Well, for anyone thinking their daily game of bridge bingo is about over, there’s bad news. “The four oldest bridges are all about 100 years old,” said county spokesman Mike Pullen. “People need to expect there will be ongoing work on all of those structures for years to come.” First up is an end-to-end analysis of the 86- year-old Burnside Bridge. Volvo Combines Two Machines in One With New BackhoesWith the launch of its new
BL60B and BL70B, VolvoConstruction Equipment has thor-oughly redesigned its backhoeloader range — offering improvedperformance, usability and a mod-ern appearance, according to themanufacturer. The machine com-bines in a single, stable platformthe strength and simplicity of aVolvo wheel loader with thepower and performance of aVolvo excavator.With an average operating
weight that ranges from 17,500 to19,500 lbs. (7,938 to 8,845 kg),and gross power of 83 to 98 hp (62to 73 kW), the BL60B andBL70B were designed and builtwith power, strength, long life andcost saving efficiency in mind.
Loader and BoomThe one piece chassis, loader
arm and excavator boom are allmade from high quality steel androbotically welded, giving precise,constant weld runs for structuralintegrity. The loader arm has abox-welded design and is rein-forced with a cross tube. The larg-er excavator boom has a narrow,tall arch design that is inherentlystrong, and uses a closed box-welded approach with fewer com-ponents and welds, for durabilityand performance. The boomallows visibility into the trench, as well asenabling closer proximity to the truck forloading. The cast iron kingpost offers flexi-bility of movement and swing.
Control in Your HandsCompared to previous models, the new
BL60B and BL70B feature new controls.The machines are fitted with two floor-mounted ergonomic levers that give opti-mum grip for the operator’s hand move-ments when operating the excavator. Theright lever is fitted with a horn for safety, andthe left lever can have an optional fingertipbutton. This button controls the two-wayauxiliary hydraulic line required when usingdouble acting excavator attachments. Fitted with either 16.5 or 18-in. (42 or
45.7 cm) front tires, these machines have asmall turning radius and are extremelymaneuverable, as well as easier to positionon site. Helped by a new cast bucket linkagedesign, the bucket can rotate 205 degrees —allowing vertical digging in all positionswithout repositioning the machine.
Delivering the PowerThe BL60B and BL70B both include the
latest D5D four cylinder 4.8 L Volvoengines, with direct injection and turbocharging. These high torque, fuel efficientengines meet the requirements of the Tier IIIemissions legislation. The torque converteron these machines is one of the largest in theindustry and has enhanced peak torque andtorque rise. A differential lock on the rearaxle is engaged via a foot switch on the sideof the brake pedal and provides maximumrear wheel grip over slippery surfaces.Both the loader and excavator benefit
from flow sharing hydraulics that enablemulti-functioning for efficient and smoothoperation. The BL70B features load sensinghydraulics that constantly adapt to the needsof the job at hand. With oil delivery thatmatches the required force, there is alwaysthe speed and power required for allhydraulic functions. In applications such asload and carry, where speed is important,the system efficiently delivers the requiredflow.
Improved Care CabBoasting 15 percent more space than
before, the room between the operator’s seatand the left side of the cab has been
increased, as has space around the excavatormechanical controls or pilot towers, makingthe position change between loader andexcavator easier and more convenient.There also is a larger area to store personalitems. The seat, steering controls and instru-ments are all designed to lower fatigue andkeep operators alert and in control. Comfort can be increased further with a
multi-adjustable steering column and highperformance heating and cooling systems.A 30 percent increase in glass area com-bined with narrow pillars and a slopinghood design allow added visibility.Visibility is enhanced outside the cab byadjustable standard-fit halogen work lightsand internally by a large cab dome light forsafer entry and exit of the cab.

Caltrans joined elected representatives and local trans-portation officials July 17 to celebrate the completion of thelast major segment of a new six-lane freeway on State Route905, connecting the Otay Mesa Port of Entry to Interstate805. “This is a vital project that will boost California’s econo-
my by improving the efficient movement of internationalgoods now and in the future as trade grows through the OtayMesa Port of Entry,” said Caltrans Director MalcolmDougherty.
Total imports and exports between California and BajaCalifornia, Mexico were $15 billion in 1995. Today, theytotal more than $36 billion, with 98 percent of this tradetransported by trucks. In 2005, more than two million truckspassed through the California/Baja California border ports ofentry, and the volume is expected to double by 2020. The entire SR-905 Project cost $441 million and con-
structed more than 6 mi. (9.6 km) of a new six-lane freewayin three phases beginning in 2005. It was among the first inthe state to receive funding ($74 million) from the Recovery
Act. California has put more than $2.3 billion of its $2.6 bil-lion in Recovery Act funding back into the state’s economy.This includes nearly 1,000 highway, local street and jobtraining transportation projects. The project also received $85 million from Proposition
1B, a 2006 voter-approved transportation bond. To date,nearly $14 billion in Proposition 1B funds have been distrib-uted statewide.The SR-905 Project was a partnership between Caltrans,
the Federal Highway Administration, and the San DiegoAssociation of Governments.

