PBIS PBIS is short for “positive behavior interventions and supports”; it is a school-wide system of behavioral support that emphasizes defining, teaching, and reinforcing appropriate student behaviors in a supportive and positive environment. Westside High School West Campus began the development process of PBIS in 2015, and began school-wide implementation of the system in 2016. MISSION We will foster and promote a safe and positive school environment that enhances student learning through teaching and recognizes positive behavior. EXPECTATIONS FOR BEHAVIOR Westside High School West Campus’ rules and subsequent behavioral expectations are based on three fundamental terms: safety, respect, and responsibility. For every location in our building, staff have identified behavior expectations that all students should follow. POSITIVE BEHAVIOR REINFORCEMENT SYSTEM Through the PBIS system, students are recognized for demonstrating appropriate behavior in a variety of ways throughout the school year. As a means of acknowledging and encouraging positive behavior in our students, the staff at Westside High School West Campus developed and implements the following system of reinforcement. Once per year , each staff member recognizes a student for demonstrating excellence in their subject area, and one student is nominated for the Student of the Year award. Once per semester , one student is nominated for the Student of the Semester award. Once per unit , students are recognized for their positive academic and behavioral choices; their names are read aloud and the student receives a certificate describing their achievement during the Student Celebration Assemblies.

Students have the opportunity to earn recognition for the following: ● Student of the Unit ● Role Model ● All Credits Earned ● Most Credits Earned ● 6 or More Credits Earned ● 4.0 ● 3.0 ● Perfect Attendance

Weekly , students may be nominated by a staff member for a Warrior of the Week award, which is awarded to students who exhibit an exemplary attitude or behavior during the week. The awardees are read aloud over the intercom and included in the Weekly Bulletin. Daily , students may earn recognition for demonstrating safe, respectful, or responsible behavior. If a staff member sees a student demonstrating positive behavior, the student will receive a Warrior Ticket. Warrior Ticket:

The Warrior Ticket serves as an immediate reinforcement of the student’s appropriate behaviors. The student keeps the Warrior Ticket until the end of the day, at which point the advisory/homeroom teacher will collect all Warrior Tickets that the students have earned.

10

Page 11: Westside High School West Campus › wp-content › ...Westside High School West Campus’ rules and subsequent behavioral expectations are based on three fundamental terms: safety,

Among other information, a designated staff member will track the total number of tickets each student has accumulated. Once per week, students will have an opportunity to select from a menu of reinforcements, based on the number of tickets they have banked. Students may spend any portion of their Warrior Ticket total on available menu items, or they may continue to bank their Warrior Tickets in order to acquire higher ticket value reinforcements. All reinforcements on the Warrior Ticket menu are subject to availability. Warrior Tickets are also counted toward a team total; teams are predetermined according to the student’s advisory teacher. If the student’s team earns enough Warrior Tickets to reach the semester goal, the team will earn a sundae party. The Warrior Ticket goal for each team for semester 1 is 3,500. The Warrior Ticket goal for each team for semester 2 is 5,000. Consequences If a student refuses to follow the expectations for behavior, he or she may be referred to the behavior interventionist, which provides students with an opportunity to consider their behavior and learn strategies for better managing adverse situations before returning to the classroom. Additional consequences may be determined by the interventionist or administrator based on the circumstances of the individual student’s behavior and the Code of Conduct, see page 25.

ACADEMIC INFORMATION Back-to-School Process Westside Community School has moved the Annual Information Update online for students. Keeping your child’s information updated is critically important. This information allows teachers to call or email parents and for the school to reach the correct emergency contacts. The Annual Information Update can be completed 24 hours a day, seven days a week, using a computer, tablet, or smartphone browser. Please complete the 2016-17 back-to-school forms online . This includes the annual student contacts and health update, as well as the laptop agreement. Families choosing to join the technology department’s cooperative loss program (for laptops) will also sign up online, with an option for online payment. The new back-to-school process must be completed by August 10th in order for students to check out their computers on August 11th . An email containing instructions on how to complete the process was sent to families when the system opened on July 15. If you do not yet have an email address on file with us and would like to add one, please contact our registrar, Melissa Thompson, at 402-343-2603 or email [email protected]. Families without internet access will be able to complete the process using a district computer at the ABC Building (909 South 76th Street) after July 15th. Computer Check-out Student’s will check out computers on Thursday, August 11th . All back-to-school forms must be completed and technology fines paid before students are able to check-out their computer. Technology fines can been viewed on PowerSchool under the Fees tab. School Hours Office hours are from 7:00 AM until 4:00 PM. Teachers will be available between 7:45 AM and 4:00 PM. School begins at 8:00 AM and ends at 3:00 PM everyday except Wednesday. Students will be dismissed at 2:45 on Wednesday’s so all staff is able to participate in professional development. Students need to leave the building and school property within 10 minutes of dismissal unless they have permission from administration to be in an assigned area. Unit Schedule Each academic year is divided into two semesters comprised of five academic units each. Students have the option to earn additional credits via enrollment in online classes. Credits earned can not be lost, regardless of the student’s progress in any class during any unit, and students can begin earning credits again with the successful completion of a new unit. Each unit culminates in a final summative exam, essay, and/or project; as a result, students do not take a semester final. Attendance during and successful completion of each unit summative is vital for a student’s positive academic progress.

The 2016-2017 Unit Schedule is as follows:

Daily Schedule The academic day is comprised of ten mods, including lunch and advisory, with an additional homeroom period at the beginning and end of the day. Students are assigned to a specified location with a designated staff member for every mod. The academic day begins and ends with a homeroom, allowing students time to check in with their homeroom/advisory teacher, check their email, and otherwise prepare for and conclude the academic day. A modified schedule exists to accommodate district PLC and Graduation Requirement Days.

