WELCOME TO SLADE ELEMENTARY SCHOOL

The faculty, administration and Board of Education extend greetings and welcome you to Slade Elementary School, home of the Slade Eagles. We are anticipating a successful school year with new experiences and challenges for all of us who come in touch with the education of our children. The purpose of this handbook is to provide information concerning the operation, policies and procedures at Slade Elementary. We hope it will be helpful to you and your children. The mission of Slade Elementary stems from the Albany County School District One “Philosophy of Education” and is based on the goal of developing the capabilities of each individual student to his/her fullest capacity. The main objective of both the school district and Slade Elementary is to provide the best possible educational opportunities for each child. The expectations and guidelines in the handbook have been developed cooperatively, reviewed and revised by teachers, monitors, PTA Board members, the principal of Slade School, and the Board of Education. Our goal is to work together with parents and children for order, safety, effective school discipline, and to help children become increasingly responsible for themselves and their actions. We want all of our children to enjoy their time with each other and the adults at school. We will encourage a mutually respectful environment for children and adults. The rules we have are in place for the safety of the children. We ask you to sit down with your children and talk about behavior expectations, game rules, and the contents of our Student Handbook. Then, please sign the attached slip (one per family) and return it to your child’s teacher. Again, please call if you have questions. We wish you and your child a wonderful school year. Goal: Reading

Students at Slade Elementary will become proficient or advanced readers who are able to demonstrate a refined understanding of vocabulary, an understanding of rich texts, and the ability to summarize and use information from texts. The number of Slade students who are proficient or advanced will increase by 5%.

Goal: Math

Students at Slade Elementary will become proficient or advanced mathematicians in both calculations and problem solving. The number of Slade students who are proficient or advanced will increase by 5%.

Student Demographics Slade Elementary is a pre-kindergarten through 5th grade school-wide Title I school. As of May 2015, there

were 338 students enrolled, of which 169 were male and 169 were female. The reported ethnicity was 69.2% white, 22.8% Hispanic, 3.3% African American, 2.7% Asian/Pacific Islander, and 2% American Indian/Alaskan Native. Approximately 51% of the student population receives free or reduced lunch. Of the total population, 12% receive English Language services and 14% receive special education services (Slade hosts one of the district’s Behavior Support classrooms).

Dear Slade Elementary School Students and Families: Each of you is very special to us. We want you to be happy at school and to learn all that you possibly can. We have identified five guidelines that will help us all be successful. These guidelines make up our Slade Eagle P.R.I.D.E. Guideline One: Positive Attitude The best way to learn something new is to practice until you can do it. When you first try to do something, it is often difficult, but if you keep trying it gets easier and easier. Having a positive attitude makes practicing new skills even more fun. Remember, you have a school full of teachers to help you. Guideline Two: Respect and Safety Everyone must know that Slade Elementary is a safe and supportive place to be. Treating people with dignity and respect includes such behaviors as being polite, listening to others, following directions, and making the right choices to be responsible. Guideline Three: Individual Responsibility All through your life you must decide how you will act. Therefore, we expect you to do what is right whether anyone is watching or not. This is called “being responsible”. It isn’t always easy to make responsible choices, especially if someone else is not being responsible. It is important for you to remember that you are in charge of yourself. You can do what is right! Guideline Four: Dependable Citizen Being a dependable citizen means you are a cooperative member of a team. Being cooperative means being polite, treating others with respect, showing compassion, accepting differences, dealing with disagreements in a productive way, and encouraging others to do their best. Guideline Five: Effort When you do a job or an assignment, do your very best. Also ask yourself, “Is this the best I can do?” If you give a job your best effort you learn more and feel more responsible than if you slide through the job. If you make mistakes, but did your best, your teacher can help you learn from your mistakes. In order to show our eagle P.R.I.D.E., we expect all students to show respect, be responsible, and be safe in all areas of the school. We will be teaching these expectations to all students and reinforcing positive behaviors. An outline of these expectations is on the following pages. The staff at Slade Elementary will help you to achieve success at school. We will do this by helping you solve problems and by protecting your right to learn. Slade Elementary School Playground Area Expectations Behavior Expectations for all playground areas:

Students MUST take their coats outside with them starting October 1st

Students must ask for permission to leave the playground for any reason

Students must line up at their classroom doors as soon as they hear the bell ring & teachers must be waiting for their students

Students must not throw woodchips, snow, or any object other than a ball.

Students may not dig in the woodchips in search of mud

Students may not play on the gigantic snow piles – snow shoes and snow pants are highly recommended!

Students may not bring toys from home to play with during recess including electronic devices (phones, iPods, PSP, MP3 players. etc.) – this excludes a ball

Students need to see a monitor for help instead of knocking on a classroom door

Students must only play tag on the ground – not on the playground equipment

All recess expectations must be taught, modeled, and reinforced by all school staff at all times

Consistency is the KEY!

Kindergarten Playground (West side on 11th Street) Only Kindergarteners are to play on the Kindergarten playground

The boundaries of the playground are marked with yellow lines

Students may play on the equipment, on the pavement, and on the grassy area to the South of the tire structure in view of the playground equipment

Students may NOT play on the classroom porches, fences, in the grass by the tree to the right of the gym doors or in the grassy area on the SOUTH side of the building out of the supervisors’ visual area

Kindergarteners that choose to play in the snow must be wearing snow boots. If they want to roll in the snow, they must be wearing snow pants

Grass and tire structure The tires are for climbing, sitting, and hanging on

The grate in the corner is not for putting things in. Please stay away from it.

All jump ropes, balls, and equipment should be used for their original purpose.

Slade Elementary Title I School-wide Program

Slade School is a school-wide program that receives extra funding through Title I federal funds. With these funds we have been able to hire highly qualified reading and math intervention teachers. These specially trained teachers work with small groups of students to ensure skill mastery. Having this highly qualified staff allows us to reduce student to teacher ratios and give all students the attention they require. Being a school-wide Title I school has also allowed us to purchase extra learning materials to enhance our students’ education. Providing this early intervention is an important key to success for children. At Slade, extra assistance is provided as early as possible in a student’s career in order to support a strong educational start. The federal law, commonly called “No Child Left Behind” (NCLB), requires that schools which receive Title I money notify parents that they may request certain information about their child’s teacher’s qualifications. The specific information about which parents may inquire includes:

1. Whether the teacher has met Wyoming licensing criteria for the grade-level and/or subject he/she teaches

2. Whether or not the teacher is teaching on an emergency licensure or has had licensing criteria waived; and

3. The teacher’s college major, and graduate degrees or certification, and the field of discipline for those degrees or certifications.

In addition, if a child receives services from a paraprofessional, parents may request information about the paraprofessional’s qualifications. If you have questions, or desire to obtain this information, you may contact your school’s principal or the Assistant Superintendent for Personnel for the District at 307-721-4400. Please rest assured that Albany County School District One takes pride in the quality of teachers and paraprofessionals it employs to serve your children.

Parent/School Compact Slade Elementary School

Slade Elementary School’s goals for 2015-16: 1. The number of Slade students who become proficient or advanced in solving problems and calculations in math will increase by 5%. 2. The number of Slade students who will become proficient or advanced readers will increase by 5%. We, the students, parents, teachers, and the principal, will work together to empower _____________________________ to achieve these goals at Slade Elementary School. Students will:

Attend school on time with a positive attitude for learning.

Do your best work on all assignments.

Complete reading and math homework every night.

Follow Slade School’s Eagle Pride rules.

Parents/Guardians will: Read with your child every day and discuss the material read.

Ensure your child completes math homework and use the strategies and games the teacher sends home to improve math skills.

Participate in parent workshops to practice new ways to support your child in reading and math.