THESSALONIKI, Greece (AP) Archaeologists inGreece’s second-largest city have uncovered a 230-ft. (70 m)section of an ancient road built by the Romans that was thecity’s main travel artery nearly 2,000 years ago. The marble-paved road was unearthed during excavations
for Thessaloniki’s new subway system, which is due to becompleted in four years. The road in the northern port citywill be raised to be put on permanent display when the metroopens in 2016. The excavation site was shown to the public on June 25,
when details of the permanent display project also wereannounced. Several of the large marble paving stones wereetched with children’s board games, while others weremarked by horse-drawn cart wheels. Also discovered at the site were remains of tools and
lamps, as well as the bases of marble columns. Viki Tzanakouli, an archaeologist working on the project,
told The Associated Press the Roman road was about 1,800years old, while remains of an older road built by the ancientGreeks 500 years earlier were found underneath it. “We have found roads on top of each other, revealing the
city’s history over the centuries,” Tzanakouli said. “Theancient road, and side roads perpendicular to it appear toclosely follow modern roads in the city today.” About 23 ft. (7 m) below ground in the center of the city,
the ancient road follows in roughly the same direction as thecity’s modern Egnatia Avenue. The subway works, started in 2006, present a rare oppor-
tunity for archaeologists to explore under the densely popu-lated city — but have also caused years of delays for theproject. In 2008, workers on the Thessaloniki metro discovered
more than 1,000 graves, some filled with treasure. Thegraves were of different shapes and sizes, and some con-tained jewelry, coins or other pieces of art. A massive excavation project also took place during the
1990s in the capital, Athens, before the city’s new metro sys-tem opened in 2000. Thessaloniki’s new subway is already four years behind
schedule, due to the excavation work as well as Greece’sfinancial crisis. Thirteen stations will operate initially, beforea 10-station extension is added later.

HOUSTON (AP) The Texas Transportation Commissionhas given the green light to a 35-mi. stretch of U.S. Highway59 from Houston north to carry the designation as Interstate69. The section of road — from Interstate 610 in Houston
northeast through Montgomery County to just north of theMontgomery and Liberty County line — is the longeststretch of the much-debated I-69 in the state. It joins a 6-mi.portion near Corpus Christi along U.S. 77 as the only piecesof the newest interstate in Texas. Both were reconstructed inrecent years to interstate highway standards. For some two decades, backers of the project have longed
for an interstate highway that traverses the state from thenortheast corner, through East Texas and Houston to SouthTexas and the Mexico border. The route roughly followsU.S. 59 from Texarkana south and southwest for 600 mi. andincludes a split in South Texas into the Rio Grande Valley.No one knows when the overall project may be completed. New road signs with the familiar red, white and blue inter-
state crest will be going up, marking the newly designatedpiece of road as U.S. 59 and I-69, Texas Department ofTransportation spokesman Mark Cross said July 30. “We do not anticipate having to go out and fabricate new
signs,” Cross said. “We will change the emblems on existingsigns and replace with new ones as needed.” Two more rebuilt segments of U.S. 59 from Houston to
Sugar Land and Rosenberg in Fort Bend County are underFederal Highway Administration review to officiallybecome pieces of I-69. The Transportation Commission also approved a $60 mil-
lion project to upgrade to interstate standards 10 mi. of U.S.77 between Corpus Christi and Kingsville in South Texas. According to the Alliance for I-69 Texas, a coalition of
cities, counties and local groups along the route that haveadvocated for the highway, some 230 mi. of road already areat limited access interstate standards. “It is a great thing, it’s happening, but it’s just one project
at a time,” John Thompson, the Polk County judge and chairof the alliance, said. “The red, white and blue shield is a verypowerful tool in the economic development business, notjust the practicality of relieving congestion and movingfreight.” Money that was dedicated for the Interstate Highway
System expired in the mid-1990s, making new projectsmore difficult, he said. “You’ve got to figure out how to piecemeal it,” Thompson
said. “Absolutely it’s slow. If we had a big pot of money, itwouldn’t be.” In the early days of interstate construction, initiated in
1956 by President Dwight Eisenhower, there were fewerconcerns about environmental impacts and land rights.Government money flowed and pavement was laid down. “Now we have a very rigid process and not the least of
which is trying to figure out how to pay for it,” Thompsonsaid.

