Mississauga has several key but disconnected waterfront opportunity sites that are physically well suited to redevelopment and not impeded by traditional barriers such as an expressway or rail lines;

Each of these sites require a vision that is initially community driven, then professionally expanded into a master plan, then implemented in a rational and viable series of development parcels.

multiple government stakeholders created political obstacles slowing progress

some capital improvements such as restoring the Don River have not been accounted for financially

the excessive use of consultants tended to increase costs and slow progress

Return on investment strategies must be based on more than only financial returns. Health, design, environment, culture and other wellbeing benefits must be part of the evaluation of returns.

Ongoing tax burdens must be avoided for future generations.