Communicate with the teacher about your child’s progress.

Teachers will: Provide each student reading and math instruction at his/her level, using data collected from

progress monitoring, continually increasing the level of difficulty in instruction to reach grade level goals.

Provide students and parents/guardians information about individual reading and math goals, and strategies for achieving these goals.

Provide reading and math homework for students to reinforce instruction at school.

Provide informative communication three times a year regarding each child’s reading or math progress.

Provide at least three parent workshops during the year to explain to parents/guardians how they can help their child meet his/her goals.

The principal will: Work with data teams to design high-impact actions for each grade level to reach reading and

math goals.

Be available to discuss concerns of teachers and parents/guardians regarding a student’s progress at school and help develop an individual plan of action.

Provide an environment that allows for positive communication between the teacher, parent/guardian, and student.

Albany County School District #1 Title I Parent Involvement Plan

2015-2016 Slade Elementary School will promote partnerships to develop a learning environment that challenges its diverse community to reach academic, personal and social potential so we will succeed as well rounded citizens in a dynamic world. The Title 1 mission for Slade Elementary School is to empower our community to achieve. This will be accomplished by our community of students, families, and school staff working collaboratively to create a safe, positive, and productive environment. Our plan for involving parents includes:

A. Inviting parents to attend an annual planning meeting for the Consolidated Grant

Application. Parents are encouraged to ask questions about Slade’s Title 1 School-wide

Program, the school/parent compact, and parental participation in the program;

B. Inviting parents to attend family events, including Family Literacy and Math Nights, to

improve student achievement. These activities will provide opportunities for parents to

participate in meaningful activities for learning and enhancing parenting skills that

encourage student achievement.

C. Encouraging parents to serve on the Title 1 District Parent Involvement Committee and

participating in planning family events.

D. Coordinating parent involvement with other community programs and support services

in the areas of academics, healthcare, housing, clothing, food and social services.

E. Providing informative communication, three times a year, regarding each child’s

additional reading or math instruction, in multiple languages as needed, through parent

newsletters, informal reports, parent-teacher conferences, and the sharing of print and

web-based resources.

F. Involving parents in an annual meeting and review of Slade’s parent involvement plan.

The district Section 504/ADA coordinator, on request, will provide a copy of the district’s grievance procedure and investigate all complaints in accordance with this procedure. A copy of each of the acts and the regulation, on which this notice is based, may be found in the coordinator’s office. Section 504/ADA Policy Update: The Albany County School District #1 does not discriminate on the basis of disability with regard to admission, access to services, treatment, or employment in its programs or activities. Tobacco-Free Campus: All Albany County School District One elementary schools and campuses are tobacco-free. The use and/or possession of tobacco products by students is prohibited in buildings, vehicles, or on property owned by or operated by Albany County School District One. The use of tobacco products by school employees, patrons, and other non-student in buildings, vehicles, or on property owned by or operated by Albany County School District One is also prohibited at any time. Family Educational Rights and Privacy Act (FERPA): The Family Educational Rights and Privacy Act (FERPA) affords parents and students over 18 years of age (“eligible students”) certain rights with respect to the student’s education records. These rights are:

(1) The right to inspect and review the student’s education records within 45 days of when the School receives a request for access. Parents or eligible students should submit to the school principal (or appropriate school official) a written request that identifies the record(s) they wish to inspect. The School official will make arrangements for access and notify the parent or eligible student of the time and place where the records may be inspected.

(2) The right to request the amendment of the student’s education records that the parent or eligible student believes are inaccurate, misleading, or otherwise in violation of the student’s privacy rights under FERPA.

Parents or eligible students who wish to ask the school to amend a record should write the school principal (or appropriate school official), clearly identify the part of the record they want changed, and specify why it should be changed. If the school decides not to amend the record as requested by the parent or eligible student, the school will notify the parent or eligible student of the decision and advise them of their right to a hearing regarding the request for amendment. Additional information regarding the hearing procedures will be provided to the parent or eligible student when notified of the right to a hearing.

(3) The right of consent to disclosure of personally identifiable information contained in the student’s education records, except to the extent that FERPA authorizes disclosure without consent.

One exception which permits disclosure without consent is disclosure to school officials with legitimate educational interests. A school official is a person employed by the school as an administrator, supervisor, instructor, or support staff member (including health or medical staff and law enforcement unit personnel); a person serving on the School Board; a person or company with whom the school has contracted to provide a service instead of using its own employees or officials (such as an attorney, auditor, medical consultant, or therapist); or a parent or student serving on an official committee, such as a disciplinary or grievance committee, or assisting another school official in performing his or her tasks. A school official has legitimate education interests if the official needs to review an education record in order to fulfill his or her professional responsibility. Upon request, the school discloses education records without consent to officials of another school district in which a student seeks or intends to enroll. (Note: FERPA requires a school district to make a reasonable attempt to notify the parent or student of the records request unless it states in its annual notification that it intends to forward records on request.)

(4) The right to file a complaint with U.S. Department of Education concerning alleged failures by the school district to comply with the requirements of FERPA. CRIME REPORTING AND TIP HOTLINE If students have knowledge that a crime has been committed or if they are aware that someone is going to commit a crime, they are urged to inform a teacher, school administrator, or another school employee. If a student feels reluctant to inform someone, s/he may make an anonymous tip by calling 1-800-78-CRIME (782-7463). A reward of up to $1,000.00 may be provided for tips. ALCOHOL/OTHER DRUG-FREE SCHOOLS Albany County School District One recognizes the adverse effect of the use of alcohol or other mind-altering chemicals on academic success and the mental and physical development of its students. Students at any level of education can become involved in chemical abuse. The District acknowledges that drug dependency is an illness that requires treatment and assistance as well as consequences for specific behaviors. The District’s drug/alcohol program

includes prevention education, early intervention, crisis intervention, and student assistance programs. A partnership between home and school is essential to effectively prevent and respond to the use of alcohol and other drugs by students. Therefore, the District seeks to involve parents in its program at all levels. Please contact the Assistant Superintendent for Curriculum and Instruction at 307-721-4400, or your principal for more information on drug/alcohol prevention or resources. The Board of Education recognizes its responsibility to regulate the school environment to provide the opportunity for maximum achievement for all students. Therefore, it has adopted the following policy: “The possession, use, and/or being under the influence of alcohol or any other illegal controlled substance, as defined by Wyoming State Laws, by any student while on campus or at any activity, is prohibited,”. Bylaws and Policies of the Board of Education DRUG AND ALCOHOL OFFENSES In cases of drug/alcohol or controlled substance possession/use, the student will be suspended from school for 10 days. During this suspension, the student and parents will be encouraged to attend counseling sessions centered on drug/alcohol use and abuse. If the student and parent sign a contract in which they agree to attend and complete the recommended meetings, a student will be allowed back in school after a five-day suspension from school. In the event a second drug/alcohol possession and/or use offense occurs within a school year, or in initial cases involving extraordinary circumstances, the student will be suspended from school for 10 days with the possibility of an expulsion recommendation after an administrative review. Should a student be involved in the delivery, buying, or selling of alcohol or drugs on school grounds, that student will be suspended for 10 days with the possibility of an expulsion recommendation after an administrative review. In all drug/alcohol related incidents, the police will be notified. POLICIES AND PROCEDURES ADMISSION Birth Certificate & Immunization All students entering kindergarten in Wyoming schools must have reached their fifth birthday by September 15. A state certified birth certificate is required for entrance into kindergarten, along with immunization records signed by a physician or health nurse. All new students must also present a state certified birth certificate. A physician signed immunization records is also required. Guardianship If a child is staying with a grandparent, older sibling or any person other than their biological or adoptive parent, proof of legal guardianship will be required. If any of the information on the child's registration form changes during the year (i.e., address, phone number, emergency number, etc.), please call the school office as soon as possible to update your child’s information record.

