TACLOBAN CITY – A small coastal town in Southern Leyte bagged Php 30 million worth of livelihood pro-grams and projects as a prize for winning the 2018 Search for the Cleanest Coastal Community of the Bureau of Fisheries and Aquatic Resources (BFAR) Friday (July 19).

The town of Macrohon bested 12 regional winners, which also received Php 2 million each.

The “Malinis at Masaga-nang Karagatan Awards (MMK)” awarding ceremony was held in Siquijor province.

Alaminos City, Pangasinan won 2nd place with Php 18 mil-lion while Gigaquit, Surigao del Norte won 3rd place with a Php 10 million prize.

Agriculture Secretary Em-manuel Piñol said the winners were chosen based on five criteria: No garbage or wastes floating in the coastal area; No illegal fish-ing activities; A declared Closed Fishing Season every year; A declared Marine Sanctuary; and A protected Mangrove forest area.

The MMK started in 2016 as part of the Secretary’s advocacy for sustainable fishing all over the country.

According to him, the pro-gram is among those which con-

tributed to the positive growth of the fisheries sector of 1.04% in 2018 after decades of negative performance.

BFAR 8 Regional Director Juan Albaladejo lauded the ef-forts of the local government unit of Macrohon, in partnership with BFAR in order to achieve the award.

“All the hard work has finally borne fruit from a consistent run-ner up from last two stages of the MMK National search, now Eastern Visayas has finally gotten what it deserves,” he said.

“We should not just rest on these laurels but continue our relentless effort to empower both the coastal municipalities and its fisherfolk,” he added.

Meanwhile, Mayor Alan Aroy thanked his constituents for en-suring that their Solid Waste Man-agement ordinance is being imple-mented well, particularly in seas, rivers and marine sanctuaries.

BAYBAY CITY Vice-May-or Ernesto Butawan and Councilor Victor Veloso (Chairman, Committee on Transportation) debunked claims that the Baybay City Government is not allowing the Davao Metro Shuttle bus, with route Ormoc-Sogod and vice versa, to enter the city’s public transport terminal to drop off and pick up passengers bound to and from the said route.

“There is no truth to the allegations. As a matter of fact, last week, on Monday, I and my councilors went to the Baybay terminal to see the units of Davao Metro Shuttle bus and we were fortunate enough to see one of their units. We inspected the bus. We even sat inside to feel how comfortable the passengers are,” said Baybay City Vice-Mayor Butawan in an exclusive interview last July 16, 2019.

He also added that he was lucky enough to have met the area manager of Davao Metro Shuttle. He shared that he was able to ask and suggested to the area manager of DMS to place buses that will ply the Baybay-Tacloban and vice versa route. “What-ever transport that will be plying in our city, we welcome them. There really is no problem with that.

And in fact, wala man mi ka-receive og mga reklamo from other players,” added Vice-Mayor Butawan.

City Councilor Victor Veloso, newly-assigned Chairman of the Commit-tee on Transportation, also denied the claims. “Open gyud ang market. Meanwhile, EV Mail witnessed a solid proof of what the city officials said, when it saw a Davao Metro Shuttle bus inside the Bay-

bay City Public Transport Terminal, which at that moment was dropping off passengers from Ormoc and Albuera, and picking up passengers bound for Sogod.

ORMOC CITY – Some 2,300 senior high school students from the Ormoc City Senior High School here, including teaching and non-teaching person-nel of the Department of Education, members of the Philippine National Police and the Philippine Army, and medical secretaries, attended the Hands-Only Cardiopulmonary Resusci-tation training held in the Superdome on the morn-ing of July 17, 2019, in support of the city’s bid to become the country’s first CPR- ready city.

Dr. Rhodette Enriquez-Arevalo, cardiologist and a member of the Philippine Heart Association (PHA), said it was important for people to learn how to do Hands-Only CPR because it can help save lives from succumbing to Sudden Car-diac Arrest, a leading cause of death in the country.

The doctor has also advocated that Ormoc ac-

quire Automated External Defibrillators (AED) to be placed in strategic places and its rescue unit, an advo-cacy that found an ally with Mayor Richard I. Gomez.

The LGU-Ormoc has since acquired 10 AEDs and one manual defibrilla-tor, which are found in the city hall lobby, the Ormoc Superdome, the public mar-ket, and the ambulances of the Ormoc Rescue.

The mayor, who has lent his celebrity status to PHA’s Hands-Only CPR training video, was also present.

In his talk, Mayor Go-mez emphasized to the audience on the importance of learning life-saving skills like Hands Only CPR and First Aid. He recalled vet-eran actor Eddie Garcia who recently died, saying that if only there were First Aid trained people who

TACLOBAN CITY – Prior to Sandiganbayan’s af-firmation on Governor Milagrosa Tan’s convic-tion, sentencing her with 115 years imprisonment for 8 counts of graft over the anomalous purchase of Php 16.1 million worth of emergency supplies for victims of Typhoon Kidang when she was gov-ernor in 2001, and ordering her to vacate her current post due to its accessory penalty of perpetual dis-qualification from hold-ing office, the municipal mayor of San Sebastian, Samar Arnold Abalos was replaced by vice mayor Eleuterio Mabao this week.

The order was pursu-ant to the memorandum issued by Department of In-terior and Local Government (DILG) Secretary Eduardo Año on July 1, addressed to all regional directors advising them that DILG shall not ac-knowledge any public official who were dismissed from public service or still serving suspension orders, despite winning in the May 13 polls.

On July 3, DILG 8 Re-gional Director Artemio Caneja issued a memoran-

dum to Vice Mayor Mabao to take over as acting mayor of said town until such time that Mayor Abalos is in-stalled back to his position.

