Noted there is no immediate plan to change the format but this continues to be reviewed by theBoard and is on agenda for next meeting

Noted that AllinFlex is not renewing their sponsorship for Amateur Series this coming season. Avote of thanks to them for this popular series. Delegates invited to think of a replacement as thisseries will require a new supporter to continue.
c) ESNZ WEBSITE
Progress noted but there is still a lot of work to be done. That Dressage is doing well in theviewing stats is encouraging.
d) CONTRACTS & APPOINTMENTS
NCH Event ManagerNoted discussions with a candidate for the NCH manager role are progressing favourably.
NI Young Rider Convenor & TID CampLeanne Stokes from the Waikato has been appointed. Camp scheduled for 28-30 Sept 2018 (not 22/23 asper agenda)
e) HOY 2019 & MUSICAL FREESTYLE LEADERBOARDS
The HOY Dressage section will introduce separate Level 6 & 7 Titles in 2019. Suggested schedule:Level 6: Warm up 6B, Title PSG & Level 6 FreestyleLevel 7: Warm up 7A, Title Int I and Level 7 Freestyle or FEI Int I Freestyle
Betty Brown suggested using FEI Young Rider Freestyle for level 6. SM noted needs to be same forNationals and HoY. Extra level title class at HOY may mean no prize money for all warm up classes. SM indiscussion with HOY. Over $20,000 to lay surface at HoY. As of 1 Aug ESNZ is implementing a tiered system for all OC’s offering events using ESNZ rules. TheDressage Board to discuss further how this will relate to dressage competition. ESNZ OC’s noteperceive “unlevel playing field” re cost of event delivery by unaffiliated clubs using ESNZ IP
AGENDA ITEM 6: CALENDAR
The SM noted an extra date available for a Premium League Show and should be in northern region tobenefit northern based riders. Ideally this should be able to host Zilco and Super 5 Leagues. Debra Cowenasked if could just run Super 5 League on one day. Noted sponsors have an agreed level of advertising /servicing at a PL show. Areas invited to comeback with proposalsSubcommittee to discuss where and when NI Champs be held each year, perhaps rotating once every 7 yrs.Report back April 2019.SI Champs. Jude Nickolls noted a proposal to possibly hold in December 2019 was not acceptable.Southland to host first weekend Feb 2020. Suggestion that nationals be one week later to give SI ridersmore time to travel from Southland to Taupo

Celine Filbee gave an overview of requirements and reporting for national series noting the Area Groupsobligations to sponsors. There is an agreement that their business or products will be promoted and Areagroups need to uphold this agreement. Important to keep sponsors pleased with their promotions via theseries.Noted that announcer notes are not always used, and she will spend more time supporting areas with
series promotion. Can burn announcer notes to CD’s and send out to OC's. Delegates supported this Willbe in with OC's contact before regional shows. All information will be uploaded into Area Dropbox.Delegates to share this information with their own OC and/or event secretary. Delegates can contactCeline via email in order she can share dropbox with areas/event manager. Suggested topic for roadshow– how to use dropbox.Banners and pull up banners. AGENDA ITEM 8: HEALTH & SAFETYThe SM advised she is aware that not all areas and OC’s are reporting incidentsAreas advised to refer to the Official Word Newsletter attached for updates on Concussion & Serious InjuryBlue Cards. Concussion Cards were distributed to delegates for area officials. Any Incidents need to bereported on the ESNZ Google incident form in order the SM can start to see trends and take action.Monitoring small trends can stop a major incident. Immediate reporting desirable in order to reportaccurately – photos can be helpful. Incident forms can put on back of judge's board to be filled outimmediately then uploaded from there. Area Groups need to retain a copy for their own filesForms can be filled in manually and sent to the H & S Officer but not the preferred option. Celine is nowthe go to H & S person. H & S a good roadshow topic.