Page 14: Westside High School West Campus › wp-content › ...Westside High School West Campus’ rules and subsequent behavioral expectations are based on three fundamental terms: safety,

Homeroom & Advisory The goal of the West Campus homeroom and advisory time is to create a supportive learning environment by providing students with an adult advocate who will foster communication among students, staff, parents/guardians, and the Westside community, as well as provide academic guidance, and prepare students to transition beyond high school. Each student meets with their designated teacher for homeroom and advisory everyday. Students will engage in daily activities geared toward the development of students’ academic and social/emotional skills. Students are expected to remain seated in their designated area until dismissal from homeroom and advisory. The weekly schedule of topics for Advisory is as follows: Monday - Behavioral Skills Tuesday - PBIS - Learning & Practicing Building Expectations Wednesday - Graduation Progress Check & Study Hall Thursday - Academic Skills Friday - Career Skills The advisor is important to the student’s success as he/she helps with preregistration, minimum competencies, and tracking graduation progress. In addition, the advisor works closely with the student on any problems that may arise during the school day. Students meet with the advisor in homeroom to gather information or get questions answered. Parents are also encouraged to bring questions or concerns to the homeroom advisor. Graduation Requirement Day One day each unit is designated as a Graduation Requirement Day, which entails a modified schedule for the day to provide time for students to attend designated academic sessions necessary to fulfill the graduation requirements of the district. The academic sessions give students the opportunity to complete their future plan, math, consumerism, writing, and reading competencies, as well as 10th and 11th grade guidance graduation requirements. Attendance and engagement in each session is vital for students’ graduation progress. See page 13 for the modified schedule for graduation requirement day. The 2016-2017 Graduation Requirement Day Schedule is as follows:

Semester One Unit 1 - August 25 Unit 2 - September 22 Unit 3 - October 20 Unit 4 - November 17 Unit 5 - December 15

Westside High School West Campus Exit Outcomes Students will demonstrate competency in: 1. Problem solving, critical thinking, and decision-making 2. Communication and group interaction 3. Verbal, quantitative, scientific, and technological literacy 4. Thinking and expressing themselves creatively and responding to the creative works of others 5. Understanding the heritage of the United States and the skills of participating in a democratic society 6. Living successfully in a multicultural, global society 7. Enhancing and sustaining self-esteem through personal honesty, adequate knowledge of self, dedication to the work ethic, and in maintenance of mental and physical health 8. Self-improvement through lifelong learning 9. The personal and social skills necessary to function successfully in school and in life These nine outcomes are the driving forces behind Westside High School West Campus. The purpose of establishing these outcomes is to assure that every graduate attains them. The vehicle of these outcomes is our curriculum. Practice and repetition is necessary to insure that students have internalized what they are to know, to do, and to be like. Most courses offered by Westside will validate at least one of the above outcomes as designated in the course handbook. Early Graduation Procedures Any student contemplating early graduation should begin planning with her or his homeroom advisor and counselor during the junior year. Counselors have very specific instructions to follow to assure successful completion of requirements. Courses Not Taken at Westside High School West Campus Courses for credit not taken at Westside High School West Campus must have prior approval. All requests should be made in writing to the student’s designated counselor. At the time of prior approval, course credits and grouping will be determined. Prior approval is mandatory to receive Westside High School West Campus credits. With few exceptions, all required courses for graduation must be taken at WHS/WC. New students transferring to WHSWC will have their transcript evaluated and the specific graduation requirements needed will be available from the student’s advisor. Retaking a Course for Credit As a general rule, students are not allowed to retake a course for additional credit. To retake a course to improve a grade , a student must: 1. Enroll in exactly the same course previously taken (same course and group number). Exceptions must be administratively approved prior to enrolling in the course. 2. After successful completion of the course, the student must contact their assigned counselor to have the lower grade removed. Adjustment to Rank and GPA: If a student previously received credits for the course, credits attempted or earned will not be increased. Grade points and class rank totals will be adjusted when the next semester’s class ranks are recalculated.

18

Honor Roll The Westside High School West Campus publishes students’ academic success every unit in the Parent Bulletin. The publication includes those students who earned 3.0 and 4.0 each unit. Each semester, students who earned 3.0 and above for the semester receive recognition for Academic Honor Roll and have their names published in the Parent Bulletin after the end of each semester. Students who are eligible for the High Honor Roll will receive an academic letter. A student is disqualified from the honor roll if he/she does not earn at least 20 credits, has an incomplete or fails any course that semester. Pass/fail credits do not count toward the 20 credits needed.

Report Cards In an effort to allow students, parents/guardians, and staff to readily track graduation progress, report cards are sent home and distributed during advisory after the end of the previous unit. Please see the unit schedule on pg. 9 for end of unit dates. Students and parents/guardians are encouraged to regularly check Powerschool to track students’ progress in their classes throughout each unit. Academic Honesty Westside High School West Campus strives to maintain a quality and fair learning environment. The following instances of academic dishonesty compromise this standard: a) Obtaining or accepting a copy of a test or test key. b) Copying, attempting to copy, or giving answers to another student during an examination. c) Failing to use only teacher approved materials during an examination. d) Failing to credit the product of someone else’s creativity. e) Copying or permitting another student to copy or obtain credit for one’s work, (including, but not limited to, homework, papers, project, laboratory report, take- home exam, or in class work) other than for a teacher approved collaborative effort. f ) Any other action intended to obtain credit for work not one’s own. If a student is guilty of academic dishonesty, the consequences will be determined on an individual basis. Repeated infractions may result in disciplinary actions including suspension, expulsion, or mandatory reassignment.