The said memorandum orders winning candidates to present proof that they have already finished their period of suspension or have been cleared by com-petent courts to assume their posts, which Abalos failed to present proof.

Mayor Abalos was is-sued a dismissal order in 2014 from an administrative case before the Ombuds-man Visayas in 2013, with an accessory penalty that disqualifies him to hold public office.

The case stemmed from failure to remit Php 7.6 million worth insurance premiums of employees from 2008 to 2012 to the Government Service Insur-ance System (GSIS).

He filed an appeal with the Court of Appeals, but was dismissed due to lack of Jurisdiction.

TACLOBAN CITY – The provincial government of Leyte hopes to address the continuous spike of den-gue cases with the declara-tion of a state of calamity Friday (July 19.)

Leyte Vice Governor Carlo Loreto said it is the first time that they have declared a state of calamity due to dengue outbreak in the province.

“We expect more as-sistance from the national government, from interna-tional organizations, and we hope to get good, sound and serious advice and interventions to address this dengue crisis and save the lives of our people,” he shared.

Board Member Raissa Villasin said the province has recorded 1,747 cases with 6 deaths from Janu-ary 1 to July 16 this year. Burauen town has recorded 2 deaths, 1 in Babatngon, 1 in Baybay City, 1 in Mahap-lag and 1 in Merida, Leyte.

“We felt the need to declare a state of calamity because different munici-palities need our help, and our hospitals are now over-populated,” Villasin noted.

She said that local gov-ernment units (LGUs) may now use a certain portion of their quick response fund to address the increasing number of dengue cases in their areas.

Meanwhile, Depart-ment of the Interior and Local Government (DILG)

8 regional director, Artemio Caneja, has enjoined LGUs to initiate cleanup measures to prevent dengue mos-quito from spreading.

He stressed that LGUs should act fast in stopping dengue by coordinating with Department of Health (DOH) representatives in

identifying mosquito breed-ing areas, and take effective steps such as massive and sustained cleanup drives.

TACLOBAN CITY – The Commission on Elections (Comelec) 8 has announced the filing of certificates of candidacy (CoC) for the spe-cial elections for representa-tives in the first and second districts of Southern Leyte.

Comelec Regional Direc-tor Nick Mendros shared the period of CoC filing will run from August 26-28, and the election period will be on August 26 to November 10.

The campaign period will be on September 11 to October 24, and the election day is on October 26.

The official said the elec-tion is pursuant to Republic Act 11198: “An Act Provid-ing for the Reapportionment of the Province of Southern

Leyte into Two Legislative Districts.”

“This is the first time that special elections of this kind is done here in Eastern Visayas. This election does not actually differ from the others we have conducted as the same will be automated using the vote counting ma-chines,” he explained.

They will likewise have the same electoral boards, board of canvassers and other election personnel.

He added that regis-tered voters who were listed in the May 13, 2019 National Elections are the ones eli-gible to vote.

Southern Leyte has 132,114 registered voters for the 1st district and 160,223

for the 2nd legislative district. RA 11198 provides for

the splitting of 18 towns and 1 city, wherein the first district is comprised of its capital Maasin City, the municipalities of Macrohon, Padre Burgos, Limasawa, Malitbog, Tomas Oppus, and Bontoc.

The municipalities of Sogod, Libagon, Liloan, San Francisco, Pintuyan, San Ri-cardo, Saint Bernard, Anaha-wan, San Juan, Hinunduyan, Hinunangan, and Silago form part of its second con-gressional district.

CARDIOVASCULAR DISEASES es-pecially heart attacks rank number 1 as the most common cause of death, not only in the Philippines but worldwide. The Philippine Heart Association (PHA) continues to promote and disseminate Cardio-pulmonary Resuscitation (CPR) among the general public. When we say CPR, we always think of chest compres-sions and mouth to mouth breathings. However, giving artificial breaths to a victim without a beating heart is useless. It is emphasized that the primary goal in resuscitation is to revive the heart and restart its heart beat by giving correctly delivered chest compressions.

CPR training will soon be required in schools, as it will be included in the basic education curriculum and is therefore a re-quirement prior to graduation. The House of Representatives has passed the so-called Samboy Lim Bill that made CPR training in schools nationwide mandatory, at least once before graduation; with the goal of saving more lives.

House Bill No. 5891, otherwise known as the “CPR Training in Schools Act”, was approved on September 15, 2015 by the Committee on Basic Education and Culture headed by Rep. Kimi Coseteng (5th District, Pangasinan). The principal sponsor of the bill is Representative Joseller “Yeng” Guiao (1st district, Pampanga) and Rain or Shine head coach, who is said to have drawn inspiration from his colleague Avelino “Samboy” Lim who is now out of the woods after being in coma state for months after he suffered a sudden heart attack in November 2014. He recently attended the college graduation of her daughter but the consequences of delayed CPR on Mr. Lim will continue to be a glaring example of what advance CPR or early defibrillation could offer in patients who had sudden heart attacks.

Sec. 3 and Sec. 5 of HB 5891 partly state, “....the CPR instructions shall include training which has been developed by the Philippine Heart Association (PHA) or by the Philippine National Red Cross, using nationally recognized evidence-based guidelines for emergency cardiovascular care and incorporating psychomotor train-

ing to support the instruction...” ; school principals or administrators are encour-aged to accept competent instructors from non-government organizations (NGOs) who are offering their services for free.