ATTENDANCE REGULAR ATTENDANCE IS ESSENITIAL TO RECEIVING AN EDUCATION

“For good educational reason and because it is the law, students must attend school every day that classes are in session unless excused for justifiable reasons.” Therefore, students will be required to be regular and punctual in school attendance. They will be excused for personal illness, death in the family, or other reasons the principal considers justified. An unexcused absence means an absence other than illness or death in the family that the principal does not consider justified, even though the parent, guardian, or other person having control of the child may have tendered an ‘excuse’. Tardies will be considered a form of absence. Absences: If a student is absent or tardy, a call is required to the school’s office before 9:00 am that day. If the school does not receive a telephone call or a written note by 9:00 am, the absence will be recorded as unexcused. When five (5) unexcused absences have been recorded for any student during any school year, the matter may be referred to the Truancy/Youth Officer of the Laramie Police Department. If a student is not in attendance before 10:00 am, the student will be marked absent for 1/2 day. In the afternoon, if a child leaves before 2:00 pm, the student will be marked absent for 1/2 day. After 2:00 pm the absence is considered to be an early dismissal and not counted as an absence. An absence will be recorded for a student if the student leaves during the school day and is absent for 2 or more hours (excluding lunch). Absences and Tardies are reported on the report card. Tardiness: All students coming to school after the last bell has rung will be considered tardy and must report to the office with an explanation before going to class. Every tardy may be excused by a written note or telephone call from home or personal visit from parent stating the nature of the tardy. If we do not receive a written note or telephone call stating the reason for the tardy, the tardy will be recorded as unexcused. If a student checks in before 10:00 am, the student will be counted as tardy. A tardy student must report to the office for a tardy slip before going to class. Habitual Truant: As defined by law, a habitual truant is any child with five (5) or more unexcused absences in any one school year. It is the duty of the Board and those persons who serve as its attendance officers to investigate and initiate legal proceedings against parents and guardians whose children are habitual truants under the legal definition. W.S. 21-4-101.

Unexcused absences shall be referred to the Albany County Youth Officer. Unexcused tardiness may be referred to the Albany County Youth Officer. If a student accumulates ten (10) excused absences within any year, verification of further excused absences may be required, i.e., doctor’s excuse. Students without verifications for further absences may be referred to the Truancy/Youth Officer at the Laramie Police Depart. After ten (10) consecutive days of absences, a student will be dropped from the rolls. The student will need to re-enroll. Exceptions will be made in the event of a prolonged illness when homebound instruction is provided by the school district. W.S. 21-4-402. Cited information from Wyoming Education Law 21-4-101 through 21-4-107 and 21-4-405, 2000 edition. ACCELERATED PROMOTION District policy states: “In general, the district shall promote pupils only at the end of the school year.” This policy also delineates social, emotional, mental, and physical maturation criteria for considering retention decisions. These same four criteria categories are to be considered for accelerated promotion requests. For further detailed information, please see your child’s building principal. BIKES/ROLLER BLADES/SKATEBOARDS With parental permission, children may ride their bikes to and from school. (Revised 1994.) The school provides a parking stand for bikes. Children should not be around the stand if they do not have a bike. Bikes may not be ridden at recess, or during the noon hour except when coming to school or going home. Children must "walk" their bikes onto the school grounds and into a parking stand. The same is true when leaving the school grounds. Bike riders are expected to obey all traffic and safety rules. They are expected to watch the traffic and not to weave in and out of the street. Children should use hand turn signals to let drivers and pedestrians know what they intend to do. To prevent theft, students should lock their bicycles and have them registered with the police department. As with other personal property brought from home by students, school cannot be responsible for loss or damage to bikes, roller-blades, skateboards. It is strongly advised that children under Grade 4 do not ride their bikes to school. Bikes, roller-blades and skateboards are not to be ridden on school property. BOOKS AND SUPPLIES Textbooks and library books are furnished by the school district. Fines will be charged for lost or damaged books and equipment. The fine levied is dependent upon the original condition of the book or equipment and/or the degree of damage. Students are expected to use soft-soled, non-scuff gym shoes when in the gymnasium. The purchasing of supplies such as paper,

pencils, notebooks, and gym shoes are the responsibility of students. Choir students will be asked to purchase or rent their choir shirts. Each teacher will inform parents/guardians of any supplies the student must supply. Every effort will be made to keep these additional supplies to a minimum.

SCHOOL LUNCH AND BREAKFAST INFORMATION

FOOD SERVICE Food Service: We have excellent satellite breakfast and lunch programs. Each child has an account which will be credited each time money is deposited. Each time your child eats, the appropriate amount of money is deducted from the account. Three days prior to the account running out, the student will be notified with a slip giving the amount in their account. You are strongly encouraged to pay for multiple lunches on a monthly or weekly basis. Extra milk is available for purchase. Your child may buy additional food items or a second full lunch each day with your permission. Applications for free or reduced price meals are available in our office. Lunch Expectations: Teachers walk their children to the lunchroom. We also have two hired lunchroom monitors. Children are expected to enter the lunchroom quietly, eat with good manners and consideration for their neighbors, and to be polite to and cooperative with lunchroom personnel. Breakfast and lunch programs are available for students and staff at all elementary schools. Cafeteria staff maintains accounts for each student. Children carrying cold lunches are encouraged to drink milk or juice rather than pop. Milk may be purchased in the lunchroom. Current prices are available from the school office or lunchroom personnel. Applications for free or reduced price lunches are available in the school office. Adults may also purchase meals. If you have questions, please call the School Lunch Director at 307-721-4482 or your school office. When entering the lunchroom, students will lineup to be served. When finished eating, students will go through the west doors and around to the playground or be picked up by their classroom teacher to go back to the classroom. Coats and playground equipment should be placed on the coat racks provided outside the lunchroom. Breakfast will be served from 7:30am-8:00am. It is necessary that we stop serving at that time in order to prepare the gym for physical education classes. Participating in the lunch and breakfast programs is a privilege and proper behavior is expected at all times. If proper behavior is not observed, students will be removed from the lunchroom. BUS/CAR Bus transportation is available to students living a mile or more from school. It is a privilege, not a right, to ride the school bus. Proper conduct on the bus is expected and will be strictly

enforced. Unacceptable behavior by a student on a bus is extremely dangerous because it could distract the driver and cause an accident. This means that no fighting, pushing, shoving, standing, or being loud will be allowed on the bus. Please take time to talk to your child about proper behavior on the bus. You must sign and return the Bus Permission slip handed out with the information packet from the District Office before your child can ride the bus. The Bus Transportation phone number is 307-721-4470. A misconduct report will be issued to a student in the event that his/her behavior is disruptive or unacceptable. Copies will go to the principal and to the parents. If two misconduct reports are issued, the student will be suspended from riding the bus for five school days. If three misconduct reports are issued, the student may lose his/her privilege to ride the bus for the remainder of the school year. Buses will drop off and pick up students on the south side of the school. A note from the parent is required if a student is to ride home with a friend or ride a bus other than his/her usual one. If you pick up or drop off your child, please park on the West, North and/or East sides of the school. It is illegal to pass a parked bus (with its lights flashing) in either direction. Do not have your child run across the street in traffic when dropping off or picking them up. Please use proper driving etiquette to help keep our children safe. Teachers and monitors carry "School Zone Hazard" slips that will be filled out if they notice cars going past parked buses, speeding, failing to stop for pedestrians, double parked, etc. These slips are then given to the police who in return send a note to the offender. What is Child Find? The Individual with Disabilities Education Act requires districts to locate and evaluate children between the ages of birth and 21, who may have a disability. This process for locating and evaluating children with these issues is referred to as “Child Find”. School Age Children The Albany County School District One identifies children five through twenty-one who may have a suspected disability. A parent, staff member, or outside person may refer a student at their local school by contacting the principal or the Special Services office at 721-4460.

