Daytona State College Start of Construction Celebration
Daytona State College held a Start of
Construction Ceremony on Thursday to
celebrate the 24,000 square foot building
addition at the Palm Coast campus. This
addition will accommodate projected
enrollment increases, mitigate a 60-plus mile
round-trip commute for many Flagler
residents who must attend classes in
Daytona Beach, and open opportunity for
new programs and course offerings in areas such as marine sciences, health care and business.
GIS Cup Welcomes Soccer Teams from around the US and World
Starting tonight, the GIS Cup soccer tournament, being held at Indian Trails
Sports Complex and Ralph Carter Park, welcomes soccer teams from
across the US and an Academy Team from West Ham United (a team in the
prestigious English Premier League). Local cash registers are sure to ring a
few more times than normal as over 80 soccer teams invade Palm Coast
and the Flagler Beaches.
Palm Coast BAC Fearless & Focused Luncheon
The final BAC Fearless & Focused Luncheon of the year was held
Thursday with 65 attendees to hear the inspirational message delivered by
Barbara Revels. The five part series was well received with over 300
attendees and participants are looking forward to continuing the series next
year.
FCCMA, Selected City of Palm Coast for Presentation at the 2013 FCCMA Conference
The Florida City and County Management Association (FCCMA) considered the City’s case study on “Enhancing
an Organization Through A Bunch of SAPS (Strategic Action Plans)” and was selected to be included on the
agenda for presentation at the annual conference. City Senior Planner, Denise Bevan, will present this study, to the
2014 FCCMA Conference session on May 30, 2014 in Orlando.
Linear Park Trail Map Additions
The Flagler Palm Coast High School Learn and Serve Program that was holding
weekly classes at the trailhead building at Linear Park has had another of their
various projects come to fruition. The students have been working for about a
year and a half on a comprehensive trails map to fill the empty kiosk at the
parking lot as you approach the trailhead building. What they came up with
was a map showing all the trails (paved, shell, and mountain bike) as well as the
locations of the wildflower and butterfly gardens they created and built. Some
history of the area was an added bonus that they researched and included in the
overall map plan. The City contributed to this effort by providing some
computer CADD work and paying for and coordinating the lamination of the
map with an outside vendor. The class teacher was Trish Reonas and she and
her students are to be commended for their fine work. Stop by the park and see
it for yourself!
Starbucks Adopts a Park
Starbucks has recently entered into two adoption
agreements with the City to assist our Public
Works Department and take our maintenance to a
higher level. The first adoption was under the
City’s Adopt-a-Park program and the park is
Linear Park. Under this agreement, Starbucks
has agreed to pick up trash, litter and perform
other landscape maintenance tasks such as
weeding shrub beds around the parking lot and
trailhead. The second adoption was under the City’s Adopt-a-Shoreline program and this includes the Intracoastal
Waterway shoreline along Waterfront Park. Shoreline adoptions include picking up debris and litter that may wash
onto the shore, putting any discarded fishing line into the existing recycling containers provided and seeing that
they get emptied and delivered to the City for proper recycling.
When asked why Starbucks offered to make these two adoptions, Kelly Mangaroo of Starbucks responded, "Every
Starbucks store is a part of a community, and we’re committed to strengthening neighborhoods wherever we do
business. Through our adoptions, we are taking ownership of the city we live in. By giving back to our community,
we hope to be a positive catalyst that will inspire others to become more actively involved to keep Palm Coast
beautiful for generations to come."

Applications Division made changes to the Performance Measure internal web application to help make it easier for staff to organize and view their measures.
Applications Division installed and began configuring Wowza Media Server. Wowza will replace our Windows Media Server implementation and will allow us to stream both live and on-demand media to multiple devices including desktop computers, iOS and Android devices.
Applications Division updated the Next Year Budget report to reflect the new fiscal year's information
Operations Division received 76 Track ITs this week
Operations Division upgraded and configured the NetMotion server which serves as a VPN program for many of our remote network users

Applications Division updated two Reporting Services reports for Animal Licensing: 1st Renewal Notice and the Citation Notice.
COMMUNITY DEVELOPMENT
GIS Division created and implemented a mobile mapping collector application to inventory MUP assets. This allows the user to use their iPad's GPS to collect points, take pictures, and display on a map.
GIS Division provided Community Development with a map series (current & proposed zoning, current & proposed flum, aerial) for Graham Swamp.
GIS Division staff provided Community Development with a map series (current & proposed zoning, flum, and aerial) for the FDOT weigh station on Interstate-95.

