The Bill, which has been passed by the Lok Sabha, will soon become an Act after Presid- ent Ramnath Kovind’s nod. It also has a provision that makes triple talaq a criminal offence. The Opposition’s motion to send the Bill to a select commit- tee and an amendment to re- move the clause that criminal- ises a civil wrong, were defeated as the Centre got 100 votes when the Opposition could muster just 84 votes. The result was the same when the Bill was also put to vote by Chairman Venkaiah Naidu. Welcoming the passage, Prime Minister Narendra Modi said the country rejoices that an archaic and medieval practice has finally been confined to the dustbin of history. “Parliament corrects a historical wrong done to the Muslim women. This is a victory of gender justice, will fur- ther equality in society,” he said. The victory was also made pos- sible by the the support of the Biju Janata Dal. The walkout staged by the AIADMK, and the Janata Dal(United) and the ab- sence of TRS members , too, helped the BJP. Some members of the Nationalist Congress Party and the Bahujan Samaj Party were also absent during the vot- ing. Replying to the Opposition’s charge that the Centre is crimin- alising a civil issue, Law Minister Ravi Shankar Prasad said similar provisions were there in civil laws for the prohibition of dowry, bigamy and polygamy among Hindu men. The BJP members claimed that three-year jail term for the Muslim men who practise triple talaq will create fear. Prasad ad- ded that there were 574 cases of triple talaq even after the Su- preme Court banned the prac- tice. Leader of the Opposition Ghu- lam Nabi Azad said the Bill was a ploy by the BJP to destruct Muslim households using do- mestic issues. He urged the Centre to abide by the Supreme Court’s directions and bring a law against mob lynching. Prasad countered saying that he is not a law minister of the Rajiv Gandhi Cabinet and the BJP will not repeat the Congress’ mistake, the party that stood against Shah Bano. “I will not leave women who have been di- vorced by triple talaq via Whats- App or other such means in the lurch. When Muslim world is try- ing to reform, why can’t a demo- cracy do the same,” he said after citing examples. Earlier, RJD leader Manoj Jha said in House that the Bill was an example of “dog whistle polit- ics” where the Centre is trying to give a message to its cadre rather than standing with women af- fected by the practice of triple talaq. Congress member Digvi- jaya Singh said about 25 lakh hindu women are abandoned by their husbands and the Centre should bring a legisla- tion for them too. Amid the ruckus, the rul- ing BJP, including Union Ministers, asserted that the Uttar Pradesh government is taking steps to ensure justice for the girl and her family and urged the Oppos- ition not to politicise the matter. The protests, that began soon after the House con- vened for the day, was led by Congress members who were later joined by the Trin- amool Congress, the DMK and the Bahujan Samaj Party (BSP), among others. The Congress, Trinamool Congress, the BSP and the DMK members walked out of the House. More than 30 members, mostly from the Congress, were in the well of the House shouting ‘we want justice’. ‘No intention to politicise’ Raising the matter, Leader of the Congress in the Lok Sabha Adhir Ranjan Chow- dhury, said the incident was shameful and demanded that adequate security should be provided to the victim’s family. He made it clear that there was no intention to politicise the case. Addressing the BJP parlia- mentary party meeting, Shah also asked the MPs, including Union Ministers, to definitely at- tend a two-day orientation pro- gramme being held by the party on August 3 and 4, Parliament- ary Affairs Minister Pralhad Joshi told reporters. Prime Minister Narendra Modi, who was present in the meeting, but did not address the MPs, will also speak at the pro- gramme — a course on parlia- mentary procedure and rules, and the ruling party’s ideology. In his speech, Shah said the motion for consideration of the National Medical Commission Bill in the Lok Sabha on Monday was passed with 260-48 votes, sources said after the meeting. The BJP President had stated that the margin should have been higher. The BJP alone has 303 mem- bers in the Lok Sabha while its al- lies have 50 votes. Since the Opposition has of- ten been pressing for a division of votes, BJP members should be present in their respective House, he said. The BJP top brass, including Modi, have time and again, em- phasised the need for the party MPs to be present in Parliament. Modi has, at times, expressed his displeasure at the absenteeism. In his briefing, Joshi told re- porters that Parliament has so far passed 15 Bills. Six Bills have been passed only in the Lok Sabha and are yet to get the Rajya Sabha’s nod, and four have been passed by only Rajya Sabha