The former PHA president is a native of Calubian, Leyte, in the person of Dr. Alex Junia. Junia said, “PHA can help the Department of Education in the creation of the CPR training modules for the stu-dents.” He added that the entire 1,600 PHA membership welcomes this auspicious development in the House. “It gives more muscle to the PHA’s mission in bringing CPR to every Filipino home,” he stressed. He recently participated in the mass CPR training in Palompon, Leyte headed by its new mayor, Dr. Georgina Arevalo, last July 17, 2019.

As mentioned, the bill will make CPR training a graduation requirement for students in all private and public learning institutions. HB 5891 would oblige schools to provide their students with one or more training sessions in CPR through the use of psychomotor training in an age-appropriate manner. At the time the famous basketball star Samboy Lim suffered his heart attack, no one inside the game’s venue knew how to administer proper CPR to him, which is why his brain was deprived of oxygen for at least 23 minutes before he was taken to the hospital. Had Samboy Lim been given ad-equate CPR during the first three minutes he was rendered unconscious, his chances of recovery could have been much better.

A person who stops breathing has to be revived within four minutes because beyond that, the loss of oxygen supply to the brain leads to a comatose state. An estimated 80% of sudden cardiac arrest deaths occur at home and witnessed by relatives who do not know how to deliver hands-only CPR. Administering CPR on a victim increases the survival rate by 33%. The survival rate of cardiac arrest is less than 1% WITHOUT the application of CPR. But by administering CPR immediately, it can double or triple the chances of survival.

IN OUR RELATIONSHIP with God and with others, we need these human devices that would help us keep a lively awareness of our duties towards them and especially of our need to relate everything to God.

Yes, we have to use first the spiritual and supernatural means to keep that rela-tionship going. They have priority always. But for these spiritual and supernatural means, like prayer, sacrifice, sacraments, etc., to be truly effective, we need those practical human devices also.

Without the latter, the former would be floating on air. The spiritual and super-natural means would remain in the world of theories and intentions. But of course, without the former, the human means can only mean nothing. They would be spirit-less and vulnerable to be taken advantage of by unwelcome forces. These two means should go together.

The human means can be anything that we can see, touch, hear or feel, to which we attach some special spiritual and supernatural meaning. Of course, we can start with having some crucifixes, images of God, Christ, saints and angels in the places where we usually find ourselves, like our bedroom, office, car, etc. They can easily elicit in us some spiritual and supernatural considerations every time we see, touch or kiss them.

But we have to be more inventive when it comes to all the other places and situa-tions that we can be in. While in the street, for example, as we drive or walk or do some exercise, we should have appropriate hu-man devices to keep us on the spiritual and supernatural track and not get swallowed up by merely mundane considerations.

For example, we can consider giving some spiritual meaning to objects we usu-ally see in the streets. Like whenever we see a car, we can choose to say, “Thank you, God, for this means of convenience,” instead of just looking at its brand, its color and shape, its beauty or its lack of it.

And whenever we see billboards, we either say, “Thank, God,” or “Praise, God,” or “Sorry, Lord,” depending on whether the billboard is good or not so good. Same whenever we see buildings and the many people around.

We really should relate everything to God. That should be the first consideration before we start assessing the human and temporal value these things can have. Do-ing this should be like an instinct in us.

And in our work, we should also be quick to relate things to God, otherwise we can get carried away by merely earthly considerations, concerned only about the technicalities and failing to relate it to our proper ultimate goal.

The technicalities of our work should not be a problem or an obstacle in our relationship with God and with others. In fact, they can and should be converted into

HERE’S AN ACTIVITY: Get a lemon, peel it and keep a straight face while you eat the whole thing.

Could you do it? No, probably not. How is it that a fist-size fruit has the power to make you move your muscles against your will?

Scientists don’t know for sure, but there’s a good chance that the answer in-volves three things: protons, vitamin C and the tropical-fruit buffet our ancestors were enjoying back when they lived in trees.

The taste we know as “sour” has a direct relationship with acidity. In chemi-cal terms, sourness is your taste buds saying, “there are a lot of loose protons in your mouth right now!” Of course, protons aren’t actually sour. Our bodies have evolved to interpret their properties as being sour, research shows.

In order to survive, humans need to eat ascorbic acid, also known as vitamin C. It’s essential to keeping many of our cells and tissues functioning normally. Without enough of it, humans can get scurvy, a po-tentially fatal disease.

Here’s the embarrassing thing: Most creatures can make their own vitamin C, but we can’t. About 61 million years ago, the genes in mammals that coded for vitamin C synthesis mutated, according to a 2011 study in the journal Genetica. Back then, we had such easy access to dietary vitamin C that the mutation wasn’t selected against.

“We lost the ability to make our own vitamin C because we ate it all the time,” Paul Breslin, a professor in the Department of Nutritional Sciences at Rutgers University in New Jersey, told Live Science.

“We were eating so much fruit that we didn’t miss it,” said Breslin, who is also a sensory biologist at the Monell Chemical Senses Center in Philadelphia.

Words like “acid” and “sour” get a bad rap, but modern humans are actually very fond of sourness in the right context. In fruits such as apples and oranges, sweet and sour flavors create a delicious balance that reflects our ancestors’ diets and leads us to consume vitamin C. On the savory side, sourness can indicate fermentation, which has been around for humans’ entire evolutionary journey.

So, if sour foods are tasty and good for us, why do lemons make humans pucker up?

“That wrinkling up of the face is some kind of a rejection response,” Breslin said, “or a signaling response to ourselves and others.”

Scientists can speculate as to what that signal might be, but they don’t know for sure.

“Most of the fruits that we eat are not super sour,” he said. “People don’t go out of their way to bite into lemons or limes.”

Well, most people don’t. For those that do, at least they won’t get scurvy.

