Dear Leaders and members of District 46,
Seventy years ago in 1934, the first annual business meeting for the 28 clubs then in existence was held in San Diego, California. The world was in the midst of the Great Depression when money was scarce and unemployment was extensive. The fact that our organization took root in such difficult beginning is a sign of the value it had to offer. Indeed that value is reaffirmed twice a year in the annual district conferences held in about 100 countries around the world.
When Dr. Ralph C. Smedley was asked why he started the Toastmasters organization, he replied, “Men (and women) in the community where I lived needed to learn how to talk, how to conduct meetings, how to plan programs, how to work on committees.” That vision is just as true today as it was a century ago – if not more so, considering the complexity and interrelatedness of modern society.
It takes an incredible amount of time and planning to put on the district conference. Leaders like you make not only the organization successful, you also can be counted on to ensure the highest level of excellence in your district conference. Dear fellow District 46 Toastmasters, friends, and guests:
Welcome to the Spring Conference 2014, the biggest annual event for District 46 in Metropolitan New York! Today at the Doubletree by Hilton Hotel Tarrytown, it is my pleasure to meet each one of you personally!
I am very proud of our District’s history and activities. As a District Governor this year, I am grateful to work and learn with you, and share great moments of the 89 years of Toastmasters International history together. Without your tremen-dous support, belief, and enthusiasm, we could not have made continuous success.
“Portraits of Success” is our theme in this conference, where we discuss and celebrate the ingredients of success in life. I believe that there are some common characteristics of achieving success, i.e. many trials and many failures behind the scenes, keeping consistent hard work until success is reached.
We are very excited about inviting our keynote speaker, Mark Brown, who was the World Champion of Public Speaking in 1995. To this day, Mark has been the first and only world champion from our District 46! Many of you have expressed the desire to bring him home to New York, so he is back today for us.
Our Conference schedule today is fully packed with an exciting program, including various workshops, Parade of Ban-ners, Hall of Fame, Business Meeting with the election for the 2014-2015 District Leaders, Evaluation and International Speech Contests, and Fun Night. The International Speech Contest winner will go to Kuala Lumpur, Malaysia, to com-pete on the big international stage on August 21st to 23rd, 2014. Please join the International Toastmasters Conference to support our district champion in Malaysia!
Special thanks to our Spring Conference Chair, Mark Baker, and all the Committee Chairs and volunteers who have been preparing day and night and are running the Conference tirelessly today. Our LGET, Neerja Purang, has also worked and supported the efforts of the entire conference team.
I would like to take this opportunity to thank Tony Figueroa, Toastmasters International Region 9 Advisor from our Dis-trict, for his strong guidance. The strong and consistent care by our Past District Governors including Tony made us grow as younger Toastmasters.

