players.
GM ONLY – Shows or hides the
Location window, allowing the GM
to set-up location cards for use in
images.
PLAYERS ONLY - Shows or hides
the token box. Tokens that are
included in the ruleset, or have been
loaded as part of a module will be
displayed within the token box.
Tokens The following special ‘tokens’ are always visible on
the desktop, and allow a GM or player to quickly add a
value to a character or NPC.
Wound – Drag and drop to add a wound to
a character or NPC
Stress – Drag and drop to add a stress
point to a character, or to add tension to
the party sheet.
Fatigue – Drag and drop to add a fatigue
point to a character.
Recharge – Drag and drop to add a
recharge point to an action or condition.
Power – Drag and drop to add power to a
character.
Favour – Drag and drop to add favour to a
character.
Fortune – Drag and drop to add fortune to
a character or to the party sheet.
Gold Crown – Drag and drop to add a gold
crown to a characters inventory
Silver Shilling – Drag and drop to add a
silver shilling to a characters inventory
Brass Penny – Drag and drop to add a
brass penny to a characters inventory
The drag and drop functionality is available throughout
the ruleset, so the following actions can be performed:
Drag and drop a token to a characters portrait to
add a value straight to that character.
Drag and drop a token to anywhere on a character
or npc sheet to add a value straight to that
character.
Drag and drop a token to a line in the initiative
tracker to add a value straight to the character or
npc that the line represents
Drag and drop a token to a character or npc token
on an image, to add a value straight to that
character.
In addition, many values on the character sheet also
support drag and drop. For example, you can drag the
fortune on you character sheet – this will automatically
reduce your fortune by one, and create a fortune token
that can be dropped into the dice pool builder.
Window Features Many of the windows within the ruleset share the same
look and feel – once you have found how to use the
features of one window, you will be able to apply this
knowledge to many others.
This section describes many of the common window
features that appear throughout the ruleset.
Tabs
Located down the side of many windows are a set of
tabs. By selecting a tab you can show content
contained by that tab. The currently selected tab is
shown above the others.
Groups
The campaign windows that are available to a GM
(Notes, Story, Images, NPCs, and Items) allow for
items to be grouped. These groups are represented by
the coloured ‘flags’ that appear at the bottom of each
window. By right-clicking on a group, a GM can add a
new group, remove an existing group, change the flag
colour, or change the flag icon.
Adventure modules loaded into a campaign often add
their content under a new group, making it easy for a
GM to identify the content included in the module.
Characteristic Values
Featured on both the character and NPC sheet are areas
where you may enter the characters characteristics.
The larger box allows you to enter the number of
characteristic dice associated with that characteristic,
while the smaller box allows you to enter the number
of bonus fortune dice.
You can build quick dice pools from a characteristic
value by simply dragging the value using the mouse.
This will automatically create a dice pool based on the
characteristic, including any bonus fortune dice, and
also taking into account the characters stance.
Stance Tracker
The main tab of a character sheet features the stance
tracker. This stance tracker can be used to keep track
of a characters stance and automatically building dice
pools.
The number of available reckless and conservative
stance ‘steps’ is based on two factors:
The characters current career – The characters
current career, as indicated by the ticked career in
the career list will affect the number of available
stances.
The characters purchased stance pieces – A player
has the option of purchasing additional stance
pieces for his character. These advances are
carried over from one career to the next. The two
numeric boxes to the left (conservative) and right
(reckless) of the stance tracker are used to keep
track of these advances.
Progress Trackers
The party and NPC group sheets feature progress
trackers, allowing a GM to keep track of values such
as tension and organisation.
The party tracker can be configured by the GM to
match their requirements. Only a GM can change a
progress tracker.
Drag and drop the gold token to indicate the
current progress value.
Left click a progress step to highlight a step as
representing an event. Left click again to un-
highlight the step.
Right click on the progress tracker to either add or
remove a step from the progress tracker, or change
the progress tracker direction (NPC group sheets
only)
Stance Switch
Both the NPC and Retainer sheets allow for the stance
of the NPC/Retainer to be changed. Clicking the text
value that is located between the available stance dice
will cycle the NPC/Retainer’s stance between
Conservative, Reckless, and Conservative plus
Reckless.
