A Short Review of DFO Vehicle Utilization

In the past DFO… Created a minimum standard of 625/month

(minimum per month to reach 90,000 miles/12 years)

Created “low use” mileage categories (summer use, winter use, campus use, etc.)

Our target was “low use” vehicles not designated as operating in a low use or seasonal environment.

A Short Review of DFO Vehicle Utilization Was this approach effective at reducing vehicles? No

Very few “underutilized” vehicles were turned in by agencies even when… In FY09, 468 vehicles not marked as low use didn’t

meet the minimum 625 mileage standard (100 vehicles averaged less than 350 miles per month).

A New “Utilization” or “Rightsizing” Model

All vehicles in the fleet are placed in a specific use category and will have an associated minimum mileage standard.

Five “High Level” use categories and the minimum mileage standards

Emergency (Units Designated for Enforcing Public Safety)5 miles/month

Maintenance (Vehicle Used to Maintain Facilities)34 miles/month

People Transport (Primarily Transports People)45 miles/month

Supply Transport (Primarily Transports Items Other Than People)

15 miles/month Training (Units are used for Educational Purposes)

What is your role in vehicle utilization? Finalizing the categorization of all vehicles in your fleet Provide mileage updates in FleetFocus for vehicles

that don’t generally refuel for three consecutive months

Review mileage data monthly to help identify vehicles that are fueling with the wrong card or through a bulk fuel card/pin

Vehicle by vehicle review (by Angie Watson) to assist you in determining which vehicles are good candidates for turn in or to pool within your agency

5 years of “Capital Credit” Holds your vehicle slot Allows you to retain the

financial contribution already made towards the replacement vehicle

What are we hoping to accomplish? Eliminate vehicles in the fleet that do not

meet the minimum standard (unless the vehicle has a unique function) “Right size” the state fleet Eliminate a “one size fits all” approach
