Sub: Revised Minimum Rates of Wage in the employment of theHosiery Industry in West Bengal effective from 1st July, 2016,

revision of Making Rates effective 1st July, 2016and Knitting charges.

Dear Sir,

This is to inform you that a tripartite level meeting was convened by theHon'ble Minister-in-Charge, Labour Department, Government of West Bengalon 22nd July, 2016 to discuss the effective wage rates and related issues likepending DAs. The decisions and directives of the Hon'ble Minster are asfollowing:

1. Making Charges :

Following the submissions of the Association and the Trade Unions, ithas been directed by the Hon'ble Minister to implement a new rate with aspecific increase of Rs. 650.00 w.e.f. r= July, 2016 over the last increase in2015. Therefore, subsequent to the Association's circular no. AR/WBHA-12/2016 dated 30th June, 2016 regarding the Making rates,the undernoted revision has been made to cover the direction given bythe Hon'ble Labour Minister, Government of West Bengal.

It may also be noted that as per the directives. the revised makingrates are applicable for all goods lifted on and from the 1st July. 2016instead of 4th July. 2016.

Please note that Rs. 0.50 is payable for Press wherever applicable.

2. Preparation of Study Report :

Besides, as per the advice of the Hon'ble Minister-in-Charge, LabourDepartment, Government of West Bengal, a Delegation comprising the officialsof the Labour Department, Government of West Bengal and representatives ofthe Association and the Trade Unions will visit Tirupur shortly to studyvarious Laws and norms practiced in the hosiery industry at Tirupur. It is alsodecided that after the visit and on the basis of the Study Report, a meeting willbe convened by the Labour Department to discuss the norms, including fordistricts, for arriving at the final decision.

3. Knitting Charges :

In the context, our sister Association - Bengal Hosiery Manufacturer'sAssociation has been advocating to increase the Knitting charges consideringthe increased DA and specially taking into account the cost of needles andother inputs. The industry is of the view to enhance the rate with properjustification. In the Executive Meeting of the Association held on19thJuly, 2016, it was discussed and by taking into account all the industryaspects, it has been decided unanimously to increase the Knitting charges byRe. 1/- per Kg. for large diameters and by Rs. 2/- per kg for small diametermachines (8" to 12").

4. Minimum Wages Rate :

Further to the Association's circular no. AR/WBHA-13/ 2016 dated12th February, 2016, as per the State Government's direction, the revisedMinimum Rates of Wages in the employment of the Hosiery Industry inthe State of West Bengal at Zone-A area effective from 1st July, 2016 isgiven below :