Service Learning Service Learning provides the foundation for the Westside Community Schools’ graduation requirement that each student complete 80 hours of service to the community during high school. Service Learning is defined as active student participation in an unpaid activity, which is of benefit to other individuals or groups, community agencies, or the community at large. There is an 80-hour service learning graduation requirement for all students at Westside High School West Campus. Why? To promote citizenship and a lifetime of community activity, career exploration, and the development of intangibles (i.e. empathy and empowerment). Summer Deadline : Friday, August 26, 2016. All service hours completed over the summer must be turned in by this date. Even if the student plans on continuing the activity, he or she will need to turn in all hours up to that point and get a new form to record hours accumulated after August 28th. 1st Semester Deadline : Friday, December 2, 2016 2nd Semester Deadline : Seniors: Friday, April 7, 2017 - Senior hours are due earlier than all other students, due to the need to begin processing students for graduation. 9th, 10th, & 11th: Friday, May 5, 2017 Why are there deadlines? First, WHSWC must call and verify that the hours have been completed. If a student turns in a form and the person the student served under is no longer employed there, then the student could lose those hours. Second, WHSWC needs to keep student records up to date so that there’s an accurate tracking system. Third, the longer a student has a form the more likely it is to be misplaced. The final reason is to promote RESPONSIBILITY in meeting deadlines and turning in homework. If a student misses a deadline (without appropriate reason), they may only receive partial credit. *It is unacceptable for students to perform S.L. hours for any “FOR-profit” organization/business, even if the student is unpaid . This includes dance studios, gymnastic studios, rental homes, and family/friends’ businesses. Students can only do up to 20 hours in 3 areas: 1) Family/Individual (this is considered the same category) 2) Political 3) Non-Profit Haunted Houses The “Family/Individual” service area is considered one category. It is the student’s choice whether they assist a family member or an acquaintance, but only 20 hours total will count towards the graduation requirement. A “need” must be present, where the person is deemed “in need” (example: assisting someone who is recovering from surgery or helping the elderly with lawn care). Babysitting, family chores, and household responsibilities do not count .

20

Page 21: Westside High School West Campus › wp-content › ...Westside High School West Campus’ rules and subsequent behavioral expectations are based on three fundamental terms: safety,

Students can perform unlimited hours at non-profit organizations, medical sites, hospitals, retirement centers, religious establishments, and schools. All such hours would go towards the graduation requirement. Students can only count up to 8 hours a day for service projects (i.e., camp counselors, mission trips, alternative breaks, etc.) The project must be pre-approved by a Homeroom Advisor during homeroom where a signed form is given to the student. PowerSchool lists the total amount of service hours earned towards graduation. It does not list the grand total (honors hours). PowerSchool is updated once a week on Mondays. We hope that students will take advantage of the many volunteer opportunities, especially during school breaks. As with anything, the support of parents is crucial. We advise parents to continually encourage your children to meet, and exceed the service learning requirement of 80 hours. To keep the students on track and the parents informed, service learning is posted on PowerSchool. Friday, December 2, is the last day to submit first semester service learning hours. This includes all hours—even those completed with ongoing projects. If there are questions, please email Curt Peterson at [email protected] . The students of WHS West Campus are to be commended on their enthusiasm and commitment to volunteerism. The projects that students have embarked upon are remarkable and speak volumes about our students’ willingness to improve our community.

Attendance Information Daily Attendance Every student is expected to attend school regularly each day that school is open and in session unless (s)he is excused by a parent or guardian. The school day starts at 8:00 a.m. It is strongly recommended that students plan to arrive at school by at least 7:45 a.m. each day. Regular school attendance is vital to a good academic record in any educational program. Attendance records are also an important part of each student's permanent file. Students are expected to proceed to their designated homeroom when the first bell rings at 7:55 a.m. and be seated in that classroom when the bell rings at 8:00 a.m. If a student comes to their designated homeroom after 8:00 a.m., he or she may be sent to the office to obtain a pass. Parent Reporting of Absences The school requests that parents call the West Campus office at 402-390-8214 to report the student's absence. This number can be accessed 24 hours a day. Excused absences must be reported by the parent or guardian; other sources of notification of the student’s absence will not be excused. If the office does not receive a call reporting the student’s absence, the administrative assistant will call the parent/guardian listed on PowerSchool to notify him or her of the student’s absence. The only acceptable reasons for excused absence are special religious instruction, services, and holidays (for which students will not be counted absent on their personal records); professional services by doctors, dentists and health centers (excused by parental permission and only when they cannot be scheduled outside the school day); illness or injury; death in the immediate family; illness of members of the immediate family; court appearances; approval by the school administration for trips or other extenuating circumstances. A parent or student must make every effort to verify an absence through a note or a phone call. Absences not verified will be considered unexcused. If an absence has not been verified by a telephone conversation with the West Campus office, upon return to school the student will be required to present a written excuse from his or her parent or guardian showing the time, date and reason for the absence. If no excuse is presented, the absence remains unexcused. Prolonged absences should be reported to the West Campus office at 402-390-8214 as soon as possible, so that teachers can develop a plan and provide materials to the student to ensure he or she can continue to make positive academic progress. If the circumstances of the student’s absence do not allow him or her to make positive academic progress, please let the office or administration know; the student’s teachers, designated advisory teacher, and the administration may develop an alternative plan to help the student stay on track for academic success if possible. Permission To Leave Building Permission to leave the building is issued to a student when it is necessary to leave the building during the school day. It is obtained from the West Campus office or administration. To obtain permission to leave the building, the following steps should be taken:

22

Page 23: Westside High School West Campus › wp-content › ...Westside High School West Campus’ rules and subsequent behavioral expectations are based on three fundamental terms: safety,

