THE anomalies divulged by Pres-ident Benigno Aquino III in his first State-of-the-Nation Address (SONA) will be investigated by the Truth Commission.

Justice Secretary Leila De Lima said aside from the ‘Hello Garci’ and NBN-ZTE broadband scandals, the commission will also investigate the rice impor-tation under the National Food Authority (NFA) and the ex-travagant lifestyles and benefits accorded to officials of the Met-ropolitan Waterworks and Sew-erage System (MWSS).

She said the commission’s probe will be centered on graft and corruption cases during the past administration.

“Not all controversies that

hogged the headlines in the past years will be investigated but rest assured that the revelation of President Aquino in his SONA will be included together with the highly controversial scandals during the past administration,” she explained.

Apart from the ‘Hello Garci’ and NBN-ZTE deal, the administration of former President Gloria Macapagal-Arroyo, now Pampanga rep-resentative, was marred with issues like the fertilizer scam and the alleged Jose Pidal bank account of former first gentleman Mike Arroyo.

De Lima added that the other controversial cases which will not be investigated

by the commission would be probed by the Department of Justice (DOJ) in an indepen-dent capacity.

Meanwhile, NFA administra-tor Lito Banayo said the agency will create an audit team which will investigate the system in place on how the agency buys and imports rice, as well as pos-sible anomalies in the way it manages the supply and demand of the commodity.

The audit team, according to Banayo, will be headed by Jesus Posadas, former executive of San Miguel Corporation.

JuSTiCE Secretary Leila de Lima yesterday appointed temporary chiefs of the Presidential Com-mission on Good Government (PCGG) and the Bureau of immi-gration (Bi).

The new heads of the two posts were also ranking officials of the Justice department, name-ly: Chief State Counsel Ricardo Paras as PCGG chairman while Undersecretary Jose Vicente Salazar as Bi commissioner.

De Lima said Paras and Sala-zar will serve only until July 31 after President Aquino names the permanent heads of the two offices.

Earlier, PCGG commis-sioner Ricardo Abcede issued a memorandum addressed to all PCGG officers and employees declaring himself as “officer-in-charge” being the most senior commissioner in the organiza-tion. Ampie Galpo

DEALERS of liquefied petroleum gas (LPG) have brought down the prices of their products anew.

LPG Marketers Association (LPGMA) said another price cut of 50 centavos per kilo, or a P6 rollback per 11-kg tank has been implemented due to the down-ward trend in world prices of the commodity.

3. Cook until bottom of frit-tata is done and add cheese into mixture.

4. Flip frittata or finish cooking in oven on medium heat

SAN MARINO CORNEDTUNA NACHOS

Ingredients: 1 bag nacho chips 1 can San Marino Corned Tuna 1 tbsp olive oil ¼ tbsp paprika 1/8 tsp cumin Salt and pepper TT 1 cup shredded iceberg lettuce ¼ cup sliced black olives ½ cup melted cheese sauce½ cup ready made tomato salsa¼ cup diced mango

Procedure:1. Heat olive oil and sauté San

Marino Corned Tuna for 2-3 min. Season with Paprika, cumin, salt and pepper.

2. On a large plate, layer shred-ded lettuce then top with nacho chips

SAN MARINO CORNEDTUNA MAKI ROLL

Ingredients: 1 can San Marino Corned Tuna 3-5 sheets dried nori 2-3 stalks green onion 1 cup Japanese rice½ cup Japanese sweet rice wine Vinegar (mirin) 2 tbsp Japanese vinegar (Mitsu-kan)

2 tbsp Japanese Mayonnaise1 tbsp wasabi 1 tbsp tobiko 1 ripe mango, julienned ½ cup soy sauceSalt

Procedure:1. Cook Japanese rice in rice

cooker and once done, gently mix in Mirin and Mitsukan as it cools down. Season with a touch of salt.

2. Mix Japanese mayonnaise and tobiko with San Marino Corned Tuna

3. Place nori sheet on bamboo rolling mat and spread rice on top to about ¼ inch thick

4. Spread a very thin layer of wasabi on the rice and arrange mango and tuna mixture in a neat straight manner ½ inch from the bottom of the rice.

5. Roll into desired shape using bamboo mat.

6. Slice into 6 pcs.7. Garnish with extra tobiko and

serve with soy sauce and wasabi.

A VETERAN lawmaker yesterday divulged that the Ethics Committee of the House of Representatives might investi-gate the drug trafficking case filed against Ilocos Sur Rep. Ronald Singson in Hong Kong.

Siquijor Rep. Orlando Fua said there is a need for the committee on ethics to investigate if the incident blows up into a national controversy and threatens to damage the integrity of the Lower House.