Talent Slot Selectors
Talent slots feature on both the party and career sheets.
On the party sheet, they allow a GM to indicate which
talent slots are available to the party. On the career
sheet, they allow a player to configure which talent
slots are available for that career.
By left clicking on a talent slot selector, you can rotate
through the different available types of talent slot. The
talent slot selector shows an abbreviated name of the
slot type. The abbreviations are as follows:
An – Any
Fa – Faith
Fo – Focus
In – Insanity
Oa – Oath
Or – Order
Rp – Reputation
Ta – Tactic
Talent Slots
Talent slots are present on both the character and party
sheets, and allow a player to keep track of any
currently socketed talents.
A player may drag and drop a talent from their
character sheet to a slot. Upon doing so, the talent is
removed from the characters list and shown in the slot.
A player may remove a talent from a slot at any time
by right clicking on the slot icon (the small square) and
selecting the remove option.
The numeric value shown next to the slot can be used
by a player to keep track of the current recharge value
for that slot.
Inventory & Items The character sheet features an inventory tab, allowing
a player to keep track of their characters trappings.
Each item is listed in the inventory, including areas to
enter the quantity of each item.
The small tick box next to an item indicates if the
item is ‘equipped’. Only weapons that are
equipped are shown on the combat tab. Only
armour that is equipped is used to calculate a
characters defence and soak value.
An item must be marked as a weapon, or as
armour, for it to show in the combat tab.
The total encumbrance for a character is
automatically calculated and shown at the bottom
of the inventory tab.
Building Dice Pools Located beneath the chat window is the dice pool
builder. This builder allows for a player to quickly
build a pool of dice before rolling them in the chat
window.
Should a player drag a dice to this box, then the dice is
automatically added to the dice pool, as indicated by
an appropriately coloured icon. Once a player has built
their dice pool, then can drag and drop the dice pool
into the chat window in order to roll the dice.
A single dice may be removed from the dice pool by
double-clicking the dice icon.
Any dice pool can be dropped in the dice pool builder,
including pools taken from characteristic values, skills,
etc.
In addition, the dice pool builder also supports some of
the desktop tokens. Drag a corruption token to the dice
pool and a challenge dice is automatically added. Drag
a fortune token to the dice pool and fortune dice is
automatically added
Modifiers To support action cards that have fixed modifiers (E.g.
an additional challenge symbol) the dice can be used to
add modifiers to the dice pool. CTRL + Left Mouse
button drag, or middle mouse button drag, to add a
modifier based on the dice type.

The Initiative Tracker
The initiative tracker window assists a GM in
managing an encounter. The window allows for
character and npcs to be dropped to window, initiative
values set, and the current characters turn indicated.
The order of characters is the window is automatically
sorted based on the initiative value, with the highest
being at the top. Where a character and npc share the
same value, the character is given priority.
The values visible on the tracker are as follows,
reading from left to right:
I – Initiative
S – Stress
F – Fatigue
Po – Power
Fa – Favour
Wc – Current Wounds
Wt – Wound Threshold
Stance – The current stance
The initiative tracker supports the following actions:
Drag and drop character portraits to the window to
add them to the initiative tracker.
Drag and drop the party portrait to add all
characters to the tracker.
Drag and drop a NPC to the initiative tracker.
Drag and drop a NPC Group to add all NPCs to the
tracker.
The GM can click on the icon to the left of
character to indicate the characters turn.
End of Turn Actions At the bottom of the initiative window is a button
which can be used by both Players and GM to perform
End of Turn actions. For Players, this button affects
their current character, while for the GM it will affect
all NPCs within the initiative tracker.
Clicking this button automatically removes recharge
from all recharging cards, removes conditions with the
Brief duration if their recharge is now zero, and
increases the characters Power/Favour if they are
below equilibrium.