THE 4TH OF JULY 2019 must have been just as the loudest noise, the rowdiest, the noisiest celebration of an event in the USA. It was back in 1776 that America became a nation and had taken her place in the community of nations in the world. The beauty of their independence is more profound because she is now composed of 50 states in one solid country.

It took her a big turmoil when the southern states for a time seceded from the union due largely to the issue of the slaves from Africa. It was the vision of their 16th President, Abraham Lincoln, that made them much stronger. With their civil war, there was a time when brothers fought against each other and even father against son. Lincoln’s Gettysberg address is con-sidered as the best address of all addresses. The world looks at America with utter respect. Her history includes the purchase of Louisiana from France and Alaska from Russia. Even the Philippines was ceded to America according to the decision arrived at in the Treaty of Paris in 10 December 1898 after the culmination of the Spanish-American War and it was Spain that lost the war. America paid $20 million for us. We became an American possession from that time of the treaty up to 4 July 1946 when we were given our independence.

We did not have to reimburse them because they did not ask for reimburse-ment. Hence, we had two nationl anthems: the US and our own in English. It was like that for a time until we were given our independence from the magnanimity of their heart. It was during the time of Presi-dent Diosdado Macapagal that he issued a proclamation reverting our independence to the time of the questionable presidency of Emilio Aguinaldo just because he was not granted a loan. America did not care much if we changed our independence;

after all, this is our country. The 50 states of America made her stronger. Look at what is happeniing with South America; they are independent of each other. Colombia is now the Number One exporter of Shabu. Mexico is also in the same business.

When America came into the picture as another nation, she did not know that she was going to be in the role of a referee. Anytime there is trouble, she is ready to assist; and when she does help, it is either in the form of medicine or, if necessary, in war footing. Since Hawaii is located in the Pacific area, America can reach her arm across. If not for America, we would have been engulfed by the former Axis powers during the Second World War. More Jews would have been killed by now. We all know that the Jews are the chosen people of God. Jesus Christ was a Jew. The irony of it all is that He was killed by the Jews just because of a mistaken understanding. However, Jesus Christ forgave them all.

The 4th of July is a big deal with America. It has been so since the year 1776. We were their possession but their big heart gave us our independence. Since we went back to our original independence, they could not care less. Guam is also their possessiom.

Was President Emilio Aguinaldo truly a hero? It seems we have a mistaken con-cept of appreciating heroes. The blood of the Bonifacio brothers are in his hands. Do you remember the case of Rafael Lacson who killed his rival Moises Padilla so that he can run for Governor unopposed? We are supposed to be mild-mannered. We are a Christian nation. We want peace; not the kind that is found in the cemetery where the letters RIP stands for rest in peace.

If we go for history, the correct one can only be the one in 1946.

ALL YOUNG MEN want to live in the fast lane, literally and figuratively. As such, especially during warm weather and fun outings, car crashes involving them typically increase. And more than half of these crashes include some form of distracted driving.

Researchers looked at data gathered from teen drivers who were in a safe driving program. Whenever a crash, hard braking or acceleration occurred, the cam-eras recorded 12 seconds of audio, video and accelerometer data spanning the 8 seconds before the incident and 4 seconds afterward.

Using these data, researchers reviewed a total of 2,229 crashes specifically looking at the driver’s behavior in the 6 seconds before the incident.

In about 59% of crashes, the driver was distracted immediately before the crash, the investigators found. This is more than four times than the government’s official statis-tics on crashes involving distracted driving.

The most common cause of distraction was another passenger in the car. In 15% of the crashes, the driver was talking to or interacting with someone else in the car.

Another 12% of the crashes involved cellphones. While this percentage stayed relatively stable over the course of the study period, the researchers noted one important change over time. The percentage of crashes involving talking on the phone decreased, while the percentage of crashes involving

looking at the phone increased.Many teens are texting or using social

media behind the wheel, more often than in the past, which is making an unsafe situ-ation even worse. Previous research has suggested that the percentage of drivers between ages 16 and 24 who use their cell-phones while driving has increased from 1% in 2007 to nearly 5% in 2014.

The researchers found that cellphone use was more common in accidents in which the driver went off the road. In 28% of road-departure accidents, the driver was looking at or using a cellphone. In addition, cellphones were being used during 19% of rear-end crashes, in which the driver hit the back of the car in front of him or her.

The third most common type of dis-tracted driving was failing to focus on the road. Nearly 11% of the crashes involved the driver looking at or attending to some-thing in the car. In the 6 seconds leading up to a crash, drivers spent an average of just 1.5 seconds with their eyes off the road ahead of them.

The researchers also found that the percentage of rear-end crashes have been increasing. When the researchers looked at these types of accidents specifically, results showed that the average amount of time spent not looking at the road increased from 2 seconds in 2008 to 3 seconds in 2014. Remember that accidents can happen in a split second.

NOW THE NEWS of rising Dengue in some major provinces of the Philippines and the alarming deaths, mostly of young children caused by the infection is truly heartbreaking. The Department of Health has declared a national Dengue alert.

What is the factor that has caused the disease to spread in the Philippines. It is our lack of cleanliness in our surroundings and the places in our homes. We just throw our waste and garbage anywhere convenient, which are the usual breeding places for the mosquito Aedes aegypti. The infection is caused by a virus spread by the Aedes aegypti mosquito. There is no known cure for Dengue fever, while the controversial Dengvaxia vaccine for Dengue has been stopped by the Department of Health due to several controversial cases of deaths traced to the apparent injection of vaccine in 2015-2016. The Dengue virus carried by the said mosquito has four different kinds of Dengue virus – viruses 1, 2, 3, and 4. So a child infected by Dengue but survived can-not be sure if he or she is immune already from Dengue if re-infected again.