Fua, however, declined to comment on the legal issues affecting Singson’s case, although he admitted that the eth-ics panel was not barred from looking into the issue.

He said the ethics committee may also consider disci-plinary action against any erring lawmaker once the court handed down a final decision on cases filed. Singson, son of Ilocos Sur Gov. Luis "Chavit" Singson, Jr., is now de-tained at a Hong Kong jail following his July 11 arrest at the Hong Kong International Airport by immigration authori-ties.

The young Singson, a second term congressman in Ilo-cos Sur’s first district, was reportedly caught in possession of some 26.1 grams of cocaine and two tablets of valium, which are included in the list of dangerous substances banned in the Chinese territory.

Reports also showed that the Ilocos Sur lawmaker faces a five to eight years prison term in the former Brit-ish colony if found guilty of drug trafficking charges. Fua, one of the most senior members of the august Chamber, will be nominated by the minority bloc as chairman of the House ethics committee if Speaker Feliciano Belmonte Jr. accedes to the Minority’s request that they be assigned chairmanship in at least two House panels.

Minority Leader and Albay Rep. Edcel Lagman said Fua was among the most respected veteran lawmakers in the Lower House.

He said that the five-time Siquijor lawmaker was among the top legal experts of the House.

THE military is upbeat on the planned renting or leasing of the Philippine Navy headquarters in Manila and its naval sta-tion in Fort Bonifacio, saying this will fasttrack the long-delayed moderniza-tion of its fleet and equipment.

AFP spokesman Brig. Gen. Jose Mabanta said the plan was actually presented by the Navy to the AFP chief Lt. Gen. Ricardo David recently. He said this was subsequently brought to the attention of the President who mentioned the proposal in his State-of-the-Nation Address (SONA).

Aquino said one of the proposals is to rent the Navy headquarters and the Naval Station in Fort Bonifacio–which

houses the Marine headquarters–over unspecified period for $100 million. The amount will be on top of the cost needed to replicate the Navy headquar-ters at the AFP general headquarters in Camp Aguinaldo.

Mabanta said that if the Navy head-quarters is moved to Camp Aguinaldo, naval bases in Cavite and in Subic are the possible port area sites.

Navy spokesman Lt. Col. Edgard Arevalo said the plan is actually for the development of a Pentagon-like de-fense and military facilities. Pentagon serves as the home of the US Depart-ment of Defense, its Armed Forces and its major services.

The Navy spokesman said President Aquino needs only to issue an executive order to allow the Navy to enter into a deal through a private-public partner-ship.

Arevalo said the plan is actually to build a structure similar to Pentagon in Camp Aguinaldo. “The general concept is to have a Pentagon-style, like the US (United States), meaning all the major services will be co-located in one loca-tion,” Arevalo said.

He added that Sangley Point, the home of the Navy’s major unit called the Philippine Fleet, could be another property that may be opened for ven-ture. Ronnie Santos

THE exemptions issued to vehicles aside from those allowed by the law is no longer in effect, Chairman Francis Tolentino of the Metropolitan Manila Devel-opment Authority (MMDA) disclosed this as he for-mally assumed his post yesterday.

This is the first directive of the three-term mayor of Tagaytay City as he faced the media and all the officials of the MMDA in simple turnover ceremonies at the MMDA main offices in Makati City.

The Unified Vehicle Volume Reduction Program (UVVRP) or the number-coding scheme has been in effect for the past ten years and exemptions have also grown in numbers that include private vehicles.

Tolentino though clarified that vehicles used by medical practitioners and official media vehicles are excused from the order.

The order was borne out of the early briefing he had with his predecessor, former MMDA chairman Oscar Inocentes and officials of the agency.

volved in corrupt practices, directly or indirectly, are still actively involved in running the government,” Arroyo said.

Arroyo explained that “when on top, all guns are trained on you and you sure will be accused of corrup-tion. That’s the price every administration has to pay for being elected in power.”

ANAkPAWIS Rep. Rafael Mari-ano has expressed disappoint-ment over President Aquino’s first State-of-the-Nation Address (SONA) for absence of genuine agrarian reform plan, particu-larly on Hacienda Luisita.

He said Aquino is protecting his family’s interest as he is try-ing to evade the issue on Haci-enda Luisita.

The militant lawmaker even reminded Aquino on his election campaign promise that he will distribute the Hacienda Luisita

land to its beneficiaries while in office.

However, during Monday’s SONA, Aquino has no mention of his program for agrarian reform.

According to Mariano, the peasantry has been expecting a clear declaration from Aquino about land distribution and the release of political prisoners.

“It was so unfortunate that Mr. Aquino has made no men-tion of land distribution and freeing the political prisoners,” Mariano added.