PARKS & RECREATION
GIS Division staff provided Parks & Recreation with a route map for the 2013 Pink Army Breast Cancer 5K Run & 1 Mile Walk.
M-3 Water Control Structure Rehabilitation Project for 2014 (ITB-SW-14-01) - Four (4) qualifications was received on 9-23-13, two (2) of the four (4) met the qualifications. Pre-bid meeting scheduled for 10-17-13 and bids are due on 11-18-13. Construction should begin in January-February 2014.
Stormwater Model Improvements for Sections 35 and Section 37 (Survey, Design & Permitting) – In-house design is complete on Section 37 tributaries 1, 2 & 3. Determination of wetland areas for Section 37 Trib. 3 were completed with City Staff and SJRWMD. Construction documents were updated to reflect the wetlands. Documents were signed and sealed by City staff and resubmitted to the SJRWMD on 9-24-13. COPC received SJRWMD permit approval on 9-27-13. Public Works Dept. is scheduling construction for FY 2014.

Sutton Place Drainage Pipe Lining – Below is a picture of a pipe lining project. The liner material is inserted into the pipe forced through it by hot water. The portion of the material sticking out leads out to the waterway, the area is backfilled and the end of the pipe liner is opened up after the liner material has hardened. This is an interesting process to see.

In the past week, the department responded to 156 calls. There were 3 structure fires with minor damages and one vehicle fire. A total of 114 EMS calls was logged and the balance was miscellaneous in nature. The drought index is at 112 out of a possible 800 and the fire danger is low.

2013 GIS Cup Soccer Tournament - October 11-13 at the Indian Trails Sports Complex.
Global Image Sports (GIS) in association with PDA Florida announce the 2013 GIS Cup soccer
tournament to be played over the weekend of October 11-13th 2013 in Palm Coast FL. West
Ham United of England's Premier League will be sending a U16 Academy Team to compete in
the Elite Showcase Bracket. The tournament is expected to attract many teams from outside the
region. Registration is open for all teams (U10 - U18) wishing to compete at this outstanding

Food Truck Tuesdays – Tuesday, October 15 from 5-8pm at Central Park in Town Center.
The temperatures are cooling creating the perfect scenario for Al fresco dining with your family
and friends. Enjoy a relaxing gourmet meal served from a variety of Food Trucks. Proceeds
from this month’s Food Truck Tuesday benefit the Frank Celico Foundation. Members of the
Foundation will be on site conduction a Family Bike Rodeo (bring your own bike and helmet).
Music will be playing and a magician will be on site. We will also be accepting donations of

Pumpkin Shoot-Out Lacrosse Tournament - October 19-20 at the Indian Trails Sports
Complex. Hosted by Team Florida Lacrosse. Great Pumpkin Shootout is a 7
on 7 lacrosse tournament. The Pumpkin Shoot-Out is a very fast-paced, fun
tournament that is a truly unique experience. Don’t miss out on Florida’s
premiere fall lacrosse tournament. Last year there were over 60 teams that
Co-ed Athletics at ITMS Volleyball – Mondays & Wednesdays through December 11 from 7-9:30pm

Critic’s Choice Club –Do you like to eat? Want to meet new friends? This is the Club for
you. Each month we will visit a new restaurant to enjoy a new cuisine or new location. Our

Lunch n’ Lecture – Wednesday, October 24, featuring our favorite City Manager, Jim
Landon. Mr. Landon will discuss Economic Development in Palm Coast explaining that while
other Florida cities experienced difficult economic times, our city has steadily managed to
overcome adversity, accentuate the positive and work hard to attract new businesses &

Women’s Self Defense Class
Instruction provided by Corporal Lutz of the Flagler County Sheriff’s Office. Women will
learn effective methods to ward off an attacker. This class is perfect for those individuals
wanting to learn how to better protect themselves.
Ages 12 years and up. Class is held at the Palm Coast Community Center from 6-8 pm for
three weeks beginning Monday, October 21. Pre-registration is required; cost is free.

Thursday, October 17 from 6-8pm at the Palm Coast Community Center, as we lead “crafty”

registration and payment of $10 fee is required. Materials are included in the class fee.
A Day at the Movies featuring To Kill a Mockingbird They don’t make them like they used to…Join us for this acclaimed classic movies from 1962.
Refreshments will be available. Our first “Day at the Movies” will be held on Tuesday,

