TheareatobeknownasHampshireCountywasfirstinhabitedbyNativeAmericans.ArcheologicalevidencesuggeststheearliesthabitationalongtheSouthBranchofthePotomacRiveroccurredcirca8,000BCEandthelatestsettlementsaround1600CE,aboutthetimeofEngland’sfirstcolonyinJamestown,Virginia.AsEuropeantrappersandsettlersmigratedintotheareaduringthe1730s,mostNativeAmericanshadalreadymovedwestward;villageswerefoundabandoned.Continuedwestwardmovementbysettlersincreasedthecounty’spopulationbythelate1700s.Areminderofthearea’sprehistoricpastisIndianMoundCemetery,locatedalongU.S.Route50nearRomney.TheunexcavatedNativeAmericangravesiteisoneofthelargestremainingmoundsintheeasternpanhandleofWestVirginia.

MajorGeneralThomasJ.“Stonewall”JacksonwasheadquarteredatWinchester,Virginia,atthetimeofKelley’sadvanceonRomney.Jackson’sresponsewastomovehistroopsfromWinchesterforthepurposeofcapturingtheUniongarrisonatRomneywhich,inturn,wouldlikelyforceUnionGeneralGeorgeMcClellantoordertroopsfromtheirWashington,DCposition.GeneralJacksonbelievedthisstrategywouldenableConfederateforcestosecurevaluableresourcesinnorthwesternVirginiathatwerebeingblockedbyMcClellan’smen(locatedinWashington)anddisruptFederaltransportationlinks.

JacksonbeganhisRomneycampaignwithaforceofabout8,500menonNewYear’sDay,1862.Despitebitterweather,theConfederatesmanagedtoapproachRomney10dayslatercausingtheUniontroops,whogreatlyoverestimatedthenumberofmenthatJacksoncommanded,toevacuatethetown.TwocompaniesoftheVirginia7thCavalryenteredthetownonJanuary10thfollowedbymoreConfederatetroopsonJanuary14th.TheSoutherntroopsclaimed500tentsandothervaluablesuppliesleftbehindbyretreatingFederalsoldiers.Upon

enteringRomney,GeneralJacksonresidedinabrickhouselocatedonthesouthsideofMainStreetthatbelongedtotheWhitefamily.Today,Mr.White’sHouse,knownasLibertyHall,isidentifiedbyahistoricalmarkerindicatingthatitwas

GeneralJackson’sheadquarters.AfterabriefstayinRomney,Jacksonreturnedto

Winchester,placingBrigadierGeneralWilliamLoringincommand.ThestrainedrelationshipbetweenLoringandJacksonthatsurfacedduringtheRomneycampaigndirectlyledtothelatter’sfamousoffertoresignhiscommand.

LibertyHallwasbuiltin1858byRobertWhite,aclerkofthecourtandprimaryConfederateorganizerinRomney.ImpendingUnionoccupationofthetownin1861causedMr.WhiteandhisfamilytomovetoRichmond,Virginia,whereheworkedfortheTreasuryDepartmentoftheConfederateStatesofAmerican.LibertyHallwasthenamegiventothehousefollowingtheCivilWar;thetitlewasareferencetoCompanyI,4thVirginiaInfantryRegi-mentthatoriginatedatWashingtonCollegeinLexington,Virginia.LibertyHallVolunteerMilitiafoughtandservedaspartofthefamedStonewallJacksonBrigadeintheShenandoahValley.Since1981,LibertyHallhasbeentheprivateresidenceofRoyceSaville,alocalattorneywithhistoricaltiestoHampshireCounty.

EuropeanmilitaryandpoliticalconflictsplayedamajorroleinthesubsequentdevelopmentofHampshireCounty.Duringthemidpointofthe18thcentury,GreatBritainandFrancestruggledforcontrolofcolonialAmericaandtheOhioRiverValleyinparticular.BothsidessoughtthesupportofNativeAmericansinaconflictthatbecameknownastheFrenchandIndianWar(1754-1763).HampshireCounty,Virginia,whichhadjustformedin1754whenwarbrokeoutinAmerica,becameagatewayfortheEnglishforcesmovingwest.Simultaneously,theregionbecameabattle-ground,whenIndiansalliedwiththeFrenchconductedraidsonlocalsettlements.ColonelGeorgeWashington,CommanderofaVirginiaRegimentwhohadpreviousexperienceinHampshireCountyasalandsurveyor,wasgiventheresponsibilityofbuildingachainoffortstoprotectsettlers.Defensivemeasuresrequiredtimeandraidscouldnotbeprevented,somanyfarmersabandonedtheirdwell-ingsandmovedfromtheareainsearchofmorepeacefulsurroundings.TheendoffightingbroughtprosperitytothecountyandallowedfortheincorporationofRomneyin1762,thefirsttowninthestatetobesodesignated.

Theendofoneconflictsometimessowstheseedsforfuturewars.SuchwasthecasefollowingtheRevolutionaryWarwhenAmericansdisagreedoverthepracticeofslavery.Southernersarguedthatslaverywasaninstitutionpeculiartotheircultureandmustbemaintained.Astimepassed,disputesoverslaveryandotherissuesbrokeintoarmedconflictin1861.AspartofthestateofVirginia,HampshireCountyjoinedtheConfederacyduringtheCivilWar,adecisionsupportedbymostofitscitizens.CivilWareventscreatedaninterestingchapterinlocalhistory.

