Rules of the Road foR WestheimeR lakes and WestheimeR lakes noRth

This is a reminder…. The operation of motorized vehicles (ATV’s, dirt bikes, golf carts, etc.) other than mowing equipment on pathways or trails maintained by the Association or any other Common Area within the community is not allowed.

According to the Texas department of public safety:• ATV’s are not allowed on a street and an operator crossing a street must have a valid driver’s license.• Golf carts are allowed on roads, but must obey all traffic laws including speed limits. If operated on a road the golf cart must have a license plate and the driver must have a valid driver’s license and proof of insurance.• Mopeds and motor assisted scooters are treated as regular bicycles. All vehicles used on roads must obey traffic laws including stop signs and speed limits. For additional information on this subject go to www.txdps.state.tx.us/msb/pages/Electric.htm.

Vandalism in CommunityIn the past, Westheimer Lakes has been the target of numerous acts of vandalism. The POA believes that some of this vandalism may be occurring from individuals in the community. When items such as street signs, park signs, windows, lights are in need of replace-ment as result of this vandalism, your POA bears this expense. As a reminder, please beware of your surroundings and should you see any suspicious activity in the community please contact the Sherriff’s department (281-341-4665) immediately.

There have been complaints about children crossing through resi-dents’ private yards to get to the facilities. Please let children know that they cannot cross private property. If this should occur more than once, we ask homeowners’ to contact the proper authorities.

BasketBall goalsBasketball is a fun sport that many like to play. As a reminder, please make sure that all basketball goals are kept in an upright position in your driveway. Basketball goals should not be left in the street at anytime or left on the side of your home when not in use. Leaving Basketball goals in the street can be a nuisance to driv-ers in the community and a hazard should there be a need for an emergency vehicle to gain access to your street. Please note this is also a violation of deed restrictions and if you receive violation letters regarding this matter you could be sent to the attorney and be liable for those charges.

canYon Gate eZ taG lane acceSSPlease be patient when approaching the EZ Tag barrier arm and obey the signs. After stopping at the stop sign, proceed slowly and wait until the barrier arm opens fully. Bumping or hitting the barrier arm causes costly and unnecesary repairs to the Association. If there is a car in front of you, please remain at the stop sign until the car has gone through the arm and the arm is closed. The barrier arm closes after each vehicle every time.

The entry will remain open during the day while sales and construc-tion of new homes are in operation and gates will close at night. The gated areas may be accessed three (3) ways; with EZ Tag or fast pass tags, Access Card (reader is located at the dial up box in the left lane) or you may dial the home code on the telephone 10 key pad. If someone is home to answer, access may then be granted. If you experience difficulty, the gate attendant’s office may be called by pressing #0001 on the 10 keypad. In the event the gates do not open, please call the gate attendant and they can open the gate during the evening hours of 7 PM until 7 AM. Report all gate malfunctions to either 832-222-2650 or at 832-222-2355, if no one is available, please leave a message with your name, phone number and a brief description of the situation. The gate repairs will be called into the gate service company.

2nd letter: After the (30 days) has expired from the 1st letter a 2nd letter notifying the owner of violation will be sent. (Please note that depending on what the violation is the board can send the account to the attorney when the (30 days) has expired from this letter.)

3rd letter: This letter is optional to the board and depending on what the violation is they do not always feel the need to send a 3rd letter.

aniMal / Pet contRolPlease respect your neighbors’ yards and their personal space… remember that pets must be confined to a fenced backyard or within the house and must not be allowed to bark all night long or cause a nuisance to neighbors. They must be on a leash at all times when away from this contained environment. It is also the pet owner’s responsibility, when walking their pet within the subdivision, to keep ALL areas free of pet debris. Please remember that cats must also be confined.

IMPORTANT TRASH INFORMATIONRemember: Unless it is trash pick up day, your trashcans (and any bags of trash) must be hidden from public view. Please do not store your trashcans in front of your garage or on the side of your home – your neighbors don’t want to look out their windows and see your garbage either. Please be respectful and only place trash out on specific trash days.

WESTHEIMER LAKES TRASH PICK-UP SCHEDULEGarbage collection days are: Wednesday and Saturday. Trash containers must be at curb by 7 AM on Wednesdays and Saturdays.

* Holidays - when the pickup day falls on a holiday there will be no trash pickup that day and instead will be picked up on the next scheduled pickup day.