Noted in brief an Official Warning is given for less serious issues by judges, stewards, TD's (asteward is most appropriate). Three key steps are involved
Step 1 – The FilterStep 2 – The Process – “Am I unbiased” - Make a Record – Give person opportunity to be heard –make a decision and do more investigation – go online to website and follow procedure to notifyESNZStep 3 – Notification to person involved
When submitted to ESNZ a copy is sent via email back to the person who submitted the warningcard form to ESNZ
Protest: Noted that a protest involves “in competition misconducts” (during actual competition)Only Member can protest
Complaint: A complaint is more formal / serious incidents and goes to ESNZ for possibledisciplinary action
AGENDA ITEM 10: TEST REVIEW
The Judges sub-committee has recommended the adoption of the USDF tests v 2018 subject toviewing the final version and with Dressage NZ approval.
Data outlining the income derived from the sale of test sheets and books showed net income overfive years of $75,407 (ave pa $14,749) This equated to approx $11 per registered horse per year.No detail around possible license agreements is yet known.
Data showing the % of riders and tests ridden in each level showed that 85% of registered horsescompete at level 4 and below
A copy of the most recent JSC report on the adoption of the US tests was noted. The main point isthat until NZ can view the tests no decisions can be made
Some concern was expressed by delegates and observers about making the sport “too hard” for alarger number of riders if flying changes are introduced in level 4.
It was agreed that when the tests are available a stakeholders group be formed comprisingcoaches, judges, riders, pony club, riding clubs and Eventing NZ.

The Chair advised the meeting that the culture & values workshop planned would not proceedowing to time factor and that delegates had worked really hard over the previous sessions andperhaps best value would not be gained by the session

RATIONALE:A number of riders are currently using flexible rubber bits. They are permitted in ESNZ eventing andFEI dressage. On the face of it they appear to be a very kind bit, and I cannot see how it could causeharm to the horse. I see no reason why they should not be permitted to be used.

TOPIC 3: RIDER CATEGORIES Rule 462.5

Article 462:Proposal: To exclude pony riders under the age of 16 (as determined under Art 462.3.5) from the ridercategory system.
PROPOSED AMENDMENTOn turning 17 and on commencement of the new “season” the young rider shall start at Category 2(C2) if they have competed at Level 3 and above on ponies.
RATIONALE1: Ponies riders currently train and compete ponies up to level 4 some carry on to level 5. At the endof this time they are then transitioned to the young rider system. Many then have to begin to trainyoung hacks through the system again. Unfortunately they are then categorized as c4/5 level riderwhich is not considered part of the amateur system. In this process they make the transition from ponyto hack and are also pushed to compete against the highest level of riders.
2: To encourage riders who are transitioning from the pony system to young riders without fear offailure when competing against seasoned competitors.
3: To encourage pony riders to trial new grades without fear of being punished when moving ontohacks.

Current RuleAdvanced Grade: Horses may compete in any levels they are eligible for within Advanced Level at anyevent with the exception of Regional, Island or National Events where the schedule specifies thathorses/ponies are restricted to levels as advertised in the schedule as follows (this includes allFreestyle points):3.1 Level 6 - Not more than 60 points in Level 7 or above;3.2 Level 7 - Not more than 60 points in Level 8 or above;3.3 Level 8 - Not more than 60 points in Level 93.4 These restrictions will not apply if a horse is competed by another rider of Category C7 or
below.
PROPOSED AMENDMENTDelete any restrictions on levels that Advanced Grade horses may compete at
RATIONALE:With new tests coming into force next season, we would like to see the current rule not continue forhorses level PSG and above. Internationally FEI horses can move up or down as they see fit for thewelfare of the horse.

Current Rule463.2 A horse or pony may be downgraded to the highest level at which the applicant rider hascompeted but not lower than Level 2 unless the applicant rider is a CN rider in which case a horse orpony may be downgraded to Level 1.
PROPOSED AMENDMENT463.2 A horse or pony may be downgraded to the highest level rider category level at which theapplicant rider has competed but not lower than Level 2 unless the applicant rider is a CN rider inwhich case a horse or pony may be downgraded to Level 1.
RATIONALE:To bring in line with change to rider category now -15 pts in higher level. This allows riders who havehad one start in a higher level to still downgrade a horse to their rider category which was theintention of the change last year.

