Re: Resolute FP Canada Inc. Request for Proposal for 2015 Slash Pile Burning Program

You are invited to submit a proposal for the 2015 Slash Pile Burning on the Black Spruce, English River, Caribou, Dog River-Matawin, and Crossroute Forests of Resolute FP Canada Inc. All proposals will be strictly confidential. The lowest price will not necessarily be accepted nor may it be the sole guiding factor. The project will not commence prior to Monday October 19th for all forests. In your proposal, please provide the following information: 1. Brief summary of the past experience of your company and experience of your

proposed on site supervisors. 2. Work schedule/Project Plan 3. Information on accommodations, travel logistics etc. 4. All inclusive pricing per ha. by Forest. 5. Please include information on your organizations ability to: - Comply with the slash pile burn plan

- Comply with WSIB, safety standards - Comply with all applicable legislation and Resolute FP Canada Inc.’s

Environmental Management System (EMS) - Ensure fire protection requirements are met as per the Forest Fire Prevention

Act and the Resolute FP Canada Inc.’s Fire Plan. - Provide 24 hour communication ability. - Provide evidence of insurance as follows:

- General Liability insurance covering, but not limited to, Bodily Injury and Property Damage to others Minimum - $3M/occurrence

- Forest Fire Fighting Expense Coverage (additional coverage under the

General Liability Insurance) - Minimum $1M/occurrence

- Automobile Liability insurance for all licensed vehicles owned, operated or leased by the Contractor$2M/occurrence

Slash Burning Areas

Area numbers are approximate and can and will vary depending on revised information. Maps showing the Annual Work Schedule proposal and ongoing refinements can be viewed by appointment or downloaded from the FTP site. A subset of the proposed areas will be selected. The program areas will be capped at: English River Forest: 5,740 ha Dog River Forest: 7,637 ha Black Spruce Forest : 4,738 ha Caribou Forest 1,568 ha Crossroute Forest: 18,412 ha Shapefiles, PDF maps and spreadsheets are available from an FTP site: ftp://files.innovated.ca login = RWForestryguest psswd = rwguest

THIS REQUEST FOR QUOTE (“RFQ”) IS A SOLICITATION FOR QUOTATION AND IS NOT A CONTRACT OR AN OFFER TO CONTRACT. Resolute FP Canada Inc. (“Resolute”) reserves the right to withdraw this RFQ at anytime before quotations are due; to accept or reject any or all proposals; to waive any formalities or minor technical inconsistencies or delete any items or requirements from this RFQ or resulting contract; to accept all, or any part of, a bidder’s proposal at the quoted prices; and to award the contract that is the subject of this RFQ to one or more bidders. Bidder awarded a contract under this RFQ will be that bidder whose quotation, as presented in its response to this RFQ, provides best value to Resolute, acting in its sole discretion, including without limitation, price, on-time delivery, warranty, quality and service, alignment with Resolute corporate values and mission, and such other factors determined from time to time by Resolute. All proposals must be firm and valid for a period of at least 90 days from the submittal deadline of this RFQ. Bidder will not be permitted to change the wording of its proposal after submission to Resolute. By submitting a proposal in response to this RFQ, Bidder acknowledges and agrees that (1) this RFQ is a solicitation for a quotation and is not a contract or an offer to contract; (2) the submission of a quotation by bidder in response to this RFQ will not create a contract between Resolute and bidder; (3) Resolute makes no representation or warranty, written or oral, that one or more contracts will be awarded under this RFQ; and (4) bidder will bear, as its sole risk and responsibility, any cost arising from bidder’s preparation of a response to this RFQ and, as applicable, contract negotiation. This RFQ and any resulting contract will be subject to Resolute’s General Terms and Conditions attached hereto (and a copy of which may be obtained at www.resolutefp.com under the quick link: Procurement - General Terms and Conditions), subject to any changes, necessary or desirable, in Resolute’s sole discretion. Any proposed modifications to such terms and conditions will be subject to Resolute’s approval, which approval may be refused at its sole discretion. This RFQ is issued subject to and in accordance with the laws of the Province of Ontario (without giving effect to its conflict of laws rules). The parties have expressly required that this RFQ and all contracts, documents and notices related thereto be drafted in English only. Position Title: Chief Executive Officer – 5 year Contract Position Description: Under the direction of the FWFN Band Council, plans, organizes,

directs and controls, the development and implementation of all FWFN programs, projects and services to ensure the effective and efficient delivery and operation.

