MINUTES OF THE CITY COUNCIL MEETING

AUGUST 17, 2015

1. Call to Order. 2. The following Aldermen were present: Notheisen, Thomas, Hopkins, Trantham, Darter,

Frederick Koerber and Heller. 3. Pledge of Allegiance was led by Mayor Smith. 4. Correction or Withdrawal of Agenda Items by Sponsor. None. 5. Approval of Minutes as Written or Amended. Motion made by Alderman Frederick and seconded by Alderman Heller to approve August 3,

2015, 7:30 p.m., City Council Meeting Minutes. Correction Item #13 change from ‘Bi State has shut down’ to ‘Bi County has shut down’ and ‘Violence Prevention Center’ change to ‘Tri City.’ Motion passed unanimously including correction with Aldermen Frederick, Koerber, Heller, Notheisen, Thomas, Hopkins, Trantham and Darter voting yea.

6. Petitions by Citizens on Non-Agenda Items. Mr. George Bieber requested the Council consider approving a metal roof to be put on his

assessory building. Mayor Smith stated this request will come before the Planning Committee to be reviewed.

7. Reports and Communications from the Mayor and other City Officers.

A. Report of Collector. Report is in the packet. Motion made by Alderman Thomas and seconded by

Alderman Hopkins to approve the report. Discussion. Alderman Notheisen questioned why the utilities were so low compared to last year and Shawn explained possibly due to the moderate temperatures in May. Motion passed unanimously with Aldermen Thomas, Hopkins, Trantham, Darter, Frederick, Koerber, Heller and Notheisen voting yea.

B. Report of Treasurer. Report is in the packet. Motion made by Alderman Heller and seconded by Alderman

Frederick to accept the report. Motion passed unanimously with Aldermen Heller, Notheisen, Thomas, Hopkins, Trantham, Darter, Frederick and Koerber voting yea.

C. Report of Zoning Administrator. No report. D. Report of Director of Public Works. Director Birk reported Baxmeyer has started the force main project on the Kolmer lift

station. The stripes are being removed downtown with completion expected by noon on Wednesday. The micro sealing will begin the first week in September.

E. Report of Chief of Police. No report. F. Report of City Attorney. No report. G. Report and Communication by Mayor. Mayor Smith announced the death of Sandy Ziebold. She served as a member of the

Waterloo Planning Commission. Mayor Smith offered special sympathy to her family.

8. Report of Standing Committees. No report.

12. Miscellaneous Business

A. Consideration and Action on Raffle License Request and Waiver of Bond from the Metzger-Crook VFW Post No. 6504 for their Annual Multiple Raffle License.

Motion made by Alderman Darter and seconded by Alderman Frederick to approve a raffle license request and waiver of bond from the Metzger-Crook VFW Post No. 6504 for their annual multiple raffle license. Motion passed unanimously with Aldermen Darter, Frederick, Koerber, Heller, Notheisen, Thomas, Hopkins and Trantham voting yea.

B. Consideration and Action on Street Closure Request for the Closure of Main Street

from First Street to the Alley Located after J.V.’s on Friday, September 11, 2015 from 5:00 p.m. to 12:00 a.m. for the Discover Historic Waterloo Monthly Event.

Motion made by Alderman Trantham and seconded by Alderman Hopkins to approve a street closure request for the closure of Main Street from First Street to the alley located after J.V.’s on Friday, September 11, 2015 from 5:00 p.m. to 12:00 a.m. for the Discover Historic Waterloo monthly event. Motion passed unanimously with Aldermen Trantham, Darter, Frederick, Koerber, Heller, Notheisen, Thomas and Hopkins voting yea.

C. Consideration and Action on Signing of the Annual MEGSI Agreement for the

Coordination of Enforcement of Drug Laws Without Regard to the Jurisdictional Boundaries and to Cooperate with State and Federal Enforcement Groups.

Motion made by Alderman Notheisen and seconded by Alderman Hopkins to approve signing of the Annual MEGSI Agreement for the coordination of enforcement of drug laws without regard to the jurisdictional boundaries and to cooperate with state and federal enforcement groups. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Frederick, Koerber and Heller voting yea.

D. Consideration and Action on Signing of a Memorandum of Agreement between the

City of Waterloo, IL and BHMG Engineers, Inc. for an Electric System Cost of Service and Rate Study.

Motion made by Alderman Heller and seconded by Alderman Darter to approve signing of a Memorandum of Agreement between the City of Waterloo, IL and BHMG Engineers, Inc. for an Electric System Cost of Service and Rate Study. Discussion. Alderman Notheisen inquired as to the necessity of this $20,800 study which was done five years ago. Director of Public Works, Tim Birk explained the study is beneficial and down the road we will need it to establish the Net Meter Rate for solar panels and wind rates. Alderman Heller stated the Electric Committee approved this action. Motion passed unanimously with Aldermen Heller, Notheisen, Thomas, Hopkins, Trantham, Darter, Frederick and Koerber voting yea.

E. Consideration and Action on Signing of LIHEAP Agreement ( Low Income Home

Energy Assistance Program) between the City of Waterloo, IL and Western Egyptian Economic Opportunity Council, Inc.

Motion made by Alderman Hopkins and seconded by Alderman Trantham to approve signing of LIHEAP Agreement (Low Income Home Energy Assistance Program) between the City of Waterloo, IL and Western Egyptian Economic Opportunity Council, Inc. Discussion. Alderman Koerber and Alderman Notheisen asked if we should sign this agreement without Western Egyptian not being active. It was explained this is federal money not state money to be released by the federal government and has already been set aside which will not be an additional cost to Waterloo. Motion passed unanimously with Aldermen Hopkins, Trantham, Darter, Frederick, Koerber, Heller, Notheisen and Thomas voting yea.

13. Discussion of Matters by Council Members Arising After Agenda Deadline. None. 14. Motion to Adjourn. Motion made by Alderman Thomas and seconded by Alderman Frederick

to adjourn. Motion passed by unanimous voice vote. Mayor Smith adjourned the meeting at 7:50 p.m.