Current Rule:473.4.4.1 Arena FamiliarisationThe OC may permit riders to work, ride in or around the competition arena at such times and on suchterms as the OC sees fit. All riders in the same class must be given the same opportunity to work in oraround the arena.
473.5.5.1 Training & Working In AreasOC’s should, when possible include the area around the outside of the competition arenas in thepermitted training and working in areas to facilitate familiarisation of the arena surrounds, prior to thecommencement of the first scheduled competition at the event.

RATIONALE:To ensure that horses are clearly identifiable and under control.

ESNZ BY-LAW No.17: PARA 18 (a) RIDERS REPRESENTATIVES.a. North and South Island Riders’ Representatives will be elected annually by riders attending
the Riders’ Meetings held at the North and South Island Championships;b. The two Riders’ Representatives will hold a position on the Committee.c. The Riders Representative will organise and Chair the Riders’ Meeting at their respective
Island Championships.d. Any rider over 18 years who is a current financial full member of ESNZ may speak at the
Riders’ meetings.e. A parent or guardian may speak on behalf of a current financial full member of ESNZ under 18
years subject to the parent or guardian being a Full or Community Member of ESNZ.
PROPOSED AMENDMENTa North and South Island Riders’ Representatives will be elected annually by riders attending
the Riders’ Meetings held at the North and South Island Championships;
a North and South Island Riders’ Representatives will be elected annually by riders who arecurrent and full financial members of ESNZ and who have competed in one graded dressagestart between 1st of January and the 31st of December. In the absence of any electronic votingsoftware, riders can vote via email to the opposite island riders rep until such time as a suitableelectronic voting system becomes available. The votes shall be kept for one year and may besubject to audit by a person as nominated by DNZ board for transparency.
RATIONALE:To change the process of voting of Island Riders Representatives to be more inclusive of all IslandRiders. Island Champs are not a fair reflection of all riders based in an island due to location andcalibre of competition.
Only those attending are eligible to vote currently. Not all riders who attend the respective islandcompetitions attend the meetings either.We propose that all ESNZ financial members who have competed in graded dressage classes areeligible to vote. In the absence of a software program, we propose that riders can vote via email to theopposite island riders rep until such time as a suitable electronic voting system becomes available.
This will mean that all riders in an island can vote and be part of the process. It will also prevent anyuncomfortable situations when more than one rider is nominated causing a vote at the meetings,especially where location of the meeting could greatly influence votes towards one nominee inparticular.
We believe that this will be a more inclusive way for all riders who wish to vote, to do so.

Criteria for team selection-with boundaries changing in Auckland in particular, we have riders who are part ofAMDG but geographically they may be Waikato or Waitemata. We would like to suggest that riders be able tonominate the area they participate in and are members of that group to be eligible for area team selection.

TOPIC: MEMBERSHIP OF AREA DRESSAGE GROUPS
Dressage Bay of Plenty would like the Planning Forum to further consider making it compulsory fordressage competitors in NZ to become financial members of their local dressage clubs/groups.
It is increasingly more difficult to encourage riders to volunteer their time to help with running events,clinics, etc, to the point where some groups are now considering paying professional event managersto run their shows.
If riders are obligated to make a financial contribution to the activities of their local groups, the cost ofrunning events is at least somewhat alleviated.
It would also give DNZ an overall view of the membership in each area and the type of events they areparticipating in – once the ESNZ membership system is functioning as it is meant to, this will provide alot of valuable feedback.

Prizegiving guidelines-with the larger numbers of awards being given out these days, we would like to see if wecan come up with a better way to service our sponsors. Currently it is done at the end of a 2 or 3 day show. Manyriders have left as they have finished mid day and have hours to drive home. Not best service to the sponsors tohave only a few riders attend and it is not a good look really.