1) The parent or guardian should contact the West Campus office to provide permission for the student to leave the building. 2) The student should notify the teacher in advance of any class that will be missed. To ensure continued academic success, classes should not be missed unless it is for a significant reason. 3) The student must sign out at the office when he or she leaves the building before 3:00 p.m. Students returning to school, or arriving after 8:00 a.m., must sign in at the office. Failure to follow this procedure may result in unexcused absences. Excused Absences and Completion of Assignments Each student shall be required to make up all work missed during the excused absence. A recommended guideline is two days make-up time for each day of excused absence. If the absence is of long duration and the student has found it impossible to keep up with the class work, then it shall be at the discretion of the principal to decide the appropriate action necessary to best encourage the student’s academic progress. Excessive Excused Absences from Class or School A student who misses class due to parent and/or administrator excused illnesses, trips, appointments, in-school suspensions, etc. is normally considered excused from class. The administrator or designee will communicate with the parents and the student via conference or a formal letter about the possible ramifications of additional absences and continue to monitor and review the case. Unexcused Absences from Class Please check PowerSchool daily for your student’s attendance. Class attendance is mandatory for all students. A student who skips class or is referred from class because of inappropriate behavior is unexcused from class. The student is responsible for checking with the teacher for any academic work that he or she missed. The front office will notify parents/guardians if a student is absent. Excessive Unexcused Absences from School (Truancy) If a student is absent from school without a valid and verified excuse the student will be considered truant. The student may be assigned to in-school suspension or other disciplinary action. If the student has excessive truancy or absenteeism from school the building principal and homeroom advisory teacher will work with the parents or guardian and the student to develop a plan to address the excessive absences. If the absenteeism continues school personnel will follow the Nebraska State law concerning compulsory attendance as stated in Law 79-209 below: If the child is absent more than twenty days per year or the hourly equivalent, the administrator may file a report with the county attorney of the county in which such person resides. The county attorney may file a complaint against a person violating section 79-201 before the judge of the county court of the county in which such person resides charging such person with violation of section 79-201 or may file a petition under the Nebraska Juvenile Code alleging the person violating section 79-201 is a juvenile described in subdivision (3)(a) or (3)(b) of section 43-247. Nothing in this section shall preclude a county attorney from being involved at any stage in the process to address excessive absenteeism.

Classroom Tardiness West Campus does not have a passing period. All classes are located within close proximity to each other, so students are expected to immediately go to their assigned area. If a student needs to go to another location other than the one they are assigned (such as the restroom, office, etc.), the student should first check in with their assigned teacher to receive permission and a pass. If tardies to class become a problem, the teacher will work with the student to address the behavior, which may include informing the administrator and designated advisory teacher, and making a call or emailing home to inform parents or guardians of the problem. If the tardy behavior continues, it may result in additional consequences that the teacher will communicate to the student, advisory teacher, and parent/guardian. Off Campus Privileges West Campus is a closed campus for all students. Students are expected to be in school all day unless arrangements have been made with the parent/guardian and administration, and a pass to leave the building has been obtained. Students should still follow the expected sign-in and sign-out procedure at the office. Out of Building Without Permission Students out of the building without permission may be assigned in-school suspension or other consequence for each occurrence unless determined otherwise by the administration. On the Job Training (OJT) Only students who are enrolled in On the Job Training (OJT)/internship programs are allowed to leave school for the purpose of work. Students must provide regular OJT documentation and receive permission from both administration and parents before the absences will be excused. Withdrawal From School If it becomes necessary for a student to withdraw from school, the following steps must be taken: 1. A written notice from a parent/guardian must be given to the District Registrar West Campus office before the check-out process can be initiated. 2. Students are required to complete and turn in a checkout form. 3. Turn in all books to each teacher and have the teacher sign the checkout form. Laptop and all equipment should be reviewed and signed off on the checkout form by the designated staff and/or administration. 4. All fees and fines must be paid to the West Campus office by cash or check; credit card is only accepted at WHS. 5. If you are transferring to another school, a transcript will be sent directly to the school upon their request. 6. If a student is withdrawing from school, an affidavit may need to be filed, a meeting with school personnel will be held, and the appropriate forms filed with the Nebraska State Department of Education. NOTE: All of the above steps must be completed in full for the student to be officially withdrawn from school.

STUDENT CODE OF CONDUCT/REGULATIONS Students of Westside Community Schools represent themselves, their families, their school, and the Westside Community. It is the intent of this Code of Conduct to promote responsible behavior among all students at school and in the community. This policy applies to all secondary and elementary students. Legal and Ethical Student Rights

1. Right to privacy and one’s own possessions...Schools are governed by search and seizure laws. They must have probable cause to do a search. The search should be done by an administrator or designee.

2. Right to freedom of movement. Restrictions should not be used routinely or for extended periods of time. Consider time-in the classroom vs. time-out.

3. Right not to be given meaningless work. Work assigned is for academic progress and never as punishment. 4. Right to access file material. All materials on file are confidential; however, students may view these

materials with parent permission. They are not required to sign any statements, contracts, plans or reports. They can however, sign materials indicating they have read the materials.

5. Right to nourishment. Lunch may not be withheld as a behavioral consequence. Access to water cannot be denied, but reasonable limits can be set.

6. Right to communicate with significant others (6th Amendment) Requests to see counselors, administrators, support personnel or to communicate with a parent cannot be denied. Teachers may exercise reasonable control over the timing and form of communication.

7. Right to treatment. All students have the right to an education and free from distractions which prevent learning. Special Ed students, I.E.P.’s and 504’s are public law and must be followed precisely.

8. Right to respect of body and person. Physical restraint is only used as a last resort. Anything which deprives a student of their dignity is not permitted. Corporal punishment is prohibited. Coercive methods of discipline generate counter-aggression.

9. Right to freedom of expression (1st Amendment) Individual expression can be censored if it disrupts the educational process or puts the rights or safety of others in jeopardy.

Referral Process The referral process is a flexible teaching sequence designed to help the student recognize the severity and consequences of his or her behaviors, and to provide behavioral alternatives. The main purpose of the referral is to help the student regain self-control and teach alternative behaviors to replace those which resulted in the student’s removal from the classroom. All West Campus teachers are trained in the BoysTown Teaching Model and the proper use of Teaching Interactions. This training provides teachers with the skills for de-escalating disruptive behavior, obtaining and maintaining instructional control, and teaching alternative behavior. A referral is used when a student displays ongoing behavior that continues or escalates during a Teaching Interaction. NOTE: If, at any time, a student’s behavior is perceived as dangerous to the student or others, all steps of the referral process will be bypassed and the student will immediately be referred to the office. Students will be asked to leave the classroom and report to the office when:

The student has engaged in a serious misbehavior or infraction of a school rule. The student has engaged in ongoing behavior and has been warned of the impending office referral. The student has received repeated teaching/consequences for the same behavior over time.

26

Page 27: Westside High School West Campus › wp-content › ...Westside High School West Campus’ rules and subsequent behavioral expectations are based on three fundamental terms: safety,

Consequences are used to encourage students to make better choices about their behavior in the classroom and to avoid future office referrals. The size of office consequences reflects the severity of a student’s behavior.