CLASS SIZE/OVERFLOW We make our best effort to keep class sizes to a reasonable limit. The target size for classrooms serving kindergarten through 3rd grade is 16 students per class, and 4th and 5th grade have a target size of 25. If an overflow situation exists, the district will provide bus transportation to the next designated school that has room. The district will make an effort to keep families together if at all possible. If a family elects to attend a school other than the one designated by the district (boundary exception), it may do so upon permission of the school administration involved, with the understanding that the family is responsible for its own transportation in this case. COMMUNICATION Slade Communications: Staying up to date with information about your child’s school is important. To help with this, Slade Elementary has been using a new communication tool: Slade Communications. Instead of hunting for school flyers in your child’s backpack, families will receive regular updates of events at our school and the community via their email account. Please watch for emails from Slade Communications. Our new Slade Communications account will be used as a tool to disseminate Slade specific information and district-wide announcements from outside organizations. The Slade Communication emails will be our main method of communicating with parents, so please read these notices carefully. Teachers will continue to send home paper flyers for particular classroom activities and field trips so talk with your child about important events happening in the classroom. If you do not have an email account, we will be happy to send copies home with your child. Just contact Slade’s front office to let them know you would like all flyers sent home in paper form and they will provide copies to be sent home in your child’s backpack. All information sent to families is also available in the front office. Please note that unsubscribing from these emails will prevent families from receiving any future flyers and newsletters. DISCIPLINE We are indeed fortunate to have very few discipline problems at Slade Elementary. The majority of problems are resolved in the classroom by the classroom teacher or on the playground by the monitor or teacher. Generally, children respond in a positive way to reminders of what the rules are at Slade Elementary and why we have them. All teachers have classroom rules and behavior expectations for the children in their classrooms and handle most problems that involve their students. Depending upon the seriousness of the offense and the number of infractions of the rules by a child, a teacher or a monitor may refer disciplinary problems to the principal. Our school district and Slade Elementary encourage positive thinking in connection with children. We believe that most children respond to love, respect, and fair treatment. It is believed, however, that punishment is sometimes necessary for misconduct and can be of value in the building of a child’s character. Corporal punishment (spanking) shall not be administered to a student. This does not prohibit a school employee from defending him/herself if attacked by a student, or from removing a student against his/her will where his/her continued presence endangers, or is extremely disruptive to others. Fighting, physical/verbal harassment, stealing, extortion, willful disobedience, possession or use of tobacco, drugs or alcohol, possession of weapons, fireworks and vandalism.

In these cases, children will be sent immediately to the principal. In all cases, consequences are at the discretion of the administration. For further more detailed information, please ask the principal for a copy of the district's policy on discipline, suspension and expulsion from Albany County School District One “By-Laws and Policies of the Board of Education". HARASSMENT/HAZING OF STUDENTS/BULLYING/SENSITIVITY Our students should expect to be in a school environment that promotes positive interactions between students and adults throughout our schools. In addition to being a reasonable expectation, an environment free of harassment, hazing, and bullying is the law. We expect our students to follow the law and to be sensitive to the feelings of both children and adults. Our schools will not tolerate less than that. EARLY WARNING SIGNS OF POTENTIALLY VIOLENT STUDENT BEHAVIOR It is not always possible to predict behavior that will lead to violence; however, there are behaviors that may indicate a greater likelihood of a student being inclined toward violent behavior. None of the signs alone is sufficient for predicting aggression and violence; however, these signs may be an aid in identifying and referring students who may need help. The “early warning signs” include: -Social withdrawal -Excessive feelings of isolation and being alone -Excessive feelings of rejection -Being a victim of violence -Feelings of being picked on and persecuted -Low school interest and poor academic performance -Expression of violence in writings and drawings -Uncontrolled anger -Patterns of impulsive and chronic hitting, intimidating, and bullying behaviors -History of discipline problems -Past history of violent and aggressive behavior -Intolerance for differences and prejudicial attitudes -Drug and/or alcohol use -Affiliation with gangs -Inappropriate access to, fascination with, possession of, and use of firearms -Serious threats of violence -Family dysfunction/lack of support from family -Abusive behavior towards animals -Fire-setting -Lack of remorse and empathy for others -Fascination with paramilitary or extremist organizations

Faculty/staff members concerned about a student demonstrating several of these signs should inform the counseling staff and/or the school’s administrator(s). Imminent Warning Signs of Potentially Violent Student Behavior Unlike early warning signs, imminent warning signs indicate that a student is very close to behaving in a way that is potentially dangerous to self and/or others. Imminent warning signs require an immediate response. No single warning sign can predict that a dangerous act will occur; rather a combination of the signs may indicate that the student is soon to display violent behavior. The “imminent warning signs” include: -Serious physical fighting with peers or family members -Severe destruction of property -Severe rage for seemingly minor reasons -Detailed threats of lethal violence -Possession and/or use of firearms and other weapons -Self-injurious behaviors or threats of suicide Faculty/staff members who come in contact with students demonstrating several of these signs should inform the school’s administrator(s) immediately. Immediate intervention by school authorities and possibly law enforcement officials is needed when a student: -Has presented a detailed plan to harm or kill others, or -Is carrying a weapon DRESS AND APPEARANCE Children should be dressed neatly, cleanly and appropriately for the weather and for learning. Hats, t-shirts and sweatshirts with messages or pictures of drugs, alcohol, rude or unacceptable behavior, offensive language/appearance are not allowed. Schools may expect both boys and girls to remove their baseball caps inside the school. Appropriate dress and appearance will be determined by the school’s principal. EQUIPMENT All school equipment should be used for its intended purpose. For instance, jump ropes are to be used for jumping only. Expectations on bringing play equipment to school from home may vary from one school to another. Please check with the principal. FACILITY RENTAL Our school facilities are used primarily for school-related activities. In addition to normal use by the schools and City of Laramie Recreation programs, our facilities are used by various youth-related groups. Facilities may be available for rental outside school hours. Please check with the Supervisor of Maintenance and Operations at 721-4475 or your Principal. FIELD TRIPS Teachers occasionally plan field trips to enhance a teaching unit or concept and are intended to make the learning experience more meaningful to students. In the event of a field trip, you will

be sent a form explaining the trip and securing your permission, field trips that include the entire student body do not require a permission form, but will be announced in newsletters or in a note home. ACSD#1 requires that students ride the buses to and from all school sponsored events. The school office has available a Student Travel Release form to request permission to release your child from riding the ACSD#1 bus. This form must be completed and on file in the school office or in the possession of the teacher or sponsor prior to the student being released to his/her parent. Any time you have questions about field trip plans, please contact the teacher or the principal. GYM SHOES We request that your child have soft rubber-soled shoes so that she/he may participate in the physical education program and for other activities in the gym. Gym shoes are a precaution against injury.