TOPIC: NON-COMPETING HORSESNon competing horses at local days. What is the areas responsibility in regards to this. We realise they should be“tagged”. Should they report to the office and pay a ground fee so we are covered if an incident occurs. We willbe saying no horses/ponies on grounds at our championship show. Does ESNZ have any guidelines for this withinsurance and health and safety these days.
Notes from Dressage NZ :1. The OC / stable manager and should give prior permission for any non -competing horse on the grounds2. Non competing horses should be under the control of a “person responsible” who is identifiable and must

1.15pm AGENDA ITEM 6: National Championships Update 2020
Date/Venue :The National Championships 2020 are scheduled for Taupo NEC 26 Feb - 1 March, with HOY beginningon Tues 10th March - Sun 15th March. Willinga Park (AUS) has just advised they intend to run back toback CDI 4* events with the second week being the NCH scheduled dates, and possibly an FEI RegionalForum, to be held during the week of 24th February. This will potentially have a negative impact onthe NCH and further options are being explored. This will be discussed at the 29th March Board and anupdate presented to the meeting
Schedule:It was suggested at the NI riders meeting that NCH should be reduced to three days. This will beachievable by the use of up to 10 outdoor arenas at the NEC, noting that up to five will most likely beon grass for the lower grades and using the Cambridge Sand arena and some grass areas for warm up.
Management: An Event Manager is still to be secured for 2020. Could all areas please consider if there is a task or tasks that their area, or an individual in their
area, could undertake reporting to the event manager / co-ordinator to assist this event. Achange of location will require a new set of volunteers for a number of tasks.eg: to name a few
i. Writer co-ordinator and writers / judges boards
ii. Runners / arena gate stewards

The title of the Board Member (previously Training & Development) has been amended toPerformance & Development , and the Position Description for this role has been updated. This reflectsthe role is applicable to horse/rider only and not intended to include officials training.
The Performance Committee Terms of Reference have also been amended with changes to thecomposition of the committee approved by the Board. These changes are currently in theimplementation stage and the committee will be updated further at the meeting.In brief, it is proposedto introduce a position on the committee for an advisory coach, and a rider representative (who musthave ridden at least Level 5 or above).

