John A. SmithChair 2010-2011Illinois Section American Water Works Association

On behalf of the Illinois Section American Water Works Association (ISAWWA) I would like to extend a warm welcome to WATERCON – the 3rd combined annual conference of ISAWWA & IWEA. The Technical Program Committees have compiled a diverse technical session schedule that has something for everyone. Our exhibit hall is booked solid with the latest water/wastewater related technologies and expert technical representatives ready to help you sort through the maze of information. Please make it a priority to take time out of your schedule to browse the exhibit hall and lobbies to support the vendors that help make our conference possible each year. The conference is a great place to show off your talents. We have our annual Top Ops competition, Meter Madness and of course, the ever popular Tapping Contest. New this year -- Wednesday is Bike and Breakfast (bring your bicycle). The event starts at 6:30 am. Also on Wednesday will be a Lake Springfield Watershed tour starting at 11:30 am.

Our committee meetings are open to all AWWA members. If you would like to get more involved, attending a meeting is a great way to get your feet wet. Check your program for a listing of the meetings. We will once again be hosting the Water Artifacts Museum. If you have old piece of water main, meter, or piece of lab equipment that you would like in the Museum, “bring it on down” and we will be glad to put it on display. The Museum will be open on Tuesday from 10am to 5pm and on Wednesday from 9am to 3pm. The museum can be found on the second floor. Our Association provides excellent resources for our members to obtain the latest information on what is happening in the water field. We serve as a vital link to connect colleagues in the treatment and delivery of water. I would like to encourage you to come and take advantage of everything that this year’s conference has to offer - such as professional development, fellowship, great food, fun, and the latest technologies in the exhibit hall.

Thank each of you for making ISAWWA such a successful organization. I look forward to serving with each and every one of you in the coming years.

Dennis C. PriewePresidentIllinois Water Environment Association

On behalf of the Board and members of the Illinois Water Environment Association (IWEA), I would like to extend a warm welcome and invitation to attend WATERCON 2011, A Joint Conference and Expo. This is the third joint conference between IWEA and ISAWWA, and is Illinois largest water and wastewater conference and exposition. This conference and expo is March 21 – 24, 2011 and is being held at the Crowne Plaza Hotel and Conference Center in Springfield, Illinois.

The Technical Program Committees from the ISAWWA and IWEA have compiled an expanded technical session schedule with papers from leading experts in over eighteen technical tracks. In addition to the technical papers, this conference also has an all day Watershed Management Symposium that is available to all conference attendees.

The exhibit hall is literally overflowing with vendors and exhibitors. Please make it a priority to take time out of your schedule to browse the exhibit hall and learn about all the newest equipment and services that are available. Be sure to give a special thanks to all our exhibitors and sponsors that help to make this joint conference such a success.

Along with the technical sessions and the exhibit hall, this conference provides a vast opportunity to meet and network with your fellow professionals in a variety of activities. Along with the usual events such as the Water Operator Competitions, Committee and Board Meetings, Young Professionals Day, to name a few, there are some new and exciting activities in store. On Tuesday morning, for the energetic folk, there is a Breakfast and Bike Ride. (Bring your bike!) On Tuesday evening, there is a Texas Hold’em Tournament for all our card playing members. This tournament is a fund raiser to help support the activities of ISAWWA and IWEA. Be sure to check out the Water Artifacts Museum again this year. The museum will be open Tuesday and Wednesday throughout the conference.

IWEA will be holding its Annual Awards Dinner this year at the Inn at 835 in downtown Springfield. Attendees will hear from Water Environment Association Trustee Paul Bowen, and celebrate in the accomplishments of all the award recipients.

ISAWWA and IWEA are also paying special tribute to all of our first time conference attendees. If this is your first joint conference, please be sure to get your welcome gift at registration. We hope that you have an enjoyable and educational experience and attend again in the future.