HEALTH NURSE - A school nurse is provided for all schools in the Albany County School District #1. The nurse is responsible for (1) assessing the overall health of a student; (2) screenings and referrals; (3) assisting public health in the control of communicable diseases in the schools; (4) assessing student injuries and illnesses that occur at school; (5) monitoring and regulating the administration of medications to students as needed during a school day; (6) completing some health teaching; and (7) setting up, implementing, and updating health plans for students needing medical or nursing care throughout the school day. Vision screenings are provided per board policy for grades K, 1, 3, and 5, all new to District students in grades 2 and 4, and per parent and/or teacher request. This screening does not take the place of a full evaluation by a qualified eye specialist. STUDENT ILLNESS, INJURY, AND OTHER INFORMATION Whenever your child becomes ill or has a significant injury while at school we will call the parent/legal guardian to inform them and/or ask them to come pick up the child. Therefore, it is imperative that we have a correct, local phone number at all times in your child’s file. Please call the school office every time you have a change in phone number(s). If your child has asthma and/or a severe food allergy we ask that you discuss this with the school nurse and bring in the appropriate medication for use in emergencies (rescue inhaler, Epi-Pen, Benadryl, etc.). We do not have a school stock of medications for headaches, cough, pain, etc. (Tylenol, Motrin, Cough Drops/Medicine, etc.); thus if you need your child to take these medications while at school you will need to bring an original container of the medicine. (See Medication Policy below.) Occasionally a child has a toileting accident or a bloody nose and will need a change of clothes at school. If your student is in K-2, we strongly advise each child maintain at school a large Ziploc bag with a change of clothes in it, including socks, underwear and pants/shorts/skirt. It can be very difficult to reach parents for a change of clothes; the student may have to sit in wet clothes until the parent is reached and s/he will miss valuable class time. Our school has a

limited supply of clothes in the office for these kinds of problems, however, we may not have your child’s size, and/or by mid-year the supply is almost gone due to children not returning the clothes they borrow. If we cannot reach parents for a change of clothes, we may need to send the student back to class especially if the wet clothes are from spilled milk/food or snow/water/mud from the playground. If their clothes are wet or dirty due to urine or stool, they will have to stay in the nurse’s office until arrangements can be made for a change of clothing. If your child is complaining of a toothache please call his/her dentist as we do not have any medication at school to minimize the pain. You can bring medications as needed and complete the appropriate paper work. We need your help in keeping our school children and adults healthy by keeping your child home from school if s/he complains of feeling ill, is running a fever near or above 100 degrees Fahrenheit, or if s/he has vomited within the past 24 hours. We ask that you keep your child home 24 hours after s/he has vomited and 24 hours after his/her fever drops to normal, without the use of fever reducing medications. Sending a water bottle to school helps keep students well hydrated during the day. Be sure and ask your child’s teacher of his/her policy regarding water bottles. Sending a tube of chapstick to school to keep in your child’s desk keeps his/her lips from chapping and bleeding from our dry cold climate and avoids finger to mouth transfer of germs. BLOOD-BORNE DISEASES (HEPATITIS, AIDS) - It is possible for a person to be infected with a blood-borne disease (Hepatitis B, C, AIDS) and not know it, thus safe practice dictates the use of universal precautions when handling all blood and body fluids. School personnel will be instructed in the proper precautions to take when handling body fluids with potential blood-borne pathogens. Children will be instructed and encouraged to keep their hands to themselves and away from anyone else's blood and body fluids and to notify an adult when potential exposure to blood/body fluids is possible. PEDICULOSIS-LICE - Students with Pediculosis (head lice) will be excluded from school. The student may re-enter only after the student has been treated, and either has “no nits” (eggs) visible upon inspection by a school nurse, or has a note signed by a physician stating that “no nits” are visible. For the rare, difficult cases, the school nurse will work with public health department and/or the family physician to achieve a nit-free status. Following school re-entry, periodic inspections may be made to safeguard against possible re-infestation or spread of the disease. (District Policy Book)

FOOD ALLERGIES - There are some students in our schools who have significant food allergies, especially to peanuts, tree nuts (almonds, pistachios, walnuts) including products containing these items such as peanut oil, also allergies to milk, soy, egg, wheat, fish, and shellfish. Some children can react to these foods without eating them. They can react by touch or inhalation (being in the same room), and reactions can be mild (rashes, hives, itching, swelling, etc.) or

they can become severe (difficulty breathing, wheezing – which can mimic asthma, loss of consciousness, tingling or itching or swelling of the tongue and throat, vomiting or abdominal pain, dropping of the blood pressure, etc.), and can potentially become severe enough to cause death. These symptoms can occur within minutes to two hours after the person ingested or has come in contact with the food.

According to the Food Allergy and Anaphylactic Network (FAAN), it is estimated that “as many as 15 million Americans, including approximately 6 million children – which equates to 1 in 13, or roughly 2 in every classroom – have a food allergy. Studies have indicated that 16-18% of school-age children who have food allergies have had a reaction in school.” It has been estimated that 25% of these reactions in schools occur before the child has been diagnosed with a food allergy. FAAN reports that between 1997 and 2011 peanut allergies in children increased by 50%, and the estimated number of Americans with food allergies also increased – both for unknown reasons. In order to protect students with food allergies, Slade Elementary and Albany County School District #1 requests that parents/legal guardians comply with each school’s request for restricting the types of foods brought by students on a daily basis or brought by parents for special occasions. Here at Slade we have children with severe food allergies, thus we are asking everyone to help make our school as safe as possible. Please try not to send foods that contain nuts/peanut or peanut products (peanut oil, peanut butter, etc.) in your child’s lunch and/or as a classroom treat to share. Before bringing in classroom treats, we ask that you check with your child’s teacher and/or the school nurse regarding any food allergies in your child’s classroom. We will provide a peanut free table in the lunchroom where children can sit if another student has brought a peanut butter sandwich. In addition, our lunchroom will not be serving peanut/nut products. If your child has food allergies, severe or mild, please discuss these with the school nurse and your child’s teacher so that we can provide a safe environment for all children.

MEDICATION POLICY: For the protection of all students, the Albany County School District Board of Education policy states: “Parents have the ultimate responsibility for maintaining their child’s health and well-being”. In certain circumstances however, it will be necessary for the school to assist the parent in that responsibility through supervision of self-administration of medication within the school setting. When your child must have medication of any type, including over-the-counter medicine (Tylenol, Motrin, TUMS, cough drops, etc.), during school hours, you have the following choices: 1. You may discuss with your doctor an alternative schedule of medication administration so it can be given outside of school hours. For example, antibiotics prescribed to be given three times per day can generally be given before and after school and at bedtime. 2. You may come to school and give the medication to your child at the appropriate time. 3. You may obtain a medication form from the school and have your physician fill it out

and sign the form and then return it to school with the medication. Forms for over-the-

counter medications need only be signed by the parent(s)/legal guardian, but must be approved by the principal and/or the school nurse prior to the student being allowed to self-administer the medicine. At Slade all medications are kept in the school nurse’s office with certain exceptions: approved Inhaler meds for Asthma, approved Epi-Pen injections for allergies and insulin for diabetes.