Tuesday night, staff worked throughout the night responding to an emergency motor vehicle accident at
Palm Coast Parkway eastbound and Belle Terre Parkway southbound; the traffic signal cabinet was
destroyed so crews replaced it with a stock cabinet. The red light cameras were also knocked down.
Temporary modification of the disinfection treatment procedure continues until October 21st.
The average water demand for the week was 6.600 million gallons per day; average wastewater flow
was 5.791 million gallons per day.
Installed 3 new domestic meters and 2 new PEP tanks. Also set up dewatering systems for a PEP tank
replacement.
This week 324 utility customers were shut off for non-payment.
Reuse Pipeline from Old Kings Road to Holland Park – The pipeline installation is complete. Flushing,
pressure testing and site restoration to begin next week.
Beachside Pump Station and Sewer Force Main – Electrical, HVAC and finishes are being installed on
the pump station building.
Water Treatment Plant #2 Zero Liquid Discharge – The contractor started excavation and hauling
material off site for clarifier #1, the lime thickening tank and the EQ (equalization) tank.

Mowing in “U”, ”W”, ”BL “B””, “P”, “R”, “L”,”C” and “Z” sections. Mowing Belle Terre Parkway,
Old Kings Road, Pine Lakes Parkway, Seminole Woods Boulevard, Palm Harbor Parkway and Palm
Coast Parkway.
Performed site distance trimming in the “L”, “W” and “F” sections.
Graded 4,760 feet of swales, 1 outfall, and cleaned 101 culvert pipes.
Installed culvert pipe to replace 1 valley gutter on Beth Lane, replaced 2 pipe crossings located at Bud
Hollow and Birchwood. Re-graded 100 linear feet of ditch on Iron Place and repaired 2 washouts
Special Events – Staff painted 8 full sized soccer fields, 3 under 12 and 2 under 10, in preparation of the
GIS Cup Soccer Games this weekend.
NEWS RELEASE – City of Palm Coast Contact: Jason Giraulo, Digital Communications Coordinator (386) 986-2484; cell (386) 569-7540 October 7, 2013 Soccer tournament with international teams coming to Palm Coast sports complex Palm Coast, Fla. – Youth soccer teams from England and the United States will come to Palm Coast in October for a major youth soccer tournament being put on by Global Image Sports (GIS), in association with the local PDA Florida competitive soccer club. The GIS Cup soccer tournament will be held at Indian Trails Sports Complex and Ralph Carter Park Oct. 11-13. GIS is a Georgia-based sports management company that represents European professional soccer clubs searching for new soccer talent in North America. West Ham United of England's Premier League will be sending a U16 (16 and under) Academy Team to compete in the Elite Showcase Bracket at the GIS Cup. The tournament is expected to attract teams from outside the region due to GIS partnerships across the United States, GIS officials said. Participation is open to youth teams from U9 to U18. The following Showcase Games have been scheduled:

1pm: PDA Florida vs. Premier UK Soccer Tournament Director Reggy Monsanto of PDA Florida said this will be the first tournament ever to bring international teams to play in Palm Coast. “We are looking forward to GIS partner clubs participating in our showcase games” Monsanto said. “Once word gets out, we think more teams from around the region will come next year. Higher-level teams are looking for opportunities to compete against like competition and against teams they’ve never player before, and the GIS Cup will be a perfect fit for both.” The City has worked strategically over the past three years to develop Palm Coast as a premiere location for youth soccer and lacrosse in the Southeast. Partners in the economic development initiative include the Flagler County Tourist Development Council, the Palm Coast Sports Alliance and PDA Florida.
The area’s popularity for soccer and lacrosse tournaments has grown steadily in recent years, aided by top-notch field conditions, beautiful weather, excellent quality of life, and its central location mid-way between Orlando and Jacksonville with easy access to Interstate 95.
NEWS RELEASE – City of Palm Coast Contact: Beau Falgout, Senior Planner, Economic Development 386-986-3796 Oct. 7, 2013 Info meeting Oct. 23 for housing-purchase grant funding program in Palm Coast Palm Coast, Fla. – Time is running out to participate in the City of Palm Coast’s Neighborhood Stabilization Program – in which eligible homebuyers can receive federal grant funding to purchase and rehab a foreclosed or distressed home. The City will have an informational meeting about the Neighborhood Stabilization Program at 5:30 p.m. Wednesday, Oct. 23, at the Flagler County Administration Building, 1769 E. Moody Blvd, Bunnell. The meeting is open to the public, and no reservation is required to attend. Recently, additional areas have been added to provide homeowners more options, said Palm Coast Economic Development Planner Beau Falgout, who runs the program in Palm Coast. The program has helped 29 homebuyers purchase a foreclosed home and put Realtors and contractors to work. The federal grant program has been under way here for two years, and is wrapping up in the next few months. This is the last opportunity for homebuyers to buy the home of their dreams using this special purchase assistance. Homes must be under contract by Dec. 15.