and are awaiting Lok Sabha’s nod, the minister said. Joshi added that 11 other Bills are still pending and will be tabled in both the Houses in the coming days. “We request parlia- mentarians to sit late so that all these Bills could be passed,” Joshi said. The ongoing session started on June 17 and was scheduled to end on July 26, but it has been ex- tended till August 7. The session will go down in history as one of the most pro- ductive sessions in recent times, he said. Sanjay Sinh, a senior leader and Rajya Sabha member con- sidered close to the first family of the party, submitted his resigna- tion from the Congress and from the Upper House on Tuesday. The day also saw resignations of four Opposition MLAs from the Ma- harashtra Assembly, where elec- tions are due next year. In Karnataka, the resignations by the Congress and Janata Dal Secular members led to the de- feat of the combine in the trust vote and their losing power. Post the Lok Sabha polls, the Madhya Pradesh and the Rajasthan gov- ernments led by the party have also faced troubles — both from inside and outside. The Congress Working Com- mittee could not hold a meeting since Rahul Gandhi’s resigna- tion. Though a section in the party is proposing that his sister and AICC General Secretary Priy- anka Gandhi Vadra be made the next president, Rahul Gandhi himself is opposed to the idea. Everything is fine, everything is normal,” Governor Malik said when asked about the slew of orders appearing on social me- dia about the possibility of a prolonged law and order situ- ation in Kashmir Valley. Sengar, who is in jail, and nine others were booked for murder on Monday, a day after the car in which the rape sur- vivor, who is now 19 years of age, her family and lawyer were travelling was hit by a speeding truck in Rae Bareli, killing two of her family members and leaving her and the advocate critically injured. “For God’s sake, Mr Prime Minister, divest this criminal and his brother of the political power your party is giving them. It’s still not late,” Priyanka Gandhi, Congress general secretary in-charge of eastern Uttar Pradesh, tweeted. “Why do we give people like Kuldeep Sengar the strength and protection of political power and abandon their vic- tims to battle for their lives alone?” she said in another tweet. Jammu and Kashmir GovernorSatya Pal Malik said on Tuesdaythat people should not payheed to rumours of any majordecision on the special statusof the State as ‘everything isnormal’.
“Rumours are being spread,do not pay any heed to them.Everything is fi��ne, everything isnormal,” Governor Malik saidwhen asked about the slew oforders appearing on social media about the possibility of aprolonged law and order situation in Kashmir Valley.
Malik said the orders whichhad appeared on the social media in recent days were notvalid.
“No order is valid. Ifsomeone catches a sneeze inLal Chowk, by the time itreaches Governor house, it is
projected as a bomb blast,” headded.
Kashmir has been on theedge for the past week after theCentre decided to send an additional 100 companies of Central Armed Paramilitary Forces(CAPFs) to the valley, giving riseto speculations that the BJPledunion government might repeal Article 35A of the Constitution that provides for specialresidency and job rights to thepeople of the State.

As the Unnao rape survivorbattles for life following a carcrash, the Opposition steppedup its attack on the ruling BJPon Tuesday over the incidentwith Congress leader PriyankaGandhi Vadra asking PrimeMinister Narendra Modi to ‘divest’ his party’s accused MLA ofall political powers.
Opposition parties — theCongress, the Bahujan SamajParty and the Samajwadi Party— accused the BJP of ‘extendingpatronage’ to party MLAKuldeep Singh Sengar, who hasbeen accused of raping theminor girl.
Sengar, who is in jail, andnine others were booked formurder on Monday, a day afterthe car in which the rape survivor, who is now 19 years of age,her family and lawyer weretravelling was hit by a speedingtruck in Rae Bareli, killing twoof her family members andleaving her and the advocate
critically injured. “For God’ssake, Mr Prime Minister, divestthis criminal and his brother ofthe political power your party isgiving them. It’s still not late,”Priyanka Gandhi, Congressgeneral secretary incharge ofeastern Uttar Pradesh, tweeted.
“Why do we give people likeKuldeep Sengar the strengthand protection of politicalpower and abandon their victims to battle for their livesalone?” she said in anothertweet.
BJP hits backWith the Opposition clamourgrowing for Sengar’s expulsionfrom the BJP, the party said ithad suspended the Uttar Pradesh lawmaker long ago.
Meanwhile, in Lucknow, therape survivor’s family members sat in dharna outside thehospital, where she is undergoing treatment, demanding parole to her uncle Mahesh Singhfrom jail for the last rites of hiswife.