Note: Saturdays – Heavy pick-up day.

Recycling collection day is: Wednesday. Items collected: newsprint only, aluminum & bi-metal cans, plastics coded #1 & #2. Please rinse all food containers.

PLANNING ON OUTDOOR HOME IMPROVEMENTS?Please remember that when planning to do any outdoor home im-provements, you must first apply for approval from the Architectural Review Committee by submitting a home improvement form. Visit the SplashPad Texas office or call her at 832-222-2355 for an ARC form and more information.

STREET LIGHT MAINTENANCETo report a street light that is not working, call Centerpoint Energy at 713-207-2222. You will need to report both the number on the base of the pole and the street address. You may also report outages online at www.centerpointenergy.com/outage.

NEW HOMEOWNERS MUST REGISTER TO GAIN ACCESS TO AMENITIES

All new homeowners, as well as current residents (if not already registered), are asked to register at the Westheimer Lakes onsite office located on the second floor of the SplashPad Texas building. This process ensures that all residents have access to the amenities such as the pool, automobile stickers and EZ Tag enrollment (no cost with a Harris County EZ Tag) for entry into the EZ Tag lanes at the gated sections. Some electronic tag fees are applicable. Your proof of resident ownership will be needed to properly complete your registration.

The gate attendants maintain a list of residents that have registered at the onsite business office. Your visitors should also be reminded to stop and register with the gate attendant. Association’s property is under camera surveillance cameras are in place throughout strategic areas of the community.

Foster High School kicked off its march towards being a recognized No Place for Hate® campus with a its first ever “Don’t Bully, Be Happy - Yellow Out Day.” No Place for Hate® is an Anti-Defa-mation League initiative that helps to create and sustain inclusive school environments where all students feel valued and have the opportunity to succeed by promoting respect for individual differ-ence while challenging bigotry and prejudice. Foster High School will be participating in school wide anti-bias activities this year in an effort to promote these values and gain recognition as a No Place for Hate® campus.

The Briscoe Lady Eagle 7th grade B team was defeated by Reading in 2 sets, 19-25, 22-25. The Lady Eagles worked hard and played well together as a team. The 7th grade B team placed 2nd in district play with a 4-1 record.

The Briscoe Lady Eagles 8th grade B team was defeated by Reading Jr. High in three games 20-25, 25-13 and 12-15. The Lady Eagles finish as co-District Champions with a 4-1 record.

The Lady Eagles 8th grade A team was defeated by Reading Jr. High in two games 12-25 and 6-25. The Lady Eagles finish the season 3-2 in district.

The Eagles not only won the district championship but they avenged an opening season loss to the Longhorns by the score of 6-38. The team also improved from a 7th grade 3rd place finish and a district record of 3-2 to a perfect 5-0 in district and 5-2-1 overall. The Briscoe 7A football team lost to Reading 0-34. The Eagles finish 3-4-1 overall and 2-2-1 in district. The Briscoe 7B football team lost to Reading 6-12. The Eagles finish 5-3 overall and 3-2 in district.

After earning a Division 1 rating in the Region 23 UIL Marching Contest earlier this month, Katy ISD’s Seven Lakes High School advanced to the Area Marching Contest held on Saturday, October 27th. A total of 22 bands com-peted in the Area Contest, with 10 advancing to Finals and only 4 advancing to compete at the State Marching Contest. The Seven Lakes High School band was among the top 4 bands and advanced to State! Only 4 times since the 1980’s has a school from Katy advanced to the State Marching Contest and only 2 times in 5A classification. The last time a school advanced to the State Marching level was Seven Lakes High School in 2007, as a 4A school. The State Marching Contest took place at the Alamodome in San Antonio on Tuesday, November 6th. The 5A competition comprised of 38 bands from across the State. These are considered the “best of the best” and competi-tion is steep. 5A Bands began their preliminary performances at 7:30 AM on Tuesday, with the final band performing at 6:15 PM. The Seven Lakes High School Spartan Band performed their “In the Loop” Competition Show at 10:30 AM. The Spartan Band competed with both band and color guard members and comprises approximately 320 members. Directors include: Damon Archer - Directors of Bands; David Reynolds - Associate Director of Bands; Jonathan Yoo - Assistant Director of Bands; and Angie Fritsch - Guard Director. Drum Majors include: Grace Chung - Head Drum Major; Alaina Roth; Molly Todd and Mark Milhelin. Rachel Luergering is the band’s Student Teacher. Excitement and support surrounded the Seven Lakes Spartan Band! The school even arranged a “Fan Bus” for students to travel to San Antonio to support the band at their performance! Parents, family, friends, as well as former students could be seen in the Alamodome with “In the Loop” Competi-tion Show t-shirts or orange band shirts. Seven Lakes Principal Ted Vierling, Assistant Principal James Morris, as well as Superintendent Alton Frailey, As-sitant Superintendent Joe Kelley, Chief Academic Officer Dr. Christine Caskey and Bob Bryant Executive Director of Fine Arts were also in attendance. The Seven Lakes fan base was said to be the loudest in the stadium, cheering for the band as they entered the field for their performance.