ESNZ General Regulations – Legal System
Summary of Changes
Complaints Procedure
1. In addition to protests Ground Jury and Appeal Committee can now determine, on the day,
complaints of misconduct occurring at an event. 2. Misconduct occurring at an Event (complaints) can only be dealt with by the Ground Jury
and Appeal Committee. This will limit what comes before the Judicial Committee which
previously dealt with the complaints. If the complaint is not raised on the day within the
time period it cannot be dealt with at all. 3. Complaints process simplified and streamlined to ensure efficiency and ease of use (e.g.
time limits). 4. Principles of natural justice (e.g. the right for all affected parties to be heard) inserted
throughout the process (except at the Complaints Review Officer level – see below). 5. ‘Complaints Review Officer’ position created. All Complaints not occurring on the day (i.e.
that could not have been dealt with by the Ground Jury) now go to the Complaints Review
Officer. The Complaints Review Officer operates as a “clearing house” and has powers to
dismiss a complaint that is frivolous, trivial, vexatious, or otherwise without merit. 6. The Complaints Review Officer may also issue a written caution in lieu of any other action. 7. More serious complaints would be referred by the CRO to the Judicial Committee.
Conflict of Interest
8. Amended Article 138 regarding conflicts of interest. Further work is necessary on each
discipline’s rules to remove the ability for non-judicial decisions of the Ground Jury (e.g. the
set up of the course in cross country) to be protested to the Ground Jury.
Protests
9. Largely unchanged, although some amendments have been made to simplify the process
and allow for the principles of natural justice.
Expansion of Ground Jury’s Powers
10. The Ground Jury now has wide jurisdiction to investigate and determine matters (including
issuing penalties) that are not the subject of a protest or a complaint. For example if the
Chief Steward observes misconduct by Rider B, he/she could in the past have issued an
Official Warning. Now he/she should bring this issue to the attention of the Ground Jury, and
the Ground Jury would have jurisdiction to investigate and determine the matter, so long as
the principles of natural justice are observed. If an official does not raise something with
the Ground Jury on the day and within the time period, it cannot be dealt with at all.
Appeal Committee
11. Largely unchanged – acts as a straight appeal body for decisions of the Ground Jury. Appeals
must be accompanied by a fee of $100 and be submitted within 60 minutes of the Ground
Jury’s decision.
Limited Appeal Rights from Appeal Committee to Judicial Committee
12. Parties may only seek a review of an Appeal Committee decision – they cannot appeal. The
review must be submitted within 10 working days and accompanied by $500. The Judicial
Committee only reviews the process or considers whether there is substantial new
evidence. A party cannot appeal if they simply don’t like the decision of the Appeal
Committee– there has to be a procedural flaw or a breach of natural justice.
Judicial Committee
13. The Judicial Committee’s jurisdiction is amended to the following matters:
a. A request for a review from the decision of an Appeal Committee;
b. A protest that has been determined by the Ground Jury can also be referred to the
Judicial Committee by the Ground Jury if the GJ consider there are wider
implications for the sport (unchanged);
c. A selection dispute as per the National Selection SR (unchanged);
d. A complaint referred by the Complaints Review Officer;
e. A matter referred by ESNZ (e.g. more than two official warnings in a 12 month
period); and
f. Any other matter as determined by the CEO of ESNZ (general catch all).
14. ESNZ to have the power to select the Judicial Committee each time from the ESNZ Board-
appointed Judicial Panel. This allows ESNZ to select the most suitable Committee for each
individual matter – “horses for courses”.
15. Judicial Committee process streamlined and simplified, as well as the addition of natural
justice principles.
Official Warnings
16. Only the Ground Jury, Appeal Committee, and Judicial Committee may issue Official
Warnings. The reason for this is two Official Warnings result in a two (which may change to
four) month ban which is a significant penalty. Therefore there should be some opportunity
for an affected party to appeal an Official Warning. In practice, an official who used to have
the power to issue an Official Warning would now report what he/she has seen to the
Ground Jury who would investigate as per paragraph 8 above.
17. There is no longer a separate Official Warning procedure so as to avoid confusion.

2A UNITARY STRUCTURE ESNZ has historically been structured as a unitary organisation controlled directly by its members through participation in Area discipline groups which are not separate legal entities but exist within ESNZ. Parts of the organisation have assumed rights and powers which have not been delegated to them by the ESNZ Board, the only part of the organisation fully accountable and with a full governance role.
2B VOTINGPOWER–MEMBERSAREOUROWNERS!
Voting power at the Area discipline group level has existed since ESNZ was established as the New Zealand Horse Society. With limited exceptions, universal voting by financial members of ESNZ is restricted to election of the President and Vice President. Voting on changes to the constitution is restricted to the ESNZ Board and delegates chosen by each Discipline.
3 PROPORTIONAL REPRESENTATION Voting by Area discipline groups may not fairly represent voting by individual members because the Area groups have remained largely unchanged in a geographic sense for over 50 years, yet the location of members has changed so that they are not evenly spread between Area groups. Area group member numbers range from 57 in Taihape to 1,437 in Greater Auckland. (See graph page 5). Plus, across the organisation there are at least 60 Area groups and 10 clubs. For such a small organisation, can we sustain this structure?
4 ESNZBOARDCOMPOSITIONANDTENUREThe four options proposed for the make-up of the ESNZ Board include various combinations of a skills-based and discipline-representative board. Leadership of the organisation is closely linked to its future sustainability but also needs to represent you – its members.
5 ROLE OF PRESIDENT AND PATRONDoes ESNZ need a President? And if so, how should the President be appointed and what does the President do? We are asking the same questions about the role of an ESNZ Patron or Patrons.
6 DISPUTES PROCEDUREESNZ is reviewing its Disputes Procedure alongside the Constitution Review; members’ views are being sought on this via a separate consultation process.