Welcome to the District 46 2014 Spring Conference! Today’s theme is “Portraits of Success.” Mark Brown, keynote speaker for this conference, is a “Portrait of Success” himself, the 1995 World Champion of Public Speaking. He will give us tips, tools, and techniques for achieving success … in speaking and beyond. Mark represented District 46 in the 1995 World Championship, defeating along the way more than 20,000 other contestants from 14 countries in a grueling six-month long competition sponsored by Toastmasters International.
Later in the General Session in “Your Life, Your Story, Your Message”, Mark will discuss the value of sharing your personal story. Attendees will discover the treasure that exists in their own experiences, learn techniques for using them effectively, and find out how to overcome the obstacles and barriers that prevent us from using our stories as powerful resources. I encourage you to learn from our esteemed guest and keynote speaker, Mark Brown.
Our members are important and each of you represents our District family. We all started with a goal to better ourselves as communicators and leaders. Your presence at this conference today represents your success, your passion to grow and learn, and your dedication to the Toastmasters program. Today’s conference is a true reflection of the strength of our leaders – our Conference Chair Mark Baker, and our hard working committee chairs and volunteers who have spent countless hours to make this day a fun-filled and educational day for you. Welcome to the District 46 2014 Spring Conference! Our theme this spring is “Portraits of Success.” As you peer through this journal at portraits of our leaders and confer-ence presenters, both past and present, I want you to imagine your PORTRAIT, here, as one of our portraits of suc-cess – you will be the next one!
We have an exciting lineup of events and teaching moments to help you become a future portrait of success (or lead-er). General Session and Keynote speaker Mark Brown, 1995 World Champion of Public Speaking, is a renowned and award winning speaker from our own District and will bring us dynamic messages on the value of sharing your personal story, defining success, and how to achieve it. We have six workshop presenters who will bring you motivational and in-spiring methodologies of communication, leadership, personal growth and skill development. Experience the fun, excite-ment, and pride of the Parade of Banners. It’s an excellent time to let others know about your club. The infamous “Hall of Fame” is where you will see hard work and dedication rewarded. And there is more: You will see the best of District 46 compete in the Evaluation and International Speech contests. Take it all in. Enjoy yourself at the 2014 Spring Confer-ence.
I want to thank the conference committee chairs and their teams for their hard work and dedication. A special thank you to Raoul Yacinthe, 2013 Fall Conference Chair, who was extremely helpful and available for questions, always with a smile. The conference would not be possible without everyone’s input and the leadership of our Top Three: Kazuo Nogu-chi, Neerja Purang and Jennifer Chan.
After my first District Conference my Toastmaster journey really took off. I listened to the speakers and talked with my fellow Toastmasters. I learned that I must take control of my own development and be dedicated to change. I became more engaged at all levels in the District. Over time I began to gain more and more confidence. I still have a long way to go, so I will be participating today with both an open mind and open ears.
If you are a veteran conference attendee, don’t forget to reach out to our “first timers.” Make them feel welcome and share your knowledge. If you are a first timer, make sure to engage all attendees, it will enrich your conference experi-ence. BIONationally acclaimed speaker Mark Brown is the 1995 World Champion of Public Speaking. He defeated more than 20,000 other contestants from 14 countries, in a grueling six-month long competition sponsored by Toast-masters International, the largest public speaking organization in the world. He has dedicated his career to de-livering uplifting messages to people all over the world. With his “tell it like it is” approach, he challenges some of the most serious issues facing schools today. He uses a unique combination of humor and poignancy to reach the most diverse audiences, and he is committed to continually inspiring people from all walks of life.
Originally from Kingston, Jamaica, Brown immigrated to the United States at 18 – with $40 in his pocket and a dream of a better life. He never imagined he’d devote his life to helping others. He spent 15 years working in the banking and direct marketing industries as a computer analyst before choosing to develop his public speak-ing skills. After recovering from a life-threatening illness in the summer of 1993, he made a commitment to ex-cel as a communicator. His commitment earned him a 1995 Harlem YMCA Black Achievers In Industry Award. His efforts were further rewarded when he became Toastmasters International’s 1995 World Champion of Public Speaking.
Mr. Brown, who is a member of the National Speakers Association, is also the recipient of a 1996 Music Ser-vice Award from the National Association of Negro Musicians. He has been the subject of articles in several publications, including the San Diego Union-Tribune and the New York Times. He has also been featured in print and broadcast media in Hong Kong, the Middle East, the United States, Canada and the Caribbean. In 1999, The National Academy of Television Arts and Sciences nominated his presentation in the Maine PBS television special “Words Count with Mark Brown” for an Emmy Award for Outstanding Educational/Instructional Program.
Mr. Brown makes over 200 presentations each year at conferences, school assemblies, symposiums, conventions and corporate meetings, and he is in high demand by adult and youth audiences throughout North America.
Mark Brown’s purpose is threefold: to touch your head and make you think, to touch your heart and make you feel, to touch your hands and make you act.

Marcia BerryBeyond Vocal VarietyWhat your voice reveals your inner self (and how to make sure it’s saying great things)
We already know our voices can reveal whether we are nervous or confident. further-more, as Toastmasters, we learn techniques to lend interest to our speeches through the use of vocal variety.
But did you know that in the space of a few sentences, a skilled listener can determine not only how experienced a speaker you are, or how nervous you feel, but also much about your personality: Are you dominant and extroverted, or are you passive and introverted? do you lead a stressful life? Are you often angry and impatient, or are you more laid back? do you have hidden insecurities? Your voice even reveals the state of your health--such as whether you suffer from frequent infections or chronic disease. A trained listener can determine all this and more almost from the moment you begin to speak.
Come learn how to uncover the personalities behind the voices you hear, discover the characteristics of a healthy voice, find out what your voice tells others about you, and see how you can correct any underlying physical causes of vocal weakness.

Audience members will receive specific, tangible techniques to being fulfilled at work. The average person has SnS (Sunday night Syndrome), which is an awful, painful, feel-ing of dread about the approaching Monday. The techniques in this speech will help the audience to mitigate SnS and to understand the link between purpose and fulfillment.

In this workshop, you will learn how to achieve the esteemed distinguished Toastmaster (dTM) award in three years. raisa will share with you the strategies and planning steps to achieve this admired recognition in Toastmasters International. You will learn how to combine educational and leadership skills that you gained in Toastmasters for your per-sonal growth.
The Three Takeaways that you will take home after this workshop will be:

The original WIndMIllS training program was developed to raise our awareness of the limitations we impose on the employment of people with disabilities because of our lack of knowledge and our acceptance of myths.
We chose the title WIndMIllS to reflect the literary concept from “don Quixote.” our goal was to slay the dragons of misunderstanding created by fear, myths, biases, and stereotypes.
The two modules selected from WIndMIllS will be eMPAThY and ASK IT BASKeT.eMPAThY is a warm-up exercise, which gives participants a better understanding of their feelings in a “first encounter” with a person with a disability.
In the ASK IT BASKeT module, the participants will learn how unanswered questions prevent persons with disabilities from becoming employed or advancing beyond entry-level jobs.