We have to make sure to clean our homes and our surroundings. We have to be like the Japanese people and be strict in maintaining a clean environment. As

He is expected not to dwell much on the gains he made in his drug war program since there is a continuing United Nations Human Rights Council (UNHRC) issue on this program.

DOH continues to provide technical assistance to the LGUs by providing rapid dengue testing, fogging/misting machine and information campaigns.

However, John Paul Roca, DOH 8 information officer, said that people should not just rely on fogging because it only kills fly¬ing mosquitoes and not their eggs.

He also reminded the parents to seek early consulta-tion if their children show any symptoms of diseases, because late diagnosis of such diseases often leads to death.

Magna Cum Laude shines bright, dispenses advice at Ormoc City scholars’ assembly

Anna Marie Quisagan, the Magna Cum Laude of class 2019 of the Ormoc City Scholarship Pro-gram, sharing her life story (the good, the bad, and the redemptive), and dispenses sound advice to this school year’s city scholars.

ORMOC CITY – Anna Marie Quisagan, the Magna Cum Laude of class 2019 of the Ormoc City Scholarship Program, spoke before 208 new LGU scholars in their first general assembly on July 18, 2019 at the Ormoc City Superdome.

Also present in the as-sembly were the parents of the new batch of scholars, the 146 existing scholars, the scholarship board, and city officials led by OIC-Mayor Engr. Esteban V. Laurente and Councilors Atty. Nolito M. Quilang and Lalaine Marcos.

Ms. Quisagan started her message with the anal-ogy, “No tree overnight has the most beautiful flowers and/or fruits.” She then expounded it, saying: “It’s just the same with success. Success just don’t happen overnight. We don’t sleep at night and simply wake up the next day to be a bil-lionaire.”

According to Ms. Quisa-gan, as the eldest in a brood of seven, and as young as seven years old, she was already made aware of their family’s poor economic status. Her mother is just a housewife and her father is a farmer but according to her, the land his father is tilling is not theirs. He only gets paid for farming on it, she shared, and that was accordingly, their only source of income.

She continued sharing that there were even times that they did not have rice to cook. “Seven years old pa lang ko, nakasuway gyud ko anang ang among pamahaw linung-ag lang nga saging unya suwaan og ginamos unya mao na nay ilahutay namo sa tibook adlaw,” she recalled.

Despite that, however, she was still able to go to school with only two pesos as her “baon”. So, she did not eat snacks, she shared, and since she could not buy viand for lunch with only two pesos, she bought “tigpipi-song chichirya” and made those her viand. She also experienced, she further shared, having nothing to eat in school. In times like those, she would only sit in a corner, watching her classmates happily eating.

One time, she said, her teachers noticed that she did not have food to eat. So, what the teachers did was they would ask Anna Marie for help in the school works. “Ila ko pasuwaton sa class record, pasuwaton og IMs, and they gave me money para naa koy bawn pagka ugma, para naa koy mapalit nga sud-an ug snacks. So mao na ang akong gibuhat throughout my elementary years,” shared Anna Marie.

“However, our financial incapability did not stop me to dream big. Instead, it added up to my determina-tion para maniguro ko para ma-improve ang among kahimtang. Nga puhon, makakaon na ko sa sakto nga pagkaon. Kay sa una, lipay na kaayo ko kung makabawn ko og hotdog. Mura heaven na akong ma-feel kung makakaon ko og karne sa una,” shared Anna Marie.

According to her, grow-ing up in that situation, motivated her to graduate with flying colors, since her elementary days. She knew since then that graduating with flying colors in elemen-tary and high school would mean scholarship grants as she enters college.

She graduated vale-dictorian in her elementary graduation. Not just that, she was given champion-ship medals for she was able to represent Region VIII in the national stage as one of the oral reading interpretation finalists.

In high school, she used to study at Dolores National High School, hop-ing she could avail of the scholarship that EDC was offering. Unfortunately, the scholarship was only in-tended for students living in Dolores to Tongonan, so she was not included in the scholarship since she lives in Brgy. Sto. Niño.

She almost lost hope when she found out that she did not qualify for the

scholarship. Then, her ad-viser in Dolores, Gretchen Diaz, offered her a job, mak-ing her a working student. Then, when her adviser was transferred to the New Ormoc City National High School, she brought along Anna Marie, thus, she was transferred to NOCNHS.

She then doubled her efforts in doing well in her studies, so as to also show to her “angel”, Gretchen Diaz, that she is deserving of the support given to her. She did not only focus on her academics, she also joined extra curricular activi-ties by joining in the school publication as a writer. Fi-nally, she graduated as class valedictorian.

She was offered schol-arship programs from vari-ous schools, which she turned down. She also passed in the Visayas State University - Baybay City campus but she thought of what will her life be away from her family, and where will she get her allowance from, since she will be stay-ing in Baybay. So, she de-cided to enroll in Eastern Visayas State University.

She shared that in her high school days, she took up the DOST scholarship examination. Unfortunately, she failed. But then again, another “angel” came in – the city government’s scholarship program. “If it weren’t for that reason nga I failed sa DOST, I wouldn’t be here speaking in front of you. So thanks to Ormoc City Mayor Richard I. Go-

mez and Councilor Nolito M. Quilang for institutionalizing the scholarship program of the city,” she announced.

In her college days, she followed the same formula, which she used in her high school days – focus and do well in academics and join curricular activities. Last August 2017, she was awarded as one of the most outstanding students of Eastern Visayas by a known fraternity and sorority in Tacloban City.