WHAT ARE WE DOING?We’re reviewing ESNZ’s constitution. It sets out the principles, objects and rules that guide how ESNZ works. The constitution includes what the branches and committees of the ESNZ are, what powers they have, and how they work. It also states the rights of ESNZ’s members - you. ESNZ’s regulations are not allowed to disagree with its constitution. The constitution may be changed, but this is generally more difficult to do than passing an amendment to a regulation.
In other words, the constitution doesn’t get reviewed often so this is a good opportunity for you as a member to have a say.
WHO GETS TO VOTE ON ANY CHANGES?That’s a good question! With limited exceptions, universal voting by financial members of ESNZ is restricted to election of the President and Vice President. Voting on changes to the constitution is restricted to the ESNZ Board and delegates chosen by each Discipline. So, first we need to hear your views on what needs to change in the constitution and then you get to vote via your Discipline delegates. If you want this to change, let us know via your feedback.
WHAT ARE THE MAIN ISSUES?The following are the main issues being considered. The background, pros and cons and options are covered in the Constitution Review Discussion Document. The online Submission form provides the relevant page links in the Discussion Document for each issue.
1 ESNZ’S PURPOSETo identify and develop the best structure and governance framework for ESNZ, we need to decide what the organisation is here for – what’s its main purpose?
2 ESNZ’S STRUCTURE & VOTING RIGHTSThe current structure has many tiers (see ESNZ structure diagram on page 6 and 7). For such a small organisation, can we sustain this structure?
WHY ARE WE DOING THAT?We’re reviewing ESNZ’s constitution partly because we have to (the Incorporated Societies Act 1908 is to be replaced and this requires ESNZ to update its constitution and rules). And mostly because there are compelling reasons to do so.
Increased competition for funding, sponsorship and our members’ time means that only those organisations which are clearly seen to be efficient will be supported by our members, stakeholders and sponsors. Effective governance of National Sports Organisations (NSOs) is an important element considered in funding decisions made by our funders and partners.
Currently, the message we’re getting from you, our members, is that we need to engage with you more and demonstrate more clearly to you the value of your membership. We need to find ways to recruit, reward and retain our wonderful volunteers. And our funders and sponsors want to engage with a more joined up organisation which, as a whole, offers a better return on their funding and sponsorship dollar.
Changes to the constitution are the first step in helping us to ensure that ESNZ has a strong and healthy future.
I JUST PAY MY MEMBERSHIP FEE TO COMPETE, WHY SHOULD I CARE ABOUT A CONSTITUTION REVIEW?Members are our owners! ESNZ is your organisation. While you may think that a review of the ESNZ constitution has nothing to do with you, it has everything to do with you as a member. ESNZ’s structure, how it works, what it delivers to you as a member and how you exercise your power are all enshrined in the constitution.
The single, most important question at the heart of this review is whether the current structure enables your view as a member to be adequately represented? Does it enable you to have a say?
WHAT IS THE TIMELINE?December 2018: Summary and Constitution Review Discussion Document distributed to Discipline Boards and NEC committees.
Members will be alerted to the consultation available online via newsletters, local meetings and social media channels.
April–May2019: Constitution Review Roadshow - ESNZ Board members will meet with Area group members at regional meetings of all disciplines combined. The dates, times and locations of these meetings will be advised early in 2019 via Discipline Boards, Area groups, NEC committees, the ESNZ website and social media channels.
30June2019:All written submissions, whether online, by email or in hard copy need to be received by ESNZ by 30 June 2019.
August2019: A draft revised constitution with recommendations based on members’ feedback will go to the ESNZ Board meeting.
September2019: Agenda items, including changes to the constitution to be posted on the ESNZ website at least 21 days before the date of the AGA.
October2019: AGA (date to be determined). AGA minutes and resolutions get voted on by the ESNZ Board and the delegates. Voting on changes to the constitution is restricted to the ESNZ Board and delegates in each Discipline.
2020: Once the essentials of our constitution are approved, a discipline by-law review will follow in 2020.