Each medicine to be self-administered by the student shall only occur under the supervision of designated school personnel. Designated District personnel may include school nurses, school secretaries, school monitors, teachers, substitute teachers and secretaries, and the principal. Neither the District, nor any of its personnel, shall be responsible for medication self-administered by a student or administered by the parent or legal guardian without supervision by District staff. Likewise, the District and its personnel will be responsible for the drug itself. Supervising personnel will only ensure that the medication is taken in specified doses at specified times. The “Request for Supervision of Self-administration of Medication at School” form must be completed and maintained on file with the school office (nurse’s office) prior to students being allowed to take any medication at school. Medication MUST be in its original pharmaceutical container. If not in the original container, it shall not be taken. Medications must remain in the designated secure area of the school (school office or school nursing office) and students are not permitted to keep their medicine while at school, with exceptions as listed above. An inhaler may be carried by a student when the “Request for Self-Administration of Inhaled Asthma Medication” form is marked YES and signed by the physician, parent/legal guardian, and is on file at the school nurses office. A record shall be maintained of each time the medication is taken, including the child’s name, medication name and dosage, time, date and signature of the person who supervised the self-administration. In fairness to those supervising the self-administration of medications and for the safety of your child, this policy must be followed strictly. We ask this not to make things difficult for you, but to insure the health and well-being of all students. HOMEBOUND PROGRAM In the event your child is ill or injured and must remain out of school for a period exceeding one week, a program is available whereby a special teacher may assist the child in his/her studies. For more information, please contact the school principal. INSTRUMENTAL PROGRAM Band and orchestra instruction is available to all fifth grade students. Some instruments are available on a loan basis from the school district. Others may be purchased or rented from

commercial sources. Information on both of these programs (instrument rentals, class times, etc.) is sent home as a separate notice. INSURANCE Student accident insurance is available for purchase through the schools. Detailed information and forms will be sent home with each child at the beginning of the school year. LOST AND FOUND The lost and found is located in the hall by the office. Parents and students are encouraged to check this area anytime. Labeling your child's personal belongings with his/her name is helpful in locating lost items. Items not claimed by the end of the school year will be donated to a local charity. If your child comes home with anything that does not belong to them, please notify the school so it can be returned to the owner. Other students sometimes take things. You can help by keeping watch for “new” items of clothing, etc. We do not allow students to trade or sell toys, articles of clothing, etc. at school or to and from school. PARTIES/ PICNICS/GIFT EXCHANGE Class parties are permitted as a part of observing holidays. Each party may be up to one hour in length. The exchange of gifts between or among students is not permitted. Valentine cards may be exchanged. Students are permitted to bring "birthday treats" to share during the school day (see “Food Allergies” in this Handbook). Birthday “parties” are not allowed at school including student-sponsored or parent-sponsored surprise parties. Students may not distribute party invitations at school unless it is a party to which the entire class is invited. The office will not release addresses and telephone number information for any Slade students. Class picnics may be held during the last week of the school year. OPEN HOUSE There are two Open Houses during each school year. The first one is usually held 2-3 weeks after school starts in the fall. This is a time to visit your child's classroom and briefly visit with his/her teacher. Sign-up for various PTA committees and other activities are held in the gym. The second Open House is in the spring, usually in March. This is another opportunity to revisit the classroom and see what your child has accomplished. PTA/Volunteers (Parent Teacher Association) The Slade Elementary PTA is an active, non-profit organization whose purpose is three fold: 1. Support and speak in behalf of children and youth in schools. 2. To assist parents in developing the skills of their children. 3. Encourage parent and public involvement. Officers of the Slade PTA invite you to join and become an active participant in this organization. PTA and teachers need volunteers in classrooms and extra-curricular activities.

Please contact your child’s teacher or PTA if you are interested. Volunteers along with all visitors are asked to sign in at the office and receive a name badge. PARENTS RIGHT TO KNOW (No Child Left Behind)) The federal law, commonly called “No Child Left Behind” (NCLB), requires that schools which receive Title I money notify parents that they may request certain information about their child’s teacher’s qualifications. The specific information about which parents may inquire includes:

Whether the teacher has met Wyoming licensing criteria for the grade-level and/or subject he/she teaches

Whether or not the teacher is teaching on an emergency licensure or has had licensing criteria waived; and

The teacher’s college major, and graduate degrees or certification, and the field of discipline for those degrees or certifications.

In addition, if a child receives services from a paraprofessional, parents may request information about the paraprofessional’s qualifications. If you have questions, or desire to obtain this information, you may contact your school’s principal or the Assistant Superintendent for Personnel for the District, at 307-721-4400. Please rest assured that Albany County School District One takes pride in the quality of teachers and paraprofessionals it employs to serve your children. PEDESTRIAN SAFETY/STUDENT PICK-UP AREAS Students are asked to use sidewalks and crossing intersections at marked crosswalks. Students are expected to follow the established pedestrian routing plan as they come to and leave from school. A “routing” plan identifies the safest route to each of the schools and is available from each school office. Parents are asked to utilize the designated student pick-up areas at each school when dropping off or picking up their students. PERSONAL BELONGINGS Students should not have an expectation of privacy in lockers and desks owned by the district. Students should bring only those items to school required by the educational program. The school cannot assume responsibility for lost or stolen property. Parents should print their child’s name on coats and other personal belongings. Students will not be allowed to bring personal electronic devices, remote controlled cars and other electronic equipment to school. More students are required by their parents to bring a cell phone to school. Student cell phones must be turned off and stored in their backpacks during school hours. PHONE/CELL PHONES If you wish to call a teacher, please try to do so either before or after school. Teachers are in the building 1/2 hour before and 1/2 hour after school. The office will gladly take your name and number if you wish to have a teacher call you.

Students are discouraged from using the phone (except in an emergency situation). The classroom teacher will grant a phone pass if he or she feels the call is necessary. A student will not be called out of class to answer the telephone. The office will gladly relay any message to the student. If your child wishes to go somewhere after school other than the usual destination, please make these arrangements prior to school, not at 3:00 pm. Children will not be allowed to use the phone to have parents bring forgotten items such as library books, school materials, etc. Exceptions may be made. We have only three lines in and out of our school. Non-emergency calls can block others from using these lines. Again, some students are required by their parents to bring a cell phone to school. Student cell phones must be turned off and stored in their backpacks during school hours. PLAYGROUND GUIDELINES AND RULES Before School: The playground is supervised from 7:30am-8:00am and during all recesses. When there is inclement weather or it is extremely cold, students will be allowed in the building. The colored sign on the doors will be red (indicating students must come in). They should use the playground doors and go directly to the hall outside their classroom. Please dress your child with the proper clothing for inclement weather. Safety Guidelines and Rules: The following guidelines and rules are simple, easy to follow and are necessary for the safety of all children. If a student is unable to abide by any of them, s/he will give up playground privileges. The monitors will have balls and jump ropes available before school and during the lunch hour for all students. It is the responsibility of the children to return equipment to the storage carts or designated areas when the bell rings. Classroom equipment may be used only at recess times. Children will not take classroom equipment outside before school. All equipment should be used for its intended purpose only. If a ball goes over the fence, ask the playground supervisor to retrieve it. The rules we have established are in place for the students’ safety both inside and outside any time they are at school.

1. Equipment should be used for its intended purpose. For instance, jump ropes are to be used for jumping rope only.

2. Touch football is allowed on the Hill only and may be played under the supervision of adult monitors.

3. Teasing, fighting, name-calling, swearing, disrespectful remarks, inappropriate actions and/or language toward other children or adults are not acceptable and will not be tolerated.

4. Drugs, alcohol & tobacco products the use and/or possession of any of these products by students is prohibited in buildings, vehicles, or any property owned by ACSD1.

5. Weapons/Guns, knives or dangerous toys or objects are not allowed at school. If you see any of those things, please tell an adult immediately. Children possessing those items may be suspended from school.

6. Hardballs, baseballs and bats, super-balls and golf balls are not allowed. 7. Climbing on climbing structures only is permitted. Not on fences, flagpoles, or ball wall.

8. Gum chewing and candy eating are not allowed at recess time or in the school unless you have the teacher’s permission, and confine it to the classroom.

9. Snowballs & rock throwing are prohibited by law by the City of Laramie. Woodchips surrounding the playground equipment are to help cushion accidental falls. The chips are not for throwing. A wood chip can injure a child if it is thrown or used like a weapon.

10. Show respect for everyone on the playground. This means that you DO talk to others nicely and positively. You DO keep your hands and feet to yourself so you do not do anything that might cause injury to another person. You DO use positive language. It means that you listen to and follow the directions of all playground monitors.