“So how did I over-come all the trials? I always thought that it was never my journey alone. I have my family’s support, though

not financially, but emotion-ally. I am also very thankful to God. He has not only given me the gift of intellect, which became my key and power to brave through the problems in life. He also has given me significant per-sons who helped me brave through the adversities in life – my teachers, Ormoc City Mayor Richard Gomez and the rest of the members of the city’s scholarship board. If it weren’t for them, I wouldn’t be here now,” said Anna Marie.

Towards the end of her testimony, she shared to the new batch of scholars pieces of advice, saying,

“No matter what life is in store for you, you face it with courage. And no matter how many times you fail, it is never a reason for you to surrender. You should always str ive to stand again and continue fight-ing. You should never give up on your dreams and you should always look back to the reason why you are fighting from the start. PRO-8 steps up skills training against civil disturbances, prepares for SONAPALO, LEYTE – The Po-lice Regional Office 8 has stepped up in their skills training to address civil disturbances, and prepare for the upcoming State of the Nation Address of President Rodrigo Duterte on July 22, through a Civil Disturbance Management Competition Thursday (July 18).

BGen. Ariel Arcinas, PRO8 Deputy Regional Di-rector for Administration, said the competition tests the operational readiness and tolerance of the contin-gents, wherein they were judged in three phases: the showdown inspection, demonstration and prob-lem solving.

“The inspection covers their equipment and uni-form, the second phase is the demonstration, which shows the 8 basic formations in civil disturbance, and were used in the third phase, the prob-lem solving of the scenarios that were given to them,” the official explained.

Tacloban City Police Of-fice bested 9 contingents from different provincial and city offices and the Regional Mo-bile Force Battalion (RMFB) in Eastern Visayas. They also won in the showdown and problem-solving phase.

Ormoc City Police was also awarded as the most organized, most dis-ciplined, and the winner in the demonstration phase.

Meanwhile, PCol. Rolan-do Miranda, Deputy Regional Director for Operations, as-sured the public that the Eastern Visayas Police Force is ready to respond to civil disturbance situations that may arise, and are also ready to send troops to augment the forces in Metro Manila during

the SONA if needed.“We are more than

Mutya Pilipinas rebranded; new title of Mutya Top Model Philippines added

AT COVE OKADA Ma-nila, 40 candidates in the Miss Philippines Earth 2019 took center stage in floral backdrop, where they were dressed in Ricky Ramirez Abad’s earth-colored creations. They represented a flower from their respective towns, cit-ies and provinces that pro-moted the beauty of their respective flowers.

On its 19th edition, the advocacy-driven beauty event takes on a floral-themed year to celebrate the beauty of nature and of course the beauty of Fili-pino women, and brought forth flower power in its mission to add another deserving lady in its roster of blooming environmental ambassadors.

Hosts were previous Miss Earth beauties, Kar-en Ibasco (2017), Angela Ong (2015), Jamie Herrell (2014) and Karla Paula Henry (2008).

From 40 candidates, it was trimmed down to Top

10 and narrowed down to Top 5.

The crucial part was the Q&A portion were candidates where given 30 seconds to answer the question. The candidate that gave the most sub-stantial answer was Janelle Tee of Pasig City. She was adjudged winner, as Miss Philippines Earth 2019. The question: “Which do you think is a better strategy to encourage people to be environmental conscious – give incentives for good environmental practice or penalize bad habits?”

Janelle replied: “I could choose to give incentives because as a productive country, we know that we have a lot of communities that truly need help in terms of livelihood projects, which is what I’ve been doing with the ABS-CBN Foundation. That’s why I want to choose incentives because we have to teach them how to fish, rather than just give them fish, then it will be there

for a living. It will be there sustainability in them.”

As Miss Pasig City can-didate, she represented WATER LILY. It helps ab-sorb pollutants from Pasig River, and also it helps kidney pain, diarrhea and sore throat.

Meanwhile, named MPE-Air was Tagoloan, Misamis Oriental’s Ana Monica Tan. She repre-sented the FIRE TREE. It’s a seasonal flower that blooms every summer. It has antispasmodic and an-tiheumatic properties. It represents the fiery passion of Tagoloan.

Hailed MPE-Water was Chelsea Fernandez of Ta-cloban City. She represented Chrysanthemums. It is also known as Malaysian mums that can cure people with dia-betes. Likewise, it represents hope, optimism and joy.

Named MPE-Fire was Karen Piccio of Maasin, Iloilo. The flower she rep-resented was BAMBOO FLOWERS. It can magically

turn into various products such as accessories, decors, furniture and other textiles. Most importantly, bamboo can flower every 60 to 130 years when optimally taken care of. It can stand strong or be flexible in extreme weather conditions.

Hailed MPE Eco-Tour-ism, on the other hand, is Alexandra Marie Dayrit of Marikina City. She repre-sented the flower of BOU-GAINVILLEA. It blooms in scorching heat and pouring rain. It represents prosper-ity, beauty and passion. Infusion of bougainvil-lea flowers can help cure cough, sore throat, diarrhea, diabetes, and low-blood pressure and reduce stom-ach acidity.

Air Asia execs eye Ormoc-Manila flight, wants to bring in airbusORMOC CITY – Top honchos from Philip-pine Air Asia led by Capt. Dexter Comenda-dor, chief executive of-ficer, were in the city on July 17, 2019 to inspect the airport here that was recently inaugu-rated by President Ro-drigo Duterte himself a week ago, for possible Manila to Ormoc flights.

In a breakfast meet-ing with Mayor Richard Gomez, he said they were in Ormoc to inspect the airport, if it can ac-commodate an Airbus already. “Titingnan namin ang kapal ng semento, kun pwede ba ang Air-bus,” he said, among other things they would like to see.

