1. Introduction
1.1 Objective This document provides the step by step guide to Approved Training
Organisations (ATO) on how to search, view, download and print existing e-
Certs by using either the Search Criteria or Batch Download function.

2.1 Login
1. The e-Cert System requires Users to login to SkillsConnect (SCN) (via
SingPass or EASY) before he/she is able to access the Download e-Cert
menu.
2. Go to the SCN website at https://www.skillsconnect.gov.sg
3. Click the SingPass icon to login via SingPass.
4. Enter your NRIC Number as your SingPass ID if you are Singaporean. For
Permanent Resident, enter the CPF account or FIN Number as your
SingPass ID. Note that all Employment Pass holders can apply for SingPass.
5. Enter your SingPass.
6. Click the “Submit” button.

2.2 Batch Download function
The Batch Download function is the easiest and fastest way to access and download
e-Cert. User can search up to maximum 200 recent e-Cert batches which were
previously uploaded by them and download the results in a .ZIP file for further action.
For ATOs with multiple SCN profiles, the System would display a Profile Summary
Screen. Click on the ATO SCN profile you wish to access. Example in the screen
below. WSQ Profile.

Upon granted access into SCN, the System would display the SCN Portal ATO
Screen.

1. To access Batch Download function, click “Download e-Cert”.
2. Click “Batch Download”.

3. System would display by default the 20 e-Certs per page of the most recent
200 e-Certs generated in descending chronological order. ATO may use the
Page View option to display 20, 50, 100 or 200 records. E.g.

4. The System would adjust the display accordingly.
5. To download SOA, click on the corresponding Download icon ( ) under the
Download e-Cert SOA column.
6. To download QUAL/TRAN, click on the corresponding Download icon ( )
under the Download e-Cert QUAL/TRAN column.
7. To download Reprint, click on the corresponding Download icon ( ) under
the Download e-Cert Reprint column.
8. The System would prompt for a local directory to save the selected e-Cert.
9. Click “Save”.

2.3 Search Criteria function
The Search Criteria function allows the User to search for specific e-Certs by
prompting the User to key in their desired search criteria. The System would process
the User’s search request and display a result set which the User could then view,
download or print.
1. To access Search and Download function, click “Download e-Cert”.
2. Click “Search Criteria”.
3. The System would display the “Download e-Cert” search page for ATO User
input.

The following Search Criteria are provided for user to search:

to select From Date and To Date from the

4. Key in search criteria accordingly. Do note that all fields are optional, provided
at least one search criteria is entered.
5. Click “Search”. Do note that the Search Criteria screen collapses/minimises
when user click the Search button. ATOs who uploaded assessment results
into SkillsConnect system are able to reactivate the Search Criteria screen by
clicking on the Search button again, as shown in the previous Figure 7.
6. The System would display the search results in a table format. Information
such as the ID Number, Name of the trainee, Competency Standard Code
etc. would be shown. E.g.

a. If there is no record found, the System would display a record not found
page. E.g.

7. To navigate e-Cert results, refer to Step 10.
8. To download e-Cert, refer to Step 11 to 14.

9. To export Results to Excel, refer to Steps 15 to 17.
10. To navigate e-Cert results, click “Next” to go to next page, click “Previous”
to go to previous page, click “First” to go to first page, click “Last” to go to
last page. Do note that the links can only be clicked if there is more than 1
page. E.g.

11. To download e-Cert(s), click the corresponding checkbox in the “Download”
column. Do note that:
a. One or multiple e-Certs can be selected for download at one time. E.g.

b. Click on the checkbox besides “Download” column will select ALL the e-
Certs in the current page. E.g.

c. For download Statement of Attainment (SOA), Qualification (QUAL),
Transcript (TRAN) respectively, please refer to the content of “Certificate
Serial Num” column. For SOA generated in year 2014, the Certificate
Serial Number starts with “140”. For QUAL generated in year 2014, the
Certificate Serial Number starts with “14Q”. For TRAN generated in year
2014, the Certificate Serial Number starts with “14T”. E.g.

12. Click “Download e-Cert”.

15. To export Results to Excel, click “Export Results in Excel”. Do note that
this function will export the whole list the e-Certs search results to excel.
16. The System would prompt for a local directory to save the e-Cert(s).
17. Click “Ok”
