The Youth Standing Committee’s mission is to coordinate, disseminate and ensure quality services to Utah’s youth.

Coordinate state-level activities for disadvantaged youth.

Establish youth employment and training policy.

Give input to the WIOA Strategic Plan.

Provide statewide oversight of service delivery.

Complete assignments from the Youth Standing Committee Chair.

Connect with the Youth Standing Committee and Service Area Youth Advisory Committee:

◦ Decisions about youth services are made locally, forwarded to the Youth Standing Committee and then sent to the State Council.

◦ Provider extension recommendations follow this process based on results of annual provider monitoring.

◦ Best practices are shared for continuous improvement.

Prepare for, attend and actively participate.

◦ If you can’t attend, send someone in your place.

Get to know your peers: you have a role in shaping public policy regarding WIOA youth.

Research issues and help the council come to reasonable recommendations based on facts.

Members of the Standing Youth Committee are nonvoting members of the State Workforce Investment Board (SWIB) unless the SYC member is also a member of the SWIB.

SYC members are invited and encouraged to attend SWIB meetings.

Coordinate local youth activities.

Create local pathways for Transition to Adult Living (TAL).

Assist the Department of Workforce Services with selecting youth providers.

Provide oversight to the WIOA youth provider.◦ Fiscal

Oversee service area leadership development projects.

Approve statewide youth incentive policy.

Coordinate with other community resources.

Funds are allocated annually.

At least 75% percent of expenditures must be spent on out of school youth.

◦ Eligible out of school youth are school dropouts or youth who have received a high school diploma or equivalent and are basic skills deficient or and English Language Learner. Youth enrolled in Alternative Education type settings are also out of school youth.

Out-of-school youth (and those most at risk of dropping out) are an important part of the new workforce “supply pipeline” needed by businesses to fill job vacancies in the knowledge economy.

WIOA-funded youth programs will provide leadership by serving as a catalyst to connect these youth with quality secondary and postsecondary educational opportunities and high-growth employment opportunities.

The required service elements must be available to all WIOA youth participants. Elements are grouped in three categories:

Performance outcomes are re-determined each year for Utah based on DOL’s recommendations