11. Remain on premises during school hours unless other arrangements have been made. Children will be checked in/out of school through the main office by the adult doing so.

12. Personal items are not to be brought to school (i.e. toys, electronics). These often get lost, misplaced or destroyed. The school will not be held responsible if personal items are brought.

13. Dress and appearance of children should be neat, clean and appropriate for weather and for learning. Hats, t-shirts and sweatshirts with messages or pictures of drugs, alcohol, rude or unacceptable behavior, language or offensive in nature are not allowed. Please do not wear clothing such as “short” shorts or muscle shirts. You will be asked to call home for appropriate clothing. Boys and girls are asked to remove baseball caps inside the school.

14. Building and grounds need to be treated by all children with respect. This includes not only the building but the trees, shrubs, flowers and garden. If damage is done by students they could be responsible for the cost of replacing foliage or repairing damages.

15. Laser pointer procedures are in place to assure a safe and orderly environment. No student may possess a laser pointer while on school property or at a school activity. Any student found in possession of a laser pointer will have the pointer confiscated and will face disciplinary consequences as determined by the principal and school policies.

PROBLEM/CONCERN RESOLUTION Seeking out the right individual to discuss a school-related problem is the first step towards solving it. Outlined below is the most efficient and proper way to finding a solution. If your problem/concern relates to the classroom regarding materials, discipline, homework, and your child’s relationship with his/her teacher or peers: First discuss your concerns with the classroom teacher. It is important to all those concerned that the teacher be contacted first. If you are not satisfied after this first step: Contact the principal. If you are not satisfied after discussing it then: Contact the Superintendent of Schools. If you still don't feel as though your problem has come to a satisfactory resolution, you may contact your School Board.

RELEASE OF STUDENTS A child shall not be released from the school premises at any other than regular dismissal time unless a parent or guardian personally picks him/her up, and unless approval of the principal has been given. At no time shall a child be allowed to leave unless accompanied by a school-

approved adult. Students leaving the school grounds to go home for lunch must have a note from their parents.

RELEASE OF RECORDS Permanent records and cumulative folders are school records under the law. Parents/guardians may see and ask for copies of these items. This should be done at a reasonable time and is subject to reasonable regulations with respect to these records. Confidential records require a Release-of-Records form be signed in order to send confidential records to or from other school districts. If you anticipate moving out of the Slade School area or outside Albany County School District, please notify your child's teacher and the school office ahead of time. This will permit the teacher to update your records and provide you with a transfer slip on the last day of the child’s attendance. DISTRIBUTION OF RECORDS TO RECEIVING SCHOOLS FOR STUDENTS WHO HAVE SUSPENDED OR EXPELLED For any student who transfers to another school either in or out-of-our district we will provide the receiving school with a record of the student’s suspensions or expulsions while a student in our district. SAFETY Each school provides for the supervision of students before school, during all recesses, and immediately after school. Personnel within each building have been trained in first aid procedures and are able to respond to the needs of injured students. Parents will be contacted in the event that their child is injured or gets sick while at school. Slade staff works hard to ensure all students will be safe and secure while at school. All doors except the main front door remain locked during the day. The door on the west side of the building is unlocked from 7:30-8:00 am, so children can come in for breakfast. All visitors must sign in at the main office before entering a classroom and pick-up a name tag. Visitors must sign out and return name tag to the main office upon leaving. Slade Safety and Security & Crisis Plan The Slade Safety & Security team meets in the fall and spring to update information. ID Badges and Identifications: Slade School faculty, staff and substitutes wear the district approved picture ID badges. Badges along with sign-in and sign-out notebooks are provided for volunteers and visitors. Students leaving school: Parents are required to come into the office and sign out their child with date, time, and reason before the child is excused to leave the building. Emergency Notebooks: Notebooks with updated emergency information on each student and faculty/staff members are kept in the nurse’s office for easy access. Information is updated yearly.

Emergency Information: Both a ACSD #1 District and Slade School safety and security plan, along with a binder containing emergency information is provided to each staff member yearly. During the August faculty meeting evacuation and other emergency directives are reviewed. During the new teacher meeting and substitute meeting the emergency plan is also reviewed. Building Security: Along with ID badges, sign-in/out notebooks, Slade School keeps all exterior doors locked except the main front door. Evacuation: In case of a situation to evacuate students and staff from the building, notice will be given to staff members by intercom or phone to leave the building and report to the First Baptist Church at 1517 Canby Street. All staff members will take their class lists and emergency information binders. The office will take emergency information as well. Reporting crimes: If students have knowledge that a crime has been committed or if they are aware that someone is going to commit a crime, they are urged to inform a teacher, school administrator, or another school employee. If a student feels reluctant to inform someone, he/she may make an anonymous tip by calling 1-800-78-CRIME. A reward of up to $1,000.00 may be provided for tips. SAFETY DRILLS/FIRE DRILLS In accordance with state law, a fire drill or other type of safety drill (i.e. tornado, lockdown) will be held every month during the school year. The fire drill starts with a continuous signal of the fire alarm, which can be heard throughout the building. Students should leave the building and never stop to get books, school materials, or personal belongings. All safety drills including tornadoes and lockdown drills will follow the school procedures for that type of drill. Everyone should move promptly, with no running or pushing, to their designated evacuation exit. The teachers will follow their classes out, making sure their door is shut, and that all students are accounted for. SCHOOL CLOSURE/SEVERE WEATHER If it is necessary to dismiss school early or not have school due to severe weather all local radio stations will be notified Parents and students should listen to AM stations KOWB 1290 OR FM stations KUMR 91.9FM for school closure information. You may also check the ACSD #1 website at www.acsd1.org. If the weather becomes severe during the school day and school is dismissed early, an announcement will be made over these same radio stations. INCLEMENT WEATHER PROCEDURES When the temperature is 0 degrees or below, with/without the wind-chill factor, children will stay inside according to instructions from the principal. When children arrive before school begins during really cold, questionable weather, such as severe storms or lightening, they should look for a red sign at all the entrance doors. RED means they MUST come inside. During recess times, the children will remain in their classrooms and the teachers assigned to duty that day will make rounds and supervise children in the various classrooms. Inside at Lunch An abbreviated schedule will be used as standard procedure in the event inclement weather prohibits allowing students outside during the NOON recess period. Teachers will be notified as early as possible when this procedure will be used. Students are to

be brought to and dismissed from the lunchroom through the halls according to the abbreviated times. Playground monitors will supervise the children in their respective classrooms until their regular classroom teacher’s returns. SCHOOL DIRECTORIES/CLASS LISTS/PERSONAL INFORMATION Student lists and other personal information about students cannot be given to anyone without proper authorization. For your child’s protection, it is essential that the individual school has on record the correct home and work addresses and telephone numbers of each parent and the same information of another individual who may be contacted if necessary. Some medical facilities refuse to render services if parental consent cannot be obtained. SCHOOL PICTURES Individual student pictures are taken in the fall and group class pictures are taken in the spring of each school year. Purchase of pictures is voluntary. The PTA in each school may assist with the taking of these pictures and receive a portion of the cost of pictures. Information about the packet options available and the cost of the pictures is sent home with students. SITE COUNCIL The Slade Elementary Site Council is an organization of school personnel and parents whose purpose is to assist in planning, goal setting and the implementation of effective school practices. SPECIAL PROGRAMS Please feel free to contact the school office or your child’s teacher for more information concerning any of these programs. TITLE I READING/MATH Slade School is a school-wide program that receives extra funding through Title I Federal Funds. With these funds we have been able to hire Reading Specialists and highly qualified teachers and paraprofessionals that may work with all students, especially those who could benefit from their services. Having this highly qualified staff allows us to reduce student-to-teacher ratios and give those students who need extra support in Language Arts and Math the attention they require. Being a school-wide program has also made it possible for our school to purchase extra materials that enhance learning. Providing early intervention is an important key to success for children. At Slade Elementary, extra assistance is provided as early as possible in a student’s school career in order to support a strong educational start!