In-School Suspension Students assigned to in-school suspension, or ISS, are expected to follow these guidelines: 1. Be on time. Students arriving late may have to make up the missed time by staying later or serving time the following day. 2. ISS is from 8:00 a.m. to 3:00 p.m., except for Wednesday which is 8:00 a.m.-2:45 p.m. 3. Students will be assigned classwork. Computer use is limited to academic use only. 4. Use of personal electronic devices of any kind are not allowed during ISS. Students may be required to relinquish their device to the supervising staff. Students unable to complete the ISS consequence may be subject to additional consequences, including, but not limited to being sent home.

B. Disciplinary Action for Prohibited Conduct on School Grounds, at a School-Sponsored Activity or Athletic Event, or in a Vehicle Being Used for School Purposes Prohibited Conduct described in paragraphs (1) through (11) on pages 28-29 constitute grounds for short or long-term suspension, expulsion, mandatory reassignment, and/or other disciplinary action. Prohibited Conduct described in paragraphs (12) through (27) on pages 12-30 constitute grounds for short-term suspension and/or other disciplinary action. Alternatives to suspension or expulsion will be imposed against students who are truant, tardy, or otherwise absent from required school activities. Procedures The principal or designee will investigate the alleged Prohibited Conduct, examine the facts and circumstances, contact law enforcement as required by law, and cooperate with any law enforcement investigation. The student will be given an opportunity to present his or her version of the situation. The principal or designee will determine the appropriate disciplinary action based upon the severity and extent of the Prohibited Conduct. The principal or designee shall make a reasonable effort to notify the student’s parents or guardian of the alleged behavior violation and the reasons for disciplinary action. If the principal or designee determines that the appropriate disciplinary action is short term suspension, the student and the student’s parents or guardian will be given oral or written notice of the alleged behavior violation and resulting disciplinary action. or exclusion, or is imposed in a situation where there has not been any accompanying suspension, expulsion or exclusion, the district shall provide such due process as is required by law, and the student and the student’s parent/guardian will be provided with a copy of the district’s procedures for contesting such restrictions. School Transportation The Code of Conduct requirements set forth in this policy apply equally to students when using any District-provided transportation. Disciplinary action for behaviors that occur on District transportation includes, but is not limited to, temporary or permanent loss of riding privileges. During any period in which the transportation privilege is lost due to the misconduct of the student, transportation to and from school becomes the sole responsibility of the parent/guardian. The Superintendent or designee will conduct a reasonable investigation of the alleged Prohibited Conduct, and shall make reasonable effort to notify the student’s parents or guardian of the alleged behavior violation. The student will be given an opportunity to present his or her version of the situation. The Superintendent or designee will determine the appropriate disciplinary action based upon the severity and extent of the Prohibited Conduct, and shall make reasonable effort to notify the parent/guardian. Any long-term suspension, expulsion, and mandatory reassignment from school for Prohibited Conduct shall be subject to the procedural requirements set forth in the Student Discipline Act of the Nebraska statutes. II. Off School Grounds/Not at School Sponsored Activity or School Vehicle A. Prohibited Conduct. The following constitutes Prohibited Conduct if the conduct occurs off school grounds and not at a school- sponsored activity or athletic event or in a vehicle being used for a school purpose: 1) Assault, attempted assault, or use of violence, threats, intimidation, or bullying of a student, staff member, or any other person; 2) Willfully damaging property, stealing, or attempting either; 3) Causing or attempting to cause physical injury to a school employee, student, or other person; 4) Illegal possession of a weapon or intending to use, attempting to use, or using a weapon; 5) Engaging in the unlawful possession, selling, dispensing, or use of a controlled substance or an imitation controlled substance, as defined in section 28-401 of the Nebraska statutes, a substance represented to be a controlled substance, or alcoholic liquor as defined in section 53-103 of the Nebraska statutes, or being under the influence of a controlled substance or alcoholic liquor; 6) Unlawful possession of drug paraphernalia, as defined in section 28-441 of the Nebraska statutes;

7) Sexual assault or attempted sexual assault of, or unwanted sexual contact with, any person prior to, or in the absence of, a complaint being filed by a prosecutor in a court of competent jurisdiction. 8) Participation in hazing in connection with initiation, orientation, or similar activities intended as an induction into any school program or activity; and 9) Violation of the Internet Acceptable Use Responsibility Agreement or the terms of any user agreement. B. Disciplinary Action Alleged Violation. If the administration believes a student has been involved in Prohibited Conduct, a conference may be initiated with the student and his or her parents or guardians to discuss the matter and decide upon appropriate intervention, if any. Evidence of Violation. If the administration obtains direct evidence that a student has engaged in Prohibited Conduct, although not cited or charged, the admin- istration may initiate an intervention procedure. This procedure may involve a conference with the student, parents or guardians, and the appropriate school officials to discuss the conduct and an appropriate intervention. Intervention may include open-mod in-school suspension (applicable to high school students only), in- school suspension, an approved counseling program or screening procedure (with written consent of parent or guardian), school attendance at times other than regular school hours, and short or long-term restrictions regarding the student’s participation in school-sponsored activities, clubs and athletic programs. Charged of Violation. Any student receiving a citation and/or charged criminally for Prohibited Conduct or on whom a petition has been filed in juvenile court for Prohibited Conduct, wherever or whenever such conduct occurs, may be subject to disciplinary action. The disciplinary action may include in-school suspension, short-term suspension, an approved counseling program or screening procedure (with written consent of parent or guardian), and short or long-term restrictions regarding the student’s participation in school- sponsored activities, clubs and athletic programs for up to one school year. Guilty of Violation. If a student is found guilty of prohibited conduct, he or she shall be disciplined. The discipline may include short-term suspension from school or other disciplinary action. Procedure for Short-Term Suspension. In the event of short-term suspension, the student shall be given oral or written notice of the alleged Prohibited Conduct and an explanation of the evidence the principal or designee has to support the allegations, and the student shall have an opportunity to present his or her version. The principal or designee shall send a written statement to the student and to the student’s parents or guardian describing the Prohibited Conduct and the reasons for the short-term suspension. The principal or designee shall make a reasonable effort to hold a conference with the parents or guardian before or at the time a student returns to school after a short-term suspension. At the time of the short-term suspension, the student and parent or guardian shall be provided with information regarding any opportunity to complete class work (including examinations) missed during the short-term suspension. During the short-term suspension the student will be prohibited from being on school grounds and from attending any extracurricular activities, that take place on district property and from participating in any