This joint conference provides excellent resources for all our members to obtain the latest information in the water and wastewater field. It serves as a vital link to connect colleagues in the treatment and delivery of water and wastewater services. I would like to thank all the joint committees of IWEA and ISAWWA for the work that was done for this year’s event. I also want to give a special thank you to all our exhibitors and sponsors, for without them, this conference would not exist.

Paul Bowen2009-2010 Board of TrusteesWater Environment Federation (WEF)

Paul Bowen is a member of the 2009-2010 Board of Trustees for the Water Environment Federation (WEF), an international organization of water quality professionals headquartered in Alexandria, Va.

Paul is currently the Director of Strategic Business Initiatives, Water Technology and a Member of the Global Water Stewardship team for The Coca-Cola Company. In that role, he oversees water use efficiency programs for global manufacturing, including work with plants on water minimization, water reuse, and water conservation; coordinates compliance with The Coca-Cola Company’s wastewater guidelines, including review of wastewater treatment plant designs and operations; evaluates water and wastewater technologies for implementation into manufacturing operations; and is the Subject Matter Expert for water issues for Coca-Cola North America.

Prior to his position with The Coca-Cola Company, Paul was an Assistant Professor for the School of Civil Engineering & Environmental Science at the University of Oklahoma and Vice-President and Senior Staff Consultant for Metcalf & Eddy.

A WEF member since 1977, Paul has held multiple leadership and committee roles within WEF. He has served on the Program Committee as both chair and vice chair as well as served as a member and chair of the Residuals & Biosolids Technical Symposium, Industrial Wastes Technical Symposium and the Research Symposia. Paul was also chair of the Committee Leadership Council’s Delivery Focus Group and a member of the Public Affairs & Communications and Industrial Wastes Committees. In addition, he has served as a literature review author for the Residuals & Biosolids and Industrial Wastes Committees.

Also an active member of the Georgia Association of Water Professionals (GAWP), Paul has served as a member and chair of GAWP’s Program Committee and a member of Industrial Waste Committee. His other professional affiliations include: the American Water Works Association, American Society Of Civil Engineers, American Chemical Society, International Water Association, International Society of Beverage Technologist, and as a member of the Board of Directors for WEF’s Charity of Choice, Water For People.

Paul received his B.S. in Natural Systems (Chemistry and Biology) from Mercer University (Macon, Ga.) in 1975, and his M.S. (1976) and Ph.D. (1982) in Environmental Systems Engineering from Clemson University (Clemson, S.C.).

Jerry StevensPresident-Elect (2010 - 2011)American Water Works Association

Jerry Stevens has been a member of AWWA for 35 years, during which time he worked his way through the ranks of the Iowa Section, serving as treasurer for seven years, becoming a trustee in 1998, chairman-elect in 2000, and chair in 2001. In 2006 Jerry became director of the Iowa Section, and was elected to the office of vice-president in 2007. He has also served on the AWWA Engineering Computer Applications Committee. Jerry received the AWWA Fuller Award in 2003, and became a Life Member in 2005. Jerry recently joined the Workforce Strategies Committee which focuses on workforce issues.

He received his BS in civil engineering from Iowa State University, and was hired as a project engineer by the Waterloo Water Works in 1974. He became assistant general manager in 1976 and general manager in 2001. In September, 2004, he moved to West Des Moines to become general manager of the West Des Moines Water Works. In addition to his managerial duties, he oversees and directs the public relations and community information efforts.

Jerry’s credentials include Registered Professional Engineer, Grade IV Water Treatment Plant Operator, and Grade IV Distribution System Operator for the State of Iowa. He has also been active in Red Cross and Rotary Club. Jerry and his wife, Julie, live in West Des Moines, Iowa

John ShimkusCongressmanRepresenting the 19th District of Illinois

March 1, 2011 - Congressman Shimkus to address the attendees of WATERCON on March 23rd at the Crowne Plaza in Springfield, IL.

