o The purpose of this rule is to establish minimum safety requirements for group-experience rating and group-retrospective rating.
o Certified sponsors with employer policies filed in their group for the Jan. 1, 2016, (public-PEC) or July 1, 2016, (private-PA) must fulfill these requirements.