With the Air Asia CEO were Capt. Johan-sen Hernandez, direc-tor for Corporate Secu-rity; Christopher Garcia, ground safety officer; and, Alexander Tuprio, head of security.

Mayor Gomez, on the other hand, was ac-companied by council-ors Vincent Rama, and transportation commit-tee vice-chairman coun-cilor Roiland Villasencio and member, councilor Lalaine Marcos during the meeting.

Comendador said Air

Asia is known to fly to new destinations, and they consider Ormoc as one. He said they would also be looking around for tourist spots because they are a leisure airline, and regular clients and tourists are on the look out for new destinations to visit.

Christopher Garcia, ground security officer, said their marketing team will also come and docu-ment places of interest in Ormoc and nearby towns like Lake Danao and Ka-langgaman Island.

Mayor Gomez, in re-sponse, said that Air Asia can do a survey or market study about the feasibil-ity of a Manila-Ormoc flight. He is confident they would see there is a market for the air-line, and this will not only come from Ormoc but the neighboring cities of Baybay and Maasin, and the provinces of Biliran and Southern Leyte.

Ormoc and Baybay cities are only 45 minutes away from each other, and has a combined population of more than 350,000. There is also a spike in the demand for air cargo shipments after Robinsons Place Ormoc and SM Center Ormoc opened up their malls in the city in 2018.

ORDER A verified petition

for the correction of en-tries appearing in the Certificate of Marriage of Elpidio P. Anasta and Fe-

lisa Lumen Legaspi also known as Felisa Raagas and supply the name of petitioner ’s parents in the said certificate of marriage is filed by one Felisa Lumen Legaspi-Anasta also known as Felisa Raagas. Petitioner seeks to correct the er-roneous entries in the Marriage Certificate of Elpidio P. Anasta (Elpi-dio) and Felisa Lumen Legaspi also known as Felisa Raagas (Felisa) by indicating the name of the petitioner as “FELISA LEGASPI”instead of FE-LISA RAAGAS; to sup-ply the name “PACHICO LOBRIGO LEGASPI” in the space provided for the name of petitioner’s father and to supply the name “JUSTIMIANA LUMEN” in the space provided for the name of petitioner’s mother.

Petitioner’s parents, Spouses Pachico Lobrigo Legaspi and Justimiana Lumen who are now both deceased, were against the relationship of Felisa and Elipidio P. Anasta as they were still young then and Fe-lisa just graduated from high school so that they decided to elope which resulted in Felisa’s get-ting pregnant with their son Arnel legaspi Anasta.

When Elpidio’s par-ents knew their situation. They went to the house of Felisa to formally ask for the hand of the peti-tioner but Felisa’s par-ents refused to face them. Since Felisa was already pregnant, to save the

family from humiliation of the public, considering that Felisa and Elpidio were living together as common-law-husband and wife, the parents of Elpidio decided to legiti-mize their cohabitation as husband and wife. Fe-lisa was confused of what was happening to her life during that time so that she agreed in enter-ing into marriage, it was Felisa’s mother-in-law who facilitated their mar-riage. Felisa and Elpidio were married in a mass wedding ceremony at the Mother of Perpetual Help Church in Tacloban City on December 23, 1972 solemnized by Rev. Fr. Martin Tobin.

Due to the number of couples to be married and the confusion during the mass wedding, what was written as name of petitioner in the space

provided for the name of the wife in the Marriage Certificate was “FELISA RAAGAS” in-stead of “FELISA LE-GASPI”. Because the Marriage Certificate was already prepared and the name FELISA RAAGAS was already typewritten in their Marriage Cer-tificate, Felisa just affixed her signature over the printed name FELISA RAAGAS.

As petitioner’s par-ents, Spouses Pachico Lobrigo Legaspi and Justimiana Lumen were not present during the mass wedding, their names were not entered in the Marriage Certifi-

cate of Felisa and Elpidio. The parents of Elpidio wanted to conceal their marriage from Felisa’s parents.

Attached to this pe-tition is the Certificate of Live Birth of Felisa to prove that Pachico Lobrigo Legaspi is her father and Justimiana Lumen is her mother.

After their mar-riage, Felisa and Elpidio continuously cohabited as husband and wife up to the present. Out of their union, they begot three children namely: Arnel, Liezel and Ma. Theresa, all surnamed Anasta.

In all of her public dealings and transac-tions, petitioner con-sistently declared the name of her husband as “ELPIDIO P. ANASTA”, as shown by her An-nual Income Tax Re-turn, Sworn Statement of Assets, Liabilities and Networth, Katibayan ng Orihinal na Titulo Blg. P63749, Application for Retirement Benefits filed before the GSIS and PhilHealth Member Data Record. Likewise, in all of the public dealings and transactions of Elpidio P. Anasta, he consistently declared the name of his wife as FELISA L. ANASTA” as shown by the Information for Membership Insurance of the GSIS, PNP Retiree, Update and Application Forms and Waiver of Rights.

Finding the said pe-tition to be sufficient in

form and substance, set the initial hearing of this case on August 1, 2019 in the morning session of this Court. During the said date and time, any interested party may appear and show cause why the present petition should not be granted.

Let copy of this or-der be published once a week for three (3) consec-utive weeks in a newspa-per of general circulation in the Province of Leyte at petitioner’s expense.

Tonago, Inopa-can, Leyte represented by Neiva Tan Lapastora by virtue of a Special Power of Attorney; that the petitioner’s year of birth was erroneously recorded as April 22, 1958 in the Certificate of Live Birth through the supplemental report but the correct and true year of birth of the petitioner was year 1959; that pe-titioner has been using April 22, 1959 the true and correct date of birth in all of her transactions as shown in her SSS ID, marriage contract, Driver License, Employment Authorization Card, Passport and others; that petitioner prayed that her year of birth from 1958 be changed to 1959 the correct year of birth of the petitioner and order be issued directing the LCR Inopacan, Leyte and the Philippine Statistic Authority to effect the

change in the record of birth of the petitioner.

