THE ART OF PLANNING PART II – FROM RAIL TO RIVER: FUTURE DIRECTIONS FOR PERTH CITY

The second forum in the ‘Art of Planning’ series was recently held at the City of Perth Council House on Thursday 1st April. There were no fools at this event however, as the City put on a very

informative and tasty session.

The event attracted a medley of planners including some from the further-flung Councils of Armadale, Mandurah, Mundaring and Serpentine-Jarrahdale. It was great to see people making a big effort to come along and as such, there’ll be no excuses accepted by those of you in the metro area who say that upcoming Young Planner events are too far away to attend!

The evening commenced with John Bruning, the Coordinator of City Projects, discussing the New Metrorail City Project. This included a look at the alignment of the railway and the new stations to be constructed at the Esplanade and William Street, and the subsequent redevelopment opportunities this created.Russell Kingdom, the Manager of Urban Development, examined the future of the Swan River foreshore in looking at various foreshore redevelopment projects. The history of the river, including the reclamation of the foreshore was discussed, before Russell explained current and future projects, including the Point Fraser Redevelopment and the upgrading of the Esplanade reserve, in the context of the Foreshore Action Plan.

An insight into statutory planning in the central City proved to be very interesting, with Peter Monks, the Manager of Approvals Services, and Margaret Smith talking about outlandishly high residential densities in excess of R1200 (!) and the absence of minimum car-parking requirements in the CBD. Other issues such as plot ratio bonuses, the Design Advisory Committee and Wind Impact Assessment were also considered.

As the final speaker, Sarah Stark gave a rundown on the Strategy Unit which she manages and it’s involvement in planning strategically for the City using partnerships and a coordinated multi-disciplinary approach. This approach guides involvement in strategic land use planning, heritage, environmental management, social and community development and economic development. Products of this process include the Women and Safety Project and Arts Policy.

One of the key messages of the evening was to consider applying for jobs at the City of Perth. Peter and Sarah both mentioned the difficulty they often faced in attracting applicants, and encouraged attendees to keep an eye out for upcoming vacancies and to consider submitting applications. Sarah particularly mentioned that positions in her branch are referred to as Project Officers, so they often might be missed by those scanning for the typical Planning Officer or Town Planner job titles.

After the presentations, the City of Perth put on a veritable smorgasbord of platters of antipasto served with a bountiful supply of beverages to keep the punters happy. It seemed the general plan of attack was to eat enough to be able to skip dinner that night, and a number of attendees including ‘Lethal’ Lee Rodda gave it a red-hot go, with plenty of food still left to go around. The food was an impressive assortment, and there were the usual murmurings about Peter Fitzgerald and Matt Raymond plotting to smuggle out a platter or two and some unopened wine for the journey home, a la` the piñata-esky fiasco of the State Conference 2003 Estuary Cruise.

The Forum was a great event, and we’d like to again thank Sarah Stark and the City of Perth for putting on such a tidy show. Keep an eye out for the final forum in the ‘Art of Planning’ series to be held in the coming months, which promises to be an equally entertaining and informative night.

Curtin planning students, young planners & the young @ heart planners gathered at Spirit Soundbar on Friday 16 April to enjoy great company, scrumptious food (and lots of it), function priced drinks and a great live band.

The first joint Town Planning Student Association and WA Young Planners Group social event for 2004 attracted a crowd of students and working planners. As the stylish planning students easily mixed with the Friday after-work crowd murmurings could be heard from the young (& young @ heart) planners reminiscing of the good ole’ days of tertiary education and its ancillary benefits, including the free time, afternoons spent at the tavern (or the beach) and the infamous 3rd year field trip up north.

The luxurious leather couches proved to be a crowd pleaser as the evening drew on, the drinks were downed and the food consumed…remind us to go easy on the food next time, I think we ordered enough to feed a small country.

It looks like the future of planning is in good hands as the back bar of Spirit Soundbar threatened to burst at the seams with a swarm of fresh-faced and stylish planning students. The WAYPG looks forward to hosting joint events across the rest of the year and developing a mutually beneficial relationship with the TPSA and the current Curtin Uni planning students.

Congratulations to Glen McLeod-Thorpe for winning the door prize of the $50 bar card and bad luck to the person who held the first drawn winning ticket (C25, I think) but wasn’t there to claim the prize.

Watch out for the next WAYPG and TPSA events in the ‘Be Scene’ – in every edition of the Plannersphere.

financial year. The new fee structure will ensure consistency across all of the Australian states and introduces dramatically reduced fee for full-time students and a stepped fee structure

for graduates.

Laws A draft bill, consolidating planning legislation into one simple, easy-to-read Act, has been released for public comment.

Some of the key features of the draft Bill include:•the introduction of State Sustainability Strategy principles, which stress the importance of delivering sustainable communities to Western Australia;•streamlining processes when planning, subdividing or developing land;•improving the delivery of State planning commitments through strengthened State Planning Policies and improved co-ordination of local and regional planning; and•providing greater consistency and certainty and improving equity and fairness to stakeholders.

The PIA Awards Launch will open the call for nominations and will feature the Fremantle Dockers Captain, Peter Bell, discussing the topic of ‘Dealing with Success and Failure’, over breakfast at Frasers Restaurant in Kings Park.

The Planning Awards for Excellence offer three categories targeted at Young Planners and planning students.

The Young Planner of Year Fellowship aims to recognise the outstanding work, effort and/or achievement of a Young Planner and his or her contribution to the planning profession either in Australia or overseas. The Student Project Category - a substantial report, book, thesis, article or piece of research which makes an outstanding contribution to the understanding of issues relating to urban and rural planning in Australia.Planning, Scholarship, Research and Teaching Category – a substantial report, book, thesis, article, piece of research or planning education program which makes an outstanding contribution to the understanding of issues relating to urban and rural planning in Australia.

As a winner of any of the three categories listed above, young planners and planning students will reap the benefits of adding the award to their curriculum vitae and gaining exposure at a National level.

It is important to note that the nominations are to be concerned with planning in WA, or if outside of WA was carried out by WA planners, and are NOT restricted to PIA members (with the exception of the Young Planner of the Year Fellowship). Nomination kits will be made available at the breakfast and contain detailed selection and judging criteria.