U.S. Representative John Shimkus of Illinois, chair of the House Subcommittee on Environment and the Economy, will address the joint conference of the Illinois Section of the American Water Works Association and the Illinois Water Environment Federation taking place on March 21-24 at the Crowne Plaza Hotel and Conference Center in Springfield. The conference is expected to draw 1,500 water professionals from across the state.

The Illinois Section AWWA considers Congressman Shimkus a strong supporter of the drinking water industry, fighting hard in recent years with his strong opposition to proposed legislation, which has tried to lump water treatment facilities in with chemical facility security bills. The current law on chemical facilities security will be re-authorized in some fashion this year, and we urge his continued opposition to a Congressional mandate that imposes higher costs onto local drinking water customers.

While it looks like State Revolving Loan and Clean Water Revolving Loan funds are going to take a hit this year, the Congressman very much understands the infrastructure needs of our facilities and our communities in general. He has been very open to helping our industry in any manner that he can such as efforts to reduce flushing pharmaceuticals into our waterways. We very much appreciate Congressman Shimkus advocacy on behalf of the drinking water industry.

The TOP OPS challenge tests the everyday knowledge of water treatment plant operators as part of a team in a fun, fast paced Q&A tournament. The winner of the final round will represent the Illinois AWWA at the ACE Conference in Washington dC in June 2011.

TAPPING CONTESTWednesday, 5:00 pm in the Exhibit Hall

Tapping Contest is where water utility teams race to open a cement-lined, ductile iron pipe and install a tap. The winning team will then compete at the AWWA annual conference in June 2011 in Washington dC.

METER MADNESS CONTEST Wednesday, 5:00 pm in the Exhibit Hall

Meter Madness is a fast paced contest that puts competitors against the clock to assemble a water meter from a bucket of parts. The winner of this competition is eligible to compete at the national level Meter Madness contest during the AWWA annual conference in in Washington dC in June 2011.

lake Springfield Watershed Resources Planning Committee Presentation Tom Skelly, City Water, Light & PowerRichard Lyons, Lyons FarmA long-standing relationship between the Sangamon County Soil and Water Conservation District and the City of Springfield has helped align many partners through the formation of the Lake Springfield Watershed Resources Planning Committee. Agricultural producers, chemical and fertilizer dealers, land and water resource professionals, and other stakeholders have joined together to develop projects to reduce sedimentation and fertilizer and chemical runoff to Lake Springfield.

The Illinois Section AWWA and Illinois Water Environment Association are sponsoring a Texas Hold em Tournament to benefit both associations scholarship funds at WATERCON 2011. We are inviting all who are interested to play regardless of your skill level. If you don?t know how to play and would like to learn, we will have a training session at 8:30 p.m. that night to provide you with everything you need to know to have a very enjoyable experience.

THERE IS NO COST TO PLAY!!!

Table sponsorships are being sold to help offset costs and generate proceeds for the scholarships. In addition, Water Well Solutions, Inc. has generously offered to be the event sponsor and provide some tap beer and commemorative glasses for the event. Prizes will be awarded for many of the lucky winners.

HOW DO I SIGN uP TO PLAY?Each table sponsor will be given 8 jokers to distribute to anyone they wish. Look for signs in the exhibit booths of the table sponsors and ask for a joker as your entry ticket for the event. We are limited to about 200 people so be sure to get your joker early before they?re gone. If you have not received a Joker card, we will also have a sign up list at the registration desk you can add your name to. Players with Joker cards will be given first seating and the players on the sign up sheet will be filling open spots starting at 9:10pm. You must show up by 9:00 p.m. to play. You will begin the tournament at the sponsors table from whom you received your joker. As the evening progresses tables will be consolidated as necessary to a final championship table. As stated earlier, prizes will be awarded and the Grand Champion will be presented the 2011 WATERCON Texas Hold em Trophy.

Don’t be bashful about playing; it will be a very friendly and enjoyable experience for rookies and experts alike.