Major Responsibilities: • Responsible for the overall supervision of all administrative staff and Project

Administrators, with direct supervision provided to the Senior Managers. • Directs and advises the Senior Managers delivering services and programs to the

Membership, clientele and general public. • Coordinates the evaluations of all Band staff via Senior Managers and performs direct

evaluations of those staff under the CEO supervision. • Establishes objectives for the departments and formulates policies and programs. • Attends all Council meetings and provides information and resources for Band meetings

and Band Council members. • Supervises the preparation of the agendas, minutes and by-laws for Band Council,

Committee and Community meetings. • Prepares Band Council resolutions, contribution arrangements and other funding proposals

to access funds for priorities as determined by the Band Council. • Implements the decisions of the FWFN Band Council. • Participates in the coordination of the annual audit of the FWFN financial records, reviews

audit with Council, follows-up with recommendations and implements financial policies and procedures.

• Organizes funds to implement policies and programs; establishes financial and administrative controls and overall personnel planning.

• Ensures the security of all FWFN assets. • Ensures that all departments have their annual budgets prepared and submitted prior to

the beginning of the fiscal year. • Maintains effective communication and liaisons with all levels of government and various

organizations. • Represents FWFN for the purpose of Government liaison and media relations. • Assist FWFN Chief and Council in developing the long-term vision and strategic plan of

FWFN and facilitate the implementation of that plan. • Performs other related duties as may be assigned by FWFN. Reporting Responsibilities: • Submits reports and briefs on all Department activities, financial and administrative

matters to the FWFN Council and other agencies. Conditions of Employment:

• Sound analytical and problem solving skills, stress management and time management skills.

• Excellent verbal and written communication skills. • Must be computer proficient in Microsoft Office and familiar with accounting software

programs. • Understanding of the Fort William First Nation traditions/heritage/cultural lifeways

Position Title: Administrative Support Worker Permanent Position Position Description: The Administrative Support Worker will be required to perform

an array of administrative duties including secretarial and receptionist duties. Additional responsibilities include providing administrative support to the Directors, taking minutes during meetings and aiding in scheduling. This position will also primarily be responsible for maintaining, updating and verifying the First Nation Register and Band List for Fort William First Nation.

Major Responsibilities: • Provide administrative and organizational support to the Directors and senior

management team • Word processing, presentation development, briefing notes, speaking notes, spreadsheet

building, telephone communications and screening, calendar management, travel arrangements, expense reports and filing system management

• Coordinate all external communications with tact and diplomacy • Synchronize multiple projects • Assist individuals through the application process for Indian Status and will participate in

the determination of an individual's eligibility for Indian Status. • Communicates decisions made by the Registrar and issues Status Cards to those that are

deemed eligible. • Other duties as required Qualifications: • Minimum of 5 years' experience in administrative or communications' experience • Bachelor's degree desirable • Subject to drug testing. St. Anne's - 20th Sunday - Aug 16th, 2015 1st Reading: Proverbs 9:1-6. This reading contains an exhortation to us to turn aside from the way of foolishness, and invites us to walk in the way of wisdom. 2nd Reading: Ephesians 5:15-20. The wise Christian will make the most of the present time, being alert to the will of God, and shaping conduct accordingly. Gospel John 6:51-58. This contains Christ's great promise of eternal life to those who eat his body and drink his blood (in the Eucharist).