The UIL State Marching competition for 5A takes place every other year (even years). The competition is evaluated by 5 different judges and all bands are given a composite score. Based on these results, the top 10 out of 38 bands advance to Finals, which take place later in the evening. Unfortunately, the Spartan Band did not advance to Finals, however just making it to this level is quite an accomplishment and something to be very proud of. Marcus High School from Flower Mound placed first in this year’s Contest. They also placed first in 2010. 8 out of the top 10 bands in this year’s Finals were also among the top 10 bands in the 2010 State Marching Contest Finals. The Seven Lakes Spartan Band and other bands within the Katy Independent School District are fortunate to have the support of a district that understands the value and impor-tance of Fine Arts to their student’s education and overall success in school. The Seven Lakes High School Spartan Band would like to thank Katy ISD for their support at this re-cent trip to compete at the UIL Texas State Marching Contest. The band is also very fortunate to have supportive corporate sponsors which include Conoco-Philips, Wal-Mart Transpor-tation, Baytown Shopping Center, M&H Enterprises, Soteica Visual Mesa, Drs. new laTTer-day SainT congregaTion in KaTyGrowth in the Katy area has led to the need for a new congrega-tion in the Katy Stake of The Church of Jesus Christ of Latter-day Saints. A congregation, called a ward, is a geographic area with about 300-600 church members. When an area sees growth, such that local wards are reaching the upper size limits, a new ward is formed. That is what happened this October in Katy, with the creation of the new Katy Mills Ward.

portions of the existing Katy 1st Ward, Katy 3rd and Katy 4th, make up the new ward. Katy Mills Ward now serves 350 church members south of I-10, between Woods Road on the west and Mason Road on the east, with the south boundary approximately at FM 1463. The Katy Mills Ward is one of eleven congregations that make up the Katy Stake. The Church presence in Katy began with one member in around 1950 and has steadily grown since then and now includes several thousand Latter-day Saints.

The bishop or lay leader of the Katy Mills Ward is Cody Larsen, who works as a finance manager at phillips 66 and Company. Bishop Larsen will be assisted in leading the congregation with two coun-selors: Robert Lund and Dave Bleazard. They began immediately setting up leadership for various auxiliary organizations, for youth, children and adults.

The new Katy Mills Ward meets at the LDS meetinghouse at 1928 Drexel Road in Katy, sharing that building with two other wards. Their Sunday meetings start at 11:00 AM. Visitors are always welcome. Times and locations for all wards can be found at Mormon.org; click on “visit us,” enter an address and the appropriate location and meeting schedule will be supplied. Children’s Book Week - January 20th-26th