33

school-sponsored activities, clubs and athletic programs. Additional restrictions (beyond the length of the short- term suspension) may also be imposed on the student’s participation in school-sponsored activities, clubs and athletic programs where such curtailment is necessary to aid the student, further school purposes, or prevent interference with the educational process. Appeal Process. Any secondary student receiving a short-term suspension for Prohibited Conduct off school grounds and not at an educational function or event, a school-sponsored activity or athletic event or in a vehicle being used for school purposes may appeal the disciplinary decision to the Superintendent and may appeal the decision of the Superintendent to the Board of Education. If restrictions are imposed on the student’s participation in school sponsored activities, clubs and/or athletic programs beyond the time of the short-term suspension, or are imposed in a situation where there has not been any accompanying short-term suspension, the district shall provide such due process as is required by law, and the student and the student’s parent/guardian will be provided with a copy of the district’s procedures for contesting such other disciplinary action. III. Other Disciplinary Provisions Applicable To All Students Possession of a Firearm. A student found to have knowingly and intentionally possessed, used or trans- mitted a firearm (as defined in 18 U.S.C. 921) on school grounds, at a school sponsored activity or athletic event, or in a vehicle being used for a school purpose shall be expelled from school for a period not less than one calendar year. The period of expulsion may be extended beyond one year to the beginning of the semester following the one-year period. The Superintendent is authorized to modify the expulsion requirement on an individual basis. Alternative Programs for Expelled Students. Expelled students will be offered educational alternatives for the duration of their expulsion. The educational program may include, but shall not be limited to: 1) an educational program at an alternative school setting, 2) participating in an educational program in another district or educational institution, 3) individually prescribed educational and counseling programs, 4) community-centered classrooms with on-the-job training, or 5) specialized tutoring. Such programs will include an individualized learning program to enable the student to continue academic work for credit towards gradua- tion during the term of their expulsion. Legal Reference: Statute 79-266. Review of Long Term Expulsion. Any expulsion remaining in effect during the first semester of the following school year shall be reviewed prior to the start of the school year as follows: 1) A hearing examiner shall give notice to the student’s parent/guardian and shall conduct the hearing. 2) The review shall be limited to new evidence or changes in the student’s circumstances since the original hearing. 3) The hearing officer may recommend, based upon the new information, that the student be readmitted. 4) The student may be readmitted by the Superintendent unless the Board of Education or a committee of the Board took the original action to expel, in which case the student can be readmitted only through Board action. Emergency Exclusion Up to Five Days. The principal or designee may exclude a student from school for not more than five school days if:

1) the student has a dangerous communicable disease transmissible through normal school contacts and the student poses an imminent threat to the health and safety of the school community, or 2) the student's conduct presents a clear threat to the physical safety of the student or to others, or is so extremely disruptive as to make temporary removal neces- sary to preserve the rights of other students to pursue an education. Before such emergency exclusion shall take effect, the student shall be given oral or written notice of the reason for the exclusion, an explanation of the evidence supporting such exclusion, and be provided an opportunity to present his or her version. The principal or designee shall send a written statement to the student and the student's parents or guardians describing the reasons for the action taken. The principal or designee shall make a reasonable effort to hold a conference with the parents before or at the time the student returns to school. Emergency Exclusion Beyond Five Days. If the Superintendent or his or her designee determines that an emergency exclusion shall extend beyond the initial five school days, the following notice and hearing procedures shall be followed, and all procedures shall substantially comply with the provisions of sections 79-266 of the Student Discipline Act: 1. Written notice of the basis for the emergency exclusion beyond five days shall be given to the student and the student’s parent/guardian by personal delivery or sent by registered or certified mail on or before the sixth day of the emergency exclusion, and shall include: a) A form on which the student or the student’s parent/ guardian may request a hearing, the date by which the hearing request must be received, and notice that, if such timely request is received, the requestor has a right to have that hearing held and a final determination made within ten school days after the first day of the emergency exclusion; b) Hearing procedures and appeal procedures; and c) Advisement of the right to examine the student’s academic and disciplinary records and any affidavits to be used and of the right to know the identity of witnesses and the substance of their testimony; 2. If a timely request for a hearing is made, the Superintendent or his or her designee shall appoint a hearing examiner, and the hearing examiner shall give oral or written notice to the principal, the student, and the student’s parent/guardian of the time and place for the hearing. If the request of the student or the student’s parent/guardian is received after the deadline date provided on the request for hearing form, the same basic procedure should be followed and the hearing should be an expedited one since the student is already out of school, but the hearing and determination need not be completed by the end of the tenth school day following the exclusion. Rules Regarding Other Conduct. In the event that individual coaches or sponsors of activities and/or clubs impose eligibility restrictions for student participation in school sponsored activities for behavior other than those listed above, those restrictions or rules shall be written and communicated to the participating students. Violation of the restrictions or rules shall result in discipline ranging from a reprimand to permanent removal from the school sponsored activities and/or clubs. Students with Disabilities. Suspension, expulsion and/ or emergency exclusion of verified or eligible disabled students under the Individuals with Disabilities Education Act or Section 504 shall comply with District procedures and state and federal law. Harassment

35

Page 36: Westside High School West Campus › wp-content › ...Westside High School West Campus’ rules and subsequent behavioral expectations are based on three fundamental terms: safety,

