Step 1: Soil filling upto 25 mm below the weep hole and do the compaction with hand rammer.

Step 2: Put the filter tool on the compacted soil and match the hole of tool with weep hole.

Step 3: Fill the tool with gravels.

Step 4: Fill the voids with sand.

Step 5: Tamp the sand.

Step 6: Fill with earth surrounding the tool up to the top.

Step 7: Compact the soil surrounding the tool.

Step 8: Lifting the Filter Tool.

The same procedure shall be followed for other weep holes.
