Stay vigilant and report suspicious activities

For emergencies off post call 112, the European emergency number, reachable from fixed and mobile phones, free of charge, everywhere in the EU. Bavaria Military Community officials are asking everyone to stay vigilant and report suspicious activities as soon as they are observed. The safety of our families is one of our biggest priorities. USAG Grafenwoehr Military Police: DSN 476.2490/3397 or CIV 09662.83.2490/3397.

No train ticket = STEALING! That’s right, if you’re caught riding a train in Germany without a ticket, you must pay a €40 fine, plus the cost of the ticket AND you may get titled with a criminal charge, “failure to pay a just debt” under Art. 134 of the UCMJ … because it’s “stealing.” Always have your ticket BEFORE boarding any train in Germany.

You MUST present your ID card to German Officials upon request In accordance with German law and USAREUR regulations, US military members, DoD civilians and their family members must present upon request their DoD ID Card to, Military Police, and host nation government officials to include: German Polizei, and Deutsche Bahn officials (conductors). Failure to do so may result in your arrest, criminal charges under the UCMJ and/or the civilian misconduct authority. If you are unclear on how this applies to you, contact your chain of command.

Abandoning your POV is a criminal offense In order to clear the installation, personnel must clear vehicle registration. Abandonment of a vehicle is a serious offense and could result in being titled under Art 92 of the UCMJ for failure to obey a lawful general order or regulation (AER 600-1 and AER 190-1). Plan ahead for your trip to vehicle registration and have what you need. Visit http://www.hqusareur.army.mil/rmv/basic_pov_information.htm for details.

Lithium Batteries may now be accepted for mailing stateside … with special instructions An interagency agreement between the United States Postal Service (USPS) and the Military Postal Service Agency (MPSA) has been reached that allows for the acceptance of items containing Lithium Batteries for mailing (only to the US). However, certain conditions apply. 1. Lithium products can only be mailed to US domestic addresses (minus AK). No international packages, APO to APO that require flight varies depending on the destination. APO to APO ground transportation is authorized. 2. Lithium cannot be shipped via Express Mail Military Service. 3. Must use a known good US domestic (non-AK) address as the return address, instead of an APO/FPO return address, and for the secondary address on the PS-2976A customs form in case the package is Undeliverable as Addressed (UAA) at the TO address. 4. PS Form 2976-A (Large White Customs Form) MUST be used. 5. “Lithium Battery Contained Inside” and “Device Has Been Switched Off” is required on the customs form. 6. Encouraged to add a third address and contact phone number(s) on a note inside the box. 7. The customer MUST ensure the device is turned off and packaged in a way that will not allow for accidental activation during the transportation process. This applies to all official and personal mailings. 8. Normal expected delivery times may be longer than normal under the temporary acceptance procedure. 9. The restriction is subject to change upon notice from MPSA through the IMCOM-E Postal Operations Branch. Mandatory direct deposit of retiree checks by 1 March 2013 A treasury mandate will soon require DFAS, Cleveland to pay retirees and annuitants by electronic funds transfer. Beginning 1 March 2013, most retirees and annuitants will be required to receive their pay directly to their saving or checking accounts. For retirees and annuitants living in Europe there are a couple of ways to start direct deposit:

For retirees and annuitants who have an American bank account and want to use that – complete a fast start direct deposit form, sign it and mail it DFAS. Ensure to keep a copy for your records.

Use your mypay account to set up a direct deposit to your american bank/credit union saving or checking account

Call DFAS at the customer care center at 888-332-7411 and have the information available to do it telephonically (American banks only).

For people who wish to use an international bank – use the international direct deposit form and ensure to include the IBAN number in place of the account number on the form and mail to dfas or provide to your local RSO for processing.

For assistance please contact the garrison retirement services officer – Mr. Reginald Womack/Mrs. Shelly Mimms/SFC Encarnacion Rodriguez in Bldg. 244 or call 09641-83-8709.

Motorcycle safety is everyone’s responsibility

We are in the heart of the motorcycle season here in the Bavaria Military Community and as we operate our motorcycles we need to be observant of the three types of riders in our community. The DISCIPLINED Rider is the fully trained, counseled and responsible rider that involves his or her supervisors, friends and family in the riding experience. The UNDISCIPLINED rider has not been fully trained, counseled, mentored and does not have much involvement with leaders, supervisors or mentor riders. These riders are a great risk to themselves, other riders and everyone that shares a public road with them. The INDISCIPLINED Rider has not been fully trained, counseled, mentored but has direct contact

Page 12: Weekly Newsletter

with others who counsel and advise of their lack of motorcycle training, counseling and experience and chose to operate a motorcycle anyway. These riders disregard laws, policy and procedures that often result in death or serious injury to others. It's an individual rider's responsibility to be the DISCIPLINED motorcycle operator, and a community responsibility to recognize and point out the UNDISCIPLINED and INDISCIPLINED riders so that they cannot continue to place our Solders, Families and community at risk.