Oregon Bridges in Need of Repairwho has assumed something of a lead role inoverseeing bridges, said she is confidentcounty residents will remain patient throughthe coming years of the anticipated slow-downs needed to complete the work. “One thing I have found in my career is
that we are a community that values ourbridges,” she said. “You can’t help but lovethem.” Complaints do pour in when closures are
required, Kafoury said. During theMorrison’s extended shutdown, for instance,the gripes never seemed to stop. “My husband used to take it to work,” she
said, “and he would complain about it everyday.” If bridge closures are frightful for com-
muters, the prospect of paying for neededrepairs amounts to a financial nightmare. Money to operate the bridges and do plan-
ning and engineering work required to mapmaintenance blueprints comes largely fromthe county’s share of the state highway fundand gas-tax receipts. Together, those willgenerate about $5.2 million this year. That amount, while not insignificant, is
nowhere near the $506 million county engi-neers estimate they will need for bridge
upgrades during the next 20 years. The seis-mic retrofits alone are expected to total atleast $75 million. Making matters even more daunting is
that financing, for the most part, hasn’t beensecured. The county, beyond the unenviabletask of trying to tap rapidly shrinking poolsof federal money, faces the possibilities ofmeasures such as creating a regional bridgeauthority to wrestle with funding. “We anticipate that the region in the future
will need all of the bridges we have now andperhaps more,” Pullen said. “We also realizethat paying for all that upkeep is going to bea challenge.” Equally as certain is that an endless series
of bridge projects will continue to create traf-fic-snarling delays. “Any time they do anything on the
bridges, it affects traffic,” said Sharon WoodWortman, a Portland resident who has writ-ten a book on the area’s spans. “People slowdown and gawk. It’s just the way it is.” Her advice to frustrated commuters is to
be as patient with bridge repairs as they arewith aging relatives. “They are always in need of new joints, of
constant rehabbing,” Wood Wortman said.“When it comes to bridges, you are neverdone.”

At 84, Bob Tilley Retires FromKirby-Smith Machinery Inc.After 27 years of service
with Kirby-SmithMachinery Inc., veteransalesman Bob Tilley hasretired from the heavyequipment business.At the age of 84, Tilley
was possibly the eldestheavy equipment salesper-son still actively selling inthe industry.Tilley grew up in the
southwest Oklahoma townof Mountain Park. Afterschool, he left to join theservice and eventually wenton to obtain a degree inIndustrial Arts fromOklahoma CentralUniversity.After college, Tilley began his sales career
with Cummins Engine in Oklahoma City,Okla.; he then moved on to the local JohnDeere dealership and lastly, he owned hisown business for a short period of time. In1985 he joined the Kirby-Smith sales team.During his time at Kirby-Smith, Tilley has
covered most of the state ofOklahoma. Bill Gustafson, Oklahoma
sales manager of Kirby-Smith, said, “Tilley is knownthroughout the industry forhis ability to find a little bitof humor in most situations.He can usually turn a nega-tive into a positive with a lit-tle bit of humor and perspec-tive.” Tilley attributes his sense
of humor to growing up withan uncle who taught himeveryone has problems andthey need help forgetting. “I was taught early on in
my career from one of mycustomers that people want
to do business with people. They want toknow how much you care before they carehow much you know,” Tilley said.Tilley said he is looking forward to retire-
ment, but will miss the business and peoplehe’s worked beside for so many years.“It’s been a good ride,” Tilley concluded.
During his time at Kirby-Smith, Tilley has coveredmost of the state ofOklahoma.

The largest number of construction joblosses in June occurred in Florida (minus5,300, negative 1.7 percent), followed byIowa and Massachusetts (minus 2,100, neg-ative 2.0 percent).Association officials warned that con-
struction employment was likely to stagnateor shrink in more states if federal and stateofficials continue to cut investments in pub-lic infrastructure and buildings.“Ongoing cuts to vital infrastructure,
school and university investments are hurt-ing the overall economy, our future compet-itiveness and causing hardship for too manyconstruction workers,” said Stephen E.Sandherr, the association's chief executiveofficer. “Budget discipline should not comeat the expense of slashing essential invest-ments.”