Dice Symbols
The ruleset supports the inclusion of dice symbol
characters in any of the areas where multi-line,
formatted, text entry is possible (E.g. Character sheet
description)
These characters can be included in one of two ways:
Entering Characters To enter a symbol, a GM or player simply uses the
correct shortcut text as described in the table below.
When the text is saved, the ruleset replaces the text
with the appropriate character.
Within a Library Module Within a library module, a GM can use the symbols
character code. This takes the format of a number such
as ÿ - the ruleset understands this character code
and displays the correct symbol.

Dice Tower
When enabled by the GM in the preferences window,
the dice tower symbol will appear on the desktop for
the GM and all players.
The dice tower allows the Players to make secret dice
rolls on request by the GM. The results of any dice that
are dropped onto the dice tower symbol are shown
only to the GM.
Exporting Modules The ruleset supports the standard Fantasy Grounds
ability to export a campaign as a module, so that the
module may be loaded at a later date into a campaign.
A GM can show the export window by entering
/export into the chat window.
The GM can complete the export module details,
including dragging any tokens that they wish to export
to the module. When ready, the GM may right click on
the window and select the export option – this will
create a .mod file within the modules folder of the
Fantasy Grounds application directory.
Character Portraits The ruleset includes the ability to automatically create
WFRP themed portraits for characters. These portraits
can be created on both the players and GMs computer.
Portraits should be placed in the portraits folder
under the Fantasy Grounds application data
directory.
Portrait images should be in .png format
The optimal size for character portraits is 96x96
pixels.
Note that because the portraits when viewed in the
ruleset are not square, the left and right side of the
image will be cropped.

Custom Tokens Provided separately to the ruleset are a set of template
images which can be used to create appropriate
looking tokens. Three templates exists which match
the size of the different tokens in WFRP.
These template images can be downloaded from the
same website where the ruleset is located.
Creating Your Own Library Module
Fantasy Grounds includes the facility to load
additional content into a campaign through the use of
modules. When a module is loaded that contains
reference material, such as rules or lookup tables, it is
referred to as a library module.
The WFRP ruleset supports the use of library modules,
and includes the functionality of searching through the
contents of a library in order to support the selection of
random items through the desktop cards.
As library modules often contain content within
published rulebooks, content subject to copyright, this
ruleset does include a complete library module.
Instead, a template library module is provided which
demonstrates how a GM could edit the module to
include information from their own rulebooks.
The template library can be downloaded from the same
website where the ruleset is located.
Extracting the Library Module In order to extract the files in the library module, you
will need to download the package, extension and
module tool from the Fantasy Grounds website. This
tool is provided free by SmiteWorks limited.
Edit the Common.xml File The common.xml file contains all the information
within the library module. As an example, the template
library provides examples of each type of item that
could be contained within the module.
Package the Library Module Using the package, extension and module tool,
package the files back into a module file. Place this file
in the module folder under the Fantasy Grounds
application data directory.
Quantity The library supports a special element for all item
types called <Quantity>. The value of this element is
used to specify the number of ‘cards’ that are available
which have the same detail.
For example, there are many condition cards that are
duplicated across the core set and the expansions.
Entering a <Quantity> of two would tell the ruleset
that two cards of that type are present.
The <Quantity> value is not displayed by the ruleset. It
is used by the desktop cards to control how a random
card is generated. The larger the quantity for a card,
the greater the percentage chance is for that card to be
drawn.
For an example of using quantity, please see the
conditions that have been entered into the example
library.
Upgrading Your Library Module With each release of the ruleset there is the potential
that the format of the library module may change in
order to address issues or introduce new features.
To assist in upgrading your library module to a version
to match the ruleset, a simple upgrade tool is available
for download from the same location as the ruleset.
This tool analyses the library common.xml file and
performs any required changes to bring it up to date.
To perform the upgrade, follow these steps:
1. Extract your library module using the package,
module and extension tool
2. Run the upgrade tool
3. Using the select button (…) browse to the
common.xml file for the library module.
4. Click upgrade
5. Repackage your library module using the package,
module and extension tool.
NOTE: Always ensure that you make a backup of your
library module before upgrading in order to prevent the
loss of work in the event of a problem.
