CAPACITY BUILDING, M&E, KNOWLEDGE MANAGEMENT AND POLICY INFLUENCE IN PABRA

Some previous achievementsOver 4500 trainees (short trainings, TOT,

students) in collaboration with partners In multiple topics related to Production, marketing and delivery to markets; Reaching end users with seed and integrated

pest management technologies; In biotechnology In monitoring and evaluation In participatory approaches including gender

analysis.

PROBLEM a high turnover of skilled staff and scientists in

the national programs and amongst some public partners

limited transfer of skills from individuals initially trained to impart skills to in country teams

limited institutionalization of the acquired knowledge and skills.

Limitations in the emergency response to regional technical demands

A weak knowledge information base

The proposed activity sets for 2009-2013 to consider – Capacity building

Activity 6.1.1 Develop strategies to increase knowledge and skills of NARS scientists, Private Public partners and farmer associations

and promote institutionalization of skills, knowledge and approaches

 Using diverse methodologies including mentoring, training of trainers, experiential learning, students (Msc, PHD),

Recognize contributions of partners in training and coordinate nationally

Requirements

OUTPUT 6.1 indicator requirements: At least 2000 trainees in existing and new

areas :_____:_____:_____ At least 50% application rate within institutions At least 40% of trainees are women

---we will obtain totals of the numbers of people trained and the areas of raining across PABRA every year

------identify how many are women and how many are men

Activity 6.1.2 Advance the design , management and institutionalization (across PABRA AND with PABRA partners) of Monitoring & Evaluation in PABRA and its national partners

--Support monitoring across the bean networks and in PABRA

---strengthen and coordinate social economic evaluation on emerging evaluable issues in the PABRA

---Promote accountability internally and externally

Requirements

Defining baseline against indicators in logframe

Use of Monitoring tools in PABRA and in partners

1 data management system regionally coordinated

Design periodic studies on emerging evaluable issues

1 knowledge sharing toolkit in use at regional forums ( feedback loops)

The proposed activity sets for 2009-2013 to consider – Enhancing the knowledge base

6.2.1 Establish and manage a knowledge and information database and promote its utilization (publications, information packages for different end users)

--Scientific publications on research findings by national and regional network scientists will be promoted and packaged for different users (NARS scientists, public- private partners, farmer associations).

--Enhance the profile of PABRA and its partners through information and media

6.3.1 Identify, analyze key gaps in existing agricultural seed, health, environmental stress policies which inhibit development of efficient and sustainable delivery systems and establish strategies to influence regulatory bodies and agricultural policy makers to address policy gaps.

Outcome 6 indicator: Level of satisfaction among diverse clients (50% women) with new products and services provided by PABRA & partners in at least 5 countries in each network