MaintainingoperationsoftheBaltimoreandOhioRailroadwasapriorityforFederaltroopsinthearea.BrigadierGeneralWilliamKelley,commanderofUniontroopsintheDistrictofGraftonwhichencompassedterri-toryfromCumberland,Maryland,toWheeling,WestVirginia,wasparticularlyconcernedwithConfederateraidsatNewCreek(Keyser)thatdisruptedBaltimoreandOhiorailshipmentsanddamagedbridges.MostoftheraidsoriginatedfromtheRomneyarea.TodisrupttheraidsandpushConfederatesoldiersfromRomney,GeneralKelleydecidedtoattackandoccupythetown.Thestrategyprovedtobesuccessful,andFederaltroopsoccupiedRomneyinOctober,1861,causingmanycitizenstoflee.LatereventssawtheconvergenceoffamousCivilWarpersonalitieswiththetownofRomney.

“IwasinterestedinCivilWarhistory,sothehouseappealedtome.Whenwepurchasedthehousein1981,alotofworkwasnecessary.Alltherepairswedidwereinkeepingwithhowitlookedoriginally;wedidn’twanttoalterit.Therewerelotsofphotographstoconsultandthathelpedusknowhowthehouselookedovertheyears;weonlyaddedabathroomandaporchintherear.”

Mr.Saville’sresidenceisnotopentothepublicbutcanbeobservedfromalongMainStreet.AcrossthestreetfromLibertyHallisanotherprivateresidenceassociatedwiththeCivilWarknownasBoxwood.ItwasatBoxwoodthathospitalfacilitieswereestablishedduringthewarand,accordingtolocallore(thathasneverbeenauthenticatedbyhistoricalresearch),thesiteofceremoniesmarkingthechangingofmilitarycontrolinthetown.ThiswassignificantbecauseaccordingtoinformationrecordedintheprefacetoThe Devastating Hand of War, Romney West Virginia in the Civil WarbyRichardSauers,thegenerallyacceptednumberoftimesthetownchangedhands,56,isunderesti-mated.Sauer’sbelievestheactualnumberoftimes

ConfederateandUniontroopsexchangedcontrolofthetownisatleast60;however,thenumberoftimesRomneywasactuallyoccupiedforanextendedperiodoftimebytheopposingsideswaslessthan10.

AnotherwrittensourceofinformationontheCivilWarinHampshireCountywaspublishedin1994.Hanging Rock rebel: Lt. John Blue’s War in the West and Shenandoah ValleybyDanOateswasbasedonnewspaperarticleswrittenintheHampshireReviewbyLt.JohnBlue.ThearticlessummarizedtheexploitsofLt.Blue,includinghisdaringescapeasaprisonerofwarfromahouseonMainStreetinRomney.TheJohnBlueBridgethatspanstheSouthBranchnearRomneyisnamedinhonorofthesoldier.

DuringtheCivilWar,theRomneyClassicalInstitute,nowpartoftheWestVirginiaSchoolfortheDeafandBlind,wasaschoolunderthedirectionofaPresbyterianministerwhomanagedtosuccessfullyprotectthebuilding.Onlythecentersectionofthestructurewaspresentin1861;bothwingswereaddedinthe1870s.Today,thecampusencompasses17buildingsand70acresofprop-erty,180fulltimestudents,andoutreachprogramsforthedeafandblindthroughoutthestateofWestVirginia.

FORT PEARSALL 1754

“Fort Pearsall was on or in view of this site.”Job Pearsall built a fort as protection against the indians in 1754 on Lot 16 granted by Fairfax in

1749 containing 323 acres, including part of Indian Mound Cemetary.

On May 14, 1756 Gen. Washington assigned 45 men and 5 officers, and later 94 soldiers to defend Pearsall’s fort during the French and

Indian War.

referredtoastheHistoryHouse,isopenforadonationanddisplaysCivilWarartifactsfromRomneyresidents.AnotherdisplayofhistoricalartifactsandchangingexhibitsmaybefoundatTaggartHallCivilWarMuseumwhichalsoservesastheHampshireCountyChamberofCommerceandHampshireCountyDevelopmentAuthority.

Romneyishometowhatisreportedtobethefirstmemorialdedicated(1867)tomenwhodiedfortheSouth-erncause.Thereare125namesofHampshireCountycitizensengravedonthemonumentwhodiedduringtheconflict.Nearbyare16individualgravesmarkedas“unknown”butarebelievedtobegravesofConfederatesoldiers.TheConfederatemonumentislocatedinIndianMoundCemetery.

AnothermorerecentbuildingthathassignificancetoRomneyistheBottlingWorks.OriginallybuiltasaCocaColabottlingfacility,thebuildingwasacquiredthroughtheLoyFoundationin1998andconvertedtoamultipurposeculturaleventsvenue.TheBottlingWorkshostsmusicians,weddingreceptions,privatecelebrations,retirementparties,andawidearrayofcommunityevents.AlsoresidingintheBottlingWorksistheHampshireConventionand

VisitorsBureauthatprovidesupdateinformationonlocalhappenings.

WhileHampshireCountyandRomneyarewellknownforhistoricalevents,visitorswillfindavarietyofshopping,dining,andlodgingservicestomeettheirneeds.VisitorswillfindthatHampshireCountyresidentsaremindfuloftheir19thcenturyheritage,yetreadytomakevisitorsfeelwelcomeinthe21stcentury.

All are welcome; bring your instrument and chair and join in! Every Friday and Monday evening in fair weather there’s toe tappin’, strumin’ and pickin’ and some good

old time fun right on Main Street. Musicians gather in front of Potomac Music, next to Sheetz Convenience Store.