Some of the activities the school-wide staff provides are pre- and post-assessments, one-on-one tutoring for first graders in Reading Recovery, and small group instruction in Language Arts and Math. As students progress the level of support and service may be modified. Also, the Slade School-Wide Parent Policy and Guidelines are placed at the front of this handbook for your perusal. Additionally, the Student/Parent/Teacher Contract is also available in the handbook for you to read over. This contract is usually made available to parents at Parent-Teacher conferences. If you are unable to attend your child’s conference the contract will be sent home with your child for you to sign. We value the partnership between home and school and these are just two ways to support this on-going relationship. LEARNING ZONE The Elementary Resource rooms are for those children who have been referred for evaluation by the School Screening Committee and have been determined to have some type of learning problem that interferes with learning in the regular classroom. The committee meets with parents to determine the placement in this program. Children may participate from 30 minutes to 2 1/2 hours per day depending upon specific needs. COUNSELING SERVICES The school counselor works with children in the classroom as well as with small groups and individuals. They work with those who need help with personal, social-emotional, and academic needs. The classroom teacher generally makes the referral in consultation with the parents. The counselor provides assistance to students and families in an effort to resolve personal, school, or family problems that are interfering with a student's ability to function appropriately in school SPEECH THERAPY The purpose of this program is to provide corrective speech remediation, receptive and expressive language instruction, and aural rehabilitation to students identified as having oral communicative problems. AUDIOLOGIST Hearing screenings are provided for children in kindergarten, first, second and third grades and all new students to the District. Additionally, any student referred by a teacher will receive a hearing screening. If needed, follow-up services are provided. PERFORMANCES Children are given at least one opportunity to participate in a music program during each school year. The program times alternate annually between Fall and Spring. Since these programs incorporate parts of the music curriculum, children are graded on their participation in rehearsals and their participation in the performance. Due to the fact that children are graded on their public performance, it is of the utmost importance that they make every effort to attend and participate in that performance. If a child misses the public performance of a Slade All-School music program due to illness, family emergency, or for any other reason, s/he

will be allowed to do an alternate assignment during the regular music class time to make up for their performance grade. All Slade school-wide programs are scheduled in the evening at the Laramie Senior High School Auditorium. SLADE CHOIR Any student in 3rd, 4th or 5th grade are eligible to join choir. Students do not need to audition or try-out and membership in the choir is free and strictly voluntary. Slade Choir is an honorary group and members are representatives of Slade Elementary School and so are expected to be on their best behavior and act respectfully, especially when they are in public. Students interested in joining choir must return a signed permission slip to the music teacher and agree to attend all performances and all practices. Choir members are allowed 3 unexcused absences per semester. If more than 3 unexcused absences occur in a semester, the member loses the privilege of being in choir. Performance attire for choir concerts consists of the following: a Slade choir T-shirt, nice blue jeans, and comfortable shoes. A choir shirt may be purchased or rented. If rented, cash for the amount of the shirt is kept until the end of the school year and returned when the laundered shirt is brought back in good condition. STUDENT EVALUATION AND REPORTING The evaluation of student learning is an on-going process that is reported to parents in several ways. GRADING SCALE 4th and 5th Grade: - Letter grades will be given in the following areas: Reading and Math Grading Scale 90-100-A 80-89 - B 70-79 - C 60-69 - D Below 60- F Students will be evaluated by (but not limited to) daily written assignments, assessments, reports, projects, homework assignments, teacher observation, and classroom participation. REPORT CARDS Report cards are issued at the end of each trimester period. The Albany County School District’s elementary report cards will be used to report student performance and progress during the coming year. These documents are designed to report student proficiency in meeting Albany County School District standards and benchmarks. Our standards are aligned with state and national standards in all disciplines. Each grade level has their own unique report cards, which is directly aligned to the standards and benchmarks for that grade level, and available upon request at Slade’s front office. A “benchmark” is the content of knowledge that a student should know by the end of their grade level. A “proficiency” is the performance level that your student is able to demonstrate. These report cards tell you at what level your child is currently performing. The following proficiency scale is used to record performance and to mark the report cards:

The report cards will be explained at the parent-teacher conferences or sometime during the first trimester weeks. PARENT-TEACHER CONFERENCES Conferences are scheduled during the first trimester grading period. School is dismissed for two days during which time individual conferences are scheduled. A conference may, however, be scheduled at any other time by either parent or teacher should the need arise. PROGRESS REPORTS A teacher may send a progress report at any time during the trimester grading period. This might also be done by telephone. HOMEWORK Homework is considered an assignment to be completed as part of an independent study outside the classroom. Homework assignments should be reasonable in length and expectation. The majority of regular assignments will be completed during the school day. Homework policies may vary from one teacher to another and from one school to another. VISITATION We encourage parents to visit school; however, to reduce any interference with the educational process we prefer that parents who wish to visit their child’s class telephone ahead and coordinate their visit with the teacher. It is best to refrain from visiting during the first few weeks of school so that children and teachers have an opportunity to organize and settle into the year’s program. All visitors must sign in at the school’s front office before entering a classroom. For your child's safety, you must notify the office if you should find a need to remove your child from the school premises during school hours. If a parent is taking a child during school hours, he/she must check in at the office and sign the student check-out sheet. A permission slip to leave the building will be provided to the teacher. No teacher will allow a child to leave if the “slip” is not present. All visitors will sign-in and receive a visitor’s pass. We ask the visitors to drop their badges off at the office when leaving. Students who are not enrolled in our district will not be allowed to visit classrooms during school hours. DISTRICT BULLYING POLICY Section 38. Prohibiting harassment, intimidation and bullying. o Harming a student physically or emotionally, damaging a student’s property or placing a student in reasonable fear of personal harm or property damage;

o Insulting or demeaning a student or group of students causing substantial disruption in or substantial interference with the orderly operation of the schools; or

o Creating an intimidating, threatening or abusive educational environment for a student or group of students through sufficiently severe, persistent or pervasive behavior. (W.S. 21-4-312)

Harassment, intimidation or bullying can take many forms including: slurs, rumors, jokes, innuendos, demeaning comments, drawings, cartoons, pranks, gestures, physical attacks, threats, or other written, oral or physical actions. “Intentional acts” refers to the individual’s choice to engage in the act rather than the ultimate impact of the action(s). “School” includes a classroom or other location on school premises, a school bus or another school-related vehicle, a school bus stop, an activity or event sponsored by a school, whether or not it is held on school premises, and any other program or function where the school is responsible for the child (21-4-311 (a)(i)(C)(ii)). In the event of any ambiguity, this policy should be interpreted in conformity with the Wyoming Safe School Climate Act W.S. 21-4-311 through 21-4-315. SLADE SCHOOL-WIDE SOCIAL SKILLS CURRICULUM Smart Kids is a social skills program we teach to our Kindergarten and 1st graders. The program covers fourteen social skills that allow people of all ages to communicate effectively and socialize with others. SMART Kids skills will help your child develop friendships and succeed academically. Some skills include how to follow instructions, how to take turns, and how to include others. Bully Blockers is designed to teach our 2nd-5th grades six main anti-bullying skills. This program covers the following skills: Learning about bullying, Tools to combat bullying, How to build friendships, How to problem solve conflicts, How to respect differences, and How to build confidence. Second Step is the program used by our school counselor to help students learn valuable social skills and solve problems. Please talk with our school counselor if you would like further information.
