CITB Flexible Funding Firms that have developed projects to provide construction workers with skills and training are being urged to apply for funding from the Construction Industry Training Board (CITB). CITB will be accepting applications for the next Flexible Funding opportunity from April 19, which offers funding for construction skills and training projects that last up to 18 months and are not already supported by other CITB funding. The Fund focuses on the training areas that have been identified as priorities for the industry following CITB’s extensive consultation with employers in 2015. The aim is to target funds to help build a well-skilled workforce and support the industry for the long term. Since September 2015, CITB has invested over £1.7M in projects under the Flexible Fund. A total of 45 projects have successfully acquired funding via the Skills and Training fund at a total value of £185,874, with an 88% success rate for firms who apply. CECA Roads Forum

Staffing, Workload And Procurement Are Top Concerns Of CECA Members

Research from the most recent CECA Workload Trends Survey has indicated the top concerns of CECA members are staffing (reported by 23 per cent of members), workload (by 21 per cent), and bureaucratic procurement (by 19 per cent). Crown Commercial Service Small Business Panel

The Crown Commercial Service are currently looking for volunteers to join their Small Business Panel. This is a group that exists specifically to advise the Government on how to help small and medium sized businesses win public sector contracts.

Although the role is unpaid, there are a number of benefits to being a Small Business Panel member including:

• The chance to feed your ideas and opinions directly to government and Ministers

• Networking and knowledge sharing with other small business leaders

• The opportunity to directly create policies that will have a big impact on small businesses

And, with the government committing to spending 33% of its goods and services budget with SMEs by 2020, the advice and guidance of the Small Business Panel has never been more vital. Once panel members have been selected, quarterly meetings will take place in London and last approximately 2 hours. For members that can’t travel, dial-in or video conference facilities can be made available. CECA Y&H Golf Meetings 2016

2016 is CECA’s 20th anniversary, and it coincides with it being a Ryder Cup year, so what could better than playing the three courses that have hosted the Ryder Cup in the Yorkshire & Humberside region? Starting on Wednesday 18 May 2016, the CECA Y&H spring meeting will be held at Lindrick GC, Worksop. Lindrick hosted the Ryder Cup in 1957 and was the scene of Great Britain’s first victory over the USA in 24 years. CECA Y&H’s summer meeting will be held at Ganton GC near Scarborough on Thursday 14 July 2016. Ganton hosted the Ryder Cup in 1949 & was the scene of a dramatic fight back by the American team as they overcame a 3-1 deficit to win 7-5 on the second day. We will complete our Ryder Cup campaign with our Autumn meeting at Moortown GC, Leeds, home to the first match on British soil in 1927, on Wednesday 14 September 2016. In that year, GB beat a stellar USA side 7-5 to win the cup for the first time – hopefully this will be an omen for the European side as they take on the USA at Hazeltine National in Minnesota on 30 September 2016.

Also this week, CECA Wales has been scrutinising party manifestoes for the National Assembly of Wales Elections on 5 May for infrastructure commitments, to engage with the new government of Wales and new ministers (when appointed), and to promote the importance of infrastructure to the Welsh economy; working with CBI Wales to examine opportunities for cross-sector promotion of infrastructure - and sharing concerns over the new Apprenticeship Levy; briefing the Chairman ahead of the CECA Wales Executive Committee meeting; preparing a response to the Welsh Government’s proposals for ethical employment in supply chains; and hosting the CECA Wales Chairman’s Dinner.

CECA Training and Development Forum – Leeds, 19 May 2016

The next meeting of the Training and Development Forum will be held on Thursday 19 May at Leeds College of Building. The topics being covered will include updates from CITB on the Apprenticeship Levy and proposal for the Grant Scheme. There will also be the opportunity to review and feedback on the revised Go Construct website and hear about how Graham Construction have embedded Fairness, Inclusion and Respect into the business and won a CECA Inspiring Change award as a result. The Forum is open to all CECA members. Its aim is to provide the opportunity for CECA members to exchange information, share good practice and discuss topical training issues. • reducing the threshold for the turnover test from £200,000 to £100,000 where there are multiple partners or directors, from April 2016;

• simplifying the compliance test to focus on fewer compliance obligations from April 2016, enabling more sub-contractors to receive payments without deduction;

and to:

• introduce mandatory online filing from April 2016

• mandate online verification, where the contractor checks the sub-contractor’s tax status with HM Revenue and Customs (HMRC), from April 2017, following implementation of improvements to the service in 2016 to 2017.