Harassment on the basis of sex or sexual orientation includes, but is not limited to, unwelcome physical contact of a sexual nature and unwelcome verbal, written, or physical advance or suggestion of a sexual nature. Harassment on the basis of race, national origin, disability, age, religious beliefs, personal appearance, or marital status includes, but is not limited to, any verbal or written statements to or about an individual which ridicules, slurs, mocks, derides, disparages, or makes fun of the individual because of his or her race, national origin, disability, age, religious beliefs, personal appearance, gender or marital status. If a student is harassed, (s)he should immediately report the incident of insensitivity to a WHSWC staff member. Once a designated administrator is aware of the incident, (s)he shall: (1) immediately notify the principal; (2) to the degree possible, protect the identity of the person(s) who reported the insensitive or offensive conduct; (3) conduct the investigation and take action based on the results of the investigation and existing district policies, state law and federal law, and create and initiate a plan for developing greater sensitivity for the student who committed the insensitive or offensive act. If another student, an employee, or any other person witnesses an incident of harassment, they may report the incident to any staff member who is then responsible to report it to the administrator so that the same process can be followed. Staff Conduct/Regulations If a staff member is guilty of committing an act of harassment or insensitivity, the principal will: (1) notify the Superintendent for Human Resources; (2) to the degree possible, protect the identity of the person(s) who reported the insensitive or offensive conduct; (3) conduct the investigation and take action based on the results of the investigation and existing district policies, state law and federal law; and create and initiate a plan for developing greater sensitivity for the staff member who committed the insensitive or offensive act. The primary goal of these guidelines is to prevent the occurrence of insensitive or offensive acts. Toward this end, schools also will display visual images, organize student advisory groups, include information designed to develop awareness and sensitivity in student workbooks, provide speakers and special programs to develop sensitivity, and provide ongoing, systematic sensitivity training for staff and students. Classroom and Hall Conduct • When the start of day bell rings, all students should be in their assigned classroom. • Student conduct in classrooms should not disrupt the educational process of others in the area. • Teachers are responsible for the activities in the classrooms. • Respect should be shown towards staff at all times. • Headphones or listening devices may be used in the hallways with one earpiece only. • Movement in the halls should be appropriate and purposeful. • In academic areas move quietly. These areas must be cleared immediately after the bell. • Students are not to be in unsupervised classrooms or other areas. • Students will not loiter in the halls.

Spectator Conduct at School Events Those students and patrons who attend school activities at Westside or elsewhere are reminded that they are representatives of the entire student body. They should behave in a manner that will bring credit to our school. Students are expected to observe rules and regulations established by the host and WHS. The WHS administration and staff will work cooperatively with other schools if student conduct becomes a problem. Since the student Code of Conduct applies to all home and away events, violation of these rules and regulations could lead to suspension or expulsion from school and/ or activities. Students are subject to random alcoblow screening at some events. Spectators are Expected to: 1. Maintain self-control at all times. 2. Show respect for the opponent. 3. Show respect for officials’ decisions. 4. Show a positive attitude in cheering; refrain from intimidating or negative type of cheering. Spectators will be asked to leave for: 1. Using obscene, abusive, offensive or intimidating language. 2. Using noisemakers such as whistles, compressed air horns, etc. 3. Throwing of objects, such as coins, pop cans, papers, etc. 4. Wearing of attire which could be considered offensive to players, officials or spectators. 5. Being under the influence of alcohol or chemicals. According to NSAA guidelines: 1. Signs are permitted provided they are in good taste, not political, and are not derogatory toward an opponent. 2. Signs should be used to encourage a team, not degrade the opposition. Keep in mind that as a spectator you are a guest of the school. Your payment to an interscholastic contest entitles you to one thing — the privilege of watching student competition. (See Code of Conduct) Outside Area Unless supervised by a staff member and for academic purposes, all outside areas are off-limits, including parking lots, during the school day. Students in unauthorized areas are subject to disciplinary action. No radios, listening devices, or other musical instruments may be used without headphones. Students with passes are expected to leave the premises immediately and follow the expectations for behavior outside of the building. Students are expected to leave the building and grounds after school by 4:00 p.m. except if the student is meeting with a staff member. STUDENT DRESS CODE Student dress is basically a concern between the student and his or her parents or guardian; however, Westside High School West Campus has the responsibility to help students develop values that contribute to good taste in manners of dress and appearance. Student dress and overall appearance should foster a positive and productive environment. In order to provide an atmosphere conducive to learning, all students will follow the regulations below. NOTE: Failure to adhere to the student dress code will result in the student earning ISS and the parent or guardian being notified if the student does not correct the dress code violation. Westside administration will

Visitors Visitors may visit Westside during the school day only with advance approval from the administration. Students from other Omaha area schools may not visit unless the visit is approved by an administrator in advance of the date of the visit. No student visitors will be permitted during the last 3 weeks of each semester. Rather than sending home numerous forms during the course of the school year, we have transferred all of the pertinent forms into the Athletic Participation Packet, which is available at the Westside High School main office or at http://whs.westside66.org/athletics/overview/ . Parents and students are reminded that all four forms must be signed and submitted to the Westside High School main office prior to any student beginning practice for any sport. Sports Physicals All students must have an athletic physical exam and all required athletic forms signed and turned into the athletic department in the main office prior to participating in any sports practice or games at Westside High School. Student-athletes are responsible for getting their own physical exams. For an athletic physical exam to be valid for the school year, the exam needs to be done after May 1 for the upcoming school year. NOTE: If students have their family physician give them the physical, they should still use the Westside Athletic Participation form. Athletic physical forms, the athletic code of conduct, and other parent consent forms are available in the main office, or athttp://whs.westside66.org/athletics/participation-forms/.