Every Fort Bend County baby born during this week may receive a special baby book bag, courtesy of the Friends of Fort Bend County Library. Each bag contains a book, a bib, a special certificate, a list of suggested reading for children and information on parenting and on library services. Baby book bags will be given to babies born during that week at OakBend Medical Center in Richmond, Memo-rial Hermann Sugar Land Hospital, Methodist Sugar Land Hospital and the Fort Bend Family Health Center, but ALL Fort Bend County babies who are born during Children’s Book Week are eligible to receive one, while supplies last. Family reading CluB - January 20th-marCh 2nd This six-week program is designed to encourage families to read, learn and have fun together. All Fort Bend County families are eligible to participate. Each branch library will have a drawing for the gift card on March 4th. A single registration is required for each participating family. RUOK PROgRamFort Bend County Sheriff’s Dept. has a computer-generated pro-gram called “Are You OK?” (RUOK). It is a computer-generated call intended for senior citizens (over 55) and disabled persons who live alone and could benefit from a daily check. A computer will generate a call each morning, at about the same time and the participant chooses a time frame. A voice will ask, “Are you OK?” After this, all they have to do is hang up the phone. If the partici-pant goes out of town or leaves the residence for any time, you just temporarily un-subscribe and re-subscribe when you return. If the call goes unanswered, the computer will call back 3 times at 15-minute intervals. If there is still no answer, the Sheriff will dispatch a deputy or the local police. They will have with them a print out of information on the person that is not responding to the calls. This program was established by FBC Sheriff Milton Wright, Commissioner’s Court and Ken Whitt (FBC Sheriff’s Citizens Acad-emy Alumni Assoc.) in 1998. Many police chiefs in the county are also participating in the program and will proceed with the welfare check for citizens of their community. PLEaSE NOTE - PETS ON LEaShES It is the law in Fort Bend County that all pets must be vaccinated for rabies, registered and restrained. All animals, when outside of an owner’s means of restraint (i.e., in a fenced back yard), must be on a leash. For the safety of all residents, please use all precautions with your pets and keep them on leashes when walking pets in the community EVEN IF YOU FEEL YOUR PET IS HARMLESS. If you see ANY animal roaming freely in the neigh-borhood, immediately call Animal Control at 281-342-1512. Even if you recognize the animal, be very careful approaching it, as you do not know how it will react; if you can safely retrieve the animal, then call the owner. Otherwise, Animal Control is your best and safest option.

FORT BENd COUNTy “LEaSh Law”Animal control authorities are permitted to enter your Property to patrol and remove pets. Pets must be registered, licensed and inoculated as required by law.

As a dog owner, you are responsible for the control of your dog. If your dog is one that ‘makes objectionable noise,’ you must make ev-ery effort to respect your Neighbor’s right to their ‘peace and quiet.’

When your dog is not in your yard, it is imperative that you keep your dog on a leash at all times. While your dog is friendly to you and your family, imagine the consequences if it were to harm someone while it was ‘roaming free.’

Please respect other resident’s right to walk the common area ground without fear of attack from an unleashed dog.

Laws are written to ensure that owned animals are confined to their property or kept on a leash to free a community of unrestrained and free-roaming animals. Although most dog bites occur on the property where the dog lives, unrestrained or free-roaming dogs do pose a substantial threat to the public. In addition, unrestrained animals are at increased risk of being bitten by rabies infected wildlife. Enforcement of restraint laws is essential in enhancing the animal control program’s efforts to reduce the risk of rabies in our community.

CASI ChIlI COOk-OFF AT kATY ElkS lODGE The aroma of chili was in the air at the Katy Elks Lodge over the weekend of November 17-18, 2012. Not one, but two CASI chili cook-offs were held. Saturday brought a crowd of 45 cookers vying for points leading to eligibility at the 2013 International Chili Cook-off at Terlingua, Texas, while Sunday had 28 entrants. For many competitors, chili cook-offs are a way of life, while for others, this was their first experience in the world of chili cooking. In addition to the chili competition, Saturday included both Salsa and Beans as “jackpot” events. On both days Showmanship was judged and points earned. The Salsa winner and Beans winner were one and the same: Nigel Delgado from Houston Elks Lodge #151.

The Saturday chili winners were: 1st - Earl Gorham of Montgomery; 2nd - Howard Dahl of Shoreacres; 3rd - Ralph Hoy of Pasadena; 4th - Sherrie Davis of South Houston; 5th - Karin Barnes of Houston; 6th - Doris Greenlee of Houston; 7th - Ken Armand of Houston; 8th - Gilbert Butschek of Houston; 9th - Mick Joplin of Morgan and 10th - Melissa Pate of Houston;

And in Showmanship: 1st - Charlie Throop; 2nd - Mick Joplin and 3rd - Kathryn Cavender.

All the above listed chili and showmanship winners received points toward Terlingula.

En-ergy will be expended on roots instead of foliage. Learn ultimate size and cultural needs of tree or plant before buying. Consider dwarf varieties to avoid crowding later. Group plants of similar cultural needs. Do not work wet soil. Assure good drainage. Keep plants moist.• Vegetables: Prepare beds, preferably raised for drainage, with about 50% humus, including rotted manure. • Winter Protection: Expect freeze any time; plan for protection of tender plants. Water. Remove coverings, particularly plastic, when temperature rises. Protect low plants with dry leaves, pine needles or soil mulch, but remove when weather warms.