PHA together with the Philippine Red Cross and various organizations simultane-ously conducted a nationwide hands-only CPR training to promote CPR among the general public. Such event will now be an annual activity by the two agencies with the help of the Philippine Medical Associa-tion (PMA), the LGUs and other concerned organizations.

Given that 4 out of 5 cardiac arrest events happen at home, there is a good chance a rescuer will be helping his or her loved one. Giving Filipinos the skills to intervene rather than remain passive, igno-rant bystanders until the arrival of trained medical personnel can literally spell the difference between life and death. When-ever there is a chance, let us learn CPR, and help save lives!

Whether our work is easy or hard, is completed or not, is something routine or involves something new and unfamiliar, we should know how to relate it to God or we should somehow see God in it.

In an interview with some of the van drivers in Ormoc who ply the Sogod route, it was found out that the vans are actually offering a cheaper fare compared to that of the shuttle. As for the airconditioned shuttle, the regular fare costs Php 282.00 and the discounted fare is Php 182.00. For the non-airconditioned shuttle, the regular fare costs Php 182.00 and the discounted fare is Php 154.00. Meanwhile, the fare for the vans for hire is only Php 180.00 (regular) and Php 160.00 (discounted).

The drivers also shared that there were about 20 vans for hire plying the route of Ormoc-Sogod. But when the shuttle came in, there are now only six vans plying the said route.

Ever since Arevalo and the PHA started their advocacy here in Ormoc City, some 8,000 locals have already been trained. Just a few weeks ago, Arevalo also trained some 60 personnel of the Sabin Resort Hotel on Hands-Only CPR. The hotel also has an AED.

An AED is a device which helps kick the heart alive with an electric shock, but CPR is still necessary to do.

The Hands-Only CPR training is a joint project of the PHA, LGU-Ormoc, the PNP, DepEd, the Ormoc City Medical Society (OCMS), nurses and trainers from the various hospitals here and the Red Cross, City Health Office, Ormoc Rescue, and the Rotary Club of Ormoc and Rotary Club of Ormoc Bay, of which Dr. Arevalo is a member.

Meanwhile, another Dr. Arevalo, this time in Palompon, Leyte, around one hour away from here, also led the Hands-Only CPR training in the town where some 1,506 attended. She is Mayor Dr. Georgina Laurente-Arevalo, who joined the activity, which was done nationwide. The mayor and Dr. Rhodette Arevalo are sisters-in-law.

Former Cong. Ong protests Rep. Javier’s “residency qualification”

Sanchez, Orilla lead Piña Festival Photo Contest winnersIT’S BEEN A MONTH since that most colorful and festive celebration of Ormoc City’s 2019 Piña Festival.

Along with that activity, the second Piña Festival Photo Contest also happened that day. It was participated by a total of 81 photographers, not just from Ormoc and neighboring towns but also as far as Cebu and Manila.

More than 700 photo entries for the two categories (Best Photo Category and Festival Queen Category) were submitted by all the participants; and finally, on July 17, the photos were judged.

Accordingly, invited judges Ted Mad-amba (International Photographer and Nikon brand ambassador) and Mikael Arogante (one of Cebu’s premiere photog-raphers and 4-time Sinulog photo contest champion) did not make it to the judging since the trips were cancelled that day due to the bad weather.

Taking their place were Jake A. Cortes (Founding member Ormoc Photographic Society), Vincent Paulo Cortes (Wedding Photographer and last year’s winner of Piña Festival Photo Contest), and Benjun Pore of Ormoc City Visual Arts Association (OCVAA), along with Ormoc City Mayor Richard I. Gomez, who is not only a pub-lic servant but also a painter, movie actor, photographer and film maker.

For the Best Photo Category, the win-ning photos were taken by: Michol Sanchez, Anthony Hejie Suralta, and Charles Igot. They will be receiving cash prizes of Php 30,000.00, Php 20,000.00, and Php 10,000.00, respectively.

For the Festival Queen Category, the winning photos were taken by: Bonifacio A. Orilla, Jr., Emmanuelle Sawit, and Salvador Toong III. They will be receiving cash prizes of Php 5,000.00, Php 3,000.00, and Php 2,000.00, respectively. TACLOBAN CITY – A petition question-ing the residency qualification of newly elected Leyte 2nd District Representative Lolita Karen Javier was filed before the House of Representatives Electoral Tri-bunal (HRET) Monday (July 15) by his de-feated opponent, former Cong. Henry Ong.

Ong asked the HRET to issue a tempo-rary restraining order (TRO) against Cong. Javier to “restrain her from further exercis-ing the powers and prerogatives attached to the position she now occupies”.

He also petitioned the HRET that Cong. Javier be “declared ineligible to sit as a member of the House of Representatives for the Second District of the province of Leyte, upon due hearing.”

Ong argued that Javier abandoned her residency in Jaro, Leyte, when she moved to Javier, Leyte 5th district with her husband, former Mayor Sandy Javier.

A complaint was also filed against Ja-vier by Ong due to the reported falsification of her certificate of candidacy (CoC) before the Office of the Ombudsman.

Ong claimed in his complaint that Ja-vier filed her CoC on October 17, 2018 as a private individual where she stated that she was already a registered voter, but Ong said the Commission on Election (Comelec) only approved her voter registration application October 25. By Marie Tonette Marticio
