Page 18: WESTERN A USTRALIA · WEDNESDAY, JULY 2. [1890. Circular Orders and Miscellaneous Information-C.O. '/"".-His Excellency the Administrator has been pleased to approve the following

Officers in charo-e of Districts and Sub·Districts, when making reql~isitions for clothil1g, will s~e that accurate measurements are forwa.rded, otherWIse the contractor for clothing cannot be held responsible for misfits.

The full dress is to be worn by all members of the force on the following occasions :-

'When on attendance as escort to His Excellency the Governor.

Wben on duty at the Legislative Council.

When on duty at the Supreme Cour t .

At all public entertainments or ceremonies under the patronage of His Excellency the Governor.

No exception is allowed to this rule in the case of members of the force acting as Olerks of Courts, &c.

It will, however, occasionally be expedient that the mounted police appear in bush dress on occasions when full dress is to be worn by the foot police.

Officers should never appear out of uniform on public occasions, or when attending Courts of Law. They will also, as a general rule, wear uniform at all times, save when off duty.

Any uuiform with which members of the force provide themselves must be in strict accordance, both as regards pattern and quality, witb the sealed patterns.

Whenever any constable's uniform shall be observed to be in an improper state, tbe Officer under whom he is serving shall have the power to order him to provide whatever article he may require, the order being, of course, subject to the approval of the Officer in charge of the district.

With reference to the claims of members of the force for reimbursement of expenses incurred in consequence of their clothing or uniform being damaged or destroyed in the execution of their duty, the following instructions are to be observed:-

Where any amount is awarded to a member of tbe force by a beuch of magistrates or other judicial authority, as costs to reimburse him for damage to his clotbing or uniform, and payment of it is made by the prisoner, defendant, or otber person, the member of the force may receive tbe amount. In that case there will be no charge upon any Government vote.

But when tbe prisoner or other person chargeable either refuses to pay the amount and suffers imprisonment instead, or is unable to pay, an application sbould be submitted on tbe part of the member, for reimbursement. It must not, however, be understood tbat the applicant will necessarily be considered entitle,] to the same amount as that awarded by the Court; all that the applicant is in auy case entitled to expect, is a reimbursement of the actual amount of the loss sustained.

Officers in charge, therefore, must estimate for themselves the extent of the damage and consequent amount of the loss, and submit a voucher accordingly .. Where the garment is not rendered tot,,']ly unserVIceable, that amount win, of COlJrse, be the expense of repairing it; but when the garment has been totally destroyed, tbey must inquire how long lt has been prevlOusly in wear, and from that time t~ken in connection with the time a garment of th~ kt.nd, under ord~nary circumstances, would last, they wIll be able to Judge what proportion of the price of a new garment they should recommend.

The same rule will apply in cases which do llOt come before a bench of magistrates or other court.
