Groundwater Management Recommendations

Prepare and send a letter to SB County Environmenta l Health Department and the Board of Supervisors requesting:

1. During the Water Shortage Emergency, the immedia te suspension on the issuance of new groundwater well permits and moratorium on new water well construction withi n the

* Does not affect the permitting for the replacemen t of existing producing wells.

Groundwater Management Recommendations

SANTA BARBARA COUNTY PLANNING & DEVELOPMENT

2. All properties subject to new land use permits w ith existing (and future *) wells (within the Montecito Water District service boundary) shall include the following conditions:

a) Wells to be equipped with a District approved wat er meter and to provide District with annual groundwater usage/extr action data .

b) Owner to participate in the District’s groundwate r monitoring program permitting the District reasonable property/well a ccess for collection of bi-annually well static water level.

c) All properties with wells shall have an approved backflow detection device installed at the District meter and be enrol led in the District’s Cross Connection Protection Program.

*Future wells are those that would be permitted fol lowing suspension of the recommended new water well drilling moratorium.