toastmasters international is an organization dedicated
to improving people’s communica-tion and leadership skills in a mutually supportive and positive learning environment. From the basement of a yMCa in 1924 in Santa ana, California, toast-masters, now in 116 countries,creates the leaders the world and business needs. toastmasters international established District 46 on July 1, 1955, to support the 21 toastmasters clubs and 454 members in metro-politan New york and northern New Jersey.By June 2008, District 46 grew more than twelve-fold to 260 clubs. this aggressive growth necessitated splitting the district into two. the 128 clubs meeting east of the hudson river organized into a new District 46 effective July 1, 2008, and the clubs west of the hudson river became District 83.a succession of dedicated volunteer District Gov-ernors and their teams guided District 46’s rapid growth. JUDGING CRITERIA
analytical Quality refers to the effectiveness of the evaluation. every evaluation should carefully analyze the strengths and weaknesses of the speaker’s presentation. Were the evaluator’s comments clear and logical? Did the evaluator identify specific strengths and weaknesses of the presentation?
recommendations are an important part of an evaluation. an evaluator not only points out the strengths and weaknesses of a speech, he/she also offers specific recommendations for improvement.
recommendations should be practical, helpful and positive, and they should enable the speaker to improve his or her next presentation. technique refers to the manner in which the evaluator presents his/her comments and recommendations. an evaluator should besensitive to the feelings and needs of the speaker, yet inspire and encourage the speaker in his/her future speaking efforts.
Summation is how the evaluator concludes the evaluation. the conclusion should briefly summarize the evaluator’s comments and suggestions, and be positive and encouraging.

JUDGING CRITERIA Speech development is the way the speaker puts ideas together so the audience can understand them. the speech is structured around a purpose, and this structure must include an opening, body and conclusion. a good speech immediately engages the audience’s attention and then moves forward toward a significant conclusion.
this development of the speech structure is supported by relevant examples and illustrations, facts and figures, delivered with such smoothness that they blend into the framework of the speech to present the audience with a unified whole.
effectiveness is measured in part by the audience’s reception of the speech, but a large part is your subjective judgment of how the speech came across. you should ask yourself such questions as “Was i able to determine the speaker’s purpose?” “Did the speech relate directly to that purpose?” “Was the audience’s interest held by the speaker?” “Was this speech subject appropriate for this particular audience?”
Speech value justifies the act of speaking. the speaker has a respon-sibility to say something meaningful and original to the audience. the listeners should feel the speaker has made a contribution to their thinking. the ideas should be important ones, although this does not preclude a humorous presentation of them.
physical presentation of a speech carries part of the responsibility for effective communication. the speaker’s appearance should reinforce the speech, whether profound, sad, humorous or instructional.
Body language should support points through gestures, expressions and body positioning. the speaker makes effective use of and stays within the designated speaking area.
Voice is the sound that carries the message. it should be flexible, moving from one pitch level to another for emphasis, and should have a variety of rate and volume. a good voice can be clearly heard and the words easily understood.
Manner is the indirect revelation of the speaker’s real self as the speech is delivered. the speaker should speak with enthusiasm and assurance, showing interest in the audience and confidence in their reactions.
appropriateness of language refers to the choice of words that relate to the speech purpose and to the particular audience hearing the speech. language should promote clear understanding of thoughts and should fit the occasion precisely.
Correctness of language ensures that attention will be directed toward what the speaker says, not how it is said. proper use of grammar and correct pronunciation will show that the speaker is the master of the words being used.

District 46 Historyin preparation for the Fall 2013 District Confer-ence many people volunteered to take on roles to ensure that the event was successful, entertain-ing and educational. at the behest of the Con-
ference Chair, raoul yacinthe, committee chairs and co-chairs used this opportunity to earn their high performance leadership awards. hunters point toastmasters club fielded six hpls. imelda Guevara-araja led her club and area to District 46 history with the largest number of hpls in one season.
#1 in the Worldevery year toastmaster clubs complete the Club Success plan. the goal is to make the club a rewarding and enjoyable experience for its mem-bers. every club has a goal of becoming a ‘per-fect 10’ club, which is obtaining all 10 toastmas-ter international goals. World Financial Center toastmasters put themselves in the history book this year. the club achieved its goal on Decem-ber 3, 2013. What an amazing accomplishment! there are more than 14,350 clubs in the world
and World Financial toastmasters was the first in the world to achieve a ‘perfect 10’. World Finan-cial Center toastmasters is a great club because of the teamwork and dedication of all of the club officers and members. it is no accident that great leaders like Marty Feinberg and lisa Qu have gone on to serve the District. Jin liang and his team of officers are committed to serving the members and continuing the tradition of excel-lence and they deserve all the credit and should take pride in this incredible accomplishment.
