WWTP Augsburg - Legal Structure
Stadtentwässerung Augsburg
legal form "EIGENBETRIEB"
- 100 % municipally owned (no private shareholder or investor)
- separate budget (independent from the city household)
- revenues result from wastewater fees (paid by every system user)
- all expenses are paid evenly from these fees (no profit or loss is allowed)
WWTP Augsburg - Fees and Finances Structure 1
household budgeting ~ 3 years in advance
calculation of fees incl. risk factor
observation of cost development in 3 years
bylaw allows no profits or losses
new calculation with lower/equal/higher fees
control by comparison (benchmarking)
Fee Evaluation Circle:
WWTP Augsburg - Fees and Finances Structure 2
Property owners pay for introduced
precipitation water into the combined
sewer system 0,71 € per square meter
of sealed ground annually
Actual Fee Situation:
Inhabitants and industry pay for
consumed fresh water 1,41 € per
cubic meter (plus ~ 2 € fresh water fees)
WWTP Augsburg - Discharge Situation
Indirect Dischargers
= Households and Industry Connected to our Sewer network
Own pretreatment mandatory if our bylaw values are exceeded:
(<35°C, pH 6-11, low solids, no dilution, no blocking/poison/explosive/smelly/
aggressive/infectuous/radioactive, e.g. no waste, manure, mineral oil, leachate,
slaughterhouse, salts, acids-bases, heavy metals, colorants, coolants, ....)
Supervision by us (and of us by the water authorities)
Direct Dischargers
= Mainly Large Industry (not in Augsburg)
Independent WWTP with discharge directly into waters
Own operational rights and direct supervision by water authorities
WWTP Augsburg - Catchment Area
- 640 km of sewer network
- combined sewer system
- mainly free flow S->N
- maximum flow time 6 h

WWTP Augsburg - History
- initiation of the contemporary sewer network 1910
- WWTP initiation 1957, since then continuous growth and improvement
- biological treatment stage, nutrient removal, sludge fermentation, ...
- today fourth largest WWTP in Bavaria (after Munich 1/2 and Nuremberg)
- ISO 9001 (quality), ISO 14001 (environment) and ISO 18001 (safety) certified
History:
WWTP Augsburg - Dimensions
- 50 Mio. m³ treated waste water per year
- average annual load 600.000 people equivalent
- 50 % inhabitants, 50 % industry and commerce
- ¼ of the carbon load results from a paper mill
- 30.000 t annual waste sludge production with 32 % SS (-> incineration)
- 600 t rakings and 100 t grit chamber residues per year

WWTP Augsburg - Energy Supply 1
- WWTP are among the biggest single power consumers in a municipality
- up to 2/3 of the energy is used for sludge aerartion
- annual electricity consumption 15 GWh (<=> 4.000 average households)
- more than 100 % electricity and 100 % heat self-sufficient
- sources: 97% sludge+cosubstrate biogas, 2% hydropower, 1% photovoltaic
- nationwide objective 22 kWh/(inh.*a) already fulfilled