Fall Sports Candidates The beginning of the fall sports season and the opening day of practice for football, softball, boys tennis and girls golf is Monday, August 8 with volleyball and cross country starting Monday, August 15. Nebraska School Activities Association rules prohibit participation on a non-high school team or in a non-high school tournament on or after this date. Check with the Athletic Director if you have any questions. Eligibility for high school competition could be affected. Football coaches mailed pertinent information to prospective athletes the latter part of June. Incoming Freshmen and returning student athletes should have received an athletic mailing during June regarding our sports programs. If a student wants to try out for a fall sport and did not receive a mailing, contact the Athletic Department at 402-343-2602. Athletic Tickets Athletic tickets are $35 each and sold in the West Campus office for all students. All students who participate in any sport, cheerleading or varsity dance must purchase an athletic ticket prior to the start of their sport or season. All other students are encouraged to purchase an athletic ticket. An athletic ticket will admit a student free to all Westside High School home athletic events except for district and state events. Purchasing your ticket at the start of the year will give you the maximum benefit. The student I.D. card is marked indicating the student has purchased an athletic ticket. Students on free or reduced lunch will receive an athletic ticket at no charge. Please contact the WHS Business Office for additional information. Lost athletic tickets will be replaced on a pro-rata basis. Students should come to the main office to replace student ID’s and lost athletic tickets. Athletic/Activity Code of Conduct All students involved in Athletics or Activities/Clubs must have an Athletic/Activity code of conduct card signed and on file prior to their participation in a sport or activity. The Athletic/Activity Code of Conduct can be found on the high school’s website which is located at http://whs.westside66.org/athletics/participation-forms/. The appropriate participation forms can be found on that page by accessing the aforementioned link. Parents and athletic/activity participants are required to sign a new Code of Conduct card each school year. However, parents and athletic/activity participants are reminded that their Code of Conduct signatures are good until the beginning of the following school year.

Lunch Procedures, Purchases, Deposits, and Refunds Breakfast is offered daily from 7:30-7:55 a.m. Lunch is offered daily from 11:00-11:30 a.m. and 11:30 a.m.-12:00 p.m. Students will be assigned a lunch mod. Student meals follow USDA Guidelines under the NSBP, NSLP and Smart Snacks Guidelines. For information on meal selections, special promotions and prices, visit the WHS West Campus school website at http://westcampus.westside66.org/ and look under the Menus and Nutrition box for information. Homeroom teachers will take a lunch count at the beginning of the school day. It is important that this count is accurate, so students should request a lunch if there is a possibility that they will be eating lunch that day. If a student arrives at school after 8:15 , he or she should sign in and notify the West Campus office personnel of his or her desire to obtain a lunch. Students are expected to follow the procedure for dismissal to and from lunch, as well as the expectations for the commons area. Lunch should be consumed during the designated lunch mod; students are not allowed to eat lunch during advisory or switch lunch mods (without explicit prior consent from both the student’s designated advisory teacher and the administrator). Students may not bring outside food for lunch unless it is brought in a container from home; the USDA Foods and Nutrition Services does not allow students to bring fast food or other lunch items purchased off campus. Students are encouraged to debit their food purchases against prepaid accounts in their name. Students must use a biometric scan or current ID card to access their account. Deposits can be made during normal operating hours by check or cash. Checks should be written out to “WHS Nutrition Services.” Online deposits can be made at www .myschoolbucks.com. Refund forms for transferring or graduating students can be found on the district’s website or at the West Campus office. Page 48: Westside High School West Campus › wp-content › ...Westside High School West Campus’ rules and subsequent behavioral expectations are based on three fundamental terms: safety,

Lockers Lockers are assigned the first day of school by homeroom advisors. Students MUST use their assigned locker and not change at any time. Due to limited availability, so students may be assigned a shared locker. Students will be held responsible for damages incurred whether or not they use the locker. Lockers should be locked at all times. Lockers are the property of the school and are subject to being searched at any time. Change of Address Students are requested to report any change of address or telephone number to the West Campus office, either in person or at 402-390-8214. To better ensure both students and parents or guardians are receiving all information necessary for academic success, it is important that all addresses and telephone numbers be correct. Transcript Fee There is a $5.00 charge for each transcript after graduation. Emergency Drills Fire and safety drills are conducted periodically throughout the school year. All alarms should be treated as real emergencies. People causing false alarms are committing a felony and will be prosecuted to the full extent of the law. Throughout the year, emergency drills (i.e., severe weather, school safety, etc.) will be held to test the effectiveness and efficiency of various plans and procedures and the condition of emergency equipment. Snow Days Procedure

PLEASE DO NOT CALL THE SCHOOL DURING ADVERSE WEATHER! MAKE YOUR PLANS AHEAD OF TIME! ● In the event of adverse weather after the school day has begun, we request that you do not call the school

with messages to give your son/daughter. Please make the necessary contingency plans prior to the bad weather, (i.e., when and where the student is to be picked up, should they drive home, should they walk home, etc.)

● If bad weather forces the closing of school, you will receive a pre-recorded phone message from the District either the night before or around 6 a.m. that morning. We will ask the local radio and television stations to make an announcement by 6:30 a.m.

● If schools are open during inclement weather, parents should decide whether or not their student should attend.

● When extreme weather conditions develop during the school hours, it is generally our policy not to dismiss students. Many students do not have adult supervision at home during the day. Students are most often safer inside the school building than on the street.

● Parents or guardians may pick up their student during the school day if they feel it is necessary to do so. ● Because of transportation requirements, there may be times when other school districts close, while

District 66 Schools remain open. ● School personnel will remain in the building as long as students are present.

Accident Insurance

48

Page 49: Westside High School West Campus › wp-content › ...Westside High School West Campus’ rules and subsequent behavioral expectations are based on three fundamental terms: safety,

Students may enroll in a Standard School Time Accident Plan issued at the beginning of the year, which covers the student to and from school, during the regular school day, at school sponsored events and for all athletics, except football. A 24-hour Accident Plan is also available for students. It provides round-the-clock, year round coverage, including all sports except high school football. Students participating in athletics are required to have accident insurance. If one is adequately covered by his own family policy, it is not required that they purchase the school's plan. Football participants may purchase an individual football insurance policy. A dental accident option is also available. Enrollment forms with fee information are available at the West Campus office. Medical Services If a student becomes ill while at school, he or she should notify a staff member, who may then send the student to the office or contact a parent or guardian as circumstances require. West Campus does not have a part- or full-time nurse on the premises. If it is determined by the parent that the student should go home, the office will issue permission to leave the building and have the student sign out. If a student goes home ill without office and parent or guardian permission, the student will be counted unexcused from class and the parent or guardian will be notified.